&lt;/p&gt;&lt;p&gt;Amongst the many hardships growing out of the rebellion, there is one case brought before me which I feel demands leniency -- Silas M. Mathews, a young man of 22 years of age, was conscripted at Lainfield Church, in Tennefse on the 10th of April 1863 while attending church.  He deserted the Rebel Army the first opportunity in Mississippi, and in the attempt to make his way to his Fathers in Tennessee was captured by some of our forces and sent as a prisoner to Alton sometime in August or Sept 1863 -- He is now in Camp Douglass.  He is anxious to be released on his oath.  The above is vouched for by Mr. Dresser of Bond County whose wife is a relative of the prisoner -- The Drefser family are as respectable as any family in Bond.  And their loyalty is unquestioned -- One of them now represents that County, and you can

Hon. Richard Yates:
Dear Sir,_Permit to intrude upon your attention for the purpose of making the following statement:_I enlisted in the 72nd Illinois Infantry (under Captain, now Col. Holbrook,) on the 9th or 10th of January, 1864, to serve for the term of THREE years. After serving about three months in the above Regiment, I was transferred to the Navy, and signed the books on the Receiving Ship at Cairo on the 20th of April, 1864. At the time of enlistment in the Army I was promised a VETERAN Bounty of $402;- of this sum I received $100; the remainder was to be paid in equal installments. One of the terms of my transfer to the Navy was that in case I should be a participant in Prize Money, no part of the Bounty above mentioned was to be paid me,_that is the REMAINING bounty. Since leaving the Army I have been able to gain no information in regard to the Order under which I was transferred to the Navy, or as to what my just rights are in the premises. I came into the Navy almost in the condition of a new recruit: Nothing was said as to what disposition would be made of my bounty money, how long I would be required to serve, and, strangest of all, now regular discharge was given me from the Army. Besides I am informed that the THREE months I served in the Army WILL NOT be allowed to count as a part of my term of service in the Navy. The authorities here seemed to be ignorant of my identity, and enquired from what State I came; and other questions of a similar nature were asked.
Thus the matter stands; and I have thought it prudent to make the facts of the case known to you, in order that it may be righted, if possible. I believe that the Regulations require that I should receive a regular discharge from the Army, and that some more definite arrangement should be made in regard to the Bounty Money; - but I am most strenuous as to the Army discharge. I should also desire that the THREE months' service in the Army should be credited to my term of enlistment. I respectfully request that you will give the information asked for; and as I am a sailor, and have been a soldier, from the State of Illinois, humbly beg that this matter may be thoroughly investigated, and that my just rights may be maintained.

Hon. Richard Yates:
Dear Sir,_Permit to intrude upon your attention for the purpose of making the following statement:_I enlisted in the 72nd Illinois Infantry (under Captain, now Col. Holbrook,) on the 9th or 10th of January, 1864, to serve for the term of THREE years. After serving about three months in the above Regiment, I was transferred to the Navy, and signed the books on the Receiving Ship at Cairo on the 20th of April, 1864. At the time of enlistment in the Army I was promised a VETERAN Bounty of $402;- of this sum I received $100; the remainder was to be paid in equal installments. One of the terms of my transfer to the Navy was that in case I should be a participant in Prize Money, no part of the Bounty above mentioned was to be paid me,_that is the REMAINING bounty. Since leaving the Army I have been able to gain no information in regard to the Order under which I was transferred to the Navy, or as to what my just rights are in the premises. I came into the Navy almost in the condition of a new recruit: Nothing was said as to what disposition would be made of my bounty money, how long I would be required to serve, and, strangest of all, now regular discharge was given me from the Army. Besides I am informed that the THREE months I served in the Army WILL NOT be allowed to count as a part of my term of service in the Navy. The authorities here seemed to be ignorant of my identity, and enquired from what State I came; and other questions of a similar nature were asked.
Thus the matter stands; and I have thought it prudent to make the facts of the case known to you, in order that it may be righted, if possible. I believe that the Regulations require that I should receive a regular discharge from the Army, and that some more definite arrangement should be made in regard to the Bounty Money; - but I am most strenuous as to the Army discharge. I should also desire that the THREE months' service in the Army should be credited to my term of enlistment. I respectfully request that you will give the information asked for; and as I am a sailor, and have been a soldier, from the State of Illinois, humbly beg that this matter may be thoroughly investigated, and that my just rights may be maintained.

&lt;/p&gt;&lt;p&gt;I [shall?] ask for nothing prominent or far; nor yet do I wish for a place with but

&lt;/p&gt;&lt;p&gt;The early position I took in the contest for U.S. Senator in your favor, against the Hardings - or some other cause unknown to me - has in a manner - I fear - alienated Gen. Harding's influence in my favor for a continuance in the Post Office as Mr. Lincoln's appointee in /61.  A sort of a town meeting was recently held at the Court House in which "resolutions" were passed recommending "rotation" in office and an election is to be held upon the 11th to vote for a candidate to be recommended for the Office of P.M.  It is said that Harding recommended this mode to dispose of me.  Now if the Administration adopts this policy it of course "plays me out" at once - but on the other hand if it should not and Mr. Lincoln should not desire to disturb his appointees where they are giving general satisfaction to the public, I think there can be but little doubt of my being continued unless Gen. H. is supreme in his dictation.

&lt;p&gt;I am asked to be continued by petition by nearly every business house in the city as well as the Pastors, Lawyers, Doctors &amp;amp;c which will doubtless aid me if this "rotating" policy is not adopted.  My petition is also numerously signed by citizens not engaged the various kinds of business including several hundred.  Now my, Dear Sir, I am anxious to know if you can render me any assistance, as against Harding's dictation.  I had thought that inasmuch as we had been good personal friends for over twenty years, and having helped engineer his nomination and election, at a great expense of time and money - that he would be immovable for me first and last and all the time. I have written Judge Kellogg who is now in Washington, and sent him a duplicate copy of my petition.  He will do what he can for me.  I should be under lasting obligations to you, if you will see Mr. Lincoln and the Post Master Gen. upon the subject upon your arrival in Washington, and use your influence in my behalf.  If Mr. Lincoln adopts the Jacksonian policy of continuing his appointees "during his term of service" - all will be right with me. - but on the other hand if each Member of Congress is allowed to

&lt;/p&gt;&lt;p&gt;Politically I was much gratified but 
&lt;/p&gt;&lt;p&gt;personally I rejoiced with "exceeding great joy"

&lt;/p&gt;&lt;p&gt;I had "taken time by the forelock" &amp;amp; had written 
&lt;/p&gt;&lt;p&gt;earnest letters to Mr. Bromwell M.C. elect, 
&lt;/p&gt;&lt;p&gt;to Senator Peters of Vermillion County Malden 
&lt;/p&gt;&lt;p&gt;Jones, Mr Spink of Paris &amp;amp; other gentlemen 
&lt;/p&gt;&lt;p&gt;including the Members from Piatt &amp;amp; [Moultrie?]. 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;I received a letter from Mr Bromwell in 
&lt;/p&gt;&lt;p&gt;reply a few days since. He had been absent 
&lt;/p&gt;&lt;p&gt;in Indiana Since Nov. 18th attending at the 
&lt;/p&gt;&lt;p&gt;bedside of his Sick wife &amp;amp; was therefore unable 
&lt;/p&gt;&lt;p&gt;to render you any direct assistance.
&lt;/p&gt;&lt;p&gt;On the death of his most excellent wife he wrote 
&lt;/p&gt;&lt;p&gt;me informing me of his [irreparable?] loss &amp;amp; though 
&lt;/p&gt;&lt;p&gt;overwhelmed with grief he expressed much pleas-
&lt;/p&gt;&lt;p&gt;ure &amp;amp; gratification at your election to the Senate

&lt;/p&gt;&lt;p&gt;Col Cavanaugh was ordered on the 7th inst with the whole force at Shawneetown Ills to proceed without delay to Genl Grants Head Quarters on the Tennessee River. I now, for the first time, learn that the Cavalry Regiment is unarmed. Will you, at once, send it Sabres and Carbines, or Sabres and Pistols, which I understand you have at Springfield.  
&lt;/p&gt;&lt;p&gt;Your application for the leave of absence for Col Cavanaugh would have been cheerfully granted, but understanding the only object of his visit to Quincy Ills was to receive some artillery which is not
&lt;/p&gt;

&lt;/p&gt;&lt;p&gt;I would most respectfully request your kind office in favor of the promotion and appointment of Lt. John N. McMillan of my regiment.  I would like to have him appointed an assistant Commissary of subsistence with the rank of Capt. - Lt. McMillan is a 1st Lt in my regiment, he is a good and worthy officer and an intelligent and honest man  Has a good education fitting him for any position requiring intelligence in business.  Lt. McMillan is a son of the late Rev Edward McMillan formerly of Nashville - is a nephew of Neal S. Brown former Gov of Tenn - McMillan has always been an ardent Union man - so was his Father - who died near Atlanta GA last summer  there for 2 yrs past had been Chaplain of [52nd?] Ills Inftry Vols.  Young McMillan was living temporarily in 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Lima when the rebellion commenced, and came north and went into our army and has been a gallant soldier, he inlisted as a private soldier in my regiment, was made Sergt Major of my regiment, and after the Battle of Parkers Crossroads where we fought the rebels more than 5 to one and defeated them - he was promoted to his present rank for conspicuous gallantry in that fight - And now I should be very greatly gratified if he could be promoted to the position to which I take pleasure in recommending him - I do this also for the additional reason that the Lt has to such extent been injured in health that he is not now by any means able to stand the fatigues of the march in the capacity of an infantry line officer - Governor if you can do anything for the Lt I shall be in lasting obligations to you for so doing - Vice President Johnson knew McMillan's Father and will give you a very satisfactory account of him while he lived in Lima &amp;amp; Col John Logan can speak of his most excellent character while in his regiment.

I am led to believe that the President has not yet approved the appointment made by the Secretary of the Treasury, of Collector of Customs for Port Townsend, W. T., or that the Senate has failed to confirm. Should this be the case, there may still be an opening in the Collectorship, and it might be secured for me. If not, I leave it with you to do the best for me you can. Chief Justice Chase, and Wm. H. Wallace, Delegate from Idaho, and Hon. E.C. Ingersall, will cheerfully cooperate with you.

&lt;/p&gt;&lt;p&gt;nted at once, either would suit me.
&lt;/p&gt;&lt;p&gt;I cannot [hear?] that our Legislature 
&lt;/p&gt;&lt;p&gt;has done any thing for the Ills Soldiers in Hospital, 
&lt;/p&gt;&lt;p&gt;and I look upon my agency here as supreflurous,
