&lt;/p&gt;
&lt;pre&gt;  Having served my country to the best of my ability through the rebellion just closed, and believing that I have done something toward maintaining the reputation of Illinoisans as good soldiers, and that I have proved myself not unworthy of the honors I have received from and through you, may I ask your influence to assist me retaining my present rank when a reorganization of the army shall take place. I have commanded a Division since the 15th of August last, through the successful battle of Jonesboro, Ga., the campaigns to Savannah, and thence to Goldsboro N.C. where sickness and self-respect compelled me to leave the Corps cammanded by Bvt Maj Gen Jeff C. Davis. From the battle of [Marquesboro?] it had been my mmisfortune to be placed under this officer, though I once (after [Chicarnanja?]) insisted on being removed from his command. But it was my fate to come under him again when Sherman had him assigned to the command of the [illegible] Corps. I don't wish to say anything more about him than is absolutely necessary, but I can prove that he has done the United States more harm than he could have done if he had held an equal command in the Rebel army. At the battle of [Newfreesboro?], when his Division was overpowered and driven back, while his troops were still under the fire of the enemy, he turned to me and said "Well, I guess the d-d abolitionists will be satisfied this time." I was so amazed that I could make no reply, but I felt compelled to mention the matter to Gen Rosecrans, which I did; but he didn't remove him from command. At [Abicamanga], he fled from the field, and was supposed to have been captured or killed, but was found three or four miles in rear of the field. I collected all of his Division after they had been counted, reorganized them, and reported to Sheridan, and marched with him to join Thomas. It was then I resolved not to serve under him any longer, and Gen Rosecrans complied with my wishes on reorganizing the army and placed me in another Division It was generally believed that Davis would not have received another command, but for the unfortunate circumstance that Rosecrans himself had left the field and gone to Chattanooga. The matter of his curring off the negroes from his column near Savannah was never fully set forth. It was a most inhuman proceeding and without excuse, and had the effect of enciting distrust among all the negroes of South Carolina. Yet, Sherman, to shield Davis, assumed the responsibility of the act, though he was not present and knew nothing of it at the time.

This is the man who has stood in my way from near the beginning of this rebellion. If justice had been done me for services rendered even under him, I believe I should have been a Major General. If I should ever have an opportunity to reciprocate the favors I have received at your hands and through your influence, it will be the happiest moment of my life when I repay that debt of gratitude.

&lt;/p&gt;&lt;p&gt;Lieut Jas G Waters of the 84th Reg Col has made application for an appointment in the regular army.  His application has gone un signed by every General in the 4th Army Corps from Gen [Stanly?] down and is a strong one.  I fere so much interest in this appointment that I am induced to write to you asking it as a special favor to myself if you will use your endeavors to get the appointment for him.  He is every way worthy of it entering the army as the early stages of the was as a private and working himself up by meritouous conduct to a First Lieutenancy.  He has been twice seriously wounded yet refused to leave the Service.  He is a younger brother of Col L H Waters a lawyer by profession of promise and took an active part in the union cause of our country as early as [18?] 
&lt;/p&gt;&lt;p&gt;I feel as your assistance in addition to the recommendations from the army will secure the appointment

&lt;/p&gt;&lt;p&gt;Lieut Jas G Waters of the 84th Reg Col has made application for an appointment in the regular army.  His application has gone un signed by every General in the 4th Army Corps from Gen [Stanly?] down and is a strong one.  I fere so much interest in this appointment that I am induced to write to you asking it as a special favor to myself if you will use your endeavors to get the appointment for him.  He is every way worthy of it entering the army as the early stages of the was as a private and working himself up by meritouous conduct to a First Lieutenancy.  He has been twice seriously wounded yet refused to leave the Service.  He is a younger brother of Col L H Waters a lawyer by profession of promise and took an active part in the union cause of our country as early as [18?] 
&lt;/p&gt;&lt;p&gt;I feel as your assistance in addition to the recommendations from the army will secure the appointment

&lt;/p&gt;&lt;p&gt;Your communication of the 21st of May has just reached me. 'Twas delayed in consequence of my absence from Washington on Inspection duty; have been absent for the last six weeks.
&lt;/p&gt;&lt;p&gt;I expect to return in about two days when I will give the matter spoken of in your letter prompt attention. I have no doubt of final success though I shall have to personally invite the Secretary's attention to the matter as everything which can be done, in Noble's behalf has already been done in the Quartermaster Generals Office.
&lt;/p&gt;&lt;p&gt;I am much obliged for the document you enclosed. Your

&lt;p&gt;reception at home is but an indication of the manner in which you will be received everywhere, in the hearts of the people, when you shall go among them.

I have no Excuse to make Except that my time has been very much occupied.  and allow me at this late date to congratulate you upon your Election to the United States Senate.  I can assure you nothing could have given me more satisfaction than your Elevation to that dignified position.
&lt;/p&gt;&lt;p&gt;Now that this unholy Rebellion has been crushed out and the people of the North as well as of the South are anxiously looking forward for a restoration of civil law, the question [illegible] what shall be done?  in my opinion the people of this State are not in a condition to set the wheels of civil Govt in motion.  Should Govt allow them to do as they have done in Virginia, if it were a possible thing, the result would Even be more disastrous, for I can assure you Gov. after a residence of nearly two years in this state, I do not believe there is ----
&lt;/p&gt;&lt;p&gt;one truly loyal man (an old resident) in the State.  They are [Submissiontz&amp;#160;?] and are willing to be reconstructed provided they can do it themselves by Electing their own State offices.  Should they have that privilige no Northern man could stay down here with comfort or safety to himself or family.  The peoples want to be Educated in the principles and Science of a free State Govnmt.  
&lt;/p&gt;&lt;p&gt;Thus how is that to be done?  I say Establish a Provisional Govnmt.  Appoint a Civillian as Governor, only using the military so far as it may be nessusary to Enforce the laws.  Just Save us from a Milatery appointment.  and particularly from one who is now making strenuous Efforts in that direction and who is using the influence of his position through a few Lackeys and [illegible] in draggoning the Northern people who are here to sign papers recommending him for that position; a man whose whole sympathy and activity have been with the [Sacesh?] citizens since he had had command here and who does not hesitate to tell them that he is "a Southern Man" I mean Brevet (of a very late date) "Maj Gnl. Davidson" ----
&lt;/p&gt;&lt;p&gt;He claims to have your influence in his favor.  I hope it is a mistake; Milatery Law as well as men are naturaly despotic we have had So much of it during this war we are heartily tired of it.  and therefore I hope in mercy that no Milatery man will be appointed to that position, but that some good strong Loyal Civillian who has none of the old levers of Slavry or Chivalry in this composition may be the appointee.
&lt;/p&gt;&lt;p&gt;We Northern men residing here feel a deep interest in the reorganization of this State.  and hope to have a little to Say in these matters.  We have organized a union league here and are laboring to give public opinion the proper shape.  We therefore as our step in this direction, have sent on to Washington a recommendation in favor of "Capt L. W. [Peree"&amp;#160;?] Late A. B. M. of this post a resident of Chicago. for his appointment as [collector&amp;#160;?] of Internal Revenue.  I can recommend him as being Entirly competent and [non cst&amp;#160;?] having served his country for the last three years or more in this War and therefore had claims which ought ----

Will you therefore have the kindness to call on the President &amp;amp; say a word in my behalf.  A word from you will I think be sufficient
&lt;/p&gt;&lt;p&gt;Before calling on the President please call on Judge Lewis who will inform you whether

&lt;p&gt;or not I would be removed &amp;amp; whether the duties of my office have been performed faithfully Energetically &amp;amp; honestly &amp;amp; to his entire satisfaction

General I have the honor to represent that I was mustered into the United States Volunteer service as Capt of B Co 44th Ill Infty on the 13th day of Sept 1861: that I was mustered as Colonel of said Regiment the 1st day of January 1863. that my Regiment reenlisted as veterans the 1st of January 1864: that I was appointed Brig Genl by Brevet the 20th of May last to rank as such from the 13th day of March 1865: that I was actively engaged in the battles of Pine Ridge Ark. Chaplin Hills Ky. Stone River Tenn. Chickamauga Mipion Ridge and in the campaign in the summer of 1864 from Chattanooga to Atlanta my command 
&lt;/p&gt;&lt;p&gt;being at that time in the 1st Brig 2d Div 4th Corps. I was wounded at Stone River and Chickamauga. I respectfully request an appointment in the regular army with such rank as my service ability and the good of the service may warrant. &lt;/p&gt;&lt;p&gt;It is my understanding that Geo. Rives (Collector of this Cong. Dist) has been kept in position by the influence of Dole and that the removal of Dole will necefsetate the removal of Rives.
&lt;/p&gt;&lt;p&gt;There is and has been a very strong purpose to get Rives out of office and with considerable probability - of succefs.  Now My friend, if Rives does not go out I desire to fill the vacancy.

Wells James L Anderson and myself together with two young men, Augustus Warren &amp;amp; my present partner Edgar Anderson have made application to the Secty of the Treasury for authority to start a National Bank at Rushville, to be called the first National Bank of Rushville. We have all the necessary papers in shape &amp;amp; on file at Washington but are baulked in this Illinois has for the present got her share of the privileges in that line, and by the law other States have until July 1st to take up their share if not then taken up. Ills. can come in for another slice. James L. Anderson went to Washington with the papers &amp;amp; filed them &amp;amp; offered to deposit our Bonds, but it was intimated to him that it would be of material advantage on July 1st to have your recommendation with Judge Trumbull &amp;amp; that Rushville in Schuyler County ought at least to have one Bank, that the amount of business

&lt;/p&gt;&lt;p&gt;done in our County demanded such an agency. Now as you personally know nearly all the men engaged in this enterprise we wish you to give us a letter to Secty McCullough to be used there on the first day of July embracing these points

&lt;/p&gt;&lt;p&gt;2nd that the amount of money annually used in buying &amp;amp; packing Pork, &amp;amp; in the purchase &amp;amp; shipment of grain &amp;amp; other farm products &amp;amp; in manufacturing amounts to three or four hundred thousand dollars (Little &amp;amp; Roy annually use over 100,000 alone).
&lt;/p&gt;&lt;p&gt;3rd that the business of the County demands the establishment of such a Fiscal Agency 
&lt;/p&gt;&lt;p&gt;&amp;amp; 4th, The standing of the applicants for integrity, business capacity, &amp;amp; wealth, though this part is unnecessary as we have already ample testimonials on that point. 
&lt;/p&gt;&lt;p&gt;Will you have the kindness to send us such a letter covering these points, addressed to Hon Hugh McCullough, as soon as possible as Mr. Roy desires to use them at Washington on the 1st of July in person. I went to Chicago &amp;amp; came here to see you &amp;amp; Judge Trumbull but have failed to see either as the Judge is gone &lt;u&gt;oiling&lt;/u&gt; into Western Virginia.

&lt;/p&gt;&lt;p&gt;done in our County demanded such an agency. Now as you personally know nearly all the men engaged in this enterprise we wish you to give us a letter to Secty McCullough to be used there on the first day of July embracing these points   
&lt;/p&gt;&lt;p&gt;1 that Rushville is the County-seat &amp;amp; center of business for the County.
&lt;/p&gt;&lt;p&gt;2nd that the amount of money annually used in buying &amp;amp; packing Pork, &amp;amp; in the purchase &amp;amp; shipment of grain &amp;amp; other farm products &amp;amp; in manufacturing amounts to three or four hundred thousand dollars (Little &amp;amp; Roy annually use over 100,000 alone).
&lt;/p&gt;&lt;p&gt;3rd that the business of the County demands the establishment of such a Fiscal Agency 
&lt;/p&gt;&lt;p&gt;&amp;amp; 4th, The standing of the applicants for integrity, business capacity, &amp;amp; wealth, though this part is unnecessary as we have already ample testimonials on that point. 
&lt;/p&gt;&lt;p&gt;Will you have the kindness to send us such a letter covering these points, addressed to Hon Hugh McCullough, as soon as possible as Mr. Roy desires to use them at Washington on the 1st of July in person. I went to Chicago &amp;amp; came here to see you &amp;amp; Judge Trumbull but have failed to see either as the Judge is gone &lt;u&gt;oiling&lt;/u&gt; into Western Virginia.

Cl.[illegible] of the NOP[illegible] and ws its capetorie[illegible] during all the active campaigns and was present at all of the battles in which they participated and his senior officers all speak well of him. I did not return home until about the 15th &amp;amp; have now to answer it. I feel under obligation to you for your promptness in the matter, and Mr Searle disires me to express to you his gratitude for your kindness.  The letter you wrote shortly after procurring the situation for him, was not recd and we had no intimation of it until your last letter was read.  Mr. S. in the mean time, became engaged in other business and will not now make any further effort for a clerkship. We are doing scarcly anything else than attending to our returning [illegible].  we are endeavouring to give them a better reception than they recvd at Chicago.  They (the [illegible]) feel very indignant at their treatment at the "Great Commercial Emporium" and hereafter, with them it will be enough to know that a man hails from that place.
