My dear friend:  For three years I have devoted myself unremittingly to the duties of my office and determined to think of nothing else till the rebellion was crushed.  
The war is now over; and my long cherished desire of going to Europe comes up and urges me to make this application.  As I read the French and Speak the German Language, some place in one of those countries would be desirable.  Perhaps Munich recently vacated by death of Webster. In London I have some wealthy and influential relatives which would make that no unpleasant place.  In conversation with some of my fellow officers, my desire on this subject was incidentally mentioned. They at 
&lt;/p&gt;&lt;p&gt;once drew up and signed the papers which I send in company with this letter.  I hope my dear Gov. you will not think that is this my ambition "to the overleap itself"  but that you will find it agreeable with your duty to others and your high sense of justice to Illinois to ask nay even to urge this petition.  But, if this fail, after due trial, then I would like to be continued in the [Pay?] Department by appointment into the Regular Army till I can see my accounts all settled.
Hoping that the first petition may not fail and trusting your fidelity as my friend in the case I remain most respectfully your obedient and humble Servt Wm S. Pope [pay major?]
&lt;/p&gt;&lt;p&gt;The Tenth Ward Awake.  The turnout and enthusiasm at Sturgeon Market Saturday night in favor of the New Constitution was in marked contract with the soullers affair at the Court House.  On motion of Charles W. Irwin, [Plnlip] F. Shirmer was called on to preside and Frank White was chosen Secretary.  The fallacies and objections brought to bear against the New Constitution were eloquently discussed by the Hon. C. D. Drake, Rev. Dr. Cox, Gen. Pile, Major Pope and Dr. Conzelman.  The people are convinced that the New Constitution is demanded by the times, and it is clear that the Tenth Ward will roll up a heavy majority in its favor.  Pious perjury will stand no chance in that ward.
&lt;/p&gt;&lt;p&gt;P.S.  Any number of names could be readily attained to the paper handed me.  Say they who have signed but they deemed needless to multiply names as they have a representative from all the stores in the dept. MjPope

I dont know what if any particular rule until adopted (perhaps none)  Inasmuch as I have been in the business the past two &amp;amp; a half years and flatter myself that I am somewhat posted in my duties.  I would be glad to remain in the service for the present, for the following reasons.  My business at home is of cource broken up and it is considered rather an unfavourable time to commence anew, and for the additional reason, that the final accounting officer at Washington (owing to the great amount of business conducted in his office) is far behind in settling
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;up with disbursing officers and will necesisarily be for some considerable time to come owing to the fact that maney have resigned &amp;amp; maney others will be mustered out. Vol. Infty has been recommended for a position in the Regular Army, beg leave to add our testimony to his ability and gallantry. He enlisted as a private soldier and served as such until after the battle of "Stone River" where he was severely wounded. he was promoted to his present position in March 1863. and has been in every engagement that has taken place in the Department of the Cumberland since.  Was again wounded at Franklin Nov 30th 1864.  Since Aug 1864 he has served on the Staff of Brevet Major General Kimball. We recommend him to the favor of the General Government.

&lt;/p&gt;&lt;p&gt;Enclosed I send you some pills which have never failed (if perseveringly used) to effect a permanent cure in all cases of Cholera Morbus, Camp Diarhea or Dysentery.
&lt;/p&gt;&lt;p&gt;I have given many to the soldiers of my acquaintance in the field. Soldiers discharged from Hospitals, reduced by Camp Diarhea, returning to this place have been cured invariably.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;The pills must be taken often enough to stop all evacuation. After taking from nine or ten according to the directions, wait twenty five or thirty hours when they [operate?] as a cathartic.

&lt;/p&gt;&lt;p&gt;Gen. and have just been fur-
&lt;/p&gt;&lt;p&gt;nished with the enclosed from 
&lt;/p&gt;&lt;p&gt;Gen. Kimball.  Had I been 
&lt;/p&gt;&lt;p&gt;consulted I should have sug-
&lt;/p&gt;&lt;p&gt;gested that the letter be sent 
&lt;/p&gt;&lt;p&gt;you instead of Gov. O for the 
&lt;/p&gt;&lt;p&gt;reason that I have just or
&lt;/p&gt;&lt;p&gt;rather recently learned that 
&lt;/p&gt;&lt;p&gt;Gov. O. does not rate me 
&lt;/p&gt;&lt;p&gt;among his particular po-
&lt;/p&gt;&lt;p&gt;litical friends for what reason
&lt;/p&gt;&lt;p&gt;I do not know. I have never
&lt;/p&gt;&lt;p&gt;sought the promotion suggested
&lt;/p&gt;&lt;p&gt;nor allowed the circulution
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;of a recommendation among
&lt;/p&gt;&lt;p&gt;my fellow officers. I have been
&lt;/p&gt;&lt;p&gt;content to know that my services
&lt;/p&gt;&lt;p&gt;have been appreciated by the
&lt;/p&gt;&lt;p&gt;Gallant Gentlemen who have
&lt;/p&gt;&lt;p&gt;commanded our Division 
&lt;/p&gt;&lt;p&gt;Corps and Dept.  I confess it
&lt;/p&gt;&lt;p&gt;would be gratifying to receive
&lt;/p&gt;&lt;p&gt;the promotion to a full
&lt;/p&gt;&lt;p&gt;Brig. Gen. and now that
&lt;/p&gt;&lt;p&gt;I have been recommended

&lt;/p&gt;&lt;p&gt;day that I have been recommen-
&lt;/p&gt;&lt;p&gt;ded by my Division Corps and 
&lt;/p&gt;&lt;p&gt;Army Commanders for Brig. 
&lt;/p&gt;&lt;p&gt;Gen. and have just been fur-
&lt;/p&gt;&lt;p&gt;nished with the enclosed from 
&lt;/p&gt;&lt;p&gt;Gen. Kimball.  Had I been 
&lt;/p&gt;&lt;p&gt;consulted I should have sug-
&lt;/p&gt;&lt;p&gt;gested that the letter be sent 
&lt;/p&gt;&lt;p&gt;you instead of Gov. O for the 
&lt;/p&gt;&lt;p&gt;reason that I have just or
&lt;/p&gt;&lt;p&gt;rather recently learned that 
&lt;/p&gt;&lt;p&gt;Gov. O. does not rate me 
&lt;/p&gt;&lt;p&gt;among his particular po-
&lt;/p&gt;&lt;p&gt;litical friends for what reason
&lt;/p&gt;&lt;p&gt;I do not know. I have never
&lt;/p&gt;&lt;p&gt;sought the promotion suggested
&lt;/p&gt;&lt;p&gt;nor allowed the circulution
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;of a recommendation among
&lt;/p&gt;&lt;p&gt;my fellow officers. I have been
&lt;/p&gt;&lt;p&gt;content to know that my services
&lt;/p&gt;&lt;p&gt;have been appreciated by the
&lt;/p&gt;&lt;p&gt;Gallant Gentlemen who have
&lt;/p&gt;&lt;p&gt;commanded our Division 
&lt;/p&gt;&lt;p&gt;Corps and Dept.  I confess it
&lt;/p&gt;&lt;p&gt;would be gratifying to receive
&lt;/p&gt;&lt;p&gt;the promotion to a full
&lt;/p&gt;&lt;p&gt;Brig. Gen. and now that
&lt;/p&gt;&lt;p&gt;I have been recommended
&lt;/p&gt;&lt;p&gt;officially. I do not hesitate
&lt;/p&gt;&lt;p&gt;to write you in this subject
&lt;/p&gt;&lt;p&gt;Two officers in this Div, both
&lt;/p&gt;&lt;p&gt;my juniors, living in
&lt;/p&gt;&lt;p&gt;Washburn's Dist. have been
&lt;/p&gt;&lt;p&gt;promoted. They were for
&lt;/p&gt;&lt;p&gt;Washburn for senator and
&lt;/p&gt;&lt;p&gt;I presume he felt it his
&lt;/p&gt;&lt;p&gt;duty to help his friends. 
&lt;/p&gt;&lt;p&gt;They are both gallant officers.  
&lt;/p&gt;&lt;p&gt;I send you the Original
&lt;/p&gt;&lt;p&gt;of the letter sent to Gov. O.

&lt;/p&gt;&lt;p&gt;And I desire herewith to express 
&lt;/p&gt;&lt;p&gt;to you my obligations for your 
&lt;/p&gt;&lt;p&gt;kindness and consideration in 
&lt;/p&gt;&lt;p&gt;coming to my relief when I 
&lt;/p&gt;&lt;p&gt;have been so unkindly and 
&lt;/p&gt;&lt;p&gt;unjustly dealt with by my com-
&lt;/p&gt;&lt;p&gt;manding General.
&lt;/p&gt;&lt;p&gt;During my military career I have 
&lt;/p&gt;&lt;p&gt;never favored the practise of resorting 
&lt;/p&gt;&lt;p&gt;to the influence of friends to procure 
&lt;/p&gt;&lt;p&gt;military promotion.  But the 
&lt;/p&gt;&lt;p&gt;practise of the head of the government 
&lt;/p&gt;&lt;p&gt;depending entirely upon the reccom-
&lt;/p&gt;&lt;p&gt;mendations of Commanding 
&lt;/p&gt;&lt;p&gt;Generals is liable to abuse when
&lt;/p&gt;&lt;p&gt;those Generals are (like all human be-
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;ings,) subject to prejudices; founded 
&lt;/p&gt;&lt;p&gt;either on personal interest, or on mis-
&lt;/p&gt;&lt;p&gt;representations made to them by others.
&lt;/p&gt;&lt;p&gt;And, when such cases occur, 
&lt;/p&gt;&lt;p&gt;I deem it not only justice to in-
&lt;/p&gt;&lt;p&gt;dividuals, but to the country which 
&lt;/p&gt;&lt;p&gt;they serve; that the President should, 
&lt;/p&gt;&lt;p&gt;through other channels, be made 
&lt;/p&gt;&lt;p&gt;acquainted with the real claims 
&lt;/p&gt;&lt;p&gt;and merits of the persons in question.
&lt;/p&gt;&lt;p&gt;It is not necessary to disguise 
&lt;/p&gt;&lt;p&gt;the fact that I expected to be promoted 
&lt;/p&gt;&lt;p&gt;for the Vicksburg Campaign and I can-
&lt;/p&gt;&lt;p&gt;not believe that all of the Division 
&lt;/p&gt;&lt;p&gt;&amp;amp; some of the Brigade Commanders of 
&lt;/p&gt;&lt;p&gt;[McClernands?] Corps deserved promotion
&lt;/p&gt;&lt;p&gt;more than myself.
&lt;/p&gt;&lt;p&gt;But I will not inflict upon 
&lt;/p&gt;&lt;p&gt;you the history of the campaign which 
&lt;/p&gt;&lt;p&gt;you know so well from having been 
&lt;/p&gt;&lt;p&gt;a participant.
&lt;/p&gt;&lt;p&gt;I took the liberty of sending you 
&lt;/p&gt;&lt;p&gt;one of the Wooden Mortars used by my 
&lt;/p&gt;
&lt;hr /&gt; 
&lt;p&gt;command in the capture of Spanish 
&lt;/p&gt;&lt;p&gt;[Fort?]; the Key to the defenses of Mobile.
&lt;/p&gt;&lt;p&gt;In the accompanying letter 
&lt;/p&gt;&lt;p&gt;I failed to say, that it is made
&lt;/p&gt;&lt;p&gt;of the Sweet Gum Tree which grows 
&lt;/p&gt;&lt;p&gt;in this climate and that the 
&lt;/p&gt;&lt;p&gt;iron was obtained from rebel artillerry 
&lt;/p&gt;&lt;p&gt;carriages captured in the beginning 
&lt;/p&gt;&lt;p&gt;of the seige.
&lt;/p&gt;&lt;p&gt;I suppose that you will lend 
&lt;/p&gt;&lt;p&gt;it to the fair at Chicago: I would be glad 
&lt;/p&gt;&lt;p&gt;for you to do so, as I am unable 
&lt;/p&gt;&lt;p&gt;to respond to their request for trophies.

Ills., Volunteers, (The first company from this county) and was in the Battle of Fredericktown, Mo. - was wounded there and had my leg amputated. Is that a good claim? The present occupant

To sustain them, to feed the women &amp;amp; children in short to every call of patriotism  They have sold some $200,000 of Govt Security They want to be a national bank They are entitled to it  A national bk has been established by several citizens some of them first rate men but the bulk of the stock in the hands of Cushman &amp;amp; men of that stripe and now Freeman Clark in the Treasury dept says one national bank is enough for Ottawa.  I want you to help me to get the city bank changed into a national bank. We need more than one The capital of this one is but $100,000 We purchused of corn alone year before last $2700.000 bushels Last years

&lt;/p&gt;&lt;p&gt;I can say on his behalf, that no more worthy appointment could well be made, or that would give more general satisfaction in this part of the State.  He has been a steadfast friend of yours through all weather.
&lt;/p&gt;&lt;p&gt;I do not ask his appointment as a favor to myself; but if you can afsist him in the matter ----
&lt;/p&gt;&lt;p&gt;you will have bestowed a favor on a true and deserving man, and who will faithfully, and efficiently represent his country abroad.
