Sir, You may think it strange to receive this my second letter. but hoping you will pardon my troubling you again, I will proceed. We are in the mitsd of rampant secessionists here, and the time will sooner or later come to take decited action against them, in what way will have to be determined to overpower them, and teach them such a lesson that will for ever put a quietus on their actions will have to be determined. There are a considerable number of deserters here. in this section of Country. the most of them reside in the vicinity of Lower Hill and a place called "the Knobbs" about seven miles east of Pana in Shelby County. and it is now decleared in public in that there is a combination of over two hundred men who have banded themselves together under the oaths and penalties of the Knights of the Golden Circle. to protect and defend the deserters and to oppose the enforcement of the Conscript law. I have it from reliable authority that they are well armed, and it is the general belief that Councils of the K. G. C.'s are established throughout this whole region of Country, and all the available firearms have been collected, and bought, and <hr /> old ones broken and out of use for many years have been repaired. What can we do, answer echoe's nothing The officers that have to administer the laws and are to faithfully execute them are enemies to the government and no Union man has any law or Justice done them either in a civil criminal case. <hr /> There might a very sad affair have occurred in our then secession village last week. A man by the name of James Conner a quiet and peaceable union man and set upon by a man by the name of John Mount. an open and violent secessionist, for which Jeff Davis himself can not out strip him, for the abuse of our Government. This Mr Mount fallowed Mr Conner and used such profane and vulgar language that has very seldome a parallell in the catalogue of profanity. Mr Conner turned upon him, and requested him to take it back. Mount refused, upon which Conner drew forth a Revolver, and bursted five caps at Mr Mounts devoted Carcass. This raised a great excitement and the K. G. C.'s came to Mounts rescue, well armed, and why there was no more blood flowed I cannot account for it. Mr Conner went out about two miles, at night a rabble with a constable went out to take him. making the welkin ring with Shouts of Jeff Davis. Conner did not resist, nor attempted to get away, but went peaceable and was bound over in $300.00/100 to answer at Court. the bonds were promptly executed. He will stand his trial but if so in the secession Court at Taylorville you may very well know the result. and in all probability your Excellency will have the honor to consider his case. As I stated, our village when this affair was committed was a cesession village but last tuesday an election came off the corporation officers. Every man that was elected was Union the Majorities ranged from two to thirteen this was a severe blow. It is but fair to presume from the tone of the numerous letters received here asking for transfers to camps in this State that it is the general wish of these men to be nearer to their homes than they now are. The Journal of last evening announced that you Was in Chicago En route for Washington. This Morning I telegraphed you. And recd reply from the operator. That you had left. I intended to go to Chicago to report to see you. And Was Much disappointed to learn that you had gone. I was very anxious to see you in relation to Genl MClernand. He relies upon you to appoint him. He thinks that Grant has [violated?] the order of Prest in depriving him of the Command of the Expedition. Although second in Command he is a mere cipher. He has been appointed by Grant to the smallest corps of the army numbering less than 3,000 & the duty imposed upon him of guarding the Miss river from [Nulina?] to Vicksburg thus actually Making a mere police officer of him. With no opportunity of distinction for active service. You will at once perceive that it is a very different position from that he supposed he would occupy and he feels keenly the disgrace. {Wallich?] is at the bottom of the Whole Matter. And Grant is Willing & Anxious to snub MClernand. & drive him out of the service. Some men could submit to it. MClernand cannot. He is too ambitious, too desirous of distinction and applause, too anxious to "shine", and Consequently chafes terribly [illegible] his disappointment. His Motto is "Out Caesar Out [Vulturs?]. and he threatens to resign unless he is reinstated in command. For fear that your aid not got my letter of last Friday I will briefly state the [essence?] of our trip down the river. We found no opening for cotton at Vicksburg. I obtained from General Grant a permit allowing N B Tayler to take his stock of goods from Memphis to Vicksburg & sell to [Suttlers] & officers. The amt of the stock Was Not specified. Taylor returned with me to Memphis. I left him there. I was then quite sick. in fact unable to sit up. I returned home. I have recd only One letter from Taylor. He had not yet left Memphis. Governor Yates Dear Sir A few months since you stated in a letter to me that you would receive any suggestions I might make to you kindly I wish to make two one of a public & one of a private nature And 1st it seems to me that something ought to be done to put a stop to the numerous desertions that are thinning the ranks of the 106th & many other Illinois Regiments In addition to the usual causes of desertion which exist in all armies & in all wars there appear to be two which are now operating among the Illinois Troops, to wit: Some real dissatisfaction exists on account of the Emancipation Proclamation & on account of the delay in paying the soldiers And 2nd a great deal of dissatisfaction is created by the letters, speeches, papers, conversations &c of those sneaking Northern traitors who are two cowardly to enter the Confederate army & fight boldly for the enemies of their Country but who prefer to ruin our army by seducing our soldiers <hr /> from their duty by every out & by promising to protect them against any force that may be sent to reclaim them Would it not be well for you to issue a Proclamation to the Army & to the people reciting the facts, promising the soldiers redress so far as possible for all real grievances, appealing to the patriotism & pride of all, cautioning the Army against the arts of designing men who under the guise of friends are their worst enemies, & warning them of the certain ruin they will bring upon themselves by deserting either openly & directly or which is much more common/ under pretense of being taken prisoners & paroled & by refusing to return to their Regiments & defying and resisting the Government &c If the objection should occur that this would be publishing to the world that there was a bad state of things existing in our Army the answer is that the world knows it now Some of your Proclamations have had a good effect whether such a one as above indicated would be prudent or not you can judge better than I If you should do any thing of the kind I hope you will improve the occasion <hr /> to lash the miserable wretches who are engaged in pursuading our soldiers to desert as with a whip of scorpions The other matter about which I wish to say a few words is this In the 2nd Regiment Illinois Cavalry 2 Captains have been promoted over the head of Captain [Sarison?] of this County He & some of his friends think that one reason for this is the opposition that was made by some of us here to your nomination for Governor & they found this opinion partly upon something said by yourself Now I wish to say that in my opinion whatever opposition there may have been to you in this County has been more than conquered by the determined energy with which since you have been Governor you have combatted this infernal Rebellion & that in this matter of promotions & appointments in this County you are not dealing with your enemies but with those who would be your friends You are master of the situation now & I do not pretend to say that the good will of Capt. Governor Yates Dear Sir A few months since you stated in a letter to me that you would receive any suggestions I might make to you kindly I wish to make two one of a public & one of a private nature And 1st it seems to me that something ought to be done to put a stop to the numerous desertions that are thinning the ranks of the 106th & many other Illinois Regiments In addition to the usual causes of desertion which exist in all armies & in all wars there appear to be two which are now operating among the Illinois Troops, to wit: Some real dissatisfaction exists on account of the Emancipation Proclamation & on account of the delay in paying the soldiers And 2nd a great deal of dissatisfaction is created by the letters, speeches, papers, conversations &c of those sneaking Northern traitors who are two cowardly to enter the Confederate army & fight boldly for the enemies of their Country but who prefer to ruin our army by seducing our soldiers <hr /> from their duty by every out & by promising to protect them against any force that may be sent to reclaim them Would it not be well for you to issue a Proclamation to the Army & to the people reciting the facts, promising the soldiers redress so far as possible for all real grievances, appealing to the patriotism & pride of all, cautioning the Army against the arts of designing men who under the guise of friends are their worst enemies, & warning them of the certain ruin they will bring upon themselves by deserting either openly & directly or which is much more common/ under pretense of being taken prisoners & paroled & by refusing to return to their Regiments & defying and resisting the Government &c If the objection should occur that this would be publishing to the world that there was a bad state of things existing in our Army the answer is that the world knows it now Some of your Proclamations have had a good effect whether such a one as above indicated would be prudent or not you can judge better than I If you should do any thing of the kind I hope you will improve the occasion <hr /> to lash the miserable wretches who are engaged in pursuading our soldiers to desert as with a whip of scorpions The other matter about which I wish to say a few words is this In the 2nd Regiment Illinois Cavalry 2 Captains have been promoted over the head of Captain [Sarison?] of this County He & some of his friends think that one reason for this is the opposition that was made by some of us here to your nomination for Governor & they found this opinion partly upon something said by yourself Now I wish to say that in my opinion whatever opposition there may have been to you in this County has been more than conquered by the determined energy with which since you have been Governor you have combatted this infernal Rebellion & that in this matter of promotions & appointments in this County you are not dealing with your enemies but with those who would be your friends You are master of the situation now & I do not pretend to say that the good will of Capt. Sarison & his friends is now or <hr /> ever will be a matter of much importance to you But you will allow me to suggest with perfect respect that I doubt whether it is either just or politic to slight the claims of a brave & loyal & determined Officer without some good reason There may be some such reason & if there is of course no man has any right to complain Very Respectfully Yours Saml. Rich'd Yates Springfield, Ill My Dear Sir: I am home from Young's Point for a short time for the purpose of recruiting my health, somewhat seriously impaired by a violent and persistent attack of the prevailing camp disease at that place. I have had no opportunity until since my arrival here of reading your message to the Late Legislature, but having finished a careful perusal of it I desire to thank you, sir, as a citizen of Illinois and a soldier in the service of the Union, for <hr /> this matchless and timely official paper, so honorable to you as an individual and so creditable to you as the chief officer of our goodly and glorious State. Interesting and highly instructive in its statement of facts connected with our wonderful development in material resources, pregnant with Suggestions and recommendations of vital importance, yet its crowning merit is its eloquent, hopeful and unanswerable logic and appeal in behalf of the imperilled Government of our fathers. I have renewed my zeal and rebaptized my faith in your powerful and patriotic utterances, the Surest success, the speediest and safest peace lie lastly <hr /> in the directions which you have pointed out. I am hopeful that we shall all travel in those directions ere long. The evidences of a reaction among the contemptible plotters for an ignoble peace are everywhere visible. That they have made asses as well as knaves of themselves is a fact which they manifestly begin to realize. The State of Sentiment in the Army has doubtless largely contributed to this result. And this reminds me in this connection to say that I am to-day in receipt of a letter from Col. Grier, in which, writing from Young's Point, Feb. 16, he says: "If you should come through Spf'd <hr /> on your return, stop and see the Governor and tender the Services of the Reg't to him, if he wants them, for the purpose of visiting Illinois and cleaning out the traitors in that state, commencing with the Legislature, I should like to assist in a job of that kind, for I know of nothing that wants attention so much as that Same Legislature." I know you would be gratified, were you as well aware as I am, of the high personal esteem in which you are held among all the Illinois Regiments in Gen. Grant's portion of the Army, which is the only portion whose sentiments I have any knowledge of. I want <hr /> to obtain a package of copies of your message to distribute among the Illinoisians in our Brigade upon my return The message would be read with great avidity, and would do much good in more senses than one I will try and stop over in Springfield upon my return and get them.
