&lt;/p&gt;&lt;p&gt;I notice by the papers of to day that you have issued orders  "under the authority of the War Department to raise a force of soldiers for the guard &amp;amp; protection of the State of Illinois from hostile aggression."
&lt;/p&gt;&lt;p&gt;On the 3rd of August 1862, you addressed a letter to the Sec'y of War in which you say, "I respectfully ask that two of the "Union Repeating Guns" be furnished to each of the Regiments now forming in this state.  I believe they will add greatly to the efficiency of our troops"---which letter was handed to me by Maj  [Rowlands?]
&lt;/p&gt;&lt;p&gt;The American Arms Company, whom I represent, made about 60 of these guns on the special order of the President of the United States, a part of which I personally delivered to the "Army of the Potomac" at Yorktown &amp;amp; the White House, &amp;amp; several of them were used with great effect &amp;amp; advantage at Williamsburg, Warwick, Gaines Mills &amp;amp; other
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;battle fields, as I have the written testimony of Major Genl. Sickles, Col. Van Wyck 56th Reg NY Vol. &amp;amp; other officers of high rank &amp;amp; intelligence to prove---&amp;amp; a part I delivered to the Arsenal at Washington.
&lt;/p&gt;&lt;p&gt;Shortly after receiving your letter to the Secy of War (which is now before me) I called at the War Dept. in Washgtn &amp;amp; not being able to see the Sec'y I handed your letter to Mr. Watson Asst. Secr, together with a letter of the same purport from Gov. Curtin of Pennsylvania, &amp;amp; was contemptously told that "they paid no attention to letters from Governors of State there, for any one who has personal or political influence could get any kind of a recommendation from them."
&lt;/p&gt;&lt;p&gt;Genl'. Wool, Fremont, &amp;amp; Sickles---Col. [Serrill?], Graham, all the Colonels of the Pennsylvania Regiment, &amp;amp; others, have made requisitions for the guns in the Arsenal at Washington, &amp;amp; they could not get them. But Genl. Ullmann got 8 of them last week, &amp;amp; has taken them with him to the South. 20 of them are now in the Arsenal, &amp;amp; in [govt?]
&lt;/p&gt;

&lt;/p&gt;&lt;p&gt;Our Company have 20 nearly completed, &amp;amp; a manufactory expressly for them, from which we can turn out 2 or more a week. 
&lt;/p&gt;&lt;p&gt;The Navy Dept. has ordered 4 for Admiral Porter on the Mississippi, &amp;amp; I am informed, (altho. I have not yet received the official order) that he has made a requisition for one for each boat of the Western flotilla.
&lt;/p&gt;&lt;p&gt;I trust your Excellency will excuse this long communication. You know the guns. You know that two of them manned by 10 men each, will deliver as many shots in a given time, as a Regiment, &amp;amp; with greater range &amp;amp; accuracy. At this critical moment, when so much depends upon the events of the next few months every well wisher to our Country should adopt the best means for its defense &amp;amp; for offence.  I write a statement of facts, &amp;amp; if your Excellency still desires the Regiments of Illinois to have the most effective arm ever known, I shall be happy &amp;amp; honored to hear from you.

&lt;/p&gt;&lt;p&gt;I am a poor widow woman my husband has been dead about 19 years leaving me with a house full of children to raise and nothing to raise them on and at first did not know what to do but went to work taking in washing or any thing that I could get to do and I managed to make a living for

&lt;p&gt;them and I am now old and not able to work and I have only one boy left that is able to do any thing for me and last summer they were getting up companies of soldiers here and they got after him to join and they that were making up the companies got him up town and they treated him pursuaded and hired him and got him to drinking and kept him drunk untill they took him away and promised him his monthly wages and bounty money extra and the morning they started I went to the captain and told him that my boy was drunk and did not what he was doing and for him to let him stay untill he got sober and then if he wanted to go I would not say
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;a word against it and he went off and gathered them all up and started with them and my boy was so drunk that he could not set up in the wagon but they laid him in and he lay there not knowing where they were taking him or what they would do with him
&lt;/p&gt;&lt;p&gt;I heard they said that they had taken him away drunk and they meant to keep him drunk untill he was mustered into services so he would be safe and he staid with them about five months and they Lieutenant wrote back that he was as good a soldier as they had and all the time he was gone he did not draw any bounty money and only one months wages he kept with them to perryvill ky him and
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;some other boys stopped at a house one moring and while they were there some of Morgans men come along and took them and kept two or three drays and paroleed them and sent them home and now they say they can make them go back and some tells me there is no law to bind a man that is taken away drunk and dont know what he is doing and I want to know if you cant do some thing for me in some way to get him clear and if you can and will I will pay you for all your troubles

&lt;/p&gt;&lt;p&gt;I had the honor to receive your form mailed at Philadelphia tending to me the appointment of [Council?] to Canada under the first resolution of the late legislature and I should have replied at once returning my thanks for the honor but for your absence from the State.
&lt;/p&gt;&lt;p&gt;After waiting a time for your return I had reason to hope that I should have the pleasure of seeing you in person about this time, and therefore my writing.
&lt;/p&gt;&lt;p&gt;Within a day or two of the receipt of your letter I recd from Lt Gov Hoffman a [communiform?} for the position named and had at the same time letters from Mr [Oyders?] one of the Council satisfying me that it was proposed  by the other Council to be in Chicago on the 18th of March, in discharge of the duties of the [illegible]. My official duties here rendered it impossible for me to be [about?] at that time and I was therefore under the necessity of declining the appointment , which I, at once, did by a note to Lt Gov Hoffman in order that my place on the council might not remain vacant.  An appointment without solicitation to a position  an honorable as it [would?] have been agreeable, so handsomely and flatteringly tendered[had?] by one who has always [illegible] first and foremost in my regards is I assure you Governor an honor which I most gratefully appreciate and for which I beg to tender to you my sincere thanks.  It was a matter of regret which was that I care &amp;amp; not accept the position and afraid in the discharge of its duties, but you will readily realize the validity of my reasons for its declination.
