&lt;/p&gt;&lt;p&gt;Tom is not here to work for himself and perhaps would not do so if he were. but I am well satisfied nothing, (save the success of our arms) would be more gratifying to his feelings, than to know that such friends as yourself and Genl Fuller are willing to Endorse him as a thoroughly loyal man. While a few small men are doing their utmost to cry him down, during his absence in the army. If he could be nominated his officers and men would very cheerfully support him with certificates of "good moral character" but more particularly as a loyal and faithful officer in the Union Army.
&lt;/p&gt;&lt;p&gt;To you, I need not attempt to vindicate him. You know him well, and have
&lt;/p&gt;
&lt;hr /&gt;

&lt;/p&gt;&lt;p&gt;I beg leave to copy the following extract from a circular issued Feb. 15. 1864 by James B. Fry. Provost Marshal General.
&lt;/p&gt;&lt;p&gt;"2. Where Recruiting Officers are within reach of any of the "posts encampments or Soldier's Rests or other place of accommodations "provided for Soldiers by the Government or by the public they shall "avail themselves of these for subsisting and lodging their men."
&lt;/p&gt;&lt;p&gt;From the 25th day of April to the present date, Ten hundred and seventy five (1075) U S Soldiers have been accommodated at the Soldiers House in this City.  For the subsistence of these men, seventeen hundred and fifty rations (1750) rations have been drawn from the Commissary, and Three thousand nine hundred and fifty one (3951) meals have been furnished.
&lt;/p&gt;&lt;p&gt;The War. General Commissary, and General Quarter Masters Departments have been respectfully applied to for such favors and assistance as they have extended to Soldier's Rest at Chicago.  The Secretary of War has responded by refusing
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;to detail the men we selected as assistants.  From the other Departments no answer has been received, altho some two weeks have elapsed.
&lt;/p&gt;&lt;p&gt;Your Excellency should know that all the rations we have drawn have been authorised by Genl White of the Dft Rendezvous of this city, who is responsible to the Government and will have to pay for these, unless a special order for their allowance can be obtained from the President or Commissary General.
&lt;/p&gt;&lt;p&gt;Of course the Sanitary Commission will not let the Genl. suffer.  But, after what has been done by the Citizens, and by the Commission, involving much outlay and a a great deal of hard work to take care of its Soldiers, it would seem to be as little as the Government ought to do to furnish the House with what commissary Stores are needed for the men.  And this must be done, if this good work is to be continued.  The Commission comes to you, and very respectfully asks your interference and influence in its behalf.  It is believed that your Excellency can so present the claims of the Home to the proper Authorities at Washington, as to prevail on them to place it on a footing with similar establishments.  And the undersigned would suggest that Col John S. Loomis' A.D.C. be directed to prepare a paper setting forth the foregoing facts for your approval, and transmission to President Lincoln.

&lt;pre&gt;               Your letter of the 20th of April was just brought to my notice.  I returned from Washington last week after an absence of a month.  I am not aware that anybody is authorized to solicit contributions for the hospitals at Camp Yates and Butler and can not find but that any person has given such authority.
&lt;/pre&gt;
&lt;p&gt;Everything possible, I am assured, is done by the authorities to make the hospitals as comfortable as possible.  In addition to the regular provisions made by the Army regulations
&lt;/p&gt;
&lt;hr /&gt;    
&lt;p&gt;a fund is provided at such a Post which is paid from Butlers licenses &amp;amp; c. to provide for such articles as are not furnished by the Government.  I am unhappily not in a condition to contribute from the funds of the State for these institutions as the Treasurer still refuses to disburse the appropriations made by the Legislature, a part of which was intended for just such purposes.  The philantropic citizens of Springfield together with the State Sanitary Board, do all that is possible to alleviate any suffering which may exist.  There will be some grumblers in every hospital, but I believe that the patients are well cared for. -  Some time ago, some complaints were made about the condition of the hospitals at Camp Yates and I promptly appointed a commission of investigation.  This was some 4 months ago, when the camp was very
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;full, and the commission found some of the complaints well founded.  The investigation had a most salutary effect and I have heard no complaints since.  You may rest assured that I will leave nothing undone to alleviate the sufferings of our sick soldiers as much as may be in my power, and as long as I am supported so nobly by the People of the State. You may have noticed in my salutary Five items, the sword contest, and have seen that glorious Ben Butler is second in the race.  Hancock being first.  The Hancock run is personal pride merely of a few friends here and is nearly exhausted but the leading Radicals have determined to give the sword to Butler if possible.  There is a club working for McClellan and Frank Blair also, to pile in the votes at last.  Now if we can get any help from Atwood we can beat them as the Germans are all strong for Butler and we make plans on foot to raise $2000 in the City alone, The (illegible) will give us $1000. and the loyal (illegible) in N.Y, Chicago &amp;amp; Cincinnati have promised to help.  McClellan is the one we fear most.  Now we understand Gov Yates is an admirer of Ben Butler and we know

&lt;p&gt;that in your Illinois Convention of Republicans he had many friends.  Wont you consult with some of these friends and raise as much money as you can to help us as always. We are trying to make a point for St Louis in the matter.  Beside every cent helps the cause and the Illinois soldiers in the field, McKee &amp;amp; Fishback are heartily engaged in this cause and are giving Men money freely to carry it along  The money may be sent to St Louis direct, or to Chauncey I. Fuller, Ex Mayor who is Treas' of the Butler fund, of course all this must be kept secret or it will wing its way to St Louis quicker than a flash

&lt;/p&gt;&lt;p&gt;I have received a letter from Genl Grant that it is not necessary to order a Court of Inquiry in my case, and from the President that in the present Exigencies of the service he does not wish me to press the matter now.
&lt;/p&gt;&lt;p&gt;Wade of the Committee on Conduct of the War says that no blame attaches to me, &amp;amp; will so report.
&lt;/p&gt;&lt;p&gt;I think it unadvisable to do any thing further at this time.
&lt;/p&gt;&lt;p&gt;I would advise you to look to the "Palmer" movement for Governor.  It is contemplated that he will hold the balance

&lt;/p&gt;&lt;p&gt;I have received a letter from Genl Grant that it is not necessary to order a Court of Inquiry in my case, and from the President that in the present Exigencies of the service he does not wish me to press the matter now.
&lt;/p&gt;&lt;p&gt;Wade of the Committee on Conduct of the War says that no blame attaches to me, &amp;amp; will so report.
&lt;/p&gt;&lt;p&gt;I think it unadvisable to do any thing further at this time.
&lt;/p&gt;&lt;p&gt;I would advise you to look to the "Palmer" movement for Governor.  It is contemplated that he will hold the balance
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;of power in the Convention &amp;amp; trade off for the Senatorship.
&lt;/p&gt;&lt;p&gt;This you of course will not believe but you will find it likely to be done.

&lt;/p&gt;&lt;p&gt;But I had a Brief to
&lt;/p&gt;&lt;p&gt;make out for the Su
&lt;/p&gt;&lt;p&gt;preme Court &amp;amp; had not

&lt;/p&gt;&lt;p&gt;&amp;amp; thronged streets, &amp;amp; multi
&lt;/p&gt;&lt;p&gt;tudes as in former years. But
&lt;/p&gt;&lt;p&gt;in one respect if no other a
&lt;/p&gt;&lt;p&gt;marked difference. What 
&lt;/p&gt;&lt;p&gt;means this wildernefs 
&lt;/p&gt;&lt;p&gt;of bunting crimsoning the
&lt;/p&gt;&lt;p&gt;air, &amp;amp; staining the sky from
&lt;/p&gt;&lt;p&gt;every tower &amp;amp; dome &amp;amp; Cu
&lt;/p&gt;&lt;p&gt;pola? This is an occasion
&lt;/p&gt;&lt;p&gt;grander than any Fourth
&lt;/p&gt;&lt;p&gt;of July. It all [speakes?] a
&lt;/p&gt;&lt;p&gt;resolve deep &amp;amp; strong as
&lt;/p&gt;&lt;p&gt;their life throb among the
&lt;/p&gt;&lt;p&gt;people of the Great West,

&lt;/p&gt;&lt;p&gt;to encourage Art Science
&lt;/p&gt;&lt;p&gt;&amp;amp; Agriculture. This one is
&lt;/p&gt;&lt;p&gt;to minister comfort to the
&lt;/p&gt;&lt;p&gt;mangled soldiers of the Legion
&lt;/p&gt;&lt;p&gt;lying to-day scattered in the
&lt;/p&gt;&lt;p&gt;red harvests of war
&lt;/p&gt;&lt;p&gt;in countless thousands [thro?]
&lt;/p&gt;&lt;p&gt;Hospital, Camp &amp;amp; field

&lt;/p&gt;&lt;p&gt;out of the Union on Personal
&lt;/p&gt;&lt;p&gt;Liberty Laws, &amp;amp; Crittenden
&lt;/p&gt;&lt;p&gt;Compromises. It was then among
&lt;/p&gt;&lt;p&gt;a strong party here complete
&lt;/p&gt;&lt;p&gt;submisfion to slavery or
&lt;/p&gt;&lt;p&gt;disunion. What is it now
&lt;/p&gt;&lt;p&gt;The banners of our victorious
&lt;/p&gt;&lt;p&gt;army wave over hundreds
&lt;/p&gt;&lt;p&gt;of thousands of men once
&lt;/p&gt;&lt;p&gt;slaves now slaves no longer
&lt;/p&gt;&lt;p&gt;&amp;amp; for every Plymouth &amp;amp; [Mont-?]
&lt;/p&gt;&lt;p&gt;[Place name?] the strong right
&lt;/p&gt;&lt;p&gt;arm of the government of
&lt;/p&gt;&lt;p&gt;the United States shall be

    I am very much obliged for the pictures.  Gave them to Major Mckay for the Fair.  I have one beside-  
    As to the time of your speech, let that be measured by the flight of your (travel?) at the time.  The Matter, of course the occasion will suggest.  patriotic, Antislavery; They go it strong here. Should some Eulogy to the noble lads of the Union-- you can do that to perfection.  With the guards, all honor to the common soldier.  No one knows better than yourself how to touch those things.  The day and the crowd will be Excitement Enough.  Everybody wants to hear Gov. Yates.  "God bless Dick Yates!!
