&lt;/p&gt;&lt;p&gt;Plan for an Illinois State Sanitary War Claim Agency to be Established in Springfield Illinois.
&lt;/p&gt;&lt;p&gt;Its Object
&lt;/p&gt;&lt;p&gt;1st To secure soldiers &amp;amp; their families any Claims for pensions pay or bounty without cost to the Claimant.
&lt;/p&gt;&lt;p&gt;2nd To protect soldiers &amp;amp; their families from imposition and fraud.
&lt;/p&gt;&lt;p&gt;3d To give gratuitous advice to Soldiers and their families, who may need it.
&lt;/p&gt;&lt;p&gt;To bring the knowledge of the Agency to every claimant I would respectfully suggest to your Excellency that the Aid Societies throughout the State be requested to Act as corespondents and distributors of information. Through them Every claimant can be made acquainted with the Agency and have their claims properly presented.

&lt;p&gt;Fund for Assisting Claimants
&lt;/p&gt;&lt;p&gt;I would recommend that if the State make a liberal appropriation for Sanitary purpurposes, that a portion of the money say $10,000 - be set aside and appropriated for the purpose of making advances to realy needy persons; thusly preventing the necessity of selling their Claims at a ruinous sacrifice.
&lt;/p&gt;&lt;p&gt;When we consider that a large Majority of Claimants need every dollar due them and actualy suffer or become a charge upon the benevolent for the want of it, the importance of some such provision is at once apparent.
&lt;/p&gt;&lt;p&gt;There could be no loss of such a fund for when the claims are collected the amount advanced is deducted.
&lt;/p&gt;&lt;p&gt;I have practiced this on a small scale in Nashvill &amp;amp; know its importance.

&lt;/p&gt;&lt;p&gt;Plan for an Illinois State Sanitary War Claim Agency to be Established in Springfield Illinois.
&lt;/p&gt;&lt;p&gt;Its Object
&lt;/p&gt;&lt;p&gt;1st To secure soldiers &amp;amp; their families any Claims for pensions pay or bounty without cost to the Claimant.
&lt;/p&gt;&lt;p&gt;2nd To protect soldiers &amp;amp; their families from imposition and fraud.
&lt;/p&gt;&lt;p&gt;3d To give gratuitous advice to Soldiers and their families, who may need it.
&lt;/p&gt;&lt;p&gt;To bring the knowledge of the Agency to every claimant I would respectfully suggest to your Excellency that the Aid Societies throughout the State be requested to Act as corespondents and distributors of information. Through them Every claimant can be made acquainted with the Agency and have their claims properly presented.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Fund for Assisting Claimants
&lt;/p&gt;&lt;p&gt;I would recommend that if the State make a liberal appropriation for Sanitary purpurposes, that a portion of the money say $10,000 - be set aside and appropriated for the purpose of making advances to realy needy persons; thusly preventing the necessity of selling their Claims at a ruinous sacrifice.
&lt;/p&gt;&lt;p&gt;When we consider that a large Majority of Claimants need every dollar due them and actualy suffer or become a charge upon the benevolent for the want of it, the importance of some such provision is at once apparent.
&lt;/p&gt;&lt;p&gt;There could be no loss of such a fund for when the claims are collected the amount advanced is deducted.
&lt;/p&gt;&lt;p&gt;I have practiced this on a small scale in Nashvill &amp;amp; know its importance.

Men were driven from our store with brick bats after we had passed them out the back way to prevent trouble.  Citizens were stopped on the street and revolvers drawn on them for no offense whatsoever.  Hardly a building on this street but had windows broken, unless it were those that had closed up before the arrival of the train.  We saw no effort on the part of the Officers to stop the men in their lawless proceedings.  Trusting that you will use your influence to prevent such troubles in future.

&lt;pre&gt;                          On the 15th last the 62'd Infantry Col. True passed through this place on its way to Cairo and while here committed many depredations upon private property, and in some cases grossly outraged individual rights._

&lt;pre&gt;                          The men scattered our town _ and it soon became apparent that business would have to be suspended about the Depot - our Merchants closed their shops.
&lt;/pre&gt;
&lt;pre&gt;                          The men refused admittance, amused themselves with breaking in windows _ no less than half a dozzen being broken in one (region?).
&lt;/pre&gt;
&lt;pre&gt;                          In such places as they could gain admittance private property was appropriated and in some cases things taken only to be thrown into the streets afterwards.
&lt;/pre&gt;
&lt;pre&gt;                          I suppose the people suffered to the amount
&lt;/pre&gt;
&lt;hr /&gt;
&lt;p&gt;of two hundred dollars - in some instances outrageous language being used in presence of ladies.
&lt;/p&gt;
&lt;pre&gt;                           It is proper to state that I was not in town at the time- And what I write is from information of others - but if necessary it Can be substantiated under oath by good and loyal men.
&lt;/pre&gt;
&lt;pre&gt;                           I am informed that while the men were acting so badly _ the officers, or at least a portion of them were Cognizant of the same and made no effort to preserve order.
&lt;/pre&gt;
&lt;pre&gt;                            I Enclose you some letters from loyal men, who were witnesses _ and respectfully refer you to them.

&lt;pre&gt;                            I need not inform you that this City is loyal (fair?) to me, as proven at the late Election, _ as well as by its past acts towards the Soldiers _ Last Sunday week over one hundred dollars was contributed at one of our Churches for the benefit of Soldiers Orphans.  The sufferers in the recent outrage being so far as I Know are all loyal men. I incline in their opinion that but few of the Regt were Engaged, the mass condemning their conduct _ and that

&lt;p&gt;the outrages complained of could have been prevented by proper efforts on part of the Col.-

&lt;pre&gt;                          On the 15th last the 62'd Infantry Col. True passed through this place on its way to Cairo and while here committed many depredations upon private property, and in some cases grossly outraged individual rights._
&lt;/pre&gt;
&lt;pre&gt;                          The men scattered our town _ and it soon became apparent that business would have to be suspended about the Depot - our Merchants closed their shops.
&lt;/pre&gt;
&lt;pre&gt;                          The men refused admittance, amused themselves with breaking in windows _ no less than half a dozzen being broken in one (region?).
&lt;/pre&gt;
&lt;pre&gt;                          In such places as they could gain admittance private property was appropriated and in some cases things taken only to be thrown into the streets afterwards.
&lt;/pre&gt;
&lt;pre&gt;                          I suppose the people suffered to the amount
&lt;/pre&gt;
&lt;hr /&gt;
&lt;p&gt;of two hundred dollars - in some instances outrageous language being used in presence of ladies.
&lt;/p&gt;
&lt;pre&gt;                           It is proper to state that I was not in town at the time- And what I write is from information of others - but if necessary it Can be substantiated under oath by good and loyal men.
&lt;/pre&gt;
&lt;pre&gt;                           I am informed that while the men were acting so badly _ the officers, or at least a portion of them were Cognizant of the same and made no effort to preserve order.
&lt;/pre&gt;
&lt;pre&gt;                            I Enclose you some letters from loyal men, who were witnesses _ and respectfully refer you to them.
&lt;/pre&gt;
&lt;pre&gt;                            I need not inform you that this City is loyal (fair?) to me, as proven at the late Election, _ as well as by its past acts towards the Soldiers _ Last Sunday week over one hundred dollars was contributed at one of our Churches for the benefit of Soldiers Orphans.  The sufferers in the recent outrage being so far as I Know are all loyal men. I incline in their opinion that but few of the Regt were Engaged, the mass condemning their conduct _ and that

&lt;p&gt;the outrages complained of could have been prevented by proper efforts on part of the Col.-
&lt;/p&gt;
&lt;pre&gt;                             Our people have requested me to lay the matter before you in hopes your Excellency will take such action in the matter as will leave Col. True to do his duty in future _ and to protect us from similar occurrences hereafter.-

In my late tour of inspection in the 
Department of the Cumberland, I visited Lookout Mountain
Hospital, at Chattanooga Tennessee. Aside from the ordinary
interest excited by visiting a locality now become famous,
the occasion was one long to be remembered by me, by reason
of an incident, which will form the material [post?] of this
communication.
&lt;/p&gt;&lt;p&gt;The Illinois Soldiers, diseased and 
wounded, inmates of the hospital I have named, wished
to testify in our humble way, their appreciation of the self-
sacrificing intrest manifested in their behalf upon all
occasions by your Excellency. To that end, they commisioned
me in their behalf, to present to you the cane accompanying
this this letter, trusting that you might accept it, not for
its intrinsic value merely, for that is small, but as
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;an [illegible] of their gratitude and lasting esteem.
It is of laurel wood, commonly called by the natives
iron wood, by reason of its hardness, and was cut by
the eldest of their number, from over the summit of the
Mountain.
&lt;/p&gt;&lt;p&gt;Will your Excellency please accept it, as the gift of
honest, brave and patriotic hearts. The Soldiers is no Diplomatist. 
He is all unused to flattery - He speaks right out the sentiments 
of his heart, whither it be in hearty condemnation of
treason, covert or avowed, or in grateful acknowledgements
of kindnesses received. Rest assured then, that this expression,
whatever be its worth, has at least the merit of being an honest
one. With this cane, this Soldiers also wished me to return to
your Excellency their thanks for all done by you in their behalf,
and to extend their hope and prayer, that after you shall have
vacated your office, as soon you will be called upon to do
health and prosperity may attend you wherever, or in whatever 
position, public or private you may be, and especially
that nothing may ever arise to cause you to regret your efforts
and labors in behalf of the volunteers of Illinois, in the Great Army
of the Union. With sentiments of personal esteem, in behalf of these
