&lt;/p&gt;&lt;p&gt;CIRCULAR.
&lt;/p&gt;&lt;p&gt;I. -- It having come to the knowledge of the General Commanding the District of Western Kentucky, that a contraband trade was being carried on at Metropolis, Ill., and other points on the Ohio river, with the people of Kentucky, an investigation was maid which proved that a very large trade had been going on for some time, and that a number of skiffs had been employed in smuggling and transporting goods and other articles across the river.  This in direct violation of orders from these Head-Quarters.
&lt;/p&gt;&lt;p&gt;II. -- Hereafter no traffic of any description will be allowed between Metropolis and Kentucky, or at any point on the Ohio river other than military posts, and no boats shall ply across the river at Metropolis, except to accommodate such persons who may wish to cross for the purpose of visiting, on penalty of seizure and con-fiscation.
&lt;/p&gt;&lt;p&gt;III. -- Many permits given for trade in Kentucky at Military Posts, having been used at Metropolis without being taken up, parties adding such articles to them as they saw fit, all such permits are hereby revoked.

&lt;p&gt;Dear Sir, We enclose [you?] a Circular, issued by authority of Brig Genl Meredith at Paducah Ky.  You will very readily perceive the effect that such an order will have upon the business of our thriving little city.  Our Merchants complain and very justly, that, they are not allowed the same priviledges that their less loyal neighbours enjoy in the State of Ky.  Paducah was at the beginning of the war and still is one of, if not the most disloyal place in the state, of Ky, and to my personal knowledge, was as violent, and traitorous as Charleston S.C., since which time I am sorry to say that [her?] Merchants &amp;amp; Capitalists have not reformed, but notwithstanding this a Federal Officer wearing the uniform of a Genl, by the exercise of power, wich was given him to protect the loyal sentiments of the Country, has dictated a Circular that at once suppresses the trade on the loyal side of the River and transfers it to the Rebels, and the Rebel

&lt;hr /&gt;
&lt;p&gt;side crushes our Metropolis, and builds up Paducah.  The Merchants of this place protest, against this Circular and appeal to you as the Gov for protection. They cannot but characterize this order as the most infamous, and unjust [certain?] an [imputation?] against their loyalty, which is totally false and unfounded, in [vindicating?],  which they push with pride, to the number of soldiers that has been furnished by their town [treaty?] to suppress the Rebellion and to the recent [election?], the results of which prove that the great Mass. of the People of this County, are loyal, and that while they have suffered much they are still willing to do more to restore the nation, and have resolved to give their united &amp;amp; cheerfull support in every order and every Circular that has for its effect what purpose, but the Merchants of Metropolis would, respectfully [refenesuch?] to your Excellency that trade with Ky. is permitted at the Town of Paducah and that they have repeatedly asked the authorities there to establish at this point a Board of

&lt;p&gt;Trade such an one as is at Paducah and a Surveyor, whose duty it shall be to grant such parties who desire to purchase supplies at this point subject to the same power and to all the, rules and orders of the Military authority of Paducah, this they would [resfuaful?] [upresent?] would be but just to them and they will ever feel under obligation to their Governor if he will interest himself in their behalf.

&lt;pre&gt;              Some two or three weeks since I wrote you in relation to getting some men from the Draft rendezvous in your City, assigned to the 65th Ill. Infantry. Col. Wm. Scott Stewart, since when I have heard no word from you.  I infer that you may never have seen my letter.  In relation to this Matter, my dear Gov. I certainly do not wish to bore you, being aware that the disposition of those men does not belong to you, a (cou??) within your jurisdiction, Still I was of the impression that a "good word" from you to Col. Oaks, would accomplish the whole matter. Col. Stewart is my personal friend and I am very anxious that the ranks of his regt. should be filled up, by the addition of at least 250 Men, which would enable him to be mustered in as a Colonel. Stewart is a resident of Waukegan, a splendid fellow, and out and out Republican.  His regiment

&lt;p&gt;was in the late battle at Franklin, and from all accounts, fought like devils, led on by their gallant Col.  The 65th killed a rebel Brigadier Genl, a Colonel and several minor officers, besides making general slaughter among the "Johnies."  Capturing a rebel battle flag.

&lt;pre&gt;       Should it be in your power to use your influence with Col. Oaks, to the end that the 65th could have 250, new men, I should feel Everlastingly obliged.  The 65th being one of the Veteran regiments, Comes legitimately under the rule of the War Dept. for assigning the drafted men.

I know he has a good wife and my own wife insists upon it that Johny Snyder is all and more than you claim for him. I am not aware how many may be allowed me there I presume not more than I shall require. I have requested Col Loomis to remain in some place with me of that kind I have also mentioned the same to a gentleman here. Governor Hoffman asks me to retain Hershback. I hope to be able in a week or two to come down and spend a day or two with you and will then see what the chances will be for Col Snyder. I am very buisy reading State matters and some time next week hope to be able to get to work on the inevitable Inaugural. I believe I had rather fight a battle than write one. I have just read the Presidents message. It is remarkable for nothing. is what will be called a good message. Parre left there and they are having the  [ ] matter just as they want to hide certain restrictions have been held over all the Merchants at this place and recently Genl. Meridath has ordered all the crafts [ ] of all kinds [ ] ordering persons to not I said to hunter...without they are permitted. We have taken the responsibility on different occasions to stop

&lt;p&gt;[ ] goods on the bank or in crafts and Merideth has sent down for them and taken them away this was not known to me til it was done and I now give you notice of the facts hoping that it may be [ ] it does not belong to his department and no doubt goes to his rivals account. we are trying to keep [ ] and robbers both [ ] and if we can have your protection when in a pinch we will help them strate if we have to use a rope to do it. Comd. Parre did more for our county and that of his Districts in KY while he was there than all the commanders that [ ] was there and to my satisfaction and all the loyal men was [ ] and just and did nothing that any loyal man could complain of but was feared by the robbers and copperhead even in Metropolis and I am sorrow to say that kind Merideth is just the opposite

&lt;pre&gt;             I wish to make a Statement of my case to you  I was wounded at the Battle of Misson Ridge 25th Day of Nov 1863, by a Musket balls passing through both Thighs and have Done no Duty since  I have requested an Examination Several times. and have been referred to the board which we have been looking for since

My wounds have been healed Ever Since July  One year Service in Hospital ought to Discharge a man. or Send him to the front.  I cant See the pollicy of going into the F.R.C. for if I can do Duty there. I can with my Company. and it would be far preferable to me.  I refer my case to you for I know a Soldier applying to you for help does not apply in vain if he has any just cause for making Such application

Wagner, corp Co G. 89 Regiment Capt Whiteine Ills vol and find that from a Gunshot wound Receive accidentely While in the Service of the Government that said accident did fracture the ulna and from the attending inflamation or other cause the arm is perminantly disabled He being entirely unable to close the left hand that being the Hand of the [ingerd?] arme the Wound was received on the 11 of Feb, 1864 and believeing that he would be entirely unable to serve as a soldier [now?] ask in hope of receiving a discharge from the service for said Wagner.

Dr Sir.........I sent a messenger to Col Rowley (late of Gen Grants staff) and to your Friend Mr Tomlin asking them (if consistent) to say a favorable word to you respecting the appointment of John Spensley to a Lieutenancy -  I was pleased to hear that Col Rowley was a witness to John's conduct as a soldier in the field &amp;amp; hand you herewith his letter _  also one from Mr Tomlin.  I am still quite ill &amp;amp; unable to do more than write this letter_ but forgot I should get signers to a petition to same effect _  Judge Marvin a personal friend of mine is now at Springfield &amp;amp; will give you information in regard to this a (illegible) county matter

I am still quite ill &amp;amp; unable to do more than write this letter_ but forgot I should get signers to a petition to same effect _  Judge Marvin a personal friend of mine is now at Springfield &amp;amp; will give you information in regard to this a (illegible) county matter

&lt;p&gt;i this Evening take the responsibility of Righting a few Lines in Reference to My Situation  in Aug 1862 i Enlisted in the 87 th ills inft Regt at that time i Had a wife and 6 children and put the utmost confadence in My wife  things progressed with Satisfaction untill in the Spring 64 with My Consent My wife Hired a young man to tend a crop and the 5th of Last Aug i received news that My wife was conducting Her Self in a very disgracefull way  She applied for a divorce without any cause only i was in the army  Her and this

&lt;p&gt;Man She Hired is yet Together i Rote Several Letters for Her to dismiss Him but it is not done  She also alowes Him to Whip the children Shamefully and Mistreat them in Every Respect  one of My children died i Have tried Every Means of getting a furlow to go to relieve My children  Lt Colonel Crebs Has done all He could to git a furlow for Me but Has failed i Have No one their that would relieve them i Have 3 brothers in the 98th Ills as My officers appears anscious for Me to go concluded to rite to you

Rogers six weakes ago I  have not resievd an ancer from him
