The 43rd Ill. only retaining a trifle over 700 men (including 400 drafted men recently assigned) I was immediately mustered out to date back of December 16th. Taking a deep interest in our national struggle, I can find no satisfaction in being compelled to stay idly at home, whilst the enemy still has armies in the field to work the overthrow of our Country and our liberties. I regret the move to leave the army, as it was owing mostly to my own personal exertions that 300 of the veterans of my regiment reenlisted, I assuring them all the while that I would not turn my back upon the enemy whilst a single one remained in the field. Having participated in the two wars, previous to the breaking ---- out of the present rebellion, and having now been in the field since October 1861, and for two years past commanding either Brigade or Division, I flatter myself not to have lost these opportunities of qualifying myself to worthily hold the rank of Brigadier General. I ask your cooperation not from political but antislavery motives. It will not be necessary to state that he has already been true and efficient in this direction, his record is before the country, and needs neither eulogy or apology. Neither is it necessary to show you that he would carry great antislavery strength to Mr Lincolns administration, that is also apparent. Boston Jany 16th 1865 Dear Sir It having been determined by the friends of Radical Reconstruction measures in the rebel states to propose Gov. Andrew for a seat in the Cabinet. I ask your cooperation not from political but antislavery motives. It will not be necessary to state that he has already been true and efficient in this direction, his record is before the country, and needs neither eulogy or apology. Neither is it necessary to show you that he would carry great antislavery strength to Mr Lincolns administration, that is also apparent. In addition to those considerations, his extensive legal acquirements, large and accurate business ca- pacity, his facility for cooperating with those who are associated with him, the capacity for receiving friendly advice from all who approach him, and of making his decisions with care and deliberation, with a persistant determination when the decision has been made, mark him as one of those most eminently fit to control our national affairs, in any Cabinet office the friends of freedom may elect to propose him for. I trust you will receive this proposition as of na- tional rather than sectional importance to be urged particularly at this time when the country requires the <hr /> direct aid of its best men to meet fearlessly the great questions of "Reconstruction," the amendments of the constitution and the remodelling of our finan- cial system. Thereby correcting laws and usages that growing out of a long period of chattel slavery, have fastened on our policy to the detriment of republican institutions all over the world. If you agree with me in the propriety of this movement please write to your senators and representatives in Congress and take such other course to forward the application which has been already been made, as in your judgement will best aid the object we have in view. The formation of the Cabinet is now the pressing matter upon the President and we shall find im- mediate action necessary to secure the object we have in view. Let our friends move at once. The pay of our Hospital Steward of the Regular Army is only $33.- per month, which is not commensurate with his arduous and responsible duties. And may the great Law Giver, who has been so scrupulously watchful over your public life in the past, ever, in the future, remain your steadfast friend, protecter and adviser. Haines stated publicly in this city that you were entitled to no credit for the act of proroguing the "Rump" Legislature and thus heading off the machinations of the Copperheads in that body. He stated that you sent for him, at that time, to help you out of the scrape", to know what course you should adopt in the premises; that you was laboring under so great mental excitement as to be entirely incapacitated to act, that he (Haines) told you what to do and how to do it, and it was so done, and that this was but a fair sample of your other acts. &c &c These statements being made in public, by one who was supposed to be your friend before that, taken in connection with his <hr /> recent circular, and general course of his hostility towards you about that time, was the sole and only cause of whatever opposition there appeared against you in this County. The individual who had the vote of Lake County in custody, is looked upon here as the mere tool of M. Haines, and it is also con- sidered here, that he was not against you until he was made to by the workings of the man Haines I have been thus explicit that the people of our county may stand aquit of any opposition at heart towards you. In all friendship therefore, my dear Gov. I would advise you to entirely rid yourself of E. M Haines in the future. Your apparent friendship, or even endurance of him, would give him position and character with which to rise up and injure you, as he has already attempted to do. His past course should entirely satisfy you of this. The half has not been told you. But Enough. Allow me one word, personal to myself, you are probably aware that I hold the high and honorable position <hr /> of postmaster at this place. The position however, I am not in partial to; but, I assure you, the perquisites arriving there- from in these perilous times are almost indispensable to the running of the Waukegan Gazette. And only think, if that political literary luminary should be extinguished what would become of the Country?!! I don't want to be considered mean or even a bore, but if you can see any way or devise any plan by which I could longer dignify that honorable po- sition, will you be kind enough to inform me?
