&lt;/p&gt;&lt;p&gt;Governor of Illinois.  Sir, You may think it strange to receive this my second letter.  but hoping you will pardon my troubling you again, I will proceed.  We are in the mitsd of rampant secessionists here, and the time will sooner or later come to take decited action against them, in what way will have to be determined to overpower them, and teach them such a lesson that will for ever put a quietus on their actions will have to be determined.  There are a considerable number of deserters here.  in this section of Country.  the most of them reside in the vicinity of Lower Hill and a place called "the Knobbs" about seven miles east of Pana in Shelby County.  and it is now decleared in public in that there is a combination of over two hundred men who have banded themselves together under the oaths and penalties of the Knights of the Golden Circle.  to protect and defend the deserters and to oppose the enforcement of the Conscript law.  I have it from reliable authority that they are well armed, and it is the general belief that Councils of the K. G. C.'s are established throughout this whole region of Country, and all the available firearms have been collected, and bought, and 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;old ones broken and out of use for many years have been repaired.  Pistels have been lately bought in considerable quantities by the enemies of the Government, together with amunition &amp;amp;c. &amp;amp;c.
&lt;/p&gt;&lt;p&gt;This is the true state of the case, and for the present there is a large majority of the enemies of the Government in this section of Country, as you are aware.  Ever since the Legislature of this State promulgated its treason, the  clovenfooted olighargy threw off the mask, and came out boldly for treason and disunion.  The Union men here are preparing as best they can and are keeping a vigilent watch on their movements, and should you through the adjutent General call for the names of these deserters, and their locality they will be furnished.  There are Union men living in their vicinity, and every man will do his duty I have no doubt, in ferretting out their names. and report them.  How long these deserters are to run at large, and union men to be insulted by the open yelling for Jeff Davis, and bidding open and treasonable defiance to the Government, with the most vulgar and shameful epithets to be heaped on inoffensive union men, and the dastartly abuse of the administration will have to be seen.  What can we do, answer echoe's nothing
&lt;/p&gt;&lt;p&gt;The officers that have to administer the laws and are to faithfully execute them are enemies to the government and no Union man has any law or Justice done them either in a civil criminal case.

&lt;hr /&gt;
&lt;p&gt;There might a very sad affair have occurred in our then secession village last week. A man by the name of James Conner a quiet and peaceable union man and set upon by a man by the name of John Mount. an open and violent secessionist, for which Jeff Davis himself can not out strip him, for the abuse of our Government.  This Mr Mount fallowed Mr Conner and used such profane and vulgar language that has very seldome a parallell in the catalogue of profanity.  Mr Conner turned upon him, and requested him to take it back.  Mount refused, upon which Conner drew forth a Revolver, and bursted five caps at Mr Mounts devoted Carcass.  This raised a great excitement and the K. G. C.'s came to Mounts rescue, well armed, and why there was no more blood flowed I cannot account for it.  Mr Conner went out about two miles, at night a rabble with a constable went out to take him.  making the welkin ring with Shouts of Jeff Davis.  Conner did not resist, nor attempted to get away, but went peaceable and was bound over in $300.00/100 to answer at Court. the bonds were promptly executed.  He will stand his trial but if so in the secession Court at Taylorville you may very well know the result. and in all probability your Excellency will have the honor to consider his case.
&lt;/p&gt;&lt;p&gt;As I stated, our village when this affair was committed was a cesession village but last tuesday an election came off the corporation officers.  Every man that was elected was Union the Majorities ranged from two to thirteen this was a severe blow.  The first time the so called Democrats were ever defeated since this village was a corporation

&lt;p&gt;There is a young man by the name of Kellem who had enlisted last summer, and induced several others to volunteer  He with others deserted and this Kellem I am told is now indusing men to desert, and is the most active man in forming this combination at Tower Hill to murder, and massacre - all officers and men who may arrest deserters, and enforce the conscript law.
&lt;/p&gt;&lt;p&gt;There are many Union men here who are poor, and have their families to mentain, and cannot arm themselves would there be any probability to get arms from the State.  I tell you Sir, the Union men are true, but if things remain with these lawless proceedings much longer there will such measures be taken that either one of the other parties will have to vacate the country.  One word of encouragement from you will do much to encourage the Union men; 
&lt;/p&gt;&lt;p&gt;Whatever you may write or encouragement you may give. will be kept a secret strictly and honorably, until such time that the country can be cleared of these men.  They Union men here are praying the time may come when you or the proper authorities will send a company or Regiment. to take deserters. similer to those that Governor Morton of Indiana has established through General Carrington.  We have heard here that Gov Morton has procured arms for the citizens to protect them selves.  If you have any for us please to inform us, and reliable measures will be taken to procure them

&lt;/p&gt;&lt;p&gt;Sir I drop your honor a few lines to inform you to an application that maid for me to the officers of the 56th Reg of Illinois vols when from some cause I did not get my commission as 2nd Lieutenant of Co A of the afforesaid Reg after receiving the appointment from the hand Col Kirkman and rendering Service as Sutch for the Space of Two months and ten days.  When A. E. Wallbright was commissioned in my Sted The application was made by the Commissioners of officers the Regt all of them that was in the Regt assigned it.  It now remains on file in your office.  I now ask your honor to grant me Chief Martials position in the Ninth district of the State for the purpose of leaveying the draft a like in all political parties without favor or affection.  I am no politition but a Soldier of the mexican Ware and was one of Wm. H. Bissels 2nd. Ills. Reg I am now a private of Co A of the 56th and wishes to reman in the Survice of my Country untill this rebellion is put down by the force of our arms but I now am not able to Stande a camp life or climate of the South.  I have spent at least three hundred dollars and enlisted over two hundred recruits for the Sirvice Sence the ware broke out an has never got anything but the monthly wages of a private.  Though honorable if I do not soon get eleaved from the ranks it will take my life and Starve my Wife and Children to death as I am not in good health &amp;amp; at this time.  If any refrence bea required futher than the Recommendation it can be furnished to your entire Satisfaction as I am well Known through out the Ninth Congressional Districk.  I am on my way to goin my Regt from the recruiting Sirvice I will leave a letter from your honor in this to reminde you that I have bein in the Survice all the time and Some of the time on my own hook-

&lt;/p&gt;&lt;p&gt;Sir I drop your honor a few lines to inform you to an application that maid for me to the officers of the 56th Reg of Illinois vols when from some cause I did not get my commission as 2nd Lieutenant of Co A of the afforesaid Reg after receiving the appointment from the hand Col Kirkman and rendering Service as Sutch for the Space of Two months and ten days.  When A. E. Wallbright was commissioned in my Sted The application was made by the Commissioners of officers the Regt all of them that was in the Regt assigned it.  It now remains on file in your office.  I now ask your honor to grant me Chief Martials position in the Ninth district of the State for the purpose of leaveying the draft a like in all political parties without favor or affection.  I am no politition but a Soldier of the mexican Ware and was one of Wm. H. Bissels 2nd. Ills. Reg I am now a private of Co A of the 56th and wishes to reman in the Survice of my Country untill this rebellion is put down by the force of our arms but I now am not able to Stande a camp life or climate of the South.  I have spent at least three hundred dollars and enlisted over two hundred recruits for the Sirvice Sence the ware broke out an has never got anything but the monthly wages of a private.  Though honorable if I do not soon get eleaved from the ranks it will take my life and Starve my Wife and Children to death as I am not in good health &amp;amp; at this time.  If any refrence bea required futher than the Recommendation it can be furnished to your entire Satisfaction as I am well Known through out the Ninth Congressional Districk.  I am on my way to goin my Regt from the recruiting Sirvice I will leave a letter from your honor in this to reminde you that I have bein in the Survice all the time and Some of the time on my own hook-

The consequence will be the [Ills?] will come far short of her usual amount of produce for the want of laborers a great part of the men left in this part of the country are to Cowardly to go in to the Army and to [vile?] to remain in the country, hoping that this matter may receive early notice profitable to those farmers who would do our Country proper service. &lt;/p&gt;&lt;p&gt;I was much disappointed in not seeing you before you left for Washington I thought it important for many reasons, and among them on account of Examining with you the accounts of the Enrolling Officers.
&lt;/p&gt;&lt;p&gt;The accounts we have carefully examined and have cut down where it seemed necessary.
&lt;/p&gt;&lt;p&gt;These accounts go forward by Express to night and I think it very important that you approve them, take them to the proper officer and have them paid immediately.
&lt;/p&gt;&lt;p&gt;Many of the officers have advanced money months ago for expenses and pay to deputies and are really in want of the money.
&lt;/p&gt;&lt;p&gt;Account of Effingham and Lake Counties not returned. No Accounts of Saline and Warren because no enrollment. Hamilton and Carroll sent accounts not returned in duplicate and have been sent back to them for correction.
&lt;/p&gt;&lt;p&gt;The week has been busily occupied in going
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;over again all applications for Commissions and last night the list was completed and runs up to about 200.
&lt;/p&gt;&lt;p&gt;I commence this evening on new regiments and hope to finish by Wednesday or Thursday.
&lt;/p&gt;&lt;p&gt;Forwarding these commission is of the utmost importance Gen Rosecrans writes an urgent letter and says that under recent orders of the War Department the officers cannot receive pay until they receive and accept their Commissions.
&lt;/p&gt;&lt;p&gt;I have no instructions about signing these Commissions and have telegraphed Govr. Hoffmann whom I suppose to be your representative in your absence, inquiring when he will be here and what is to be done.
&lt;/p&gt;&lt;p&gt;The commissions referred to are only for Company officers.
&lt;/p&gt;&lt;p&gt;Your mail sent here has been attended to and I trust during the present week every thing will be again brought up.

&lt;pre&gt;       Sing in times like these when Sivel war is fast (improving?) in our midst I was requested by the loyal men of this County to visit Cumberland to inform you of our condition we are Surrounded by Coperheads on every hand there is at least two Coperhead to one loyal man and we have to gard our houses and take all kind of abuse from them not because we are afraid of them but we dont want to strike the first blow but if there is not sum thing dun for us here we have cum to the conclusion to do sumthing for our selves to be run over by these hell deserven reches any longer we shant. They threaten me very hard because I have been in the bloody 37. Ills vol. and have seen sum of the hard ships on the Potomac  I am not very easy Scart  I have heard the roar of mity Cannon and the hissing Shell and the Clash of Small armes and I am in for the maintenance of the union and Constitution.  here and else where I was allso requested to mantion A mans name who was taken prisner at fort Donilson and took the oath of Alegence and is here now trying to get the people to raise and kill all the union men wome and children in this country we want to know what to do with him you will please let me know

&lt;/p&gt;&lt;p&gt;Whereas we hear with feelings of deep regregt that whilst we are far from our homes and families serving our beloved Country as best we can to crush the plotting traitors who for years have been forming Schemes which if Successful would be Subversive of the greatest, grandest and most glorious government that it has ever been the privelege of mankind to enjoy. Other traitors in our rear are Striving to weaken that Confidence which is necessary to Sustain the government under whose beneficient protection Tories North as well as South in comon with us all have enjoyed more priveleges, peace, and prosperity than any nation has ever enjoyed. Therefore resolved, That we pledge ourselves, without distinction of Creed politics or party but as union Soldiers to do as we have done on the bloody fields of Shiloh and Corinth, stand by our glorious flag whilst there is a Shot in the Locker or a butternut to be seen
&lt;/p&gt;&lt;p&gt;Resolved, That in our present chief magistrate we recognise truth, firmness, and Sagacity far Superior to those who look on the representative as the government itself
&lt;/p&gt;&lt;p&gt;Resolved, That in this battle for freedom and human rights which has been forced upon us we recognise the hand of an all ruling Providence whom fiat has gone forth declairing the Slave "redeemed, regenerated, and disenthrall'd" and will in due course of time cause him to take his position among mankind as a human being and not as a beast of the field

&lt;/p&gt;&lt;p&gt;Whereas we hear with feelings of deep regregt that whilst we are far from our homes and families serving our beloved Country as best we can to crush the plotting traitors who for years have been forming Schemes which if Successful would be Subversive of the greatest, grandest and most glorious government that it has ever been the privelege of mankind to enjoy. Other traitors in our rear are Striving to weaken that Confidence which is necessary to Sustain the government under whose beneficient protection Tories North as well as South in comon with us all have enjoyed more priveleges, peace, and prosperity than any nation has ever enjoyed. Therefore resolved, That we pledge ourselves, without distinction of Creed politics or party but as union Soldiers to do as we have done on the bloody fields of Shiloh and Corinth, stand by our glorious flag whilst there is a Shot in the Locker or a butternut to be seen

&lt;/p&gt;&lt;p&gt;I have the honor to enclose three communications from paroled prisoners of War requesting their removal from Annapolis to a camp in this State
&lt;/p&gt;&lt;p&gt;The frequency of appeals of this kind impels me to suggest the propriety of having a camp established in this State for the reception and keeping of all paroled prisoners belonging to Illinois regiments until they are exchanged.
&lt;/p&gt;&lt;p&gt;It is but fair to presume from the tone of the numerous letters received here asking for transfers to camps in this State that it is the general wish of these men to be nearer to their homes than they now are.  In their opinion, they will 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;receive better attention and treatment, when in their own State under the immediate supervision and control of their own officers, than they do at the places where they are now kept.

&lt;/p&gt;&lt;p&gt;After having endured the hardships of imprisonment whil in custody of the enemy, they look with joy for the day when they may be allowed again to come to their State, which they left, to fight for their common country, and are bitterly disappointed when kept in camps so far from home.

&lt;/p&gt;&lt;p&gt;"I will meet you either in New York or Phila. &amp;amp; will telegraph you tomorrow, I leave tomorrow night."
&lt;/p&gt;&lt;p&gt;Since the receipt of this, I have heard nothing from you &amp;amp; think probably you have changed your mind, but I take the liberty of addressing this to you at &lt;u&gt;Washington&lt;/u&gt;

&lt;p&gt;in case you may have gone there without coming to New York and as I leave for Chicago &lt;u&gt;tonight.&lt;/u&gt;
&lt;/p&gt;&lt;p&gt;When in Washington recently I made an application to the President in behalf of my only remaining son "Harry" for an appointment at "West Point."  Harry will be 16 in July next, and I would thank you Governor to speak a word to the President in behalf of my son.

&lt;/p&gt;&lt;p&gt;My Dear Gov.
&lt;/p&gt;&lt;p&gt;Last Friday I read a letter from you. And I sat up in bed and answered it.  I fear you did not get it before leaving home.
&lt;/p&gt;&lt;p&gt;The Journal of last evening announced that you Was in Chicago En route for Washington.  This Morning I telegraphed you.  And recd reply from the operator.  That you had left.  I intended to go to Chicago to report to see you.  And Was Much disappointed to learn that you had gone.
&lt;/p&gt;&lt;p&gt;I was very anxious to see you in relation to Genl MClernand.  He relies upon you to appoint him.  He thinks that Grant has [violated?] the order of Prest in depriving him of the Command of the Expedition.  
&lt;/p&gt;&lt;p&gt;Although second in Command he is a mere cipher.  He has been appointed by Grant to the smallest corps of the army numbering less than 3,000 &amp;amp; the duty imposed upon him of guarding the Miss river from [Nulina?] to Vicksburg thus actually Making a mere police officer of him.  With no opportunity of distinction for active service.
&lt;/p&gt;&lt;p&gt;You will at once perceive that it is a very different position from that he supposed he would occupy and he feels keenly the disgrace.
&lt;/p&gt;&lt;p&gt;{Wallich?] is at the bottom of the Whole Matter.  And Grant is Willing  &amp;amp; Anxious to snub MClernand. &amp;amp; drive him out of the service.  Some men could submit to it.  MClernand cannot.  He is too ambitious, too desirous of distinction and applause, too anxious to "shine", and Consequently  chafes terribly [illegible] his disappointment.  His Motto is "Out Caesar Out [Vulturs?]. and he threatens to resign unless he is reinstated in command.
&lt;/p&gt;&lt;p&gt;It is decidedly for our interest that he should have the Command of the Expedition or some other [illegible] command.  not out of the [cotton?] regions.  Grant will Extend favors to us occasionally, but although the parties have got the inside track with him and will expect it.  With MClernand we can do anything.  Grant is a candidate for the Presidency.  A clique in Washington at the head of Whom is E B Washburne is now fittlng him for the course.
&lt;/p&gt;&lt;p&gt;Grant denies this emphatically but my opinion is based principally upon Conversations Which I had with Grant.  If the Movement is successful Washburne is to to be secy of state if Lincoln is a candidate for reelection.  Cant you use this with him?
&lt;/p&gt;&lt;p&gt;I am rejoiced to [perceive?] the overwhelming manifestations of the army, &amp;amp; of the people at home in your favor.  At Every public Meeting in the state or in the army.  Language is exhausted to find words strong enough to express the feelings of admiration and confidence of the people &amp;amp; army towards him noble hearted Governor.
&lt;/p&gt;&lt;p&gt;The resolutions adopted at these meetings express the genuine &amp;amp; spontaneous feelings of the people &amp;amp; army &amp;amp; if you had ever so much vanity. I am sure it must long before this have been fully satiated.  Those manifestations must be particularly gratifying to you When you recollect.  That you have received more of them than all the other Governors of the Union Combined
&lt;/p&gt;&lt;p&gt;If you Experience half as Much pleasure from them as I do you are a happy Man.  
&lt;/p&gt;&lt;p&gt;For fear that your aid not got my letter of last Friday I will briefly state the [essence?] of our trip down the river.  We found no opening for cotton at Vicksburg.  I obtained from General  Grant a permit allowing N B Tayler to take his stock of goods from Memphis to Vicksburg &amp;amp; sell to [Suttlers] &amp;amp; officers.
&lt;/p&gt;&lt;p&gt;The amt of the stock Was Not specified.  Taylor returned with me to Memphis.  I left him there. I was then quite sick. in fact unable to sit up.  I returned home.  I have recd only One letter from Taylor.   He had not yet left Memphis.  Consequently I know nothing of the final result. I dont think that any other permit was paid by Grant to any man.  I know that hundreds of thousands of dollars of goods were waiting at Memphis to be shipped to Vicksburg but no permit could be obtained for a dollar [illegible].  I am satisfied that Grant paid the permit Exclusively on your account.
&lt;/p&gt;&lt;p&gt;&lt;br /&gt;
The [best?] [Mres?] Taylor said to Mr Frese "Say to the Governor I will make $10,000 apiece for us this trip."  If it is half that amt I shall be satisfied
&lt;/p&gt;&lt;p&gt;Write me if you have leisure.  I shall go to Springfield the 15th if I can do anything there for you, Command me.

&lt;/p&gt;&lt;p&gt;My Dear Gov.
&lt;/p&gt;&lt;p&gt;Last Friday I read a letter from you. And I sat up in bed and answered it.  I fear you did not get it before leaving home.
&lt;/p&gt;&lt;p&gt;The Journal of last evening announced that you Was in Chicago En route for Washington.  This Morning I telegraphed you.  And recd reply from the operator.  That you had left.  I intended to go to Chicago to report to see you.  And Was Much disappointed to learn that you had gone.
&lt;/p&gt;&lt;p&gt;I was very anxious to see you in relation to Genl MClernand.  He relies upon you to appoint him.  He thinks that Grant has [violated?] the order of Prest in depriving him of the Command of the Expedition.  
&lt;/p&gt;&lt;p&gt;Although second in Command he is a mere cipher.  He has been appointed by Grant to the smallest corps of the army numbering less than 3,000 &amp;amp; the duty imposed upon him of guarding the Miss river from [Nulina?] to Vicksburg thus actually Making a mere police officer of him.  With no opportunity of distinction for active service.
&lt;/p&gt;&lt;p&gt;You will at once perceive that it is a very different position from that he supposed he would occupy and he feels keenly the disgrace.
&lt;/p&gt;&lt;p&gt;{Wallich?] is at the bottom of the Whole Matter.  And Grant is Willing  &amp;amp; Anxious to snub MClernand. &amp;amp; drive him out of the service.  Some men could submit to it.  MClernand cannot.  He is too ambitious, too desirous of distinction and applause, too anxious to "shine", and Consequently  chafes terribly [illegible] his disappointment.  His Motto is "Out Caesar Out [Vulturs?]. and he threatens to resign unless he is reinstated in command.
&lt;/p&gt;&lt;p&gt;It is decidedly for our interest that he should have the Command of the Expedition or some other [illegible] command.  not out of the [cotton?] regions.  Grant will Extend favors to us occasionally, but although the parties have got the inside track with him and will expect it.  With MClernand we can do anything.  Grant is a candidate for the Presidency.  A clique in Washington at the head of Whom is E B Washburne is now fittlng him for the course.
&lt;/p&gt;&lt;p&gt;Grant denies this emphatically but my opinion is based principally upon Conversations Which I had with Grant.  If the Movement is successful Washburne is to to be secy of state if Lincoln is a candidate for reelection.  Cant you use this with him?
&lt;/p&gt;&lt;p&gt;I am rejoiced to [perceive?] the overwhelming manifestations of the army, &amp;amp; of the people at home in your favor.  At Every public Meeting in the state or in the army.  Language is exhausted to find words strong enough to express the feelings of admiration and confidence of the people &amp;amp; army towards him noble hearted Governor.
&lt;/p&gt;&lt;p&gt;The resolutions adopted at these meetings express the genuine &amp;amp; spontaneous feelings of the people &amp;amp; army &amp;amp; if you had ever so much vanity. I am sure it must long before this have been fully satiated.  Those manifestations must be particularly gratifying to you When you recollect.  That you have received more of them than all the other Governors of the Union Combined
&lt;/p&gt;&lt;p&gt;If you Experience half as Much pleasure from them as I do you are a happy Man.  
&lt;/p&gt;&lt;p&gt;For fear that your aid not got my letter of last Friday I will briefly state the [essence?] of our trip down the river.  We found no opening for cotton at Vicksburg.  I obtained from General  Grant a permit allowing N B Tayler to take his stock of goods from Memphis to Vicksburg &amp;amp; sell to [Suttlers] &amp;amp; officers.
&lt;/p&gt;&lt;p&gt;The amt of the stock Was Not specified.  Taylor returned with me to Memphis.  I left him there. I was then quite sick. in fact unable to sit up.  I returned home.  I have recd only One letter from Taylor.   He had not yet left Memphis.  Consequently I know nothing of the final result. I dont think that any other permit was paid by Grant to any man.  I know that hundreds of thousands of dollars of goods were waiting at Memphis to be shipped to Vicksburg but no permit could be obtained for a dollar [illegible].  I am satisfied that Grant paid the permit Exclusively on your account.
&lt;/p&gt;&lt;p&gt;&lt;br /&gt;
The [best?] [Mres?] Taylor said to Mr Frese "Say to the Governor I will make $10,000 apiece for us this trip."  If it is half that amt I shall be satisfied
&lt;/p&gt;&lt;p&gt;Write me if you have leisure.  I shall go to Springfield the 15th if I can do anything there for you, Command me.

&lt;/p&gt;&lt;p&gt;And 1st it seems to me that something ought to be done to put a stop to the numerous desertions that are thinning the ranks of the 106th &amp;amp; many other Illinois Regiments   In addition to the usual causes of desertion which exist in all armies &amp;amp; in all wars there appear to be two which are now operating among the Illinois Troops, to wit: Some &lt;u&gt;real&lt;/u&gt; dissatisfaction exists on account of the Emancipation Proclamation &amp;amp; on account of the delay in paying the soldiers  And 2nd a great deal of dissatisfaction is &lt;u&gt;created&lt;/u&gt; by the letters, speeches, papers, conversations &amp;amp;c of those sneaking Northern traitors who are two cowardly to enter the Confederate army &amp;amp; fight boldly for the enemies of their Country but who prefer to ruin our army by seducing our soldiers
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;from their duty by every out &amp;amp; by promising to protect them against any force that may be sent to reclaim them
&lt;/p&gt;&lt;p&gt;Would it not be well for you to issue a Proclamation to the Army &amp;amp; to the people reciting the facts, promising the soldiers redress so far as possible for all real grievances, appealing to the patriotism &amp;amp; pride of all, cautioning the Army against the arts of designing men who under the guise of friends are their worst enemies, &amp;amp; warning them of the certain ruin they will bring upon themselves by deserting either openly &amp;amp; directly or which is much more common/ &lt;u&gt;under pretense of being taken prisoners &amp;amp; paroled&lt;/u&gt; &amp;amp; by refusing to return to their Regiments &amp;amp; defying and resisting the Government &amp;amp;c  If the objection should occur that this would be publishing to the world that there was a bad state of things existing in our Army the answer is that the world knows it now  Some of your Proclamations have had a good effect whether such a one as above indicated would be prudent or not you can judge better than I  If you should do any thing of the kind I hope you will improve the occasion

&lt;p&gt;to lash the miserable wretches who are engaged in pursuading our soldiers to desert as with a whip of scorpions
&lt;/p&gt;&lt;p&gt;The other matter about which I wish to say a few words is this   In the 2nd Regiment Illinois Cavalry 2 Captains have been promoted over the head of Captain [Sarison?] of this County  He &amp;amp; some of his friends think that one reason for this is the opposition that was made by some of us here to your nomination for Governor &amp;amp; they found this opinion partly upon something said by yourself  Now I wish to say that in my opinion whatever opposition there may have been to you in this County has been more than conquered by the determined energy with which since you have been Governor you have combatted this infernal Rebellion &amp;amp; that in this matter of promotions &amp;amp; appointments in this County you are not dealing with your enemies but with those who would be your friends  You are master of the situation now &amp;amp; I do not pretend to say that the good will of Capt. Sarison &amp;amp; his friends is now or

&lt;/p&gt;&lt;p&gt;I am home from Young's Point for a short time for the purpose of recruiting my health, somewhat seriously impaired by a violent and persistent attack of the prevailing camp disease at that place. I have had no opportunity until since my arrival here of reading your message to the Late Legislature, but having finished a careful perusal of it I desire to thank you, sir, as a citizen of Illinois and a soldier in the service of the Union, for
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;this matchless and timely official paper, so honorable to you as an individual and so creditable to you as the chief officer of our goodly and glorious State. Interesting and highly instructive in its statement of facts connected with our wonderful development in material resources, pregnant with Suggestions and recommendations of vital importance, yet its crowning merit is its eloquent, hopeful and unanswerable logic and appeal in behalf of the imperilled Government of our fathers. I have renewed my zeal and rebaptized my faith in your powerful and patriotic utterances, the Surest success, the speediest and safest peace lie lastly
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;in the directions which you have pointed out. I am hopeful that we shall all travel in those directions ere long. The evidences of a reaction among the contemptible plotters for an ignoble peace are everywhere visible. That they have made asses as well as knaves of themselves is a fact which they manifestly begin to realize. The State of Sentiment in the Army has doubtless largely contributed to this result. And this reminds me in this connection to say that I am to-day in receipt of a letter from Col. Grier, in which, writing from Young's Point, Feb. 16, he says: "If you should come through Spf'd

&lt;hr /&gt;
&lt;p&gt;on your return, stop and see the Governor and tender the Services of the Reg't to him, if he wants them, for the purpose of visiting Illinois and cleaning out the traitors in that state, commencing with the Legislature, I should like to assist in a job of that kind, for I know of nothing that wants attention so much as that Same Legislature."
&lt;/p&gt;&lt;p&gt;I know you would be gratified, were you as well aware as I am, of the high personal esteem in which you are held among all the Illinois Regiments in Gen. Grant's portion of the Army, which is the only portion whose sentiments I have any knowledge of. I want

&lt;p&gt;to obtain a package of copies of your message to distribute among the Illinoisians in our Brigade upon my return The message would be read with great avidity, and would do much good in more senses than one I will try and stop over in Springfield upon my return and get them.

&lt;/p&gt;&lt;p&gt;I am home from Young's Point for a short time for the purpose of recruiting my health, somewhat seriously impaired by a violent and persistent attack of the prevailing camp disease at that place. I have had no opportunity until since my arrival here of reading your message to the Late Legislature, but having finished a careful perusal of it I desire to thank you, sir, as a citizen of Illinois and a soldier in the service of the Union, for

&lt;hr /&gt;
&lt;p&gt;this matchless and timely official paper, so honorable to you as an individual and so creditable to you as the chief officer of our goodly and glorious State. Interesting and highly instructive in its statement of facts connected with our wonderful development in material resources, pregnant with Suggestions and recommendations of vital importance, yet its crowning merit is its eloquent, hopeful and unanswerable logic and appeal in behalf of the imperilled Government of our fathers. I have renewed my zeal and rebaptized my faith in your powerful and patriotic utterances, the Surest success, the speediest and safest peace lie lastly

&lt;hr /&gt;
&lt;p&gt;in the directions which you have pointed out. I am hopeful that we shall all travel in those directions ere long. The evidences of a reaction among the contemptible plotters for an ignoble peace are everywhere visible. That they have made asses as well as knaves of themselves is a fact which they manifestly begin to realize. The State of Sentiment in the Army has doubtless largely contributed to this result. And this reminds me in this connection to say that I am to-day in receipt of a letter from Col. Grier, in which, writing from Young's Point, Feb. 16, he says: "If you should come through Spf'd

&lt;p&gt;on your return, stop and see the Governor and tender the Services of the Reg't to him, if he wants them, for the purpose of visiting Illinois and cleaning out the traitors in that state, commencing with the Legislature, I should like to assist in a job of that kind, for I know of nothing that wants attention so much as that Same Legislature."
&lt;/p&gt;&lt;p&gt;I know you would be gratified, were you as well aware as I am, of the high personal esteem in which you are held among all the Illinois Regiments in Gen. Grant's portion of the Army, which is the only portion whose sentiments I have any knowledge of. I want

&lt;p&gt;to obtain a package of copies of your message to distribute among the Illinoisians in our Brigade upon my return The message would be read with great avidity, and would do much good in more senses than one I will try and stop over in Springfield upon my return and get them.
