&lt;/p&gt;&lt;p&gt;Miss S. J. Vance of Pecotonica in this County whose letter you enclosed to me is a girl of ability and worthy.
&lt;/p&gt;&lt;p&gt;She intended to have you here 4 [illegible] but were too late.  Being engaged in Rockford I could not have the pleasure of hearing you at Elgin.  Our people are much alarmed at the re-construction operations in the South.  Rebels are getting power.  We expect that our Senators

&lt;p&gt;will advise with Pres. Johnson in whose patriotism and ability we have full confidence and prevent if possible any injury to this Republic.
&lt;/p&gt;&lt;p&gt;If we permit the rebels and Copperheads to do [illegible] artifice and intrigue in civil matters what they could not by arms  - now after we have subjugated them - "We aint smart" No No!  Congress must hold the powers firm in the hands of the government till all things are made right in the South.  [illegible] secure by a constitutional amendment - universal suffrage.  This must succeed universal emancipation.  So far the rebels and friends have succeeded in elections [illegible].  But I hasten, do your duty you know the danger of this crisis.

My brother, L. P. Holden has just returned from the war is [illegible] out of the service, has done of his visiting, and soon wants to go to work.  His application is now before Peter [illegible] [illegible] of Internal Revenue for our district for one of three sub districts. His application is made by our best news on a leading citizen headed by Charles Randolph Pres. Bd of Trade - [illegible] there on May [illegible].  
But without we lack your aid and as you helped him may we not ask it again. If we can consistently sign the enclosed draft of a letter or something similar I shall feel doubly obliged to you.  You no doubt recollect him. If [illegible] [illegible] field look at [illegible] in Box of 20th Regt Ill [illegible] testimonials in his behalf signed by the late [illegible] Wallace [illegible] and many others made news of the famous old 11th &amp;amp; 20th regiments. he belonged to co F 20th Ill until transferred by you in July 1862 to the 88th.  we have hope of securing the position sought by him but as there are very many applicants for the same position I have thought best to address you on the subject and will be forever thankful for any [illegible] in this dicisions.  Hoping to be able some day to do my little [illegible] in appreciation of your past services to [illegible] our noble states and  [illegible] in the army of the union whilst you were [illegible] [illegible]

&lt;/p&gt;&lt;p&gt;sought by him but as there are very many

&lt;/p&gt;&lt;p&gt;I have written you several times since my arrival here and informed you how I am situated, what salary I obtain and in what I am employed. I have great occasion to thank you for the favors I have received from you and hope the time not far distant when I can be of service to you  I have written you my opinion of the Political condition of this state in a former communication and I have not yet discussed anything to change my former expressed opinion.  Gov. Wells in my opinion is pursing a course that it is entirely antagonistical to the Government and the Free State Party.  He is appointing daily men to responsible offices who are "Rebels" and who have but recently returned to the state former officers in the Rebel Army "is that right" I say "No" it is wrong thus encouraged they defy Union men and insultingly declare that the South in a short period will be in the same 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;condition as before the Rebellion "to wit" Southerners will rule this Country and [Western?] &amp;amp; Northern Men can get a leave of absence from here or local Laws will be enacted so stringent that a Northern Man will be compelled remain away from here. "I have heard it boldly [asserted?] that the coming Legislature will enact a Law that all Non Residents - will be compelled to take out their papers here after a residence of twenty on years before being allowed the right of franchise.  That I heard at a Copperhead meeting a few evenings since. how can we have a Republican Govemnt in that way.  Governor these states must have a Provisional Governor and a standing army to protect the Loyal inhabitants or they will all be compelled to leave.  The Rebels are largely in the majority and they control the Ballott Box consequently elect their own officers to pass such Laws as will further their intent and when that transpires God help the poor Negro. I see but one remedy and the is to share a Provisional Government and Congress if they can Constitutionally pass Laws give the Negro 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;the right of Franchise. This is a question which has agitated my mind much since my arrival here. The Constitution directs Congress to pass Uniform [illegible] Laws. Cannot you under that clause enfranchise the Negro - I am aware that the prejudice exists in the mind of the people against the Negro franchise. and if Universal Suffrage cannot yet be attained, cannot a limited suffrage be granted and afterwards obtain when the people become more enlightened yet all denied.  These matters you are far more experienced in than I am and please accept the above as suggestions. Judg. Kellogg still retains his good health and very much engaged in business herein with the cares of office.  I sometimes feel sorry for him with so much New business on his hands, but he is adequate to the task.  The Judg has made many warm friends since his arrival here, uniformly courteous to all with a genial disposition.  Kind hearted: he will in my opinion if this state can settle down [to?] a government take a seat beside you in the ref. Senate as a member from Louisiana and God knows he has my best wishes and shall

&lt;p&gt;have my [illegible] in full for his benefit. he is a good friend of mine and I appreciate it.  Gov. there is a vacancy here in the surveyors office. That is the surveyor is only acting surveyor,  He is Name is Tricker. he was appointed a special agent of the Laws dept and assigned to duty as surveyor. consequently under the old Law under which Judg Kellogg holds this is a vacancy. cannot and will not give assist me to obtain it. I do not want the application made for me as an Illinoisian but as a Citizen of Louisiana an application from you I am confident would secure it.  But if you in your judgement think it would in the slightest degree inpune or injure Judge Kellogg's position don't make any effort for me. I leave the matter with you with full confidence you will act in the premesis knowledge with many wishes for your health and prosperity and that of your family, I am sin yours &amp;amp;c Chas. H. &lt;/p&gt;&lt;p&gt;a copy of the Jacksonville Journal
&lt;/p&gt;&lt;p&gt;of June 22nd. In it I saw published
&lt;/p&gt;&lt;p&gt;my last letter to you and was much
&lt;/p&gt;&lt;p&gt;pleased to know that you had received
&lt;/p&gt;&lt;p&gt;it. You will probably notice I write
&lt;/p&gt;&lt;p&gt;with considerable feeling about the
&lt;/p&gt;&lt;p&gt;veterans I think you would not blame
&lt;/p&gt;&lt;p&gt;me could you know exactly our conditions
&lt;/p&gt;&lt;p&gt;and feelings. It is but due to you today
&lt;/p&gt;&lt;p&gt;that your name is often mentioned 
&lt;/p&gt;&lt;p&gt;by our boys. If say they Gov Yates
&lt;/p&gt;&lt;p&gt;was yet our Governor the Ill. troops
&lt;/p&gt;&lt;p&gt;would be among the first to be mus-

&lt;/p&gt;&lt;p&gt;my last letter to you and was much
&lt;/p&gt;&lt;p&gt;pleased to know that you had received
&lt;/p&gt;&lt;p&gt;it. You will probably notice I write
&lt;/p&gt;&lt;p&gt;with considerable feeling about the
&lt;/p&gt;&lt;p&gt;veterans I think you would not blame
&lt;/p&gt;&lt;p&gt;me could you know exactly our conditions
&lt;/p&gt;&lt;p&gt;and feelings. It is but due to you today
&lt;/p&gt;&lt;p&gt;that your name is often mentioned 
&lt;/p&gt;&lt;p&gt;by our boys. If say they Gov Yates
&lt;/p&gt;&lt;p&gt;was yet our Governor the Ill. troops
&lt;/p&gt;&lt;p&gt;would be among the first to be mus-
&lt;/p&gt;&lt;p&gt;tered out and her veterans would be
&lt;/p&gt;&lt;p&gt;first on her list. A large number
&lt;/p&gt;&lt;p&gt;of troops have passed through to this

&lt;/p&gt;&lt;p&gt;I have written you once before and I have not yet received an answer at which I am not surprised knowing your time is fully confined with other and more important correspondents yet faithful to the promise I made you that I would occasionally communicate with you and inform you of how matters were progressing here I now proceed to do the same.  I am still employed by Indy Kellogg in the Custom House having a position as Clerk in the auditors office at a salary of $1,600.00/a year.  My health and that of my family is good as usual.  The Judg's health is good and he is in my opinion conducting the affairs of the Custom House with ability giving general satisfaction to all and all you will  I am in hopes after I become [illegible] with the turnings of the Custom House that the Judg will give me a more prominent position with an increased salary.  That matter I have entirely with the Judg having

&lt;hr /&gt;
&lt;p&gt;full confidence in his friendship and that when he deems it proper he will do what is right in the premises.  The Judg in my opinion has made a good impression here and from his continued attention to the business will give satisfaction at Washington.  He has my best wishes for his prosperity -
&lt;/p&gt;&lt;p&gt;I suppose you will expect from me my opinion regarding Louisiana politics.  Well they are in such a mixed condition that it is almost impossible to make a definite decision upon them.  Since the surrender or capitulation of the Rebel Army thousands have return to the city and their home.  They come here in quite a defiant manner.  They declare they were not whipped but [illegible] and that under different circumstances they could succeed that is with more able Leaders.  I am of the opinion that they still adhere to Davis position that there is an [illegible] Gulf between the North and the South and that although they have been broken in their Military Power yet they will yet accomplish their ends through the Ballot Box and they in my opinion are still and quietly working to that end.  It is quite frequently asserted here by Rebels that the Southern men will go home here in a hurry yet 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;with their [illegible] broken many think that they will make it uncomfortable for us to remain here.  With Gen Wells in their influence I am of the opinion they will carry it out.  He is a bad man.  He has put into responsible positions all the Rebels he could and by holding the offices they exercise a powerful influence.  My opinion is this state is not yet prepared for self government.  They are too unsettled entirely and if the military power is withdrawn from here we can pack our knapsacks and leave.  Hence Governor I give it as my opinion that the enactment of a State Constitution is a "farce" not in the least respected by the Executive and only used and recognized when it suits the [illegible] of the Rebels and in your official action permit me to say that if you advocate the appointment of Provisional Governor for the state of Louisiana you will prevent anarchy and the sooner restore the state to loyalty by so doing. Will you grant me an intrusion for a few moments upon your time.  Me a stranger wish no claim whatever upon your generosity and yet coming to you for a favor and with a sort of kind faith that you will not turn me away unsatisfied.  I venture to approach you through the name of my noble husband Genl E N Kirk You knew him knew something of his [lofty?] character of his kind services and how many times been pleased to make acknowledgements of them to my husband's friends for these I have held you in a grateful remembrance and would thank you for them, and I have felt that to one so generous and kind I might make my strange request
I have sold my beautiful home in the west. have paid or secured the pmyt of all claims against my husbands estate thus nearly closing my business as Admin next week I intend returning with my only son to my old home in Philadelphia where for reasons which I will not trouble you with I desire opening a "young ladies seminary" what I desire of you is the privelage of using your honored name as reference you will understand the full value of it to me for such a purpose tis more  to be desired  than gold. I am hardly able to suggest to you the means by which you are to give such elasticity to your conscience this endorsing one whom you have never known for such a responsible position unless you could set upon the belief that a husband noble gifted and good as mine was could not choose a wife wholly unworthy of him. I do not say this of myself all I can say is that I had nor have no higher aim in this life for myself and my boy than to  [ineligible][memory?]  of my noble treasured husband

I wish to ask another favor of you that is to try to know the cause for my being treated in this manner  I am satisfied there could been no Charges or cause for my not receiving my commission.  I have been very faithful in performing my duty and as I think have done it  satisfactorily.

&lt;/p&gt;&lt;p&gt;A week or so since I ventured to address you, asking you for your influence to help me get a situation in one of the Departments. As I have received no answer to my letter, my extreme anxiety forces me to write to you again as it is possible my first letter did not reach you. If you will recommend me to Mr. McCulloch, or either one of the Auditors of the Treasury Department if for only the position of a messenger, I shall ever be truly grateful to you for your kindness. 
&lt;/p&gt;&lt;p&gt;I am now nineteen years of age, and I wish to burden my father any longer to support me since he is growing old, and his health is very delicate, and he has a large family of helpless children to provide for.

Sec. 14, of the new Post Office Law, reads thus: - "that the (illegible) advertisement for the proposals to carry the mails of the United States shall be published hereafter for a period of six weeks, in one or more, but not to exceed five Newspapers, printed in the State or Territory where the mail service is to be performed, one of which shall be printed at the seat of government of Such State or Territory."
This advertisement will be worth about six or eight-Hundred dollars, and I think the Postmaster General has the disposal of the advertisement and assignment of newspapers in which it appears.  Of course not less than five papers will be used for Illinois.  Springfield Journal will be one of course, leaving four papers in other portions of the State.  The "Aurora Beacon" is published at Aurora, Illinois.
How did you like the appearance and general make-up of the thousand or more of men and women, boys and girls, in attendance upon our Fourth of July Ball, in our new $80,000 Town Hall!  Seriously, we should have been glad to have seen you on that occasion, but it was a little too much for us to expect you to ride twenty-four miles after the fatigues of such a very hot day, and were not much disappointed in your not coming.  We had a splendid time here and "[Dead Souls?]" of people.  Could not see you at Elgin for I got mixed up in our own celebration, contrary to my desires, and could not get away.  Was in Chicago the next day, and designed to have seen you - did call, but you were out - and afterwards got mixed up with some pretty women and went with them to a little banquet - up at Evanston - therefore I did not see you.
I send you [Seward's?] oration.  Our Committee printed 3,000 for circulation

&lt;p&gt;among the people.  What has become of yours?  Would like to print it in my paper if there is no objection on your part; or at least a portion.  I hope that you fetched that 
Elgin community on you "side to stay and for keeps." for heretofore they have not been on your side much.  The Elgin Chronicle pitched into you a little, though that was to have been expected, in view of its Copperhead propensities.  It was well for you to go to Elgin on the (illegible) and I am glad you did.

&lt;/p&gt;&lt;p&gt;Governor, there is a matter that the "boys" of the 144th Ills Regt. desire you to look after.  This Regt's time was not quite out, not by about two months.  It has been so managed that they were mustered out and paid only $66.00 bounty instead of $100.00.  We know of no good reason for this;  the St. Louis Gov't officers cannot tell. Robt. Smith of Alton, a Paymaster, does not believe it is just.  These boys are from every part of Madison [Jersey?] and (illegible) Counties, and they feel this injustice VERY SHARPLY.  I cannot think the Gov't sanctions it, or would do so if the case was represented; and if a fraud it should be exposed. My Dear Husband your old friend in Albany Prison Who would have thought when in days past and gone you visited our house and you and the Dr were such great friends that on the 4th of July 1865 he would be incarcerated within the walls of a prison, But so it is. This cruel slaveholders rebellion has made many changes in our Circumstances. Some are more happy others more unhappy and desolate. I am one of that number. I regret [illegible] [illegible] as it is. I must on this [illegible] Call your attention to the fact that while you surely enjoy all the privileges of an Hon American Citizen the Dr is in a felon's Cell and I his wife morn without consolation in his absence with But little hope of a better future. Here I am lonely and disconsolate But frew friends that I can call friends. I have found on lately one of the Dr's old friends that seems to take some interest for me and I get him to write this letter for me. I am in a lonely destitute condition and how to do, and what to do, is more than I know at this time. In a Conversation with my friend this morning being the anniversary of American Independence and American Liberty, He asked me if I could not think of some old friend of his that would have Some influence with the Presdent in his behalf. I named you and he Concluded he would write you a few lines, for me and try to get you to take a little interest in his behalf. I visited Washington City and Pres Lincoln (God Bless his soul) told me he must be sentenced for ten years according to Law, But that

&lt;p&gt;as soon as the war was over he would be released. Now the war is over and prisoners are being release and I can see no reason why he can not be as well as many others, Now I do hope for former acquaintance sake if nothing more you will try to have him released, his punishment can't ameliorate the condition. Col Loomis' family and Dr Herod was never in a difficulty with any man a peaceable quiet Citizen, always attending to his own Business. You can do a great deal for him with Pres Johnson. Being a Senator, His Business is such that it requires his immediate attending. I can't attend to it for I don't know how. My Education is limited to almost none, my taxes must be paid and little family must be supported. [Illegible] it is not large. I do hope you will interest yourself for my sake and if you have the least Shadow of a prospect do inform me by the earliest opportunity, and if nothing can be done do the same for I want to know the best and the worst of his Case. I know I can't do anything but my friends, Master Masons &amp;amp; R.A. Masons can do something for distressed Mason's wife. If he can't be released or I can't get assistance from some source, I shall Certainly see hard times. State offices in Indiana and Ohio &amp;amp; Senator Lane &amp;amp; Sherman have united in asking for me a Brevet in the regular army in which for four years I have been and am now a Colonel, for service at the west the last three years. My arrest of Constable in your state was one of the first steps to quiet Eastern Illinois. If you feel that my labor also benefitted Illinois, can you give me a letter to the President uniting in the request. It is a formal recognition of my labor merely; but they had their value as null or labor in the field. My address for a week will be this city.

&lt;/p&gt;&lt;p&gt;You know something of my labors for the west in exposing domestic traitors. State offices in Indiana and Ohio &amp;amp; Senator Lane &amp;amp; Sherman have united in asking for me a Brevet in the regular army in which for four years I have been and am now a Colonel, for service at the west the last three years. My arrest of Constable in your state was one of the first steps to quiet Eastern Illinois. If you feel that my labor also benefitted Illinois, can you give me a letter to the President uniting in the request. It is a formal recognition of my labor merely; but they had their value as null or labor in the field. My address for a week will be this city.

&lt;/p&gt;&lt;p&gt;To my knowledge you have not parted with any of the land in question I have bargined my undivided interest in said Tract on remnant of Land for which I am to get $50. per Acre in cash as soon as I am able to Execute a sufficient Deed [Warrick?] says I sold it to cheap.
&lt;/p&gt;&lt;p&gt;The Lands in question could be partitioned in the manor you suggest but Judge Harriet's Decree made a Bolox of Law Equety and Mason City interests generally sofar as his thick Pate could

&lt;p&gt;I have read your Elgin Oration cant you manage to have it Pub. in [paper?] form it is one of your proudest efforts it is a 4th July speech bran new you deal with the surroundings that restz heavily upon the Grandsons of the Patriots of -76 as a statesman only can do. have you noticed as a general rule the last 4th efforts have been complete failures the Waters have been to deep + turbed for ordinary mariners. I hope to see you soon
