&lt;/p&gt;&lt;p&gt;&amp;amp; as several States by vote of the people &amp;amp; their Legislature have ordered, that their soldiers in the field shall vote &amp;amp; as I believe, the Constitution of our State with a liberal Constitution will warant our Soldiers to vote. therefore I would respectfully recomend - that you as Commander in Chief of the forces of Illinois - &amp;amp; as Governor of Illinois - issue a general order - instructing the Commanding Officer of Each Illinois regt. to have his - Regt Cast their votes, on the day appointed for the Election - &amp;amp; that 
&lt;/p&gt;
&lt;hr /&gt; 
&lt;p&gt;such officer, or officers - either themselves or their men by vote designate their Judge &amp;amp; Clerks of Election - &amp;amp; that the returns of Each regt - duly certified by the Commanding officer - be returned to you. the votes of Soldiers will Undoubtedly decide the Election.

L. and altogether all right.

&lt;p&gt;we want arms for these men, they have already stood guard night after night with us, and when the time comes will fight in defense of our homes, and the Government.

Olney, and he called my attention to the fact of our having organized in our town, a company of 40 black Men,- all free &amp;amp; citizens of our town_ they are drilling &amp;amp; in good condition for effective use, and their Captain is a white man, a friend of ours, who is a member of the U. L. and altogether all right.

&lt;p&gt;we want arms for these men, they have already stood guard night after night with us, and when the time comes will fight in defense of our homes, and the Government.

&lt;/p&gt;&lt;p&gt;The Law of Congress requires in adjusting accounts with States that the time of service shall be computed.
&lt;/p&gt;&lt;p&gt;Our quota under the call of July is. 52.057.
&lt;/p&gt;&lt;p&gt;If therefore we had no excess, 52.057 one years men would fill our quota.  Now therefore I insist that the State is not liable to a draft under the present call because adjustments should be made with States when the calls are made.
&lt;/p&gt;&lt;p&gt;Universal dissatisfaction exists at the threatened draft under these circumstances.
