&lt;/p&gt;&lt;p&gt;Dear Sir: on Monday last I mailed from Moline to the engineer in Chief at Springfield a Requisition with bond &amp;amp;c for equipments for a military company organized in Western Henry Co. under the Militia law. As a Volunteer Infantry Company. A few weeks since when in Springfield I stated the necessity of the organization &amp;amp; arming of such a company at this point, but neglected repeating it when I sent the requisition.
&lt;/p&gt;&lt;p&gt;I will here repeat breifly some of the reasons why I urgently request the arming of this company as soon as possible. 1st. Every man in the Company is strictly Loyal. 2d Joining Western in Rock Island County, in Coal Valley Township is an armed organization of Traitors headed by B. G. Wright. Also joining us on the North is the only disloyal township in Henry Co. and in it Jacob Sharp a justice of the Peace, has made his boasts that he has an Hundred men armed and ready to wipe out us "Lincoln Usurpers". 3d Hundreds of the Prisoners from Rock Island who have taken the oath &amp;amp; enlisted in our service, but have been rejected on account of Physical disability
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;are scattered among our farmers. They are all McClellen men, and claim the right to vote we deny it for altho they have resided in our state a year yet it was mostly a forced residence, they having been here voluntarily only since taking the oath.
&lt;/p&gt;&lt;p&gt;If we are unprepared we may have trouble from refusing them the priveledge of voting - it has been threatened.
&lt;/p&gt;&lt;p&gt;P. L. Cable one of the richest and most influential Traitors in Rock Island addressed a company of about fifty of those discharged prisoners yesterday advising them to hire out only to democrats as they were their friends &amp;amp;c. I might say more but it is not necessary, you will understand our case. We wish to be prepared in time to prevent trouble.
&lt;/p&gt;&lt;p&gt;I would have come down instead of writing but am working for Abe &amp;amp; Andy &amp;amp; supposed it not to be absolutely necessary for me to come.
&lt;/p&gt;&lt;p&gt;Put down Henry for 1500 majority &amp;amp; Rock Island for 500.
&lt;/p&gt;&lt;p&gt;The Muster roll &amp;amp;c I sent to Gen'l Fuller. If it is necessary for me to come down in order to procure the arms, a line to me at Colona, if you will send it, &amp;amp; I will come down at once.

&lt;/p&gt;&lt;p&gt;Dear Sir: on Monday last I mailed from Moline to the engineer in Chief at Springfield a Requisition with bond &amp;amp;c for equipments for a military company organized in Western Henry Co. under the Militia law. As a Volunteer Infantry Company. A few weeks since when in Springfield I stated the necessity of the organization &amp;amp; arming of such a company at this point, but neglected repeating it when I sent the requisition.
&lt;/p&gt;&lt;p&gt;I will here repeat breifly some of the reasons why I urgently request the arming of this company as soon as possible. 1st. Every man in the Company is strictly Loyal. 2d Joining Western in Rock Island County, in Coal Valley Township is an armed organization of Traitors headed by B. G. Wright. Also joining us on the North is the only disloyal township in Henry Co. and in it Jacob Sharp a justice of the Peace, has made his boasts that he has an Hundred men armed and ready to wipe out us "Lincoln Usurpers". 3d Hundreds of the Prisoners from Rock Island who have taken the oath &amp;amp; enlisted in our service, but have been rejected on account of Physical disability
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;are scattered among our farmers. They are all McClellen men, and claim the right to vote we deny it for altho they have resided in our state a year yet it was mostly a forced residence, they having been here voluntarily only since taking the oath.
&lt;/p&gt;&lt;p&gt;If we are unprepared we may have trouble from refusing them the priveledge of voting - it has been threatened.
&lt;/p&gt;&lt;p&gt;P. L. Cable one of the richest and most influential Traitors in Rock Island addressed a company of about fifty of those discharged prisoners yesterday advising them to hire out only to democrats as they were their friends &amp;amp;c. I might say more but it is not necessary, you will understand our case. We wish to be prepared in time to prevent trouble.
&lt;/p&gt;&lt;p&gt;I would have come down instead of writing but am working for Abe &amp;amp; Andy &amp;amp; supposed it not to be absolutely necessary for me to come.
&lt;/p&gt;&lt;p&gt;Put down Henry for 1500 majority &amp;amp; Rock Island for 500.
&lt;/p&gt;&lt;p&gt;The Muster roll &amp;amp;c I sent to Gen'l Fuller. If it is necessary for me to come down in order to procure the arms, a line to me at Colona, if you will send it, &amp;amp; I will come down at once.

There is a rumor of his death and that he was possessed of a large amount of property and died without heirs, Now We think that there is some mistery about it As there was a man by that name went from North Kingston a number

&lt;hr /&gt; of years ago and was of a family of ten Children Now one of the brothers Children has become immensely rich within a short time, and the other heirs thinks that he might have been on to Illinois and settled up the affair privately, we do not know the town or County but thought that if there was such a man died and left a million or more of property in your State that you could probably give us some information about it weather it had been settled by a man by the name of  Gardner Now if you can find out any clue to what I have stated I hope you will and

I would most Respectfuly ask; that you make a special request to the President to order my Discharge.  I will now give the circumstances under which I make this request.  I have been in the service since Aug. 1862, for the last year my health has been poor, not being able to march.  I have been unable to get a Discharge through the regular military Chanel, as my officers would not assist me much.  I am now on Detached duty working at the Harness Trade.  But I am not well any of the time as my Lungs is effected.  Since my Enlistment

C. is over 64 years of age - seperated from his freinds - but in good health. We want to get him transferred to Hospital farther north. Will you write a line to the Adjt Genl at Washington in our behalf. So much for business.
&lt;/p&gt;&lt;p&gt;I regret to say our prospects are not very bright politically in Old Fulten. The Cops, can do far more with Col Oakes and Capt Westlake than we can. Two of our officers have been shot while enforcing the draft, and
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;we had hoped that the authorities would be sufficiently aroused to make an effort for he arrest of the perpetrators of the deed, and also the draft [disenters?]. But our Cops have bargained with the officers, that no soldiers shall be sent into the county untill after the election - which answers their (the cop's) purposes.
&lt;/p&gt;&lt;p&gt;Missouri refugees, draft skedadlers, and any one in fact will vote - Union men are disgusted and disheartened.
&lt;/p&gt;&lt;p&gt;This is the third time the Cops have wooled our Provost Marshal.
&lt;/p&gt;&lt;p&gt;Is there no remedy? Must the Govt - the United States Government, be defied by a set of cut throats in this County, and fear to cross the Illinois River, untill they get permission of the Copperheads of Fulton County? Is it not very humiliating to loyal men?
&lt;/p&gt;&lt;p&gt;The arrangement made was this.

&lt;/p&gt;&lt;p&gt;I have the honor to make the following statement in the case of Syrus R. Quigley formerly 31st Co. 1st Batt IC afterwards changed to Co. D 11th Regt IC then to Co K 8th Regt VRC.  That he was sent to Hosp Bks No 1 Elmira NY on the 10th of Sept 1863 The Company being on duty at that place at that time.  On the 29th of Sept 1863 he received A Furlough from the Hosp for 20 days to go to Lewiston Fulton Co Ill He left Lewiston on the 18th of Oct 1863 and arriving at Peoria Ill on the morning of the 19th inst applied immediately at the Pro Mar's office (producing his furlough) for transportation to his company and was ordered to call next day as the Pro Mar's was not in An so doing at 8 o'clock a.m. He was immediately placed in confinement with a squad of Deserters and at about 10' am of the same day was forwarded with the others to Camp Butler Springfield Ill From which place he was sent at 2' o clock P.M. of the 21st inst to Schofield Prison Bks St. Louis Mo After remaining there about three weeks He with two others was taken before Col Alexander Pro Mar'l Gen Who gave a written order to Capt Stewart Commdg Schofield Bks to the effect that they should be removed from the Prison and

&lt;p&gt;placed in the transportation Bks to be forwarded to their respective Companies The Capt instead of complying with that Order remanded them back to the Prison Bks  where the said Cyrus R. Quigley was kept until the second day of Dec 1863 When he was sent to Indianapolis Ind and there kept in confinement until the 28th of March 1864, when he was sent to Columbus Ohio where he was kept in confinement until the 7th of April 1864 and then sent to Elmira NY and kept in confinement until the 20th of April 1864 When he was identified by Sergt Stroud as a member of the aforesaid Company on or about the 10th of April he was arraigned for trial before the Police Court at Bks No. 3 Elmira NY Which desided he be sent to his Company stationed at Camp Douglas Chicago Ill and on the 28th of April 1864 He was sent forward to join his Company as aforesaid where he reported on the 30th inst &lt;u&gt;No Guard accompanying and no charges sent with him&lt;/u&gt; I have the honor further to state that the said Syrus R. Quigley was Droped from my Company rolls as a deserter on the 2nd of December 1863 at which time I received notice that there should be stopped from his pay $30.00 from apprehension as a Deserter About the same time I received a letter from his friends asking for information concerning him as they had not heard anything from him since he left home to join his Company.

&lt;/p&gt;&lt;p&gt;I also received an order from the War Department stating that so much of Gen Order 312 from the War Department dated Sept 16, 1863 Transferring him to the Vet Res Corps was rescinded and that he Cyrus R. Quigley should be returned to his Company he having been reported as a Deserter I then sent all the above papers and statements to Washington for further orders concerning the aforesaid Cyrus R. Quigley but have not since received any answer.

&lt;/p&gt;&lt;p&gt;I have the honor to make the following statement in the case of Syrus R. Quigley formerly 31st Co. 1st Batt IC afterwards changed to Co. D 11th Regt IC then to Co K 8th Regt VRC.  That he was sent to Hosp Bks No 1 Elmira NY on the 10th of Sept 1863 The Company being on duty at that place at that time.  On the 29th of Sept 1863 he received A Furlough from the Hosp for 20 days to go to Lewiston Fulton Co Ill He left Lewiston on the 18th of Oct 1863 and arriving at Peoria Ill on the morning of the 19th inst applied immediately at the Pro Mar's office (producing his furlough) for transportation to his company and was ordered to call next day as the Pro Mar's was not in An so doing at 8 o'clock a.m. He was immediately placed in confinement with a squad of Deserters and at about 10' am of the same day was forwarded with the others to Camp Butler Springfield Ill From which place he was sent at 2' o clock P.M. of the 21st inst to Schofield Prison Bks St. Louis Mo After remaining there about three weeks He with two others was taken before Col Alexander Pro Mar'l Gen Who gave a written order to Capt Stewart Commdg Schofield Bks to the effect that they should be removed from the Prison and 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;placed in the transportation Bks to be forwarded to their respective Companies The Capt instead of complying with that Order remanded them back to the Prison Bks  where the said Cyrus R. Quigley was kept until the second day of Dec 1863 When he was sent to Indianapolis Ind and there kept in confinement until the 28th of March 1864, when he was sent to Columbus Ohio where he was kept in confinement until the 7th of April 1864 and then sent to Elmira NY and kept in confinement until the 20th of April 1864 When he was identified by Sergt Stroud as a member of the aforesaid Company on or about the 10th of April he was arraigned for trial before the Police Court at Bks No. 3 Elmira NY Which desided he be sent to his Company stationed at Camp Douglas Chicago Ill and on the 28th of April 1864 He was sent forward to join his Company as aforesaid where he reported on the 30th inst &lt;u&gt;No Guard accompanying and no charges sent with him&lt;/u&gt; I have the honor further to state that the said Syrus R. Quigley was Droped from my Company rolls as a deserter on the 2nd of December 1863 at which time I received notice that there should be stopped from his pay $30.00 from apprehension as a Deserter About the same time I received a letter from his friends asking for information concerning him as they had not heard anything from him since he left home to join his Company.

According to agreement at Babcocks in Canton, I had Regimental notices printed signing myself "Lt Col." but my Commission had not come.  Rev F M Havermole writes that you had ordered a Com. for him in the 55th.  Rev C. Springer was elected last spring to that position, and is expecting it now.  The 127th Ill have applied through me to get them a Chaplain, and

&lt;/p&gt;&lt;p&gt;I have been in hopes that you would have obtained a leave of absence for me to go home to vote  Private soldiers all over the country have been furloughed and a great many officers and I am compelled to say that I think it very strange that at so important an election as the one now impending that I am to be denied the privelige extended to private soldiers all over the land  I hope that Illinois will maintain the proud position at the polls which she has in the field and send the copperheads to the place where there is no resurrection.  We are anticipating some trouble on the northern and Southern frontier and have already sent troops and artillery to Erie Pa  I shall go there myself to remain for a few days under the

&lt;/p&gt;&lt;p&gt;Mrs Winans mother of George W. Winans deceased, is anxious to obtain your co- operation in setting up George’s affairs with the Govt:
&lt;/p&gt;&lt;p&gt;We have recently made application to the 2d Auditor of the Treas. Dept; in her name for the Back Pay due him &amp;amp; the Department made no reply. We have also deemed it lawful &amp;amp; right to appy for a Pension, and receive no answer to this application  Mrs. Winans says George had an interest in Prize Money, while he was on the “Juliet”  I have written &amp;amp; so has she to get some clue to this Prize Money, but cannot get light. Mrs Winanas will not be satisfied without hearing your suggestions, and on her account particularly we desire that you may give such advance as facts in your possession may prompt
