</p><p>I have the honour herewith to submit for your Consideration a plan for the Establishment of an Agency in this City for the relief and protection of Soldiers, their widows, orphans & friends.
</p><p>The plan I think will commend itself as one very much needed, and will be of vast benefit to a needy and most worthy class of persons. Should an Office be established in Washington, this is just what is wanted to prepare & forward claims, - Each would be an advantage to the other, and between the two it is hoped all honest & worthy claimants will be protected.

</p><p>Plan for an Illinois State Sanitary War Claim Agency to be Established in Springfield Illinois.
</p><p>Its Object
</p><p>1st To secure soldiers & their families any Claims for pensions pay or bounty without cost to the Claimant.
</p><p>2nd To protect soldiers & their families from imposition and fraud.
</p><p>3d To give gratuitous advice to Soldiers and their families, who may need it.
</p><p>To bring the knowledge of the Agency to every claimant I would respectfully suggest to your Excellency that the Aid Societies throughout the State be requested to Act as corespondents and distributors of information. Through them Every claimant can be made acquainted with the Agency and have their claims properly presented.
</p>

<p>Fund for Assisting Claimants
</p><p>I would recommend that if the State make a liberal appropriation for Sanitary purpurposes, that a portion of the money say $10,000 - be set aside and appropriated for the purpose of making advances to realy needy persons; thusly preventing the necessity of selling their Claims at a ruinous sacrifice.
</p><p>When we consider that a large Majority of Claimants need every dollar due them and actualy suffer or become a charge upon the benevolent for the want of it, the importance of some such provision is at once apparent.
</p><p>There could be no loss of such a fund for when the claims are collected the amount advanced is deducted.
</p><p>I have practiced this on a small scale in Nashvill & know its importance.

</p><p>1st To secure soldiers & their families any Claims for pensions pay or bounty without cost to the Claimant.
</p><p>2nd To protect soldiers & their families from imposition and fraud.
</p><p>3d To give gratuitous advice to Soldiers and their families, who may need it.
</p><p>To bring the knowledge of the Agency to every claimant I would respectfully suggest to your Excellency that the Aid Societies throughout the State be requested to Act as corespondents and distributors of information. Through them Every claimant can be made acquainted with the Agency and have their claims properly presented.

<p>Fund for Assisting Claimants
</p><p>I would recommend that if the State make a liberal appropriation for Sanitary purpurposes, that a portion of the money say $10,000 - be set aside and appropriated for the purpose of making advances to realy needy persons; thusly preventing the necessity of selling their Claims at a ruinous sacrifice.
</p><p>When we consider that a large Majority of Claimants need every dollar due them and actualy suffer or become a charge upon the benevolent for the want of it, the importance of some such provision is at once apparent.
</p><p>There could be no loss of such a fund for when the claims are collected the amount advanced is deducted.
</p><p>I have practiced this on a small scale in Nashvill & know its importance.

<pre> The men refused admittance, amused themselves with breaking in windows _ no less than half a dozzen being broken in one (region?).

</p><p>Sir I have the honor to forward to you a Rebel Battle Flag captured by my command on a recent expedition to Brookhaven Miss.
</p><p>During the expedition the command captured two pieces of Artillery, Three Caissons, one Flag, Eighty six Prisoners, Two hundred horses and mules, on Rail Road Train, Fifty army wagons and a Rebel Mail.
</p><p>One Camp was surprised and broken up, and a large depot at Brookhaven containing Quartermaster Commissary and ordnance Stores destroyed.
</p><p>Not long since a Garrison Flag was captured by my command at Camp Moore La. That Flag was sent to the War Department at Washington. I have obtained permission to send this one to you.

</p><p>We would ask you if some steps cannot be taken by which we can be protected in our business and property which troops are passing through our city, or must we close our stores after having our windows broken as was the case when the 62nd regiment went through here last week on their way south. Men were driven from our store with brick bats after we had passed them out the back way to prevent trouble. Citizens were stopped on the street and revolvers drawn on them for no offense whatsoever. Hardly a building on this street but had windows broken, unless it were those that had closed up before the arrival of the train. We saw no effort on the part of the Officers to stop the men in their lawless proceedings. Trusting that you will use your influence to prevent such troubles in future.

</p><p>Being well aware of the high position you occupy, it is with some embarrassment that I write & did I not know that within your bosom, beats a kind & generous heart I would not dare to do so. Heretofore you have lent a willing ear to tales of distress, have been a comforter to broken hearts & a friend to the suffering & feeling assured that you will not scorn my humble petition I will make known to you my present distressing circumstances. I am the mother of two soldiers who are in the field fighting for our beloved country & have been from the commencement of the war. They were my supporters for I am a widow & depended much on them for a living which

<p>which I must say with truth had always been sufficient, but lately my boys have sent me no money, for they have not been paid for sometime. But for that I do not murmur had I not been so unmercifully used up by the great tornado that has recently passed through this place.
</p><p>The hand of Providence has stripped me of my all & left me in a deplorable condition & to you I apply for aid, comfort & advice & I will tell you why. My helpless family were more or less injured by the storm; one of my children had a leg broken another a fearful flesh wound & two more badly bruised, myself not escaping severe injury, having my right ribs broken. I suppose some of the unfortunate people will recieve some assistance from the citizens, but for my part I have had no promise of help from that source, only this that some persons are taking measures to put me & my crippled ones on the county & to that I can never submit. In this

<p>case I deem it unjust, more especially because it is a soldiers family & is it right because of my present misfortune to rank me with common paupers? Perhaps it may appear presumtious to you on my part to address you, but having heard of many kind acts & favors from you towards soldiers & soldiers families I am hopeful still that I will not be passed unnoticed. Governor Yates has been a friend to the people of Illinois & how often have we heard the soldiers bless him for his marked kindness to them & their families!
</p><p>Once more to the point - if there is anything you can do for me in any way whatever, whether it be assistance or advice in Heaven's name, I beg you to do it. Every thing I owned was swept away & the family left in a crippled condition but if I can obtain some assistance from honorable sources sufficient to start me again, I shall be content to wait until I can do something myself.
