&lt;/p&gt;&lt;p&gt;The papers from the 79th just received are such as to satisfy me beyond doubt of two points, first that Henry can have no peace in the Regiment, and second that nothing short of the appointment of Maj. Buckner Colonel will give satisfaction.  I shall not do as the officers and Generals request, revoke Henry's commission, but I am pretty well satisfied they will have him removed.  Under the circumstances, you will, I believe, agree with me that it would be better for Henry to

&lt;p&gt;withdraw.  If you do not think so, but prefer his running his chances then let it be so as I can procure authority at Washington directing him to be acknowledged until he is removed.

&lt;/p&gt;&lt;p&gt;I join in his request that if a negro regiment be raised in your State Capt Hughes may have a place in it.  The number of negroes in this State is so small that it would be useless to attempt to raise a regiment here.  Indeed it seems to me the attempt to raise a regiment either in Illinois or Iowa could be a very difficult &amp;amp; troublesome matter by reason of our nearness to Missouri.  There would be continual questions and controversies because those volunteering would be claimed as the runaway slaves of loyal men in Missouri.

&lt;/p&gt;&lt;p&gt;I join in his request that if a negro regiment be raised in your State Capt Hughes may have a place in it.  The number of negroes in this State is so small that it would be useless to attempt to raise a regiment here.  Indeed it seems to me the attempt to raise a regiment either in Illinois or Iowa could be a very difficult &amp;amp; troublesome matter by reason of our nearness to Missouri.  There would be continual questions and controversies because those volunteering would be claimed as the runaway slaves of loyal men in Missouri.

I had my own suspicions of Merrit and so strong that I caused an interview between Gen Palmer and him with a view to decide whether he was loyal. I know nothing of him -- he came here but lately recommending himself as a Brig. Gen. in the Gunboat service -- He said he should see you etc. My opinion is that he is more of a 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;humbug than a spy and that the best way is to pay no attention to him except to send him on his way. 
&lt;/p&gt;&lt;p&gt;It is true that a formidable secession peace party exists in Illinois which intends to have the ascendancy or to overthrow the Government. It is but too true that in very many places in Illinois deserters could not be arrested without resistance -- and that many very good and wise men are in constant apprehension of immediate revolution.
&lt;/p&gt;&lt;p&gt;The Government must have a large force here if it expects to enforce the authority of the Government -- Without it we shall be  overwhelmed.
&lt;/p&gt;&lt;p&gt;I thank you for your generous promise of cooperation - and if you will write to Washington recommending that a force be immediately sent to Illinois you will much oblige

&lt;/p&gt;&lt;p&gt;I take the liberty of writing to you upon a subject that I think should Claim your attention in some degree  I allude to the many desertions from our Army and the outspoken Treason in this part of the State  The democrats held a political meeting in this place last Friday the 20th Inst and the speakers denounced the President as an outlaw  the audiance cheered Jeff Davis and in fact the sympathy exprefsed for the rebellion would have satisfied Jeff Davis had the meeting been held in Richmond.  as for desertion there are constant arrivals here  I wish to call your particular attention to one a man by the name of Doct Marlow  he arrived here a day or two before the meeting  he went as 2nd surgeon in the 49th Regt Ills Vol under Col Wm R Morrisson but says he has been transferred to some Cavalry Regt and holds a Majors Commission  he says he left Corrinth without leave and says he used all means in his power to induce others to do the same  The man is capable of doing great mischief here not withstanding his sottish habits and we hope the proper authority disposes of him as he should be disposed of  he will (after dissipating his present supply of funds) go back to the army and Draw pay for the time he is thus employing in treason to his country
&lt;/p&gt;

&lt;p&gt;You will excuse me for writing this to you when I tell you I have a Son in the army that has not had an opportunity to come home for near 20 months and I am like all other Loyal men in this community that have their sons there   we dislike to see deserters come home without the fear of punishment and not only desert but act in concert with traitors and utter all manner of Slander against out troops   I heard this Marlow alluded to telling a set of Traitors on friday last that he had seen our soldiers under orders from their Lincolnite officers rob poor union families of their Beds and provisions and what they could not take away  they would destroy while others had to stand guard over wealthy Rebels property  he told his audience that he had deserted or left without Leave rather than execute such orders  
&lt;/p&gt;&lt;p&gt;My Dear Sir I speak the sentiments of all the Loyal men in this community when I say if some prompt action to curb the Rebellious element of this part of the State is not taken in a short time we will have trouble here.

&lt;/p&gt;&lt;p&gt;I had hoped ere this to have so far recovered my health as to have been able to have made a short trip at least, South.  But I am yet unable to be about. I  ventured out a week or more ago. but "seeing my shadow" returned to await more favorable weather.  When I should try it again my Rheumatics, which- still lingers with me will determine.
&lt;/p&gt;&lt;p&gt;I received a letter day before yesterday from my brother. (The only one I have) a Capt in the 46th Ills regiment Co H who has been associated with this Regt first as Lieutenant and then Capt ever since its organization. He has always been a Republican but no abolitionist- but an out and out uncompromising Union man.  Has been in three battles. Donelson

&lt;p&gt;Pittsburg &amp;amp; Hatchee. In which I am told he acquitted himself most honourably.
&lt;/p&gt;&lt;p&gt;In his letter, to my astonishment he asks to be placed in command of a Negro Regiment, should the bill pass which he has no doubt of. He is satisfied that there is fight in them, and when well drilled will make good soldiers.
&lt;/p&gt;&lt;p&gt;He asks me to use my influence in securing him an appointment and asks that it be in one of the first regiments organized. And suggests that should be he fail with Governor Yates,. would not Gov Kirkwood  give him an Iowa regiment. 
&lt;/p&gt;&lt;p&gt;He is a resident of Lane Ogle Co Ills. resigned the position of Sheriff of the County and accepted a Lieutenancy in the 46th.
&lt;/p&gt;&lt;p&gt;These facts before you I wish you to give me a letter to Gov Yates such as your feelings in the matter dictate. 
&lt;/p&gt;&lt;p&gt;Knowing him to be a good soldier and deeply interested in the course of his country I feel anxious to gratify his wishes.

&lt;/p&gt;&lt;p&gt;give cause of fear, as to the Effect it may have 
&lt;/p&gt;&lt;p&gt;upon our Army: To say the least, it is a 
&lt;/p&gt;&lt;p&gt;great wrong, and the Evil should be stopped if 
&lt;/p&gt;&lt;p&gt;possible. There are several instances of deser-
&lt;/p&gt;&lt;p&gt;tion in our County--And we are informed that 
&lt;/p&gt;&lt;p&gt;quite a Squad returned to this County last 
&lt;/p&gt;&lt;p&gt;Evening--For those reasons we have thought 
&lt;/p&gt;&lt;p&gt;it our duty to inform you of the fact, and 
&lt;/p&gt;&lt;p&gt;Communicate with you, as to what can be 
&lt;/p&gt;&lt;p&gt;done, and how it should be done. Surely if

&lt;/p&gt;&lt;p&gt;According to his representations the states of Ill and Missouri are strongly disloyal,; organizations have been formed in both states to oppose the War; arms belonging to the government have, to a large extent, been distributed to such organizations, and a plan is on foot if not already perfected for the legislatures of these two states in connection with that of Ky to vote the three out of the Union in May next and attach them to the Southern confederacy.
&lt;/p&gt;&lt;p&gt;I was aware of course that a large

&lt;pre&gt;"peace party" existed in Ill, but was not prepared to believe anything like the statements made by Mr. Merritt. Knowing the facts as I do, I am astonished that the protestants should be capable of such meanness. There is not one of the people, high or low, whom I have met, who is not [illegible], and who does not express his sympathy for you. 
&lt;/p&gt;&lt;p&gt;Some of our German friends - those of them who think of sending Caspar [Butz?] to Congress -- were at first disposed to find fault with you for signing the Congressional apportionment bill. Yesterday it was reported by "The Times" that you had not signed it-and  a dozen men [requested?] me to telegraph you upon the subject. Mr
&lt;/p&gt;
&lt;pre&gt;----
&lt;/pre&gt;
&lt;pre&gt;[Medill?] told me last night that he should write to you.
&lt;/pre&gt;
&lt;p&gt;Now, the bill is a hard one for the Republicans. Upon the basis of the last Spring's election the Democrats will have about five hundred majority. But I am thinking that you have already signed the bill; and if you have not, I will not presume to offer my advice. I know you will do the best you can under the circumstances, and that will be right, though some may complain.
&lt;/p&gt;&lt;p&gt;I dropped into the "Tribune" office late last night and found that nothing has been written in reply to "The Times." So I hurriedly wrote a few lines under the heading "My Copperhead [Protest?]". Perhaps I will write another article to-day in which I will mention the fact that Ohio gives her governor $122,000 as a contingent fund.
&lt;/p&gt;&lt;p&gt;Dr. Buck left with me the

&lt;/p&gt;&lt;p&gt;I have seen this morning for the first time the resolutions of the Legislature of Illinois in regard to the Canadian Canals. In an ordinary condition of the public mind there would probably be no misconstruction of this action. It would be regarded as it is intended simply as a conference 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;among comercial &amp;amp; business men, in regard to comercial interests of the North-West &amp;amp; Canada.  In the present feverish &amp;amp; restless spirit of the public mind, &amp;amp; after the threats of many secessionists that the North-West would set up for itself, it is liable to be misunderstood &amp;amp; misrepresented to our prejudice.
&lt;/p&gt;&lt;p&gt;We must have increased 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;facilities for transporting our agricultural products to the Atlantic. We need the Enlarged Canals of Illinois &amp;amp; New York.  We Shall [have?] them, if we persevere &amp;amp; are discreet. We need the Canadian Canals also. In organizing this Commission, I respectfully suggest that you have an eye to both these great necessities of the North West. I have strong hopes of Carrying our Canal bill next Session, possibly this. This

&lt;/p&gt;&lt;p&gt;Sir, I purpose by this communication to state to you my relation with reference to the army and to ask some aid at your hands if you should feel disposed to render it. I belong at present to Co. D 106th Reg. Ill Vol. Through the persuasion of the present commissioned officers of that company, I was induced to joined it, and particularly to lend my influence in getting it up. But when the company was organized, I was sick and unable to attend, and those who were seeking for positions seemed to forget the service I had rendered, and only gave me the position of a Corporal. I have been largely instrumental in
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;enlisting men for the United States Service. And those that I have recruited belong to several different regiments, among which are the 50th, 114th, and 106th.  I have always scorned to lectioneer for myself -- hence my labors, since the beginning of this rebellion, have been but little benefit to me personally. When I joined the 106th and enlisted then, for the second time, in the cause of my country. The first time was in the three months service.  But, if I should never have any position above that as a common soldier, I am yet determined never to lay down the weapons of war, while &lt;i&gt;traitors&lt;/i&gt; shall defy the nation's Authority, or &lt;i&gt;treason&lt;/i&gt; shall seek, with its polluted hands to desecrate the altars of American Liberty.  As one, I am anxious to meet face to face with these common enemies of justice and humanity,
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;and teach them through fire and blood, that not a &lt;i&gt;star&lt;/i&gt; from the &lt;i&gt;glorious old banner,&lt;/i&gt; which brought &lt;i&gt;freedom&lt;/i&gt; and &lt;i&gt;independence&lt;/i&gt; to me shall ever be plucked by the infamous hand of treason. I am with you in politics, and done all I could in advocating your election as Governor. And I hope, I may ever be found following the noble example that you have set, both in loyalty and statesmanship. I have been the acting Adjutant of the Provost-Guards of this place (Jackson Tenn) for some time, but cannot much longer hold the place without a commission.  The aid, therefore, that I ask, is for you to give me a commission as Adjutant. I can then perform the duties of the office, and be paid something for it. I can be musterered with the guard and receive my pay upon the payroll of
