&lt;/p&gt;&lt;p&gt;We the undersigned citizens of Warsaw and members of the Union League have the honour to forward to you the following resolutions adopted unanimously at our last meeting
&lt;/p&gt;&lt;p&gt;1st Resolved by the Union League of Warsaw numbering near 300 members that the thanks of this league be tendered to Governor Yates for his patriotic course in dissolving the late legislative [illegible] ----  Resolved that a committee of 3 be appointed by the president to forward the foregoing resolution to Gov Yates

&lt;/p&gt;&lt;p&gt;Yours without Location or date safely reached me yesterday the perusal of which afforded me much pleasure as it showed that confidence in me which I hope ever to merit from those who try and trust my fidelity longest. also your well timed &amp;amp; brief note of four lines for Phelps and his friends I enclosed it to Phelps requesting him with great care to mail to Col. Dilworth as it might be of much value to him in his future Aspirations it was a "Demascus Blade" and shows that you know when &amp;amp; how to do a thing handsomly I have no doubt that the Col. will prize it highly and have serious thoughts of having it Fraimed. Well now Dick to business I have seen Nult since my last to you and have succeeded in getting a Note that he had hid a way he says for your benefit for $400 and have cashed it at par I receted Nult for four hundred dollars  Money paid on J. B. Doughlas claim Mult contended that the $400. was all that he ought to pay you as full satisfaction of the Doughlas debt I suppose he had to [trafick?] out the Debt but I told Nult that with him or Gains I would not make complete and final 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;settlements but I would simply receipt either for any amount they would pay you and that he Nult must make a full statement in writing to you &amp;amp; that you &amp;amp; he must close the settlement  I have not collected any more from Engle but will get about $200. for each of us inside of 30 days  Nult has settled up with him we are entitled to considerable more if we can get justice which I will contend for hard Gains has not paid me yet but he will soon  John upham of Delevan sent me $30. the other day by a Redler who said upham wished me to send him a receipt &amp;amp;C I regreted that he sent it unless he has sent you the same or more as I have invariably treated your Interest in our Towns &amp;amp;c just as my own; however we will get along with Upham pretty well he will not try to cheat us out of more than every other years rent which is not sobad
&lt;/p&gt;&lt;p&gt;Now Yates I can begin to see our way for us to collect money sufficient to more than pay Hall if we can get a fair settlement out of him but there is the rub he is Mean an the Dollar so every person say that have had anything to do with him except you &amp;amp; I.  I hope we will be able to disagree with them; do you not recollect the $2 for horse to go to Washington
&lt;/p&gt;&lt;p&gt;How shall we manage; we must both be present he will contend for his Interest which is Legal but hard on us but we expect to pay over

&lt;p&gt;that he will contend also for the Rent of the last purchass which we must see him in hell before we agree to it we did agree that he might have the privilege of pasturing the 1st purchass free of rent but the Fevers land we never did he get $6.50 per Acre Just per anum &amp;amp; I now understand expets or claims that he was to have the use of it untill it went in to Town Lots he sold &amp;amp; has collected out of the 1st purchass about enough to ofset its cost especially if we compell him to account for some Lots that he took back from Good men now that property has gone down contend that he took them back for Yates Greene &amp;amp; Hall we must never submit to that I am mearly hinting at what I fear we will have to contend with that you may give it some thought for I have no data not the scratch of a pen to show that we ever had a deal with Hall I have Copies of all our other speculations I awel had a Copy of our 1st purchass but when we made the second I returned it with aview of getting a copy of each piece but it has been neglected.  Had I not better get him to set a time that he will meet me in Springfield to settle &amp;amp; get the balance of his money &amp;amp; if I fail in that you &amp;amp; I must see him together if we have to run the Cow=catcher around him we could have a fine social time in a buggy you could come by Rail to Tallula &amp;amp; bring Mrs Yates &amp;amp; Caty &amp;amp; let them remain with Mrs Greene  Sleep on the Interogatories &amp;amp; then give program  W G Greene

&lt;pre&gt;                   As the result of your recommendation for Brigadier General, united to that of General's  Mitchell, (McClellen?) Rosecrans and Halleck and all the officers of my command.  I was informed yesterday that my promotion was objected to by the Chief Magistrate "on political grounds it is supposed!"  If I have any political principles that prevent my promotion they should also prevent me from remaining in the Army and from holding the position I have held since you honored me with the command of a Regiment.  Though I feel doubly outraged by such a decision on such grounds,  I shall never cease to be grateful to you - the only Illinois statesman who had ever recognized me as an Illinoisan - for your assistance - and for your patriotic and impartial course during the war - and for your efforts in behalf of our brave boys who have endured the hardships of war and pound out their blood for the safety of our Country and the honor of our state.

Rosecrans and Halleck and all the officers of my command.  I was informed yesterday that my promotion was objected to by the Chief Magistrate "on political grounds it is supposed!"  If I have any political principles that prevent my promotion they should also prevent me from remaining in the Army and from holding the position I have held since you honored me with the command of a Regiment.  Though I feel doubly outraged by such a decision on such grounds,  I shall never cease to be grateful to you - the only Illinois statesman who had ever recognized me as an Illinoisan - for your assistance - and for your patriotic and impartial course during the war - and for your efforts in behalf of our brave boys who have endured the hardships of war and pound out their blood for the safety of our Country and the honor of our state.

&lt;/p&gt;&lt;p&gt;I write you for suitable Employment in the U.S. Service.  I know from former [illegible] that you will heed my request, while if I applied to some flippant  "Official" it might be cast aside or indifferently regarded!  I desire to serve my country in the most effective way that now is the common duty.  From hard experience (with Fremont and Hunter)  It appears I cannot stand field Service.  Beside I [shirk?] until in an exhausting frenzy from deliberately shooting down men and precision only is valuable.  Hence I desire to become identified with the Sanitary Commission - the [illegible] [illegible] [illegible] of our grand state.  I beg leave to submit briefly, [illegible]: You may remember my name Grigsby, of [Pekin?].  In 1858 you kindly recommended me to Lincoln &amp;amp; Herndon's office as a law student.  Although Mr Lincoln by letter (Aug 3d) encouraged me, and Mr Herndon subsequently at various times; still left Roberts' Law office in Pekin to attend the Normal University seeking thereby a more quiet literary life than in Court.  I served the Presidential Campaign in the Daily Pantagraph office at Bloomington and in November went to New York City - The September following I Came back to St Louis and Entered the Army "After Price".  Missouri is my native state: to her [I owed?] my first services - to drive from my birthplace the despoilers.  I was sworn into the service for  "3 years"  &amp;amp;c. - but was discharged at Leavenworth in March 1862.  Thereupon I went to St. Joseph, Mo. and engaged as starting the first Emancipation paper west of St Louis.  But when the militia was called out in July I went.  A month after Gen Loran granted me an indefinite permit out of the ranks to start a paper in Atchison Co. (N.W. of State) If first announced Gen. Loan for Congress, and with the St. Joseph Herald  advocated successfully his election.  After the Campaign, having just over $100.00 and my wages, I went into Iowa.  I helped run the Glenwood [Jnl?].  A fortnight since I left there, and am now employed on the Daily Gate city.  this is my record in brief and I state it as pertinent to [illegible] commendatory of the favor I ask of you. 
&lt;/p&gt;&lt;p&gt;My friends urge me to start a newspaper to help the men [illegible] the "Copperhead" [armies?] in Illinois.  This is my ambition - but what is my duty?  Thats it!  Really, Sir.  I have no heart for [illegible] [illegible] - forward &amp;amp; when I view the [words?] of my Country - when I hear the [events?] of my former Comrades and many dear friends around Vicksburg!   War is horrid to me - my whole nature revolts at the Spectacle of its deadly blight and Carnage - Nor am I able as has been fully attested, to stand the great nervous tension of active Campaigning - But I want to do all I can.  I do not wish to [survive?] the good of my country:  What is my life worth without a Republican Gov?  If any country must fall let me be buried in its [illegible].  This is the [final?] account of my heart.  I object (to myself) to much of the "conduct of the War": it lacks vigor &amp;amp; overwhelming determination - definite &amp;amp; mixed "policy"; but God forbid the I should Carp in such Grand Emergencies as now [illegible] up!. . .

&lt;/p&gt;&lt;p&gt;I write you for suitable Employment in the U.S. Service.  I know from former [illegible] that you will heed my request, while if I applied to some flippant  "Official" it might be cast aside or indifferently regarded!  I desire to serve my country in the most effective way that now is the common duty.  From hard experience (with Fremont and Hunter)  It appears I cannot stand field Service.  Beside I [shirk?] until in an exhausting frenzy from deliberately shooting down men and precision only is valuable.  Hence I desire to become identified with the Sanitary Commission - the [illegible] [illegible] [illegible] of our grand state.  I beg leave to submit briefly, [illegible]: You may remember my name Grigsby, of [Pekin?].  In 1858 you kindly recommended me to Lincoln &amp;amp; Herndon's office as a law student.  Although Mr Lincoln by letter (Aug 3d) encouraged me, and Mr Herndon subsequently at various times; still left Roberts' Law office in Pekin to attend the Normal University seeking thereby a more quiet literary life than in Court.  I served the Presidential Campaign in the Daily Pantagraph office at Bloomington and in November went to New York City - The September following I Came back to St Louis and Entered the Army "After Price".  Missouri is my native state: to her [I owed?] my first services - to drive from my birthplace the despoilers.  I was sworn into the service for  "3 years"  &amp;amp;c. - but was discharged at Leavenworth in March 1862.  Thereupon I went to St. Joseph, Mo. and engaged as starting the first Emancipation paper west of St Louis.  But when the militia was called out in July I went.  A month after Gen Loran granted me an indefinite permit out of the ranks to start a paper in Atchison Co. (N.W. of State) If first announced Gen. Loan for Congress, and with the St. Joseph Herald  advocated successfully his election.  After the Campaign, having just over $100.00 and my wages, I went into Iowa.  I helped run the Glenwood [Jnl?].  A fortnight since I left there, and am now employed on the Daily Gate city.  this is my record in brief and I state it as pertinent to [illegible] commendatory of the favor I ask of you. 
&lt;/p&gt;&lt;p&gt;My friends urge me to start a newspaper to help the men [illegible] the "Copperhead" [armies?] in Illinois.  This is my ambition - but what is my duty?  Thats it!  Really, Sir.  I have no heart for [illegible] [illegible] - forward &amp;amp; when I view the [words?] of my Country - when I hear the [events?] of my former Comrades and many dear friends around Vicksburg!   War is horrid to me - my whole nature revolts at the Spectacle of its deadly blight and Carnage - Nor am I able as has been fully attested, to stand the great nervous tension of active Campaigning - But I want to do all I can.  I do not wish to [survive?] the good of my country:  What is my life worth without a Republican Gov?  If any country must fall let me be buried in its [illegible].  This is the [final?] account of my heart.  I object (to myself) to much of the "conduct of the War": it lacks vigor &amp;amp; overwhelming determination - definite &amp;amp; mixed "policy"; but God forbid the I should Carp in such Grand Emergencies as now [illegible] up!. . .

I have got recommendations letter from Bradford R. Wood.  United States minister of Copenhagen to Hon: Wm H. Seward Secretary of State of Washington.  I also have a letter to the Secretary of war, but I thought this project can better  be [arranged?] through the governor of the State.
&lt;/p&gt;&lt;p&gt;I have served the United States since the war broke out until in January resigned my commission as Captain of Co I 82 Ills Vol. and went to see my family at Denmark.

&lt;/p&gt;&lt;p&gt;Sir - The great interest you take in everything tending to the success of the Union Cause, and your influence at Head Quarters induce me to Call your attention to the want of proper weapons in some of the Illinois regiments.  As an example, -most of the active duty that our regiment has done, has been scouting along the rail road after guerillas.  They are generally armed with a carbine or shot guns and two good revolvers, our men, (some of them acting as mounted infantry) with a musket and a iron one at that, not reliable at over 150 yards.  Their weapons, in guerilla fighting at least, are far the best.
&lt;/p&gt;&lt;p&gt;For a nation with a superabundance of means to send out troops with inefficient weapons is ruinous to the nation, and wholesale murder for the men.  If one half or even a quarter of our armies were armed with a good revolving rifle, and a couple of heavy revolvers, one regiment would be equal to three or four as at present armed, and if then mounted so they could move with rapidity (but if fighting on foot) more could be done in two months than has been done in two years.  But be this as it may, there
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;is no excuse for permitting union troops to meet rebels at a disadvantage in arms.  Col Case made applications at department head Quarters for a better weapon, for our mounted men at least, the reply was that they had not got them.
&lt;/p&gt;&lt;p&gt;With all due deference to great military men I have no doubt that fifty millions of Dollars invested in the most efficient weapons, would do more to bring the rebellion to its end, than ten times the amount invested in praying and feeding troops armed with inefficient weapons.
&lt;/p&gt;&lt;p&gt;If you can do anything to remedy this I think it would be a great benifit to the national Cause.
&lt;/p&gt;&lt;p&gt;We are all delighted at the easy method by which you got our legislature out of difficulty when it was unable to adjourn.

&lt;/p&gt;&lt;p&gt;Sir - The great interest you take in everything tending to the success of the Union Cause, and your influence at Head Quarters induce me to Call your attention to the want of proper weapons in some of the Illinois regiments.  As an example, -most of the active duty that our regiment has done, has been scouting along the rail road after guerillas.  They are generally armed with a carbine or shot guns and two good revolvers, our men, (some of them acting as mounted infantry) with a musket and a iron one at that, not reliable at over 150 yards.  Their weapons, in guerilla fighting at least, are far the best.
&lt;/p&gt;&lt;p&gt;For a nation with a superabundance of means to send out troops with inefficient weapons is ruinous to the nation, and wholesale murder for the men.  If one half or even a quarter of our armies were armed with a good revolving rifle, and a couple of heavy revolvers, one regiment would be equal to three or four as at present armed, and if then mounted so they could move with rapidity (but if fighting on foot) more could be done in two months than has been done in two years.  But be this as it may, there
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;is no excuse for permitting union troops to meet rebels at a disadvantage in arms.  Col Case made applications at department head Quarters for a better weapon, for our mounted men at least, the reply was that they had not got them.
&lt;/p&gt;&lt;p&gt;With all due deference to great military men I have no doubt that fifty millions of Dollars invested in the most efficient weapons, would do more to bring the rebellion to its end, than ten times the amount invested in praying and feeding troops armed with inefficient weapons.
&lt;/p&gt;&lt;p&gt;If you can do anything to remedy this I think it would be a great benifit to the national Cause.
&lt;/p&gt;&lt;p&gt;We are all delighted at the easy method by which you got our legislature out of difficulty when it was unable to adjourn.

&lt;/p&gt;&lt;p&gt;Some two or three weeks past I wrote a few lines to Col. Wm Butler state Treasurer, that in the event of a change in the Commissary at Springfield, I would like to be ordered to that post. The reasons upon which I based my letter to Butler grew out of an accidental meeting with some Illinois friends whilst I was on an Official visit at Washington about the date of my letter to Col. B. who informed me that it was not unlikely that Capt A. Edwards, C. S. would either be Sent to some other post or into the field &amp;amp;c. and it was further suggested that, I would most likely be acceptible not only to our party friends but to the people generally.
&lt;/p&gt;&lt;p&gt;It would please me beyond expression if I could once more be located amongst my dear friends and fellow citizens of Illinois. I claim no other place than Jacksonville as my home, My last vote having been cast there with Dick Yates and
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Lincoln as file leaders, and that too after the question was raised as to my right to vote in conseqences of absence. I presume that issue being settled by Loco foco judges it would not be raised again, as I was then and have been ever since in the servise of the U. States. Should Capt E. be ordered to other fields and I could be apprised of the fact in time and that I would be acceptable I might make some exertion to get ordered to Springfield.
&lt;/p&gt;&lt;p&gt;I have no complaints to make as to my present pass---it is probably not excelled in many respects. Situated on the sea side where the wild waves brake at my feet---in constant view of all manner of shipping---oysters, fish, crabs, hard or soft, clams, lobsters, and wild fowl in great abundance always at hand. Again, the salt water bathing is certainly a great luxury and conducive to health. Cape Lookout was a watering place, and was a most fashionable resort for the invalid and the pleasure seeking previous to the rebellion. The Govt took possession about a year ago as a military post together with all the beautiful cottages---one of which I occupy (a "cottage by the sea") with all the furniture, most of them owned by rebels. I think I will buy two
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;one for you of course. My wife and daughter are with me and enjoy themselves very much. Most of the officers have their families with them and their ladies and children have a great time bathing in the surf---can wade out a long distance and no undertow---hard sandy bottom. many of the women look like fence rails on emerging from the water as they run all dripping to their quarters. I have many hearty laughs at them. I wish that you and your family could be here to enjoy the sea bathing. Tell "uncle Jessie" that it would take all the kinks out of him in a short time.  in one week after free ablutions in the healing qualities of the salt bath he might be dangerous amongst the sea nympths so plentiful along this coast, more especially if he partook freely of the luxuries we fish from the water.
&lt;/p&gt;&lt;p&gt;We are expecting bloody work every hour---all the morning I have heard heavy cannading. It may be at Norfolk or vicinity, or Richmond, or Acqua Creek or somewhere else. But, "conquer we must for our cause it is just---let this be our motto, and in God be our trust"

&lt;/p&gt;&lt;p&gt;After my compliments and best wishes to your future welfare I desire to thank you in behalf of the cause of My Country so that noble act of quashing that hell Deserving Copper Head Legislature.  Thank God there is one man that has nerve enough to do his duty fearless of Consequences go on and future generations will rise up and call you blessed.  
&lt;/p&gt;&lt;p&gt;Every day I feel that I am getting better and am impatient at being restrained from entering into the service of my Country.  I wrote you sometime since tendering my services when able.  I propose to raise  a Company of men to act in any emergency that may arise.  There is undoubtedly from  100 to 300 copperheads meeting daily for drill in the west part of the county.  I want to be ready for them. And place this community in such a position as we will be able to take care of ourselves and not be compelled to [prepare?[ after the devilment has been done.  I am now satisfied that there is a armed force in this County determined to resist the Draft and activity to further the ends of the enemies of our Country.  I have never thought so until lately, but

&lt;hr /&gt;I am constrained to believe what I see, and for one I am for being in earnest about this matter; when I left the Service I was loath to believe that there could be one so base as to wish to array himself against this government but Allas I find there are such and there name is [Lejoin?]  I am for  pitching into them before they have the advantage of us as they have of Missouri and unless there are steps taken to prevent it that before three months rolls away we will be Compelled to mourn over our apathy and inaction when it is too late  Can I get Arms for those men that I can Enroll for any service that we may be called upon to perform  I would like Enfield Rifles and one Six Pounder  Answer me immediately if you think such a course would be advisable and if it is possible to get Arms.  Let me know fourthwith if you please.

&lt;/p&gt;&lt;p&gt;After my compliments and best wishes to your future welfare I desire to thank you in behalf of the cause of My Country so that noble act of quashing that hell Deserving Copper Head Legislature.  Thank God there is one man that has nerve enough to do his duty fearless of Consequences go on and future generations will rise up and call you blessed.  
&lt;/p&gt;&lt;p&gt;Every day I feel that I am getting better and am impatient at being restrained from entering into the service of my Country.  I wrote you sometime since tendering my services when able.  I propose to raise  a Company of men to act in any emergency that may arise.  There is undoubtedly from  100 to 300 copperheads meeting daily for drill in the west part of the county.  I want to be ready for them. And place this community in such a position as we will be able to take care of ourselves and not be compelled to [prepare?[ after the devilment has been done.  I am now satisfied that there is a armed force in this County determined to resist the Draft and activity to further the ends of the enemies of our Country.  I have never thought so until lately, but

&lt;hr /&gt;I am constrained to believe what I see, and for one I am for being in earnest about this matter; when I left the Service I was loath to believe that there could be one so base as to wish to array himself against this government but Allas I find there are such and there name is [Lejoin?]  I am for  pitching into them before they have the advantage of us as they have of Missouri and unless there are steps taken to prevent it that before three months rolls away we will be Compelled to mourn over our apathy and inaction when it is too late  Can I get Arms for those men that I can Enroll for any service that we may be called upon to perform  I would like Enfield Rifles and one Six Pounder  Answer me immediately if you think such a course would be advisable and if it is possible to get Arms.  Let me know fourthwith if you please.  
&lt;p&gt;Will you be so kind as to send me a recommendation for Mrs W Ward to pass our lines.  she wishes to visit Grants Army to see her son that is sick at Pocahontas Louisiana
