I Recd yours of the 4. Inst all/perfectly satisfactry. The friends of Mr. Sheets were only chagrined at the appt of West - over him, because West, is well Known in this town as a full groan Copperhead & in Sympathy, with the raiders - & Jo. Peters Know it.

I do hope something will turn up that Mr. S can be taken care of. He is one of those young me that has a large & popular acquaintance

You will see that he is rather a Coming Man, he takes his defeats like a Man. Does not fault or blame you. he fully appreciated Your Purplexing Situation. The Only objection & Manner, I have heard from him or his friends was the appt of West as they Know him personally & Know him to be a Copperhead.

By the way, when I see you, I will tell you what this said Peters Said about U. S. Senator, in the Presence & hearing of one of our leading men from this County while attending the last Danville Civ. Court, this spring. over

If I receive aid within a week the paper will continue. Otherwise it will stop. I cannot afford to lose more than my time and three or four hundred dollars. That I have done and cannot stand any further loss. If the party can afford to dispense with the aid of the Loyalist with its thousand circulation they can so decree and I will retire from the arduous and thankless contest.

12th June 1864

Sir:

I have the honor to state that upon the 3 [illegible] [illegible] a communication from the Executive of our state which communication dated "Executive [illegible] Springfield, Ill May 28th 1864". In reply to one from myself seeking a connection as the service of my own state [says?]

"I am sorry that I cannot offer you a [Connection?] [promotions?] are only [illegible] in compliance with Gen Order No 43 (1862/herewith enclosed)."

"I will take pleasure in doing anything for you in my power at any time."

This communication coming as it did from the Governor of my own state and upon the Battle Field [illegible] took me by surprize as it was, so unexpected. But I assure you, in all candor that it was [illegible] and appreciated, notwithstanding it promised me

= nothing more than the good will and assistance of Gov. Yates. "At any time". Our army had for one whole month but constantly fighting, marching & digging trenches. My own Brigade - and I am proud of it - although I say it not in a boastful [illegible] was constantly in the [illegible] upon [illegible] upon the [illegible up to] more than once since the 5th of May if [illegible] [illegible] [illegible] to which it belongs from distractions. [illegible] [illegible] Brigade 1st Div: ([new?] [illegible 2nd Div) 5th [illegible] has indeed immortalized itself upon this campaign. That old Brigade [illegible] [illegible] throughout the United States as "Sykis Brigade aft regulars has achieved a name in this Revolution - if the historian is impartial - that is [imperishable?] and that will be read by [no?] future American [illegible] with pride. [Her?] [deeds?] of suffering, daring and of valor are now immortal as the "Rock of Ages."

I am happy [illegible] [illegible] thrice happy to know and to inform you that a few of the noble sons of Illinois have this honor as they head bravely and unflinchingly. sharing the sacrifices. Although I myself know figured in the early [pack?], of these final battles for the Union in the capacity of Private I have been constantly where I have had the opportunity of seeing what occurred. My [illegible] is to Coles Co. My chosen position upon the [illegible] [illegible] of it which of course placed me immediately, the first [man?]

upon the [illegible] of our [illegible]. As a private I remained with them. As I afterward did when many of our noble [Color?] Guard and shot [illegible] and I was chosen by the Com'ding Officer of my Regiment to take our flaws faithfully, willingly & unflinchingly have I endeavored to keep that post. "Through Evil and Good [reports?]" to [illegible] [illegible] upon the Regiment to which I belong. To vindicate my [bleeding?] and insulted Government and to (above all) gallantly [illegible] my own beloved State - Illinois - Yes! Illinois who has immortalized forever its name in American History for deeds of valor and sacrifice upon the hard fought fields of Donelson, Pittsburgh, [illegible] & Vicksburgh. While I live it will be my highest aim and purpose in whatever situations I am placed to do my whole duty and to [illegible] down every species of cowardice and treachery. So far I have succeeded in doing my whole duty. I lean to others who witnessed my [illegible] in battle to determine. As for myself, I rest in the proud [consciousness?] that I have succeeded and that if I am again blessed with an opportunity to meet [illegible] [illegible]. The memory of slaughtered [comrades?] of who justice of our cause and the fair [illegible] of my [illegible] shall prompt me to still greater deeds of heroism & duty.

In as much as our Governor has given me assurance of his willing aid, I desire to ask of him through you these favors.

In the first place G.O. No 43 permits him to exercise the power of appointing Officers from outside Commands to regular organized Regiments - only to the exclusion of others whose connection with said Command in which there exists a vacancy demands that their interests should be consulted [freely?]. This of course is right and proper and meets my unqualified [appeals?] but what I desire to say is this

In some states there are places - military [illegible] as the demands of the service requires. As for instance [Volunteer?] Aides-de-Camp, Assistant Commissioner of [Subsistence?] and Assistant Quarter Master. My desire would be either Aide-de-Camp Acting Asst Adj Gen or Asst Coms Subs in the capacity where I could be the most useful. I desire that you speak to the Gov for me. I can produce a list of recommendations & bring them with me, both for former services & [currently?] during this campaign.

As I told the Governor in a former communication, I can claim no [illegible] parentage or Aristocratic blood, but my parents were Christians and honest people who taught their children Honesty, [Courage?] and Obedience and above all loyalty to the Government -named by Washington, parented by Davis and which [illegible] with the cooperation of a devoted [illegible] [illegible] [illegible] and will be saved by [illegible] [illegible] and Mr. Lincoln.

If you and the Gov. [illegible] can do anything for me [illegible] I may be of most service to my [illegible] [illegible] I assure you I shall never dishonor it. I can appeal to any man who knows me to sustain the assistance -bring [illegible] of responsible references.

If not, cheerfully will I continue as I began, to be one strong and willing Illinoisan, to [illegible] Gov. [illegible] until [illegible up to] and happy to the home of my childhood - proud in the [reflection?] "I have done my duty."

Very respectfully

June 14th, 1864

Your Excellency:

I received your letter yesterday, and hasten to answer. I do not know that I can claim the credit for the suggestion to do you justice for your courage in the present rebellion. I can claim only the hopefulness, the faith, in the soldier's idea of right, and willingness to stand by those who have stood his firm friends during the terrible storm, which is to make the suggestion of some service. I am sanguine of success. Since I write to you I have only felt of the ground ahead, have sounded several, in fact a great many Illinois soldiers in regard to the matter, and have not found one who was not anxious to contribute to such an object, and who did not believe with me that a [fund?] might easily be raised which would be an honor to themselves, and raise a monument, lasting as time, to your patriotism and efforts in behalf of the defenders of the country, if any one could be got to make an effort to this end.

This I shall do. I am perfectly satisfied with my position in the Army. If I had considered myself fit-competent to hold a commission and faithfully and fairly perform the duty of a commissioned officer I should have enlisted as such. I have no end to hope for in this matter but success. That I intend to have. I have never thought, Governor, that you would seek such a proof of our confidence in you as we propose to give; but I feel certain that, as we are determined to give it, you will render us such assistance as will enable us to make the proof worthy of ourselves. This, I feel certain, will not be considered improper by you.

You will please send me here a copy of your Adjt General's last report, to enable me to address Commanders, sending them blanks. I believe by next November a fund can be raised, never felt by the soldier, and at which we will both be surprised. I am only at a loss to Know whose hands the subscriptions should be entrusted into as it is paid in. It will not do to place it in the hands of the Repub. State executive Committee, for that

would give it a political coloring which we particularly desire to avoid. We offer a merited compliment from patriot soldiers to a patriot friend. Nothing more. With his politics we have nothing to do. The First National Bank at Springfield will do for a depositary for the Time.

I should not have written the first letter to you, but I Knew that within one week after the blanks were put in circulation the new would reach you, and thought it would be best to advise you of the matter there. As I received no answer for so long I began to fear you were displeased with the offer or rather the suggestion.

Please send me the Adjt Gen'ls report, and any other information which will assist me in reaching the Commanders of Regts. The balance I will do.

I will send a copy of the heading for the subscription papers to the Proprietor of the Springfield Journal, and see what they will charge me for 2,000 copies.

I have the honor to be Governor, with hopes that this effort may succeed equal to

I have the honor to be Governor, with hopes that this effort may succeed equal to

your merits, and beyond any expectations

Respectfully

Richd Yates U.S. Senator

Dear Sir:

Your esteemed favor of 23rd [illegible] is at hand. I hardly conceived the possibility of a reply to my perhaps unwise communication. Heretofore communications of the most friendly character to public men have been met by a stolid silence, which I have construed into contempt for my obscurity and consequent want of influence. On this Mr Ingersoll can now speak advisedly.

I feel it to be no ordinary honor to be regarded as your friend. Upon this allow a word of comment in passing. I have regarded you as one of our ablest public men; and as such have given you my honest admiration and unequivocal support; and the acknowledgement of an honest protest to a public act, by a constituent of whom you can have no personal knowledge helps to confirm me in that regard. It is not necessary to say how I have watched your course especially since 1860; and in your late senatorial contest perhaps few men in private life repelled more earnestly and vigorously the slanders and assaults upon your character than myself.

To the removal of Bryant I have no objection. Still his displacement was not necessary in my understanding unless for a better man. His letter of resign

ation was not found to be on file in the proper Deptmt in Washington. The acceptance therefore by the President and the apptmt of a creature of his was not possible. Bryant was therefore in fact [coll?] and could hold his position under the "Tenure of Office" Bill. My information on this may not be full.

For Bryant personally I have no friendship, but feel that more is to be said of him in approval than condemnation. Such men as he, and the Allans of Ky Co. and other victims in other Counties in this District made the success possible that Ingersoll now enjoys. They were the great workers with our noble Lovejoy in moulding and elevating the sentiment of this District. Yet the early threat of Mr Ingersoll was that he would crush the d-d Radicals# (His stupidity then was apparent. Revolutions never go backwards.) His crushings however have been so frequent that he is now suspiciously and jealously watched. Your alliance with him for so unholy a purpose seemed impossible until your action in securing the confirmation of Judge Kellogg. A storm of wild indignation has arisen that neither the doubling of the transcript nor the "personal explanation" of "my brother" "our member" have allayed. Mine found expression in a protest to you. By this act I cannot say, with truth that old friendships have been renewed, and new ones extended. Better Bryant had remained awhile longer and have fallen of his own weight, then no friendships would have been lost, and no weapons furnished to the

to the hands of enemies.

A word more in relation to Bryants removal. Altho his reward for services rendered to party has been ample, some pain is caused by seeing so single sided a Landmark toppled down, and so many sided a one put in his place. His fidelity to party has been unbroken and for such he must command our admiration. Yet I have no terms in which to express my contempt for some of his characteristics. That he will sacrifice persons of great party influence from sordid motives and selfish aims; that in a crisis needing fortitude and courage, he is cowardly and dodging; and that in his party dislikes he is vindictive, I have the knowledge. His malignant persecution of you therefore I think possible. But this is not patent to the people and forms no part in the makeup of their judgment. They see only your alliance with Ingersoll whose "original sin"---his first act of ungrateful treachery to the people who elected him, was his attempted defeat of you for the Senate. To approve the removal of Bryant and the appointment of his successor under such appearances would excite suspicion of unsoundness. But had it a feature that could be seized and made presentable in justification of yourself few would be more willing to do it than myself.

Your allusion to "human infirmities" makes a word possible upon a subject upon which otherwise I must have been silent. Your frankness I regard as no compromise

of manhood, but as a man asking the kindly consideration of his friend. Such I never betray. You will understand me when I say, this is the strongest weapon in the hands of your enemies. And I do confess that my ingenuity has been taxed to the utmost for reasonable argument to palliate or defend. But, Sir, the State pledged to you the Senatorship for services rendered and had you a thousand infirmities it was bound to redeem that pledge. My earnest hope is that past experience will be the mentor "to teach your best reason, reason; and fix your firm resolve."

I ask your indulgence for this lengthy communication and its many defects. It is hardly possible in the very short time I have to spare from my occupation to take threads so diverse in texture and weave them together with brevity and without defects. I cannot hope for a reply as the time of public men is taken up in public matters. But a line or a word as occasion or inclination may prompt will be regarded with profound respect.

Sir

I have the honor to state that in accordance with your request I called upon the President yesterday, in company with Mr Arnold and Mr Levett, and represented to him your views, as expressed to me, regarding affairs in our State-

The President does not appear to apprehend any serious disturbances north of the Ohio, but admits that situated as you are, with no official Militia law, and with no troops stationed within the State, except such as are guarding prisoners, the State authorities would be in an embarrassing situation if any considerable uprising of Copperheads should occur, and directed me to say to your Excellency, that any measure you should think proper to submit in a definite form, should receive consideration -

As I was not authorized to do so, I did not attempt to propose any thing, but said that there were two things requisite to secure the State against such outbreaks - One was troops, and the other a Military Commander having jurisdiction coextensive with the State, and who could be called upon at all times when necessary by the Governor - That you had neither one nor the others at present.

I respectfully suggest whether it would not be well to ask authority to raise troops, to such numbers as you may deem necessary, for service within the State and not elsewhere, for six months, covering a period beyond the Presidential election - If that may be passed without disturbance, I believe there will be no danger thereafter -

Without troops, the Military Commander would be useless.

I have the honor to be

Very Respectfully
