Pekin Oct 26th, 1864 Governor Richard Yates Springfield Ill Sir I again write you, for your interest as well as my own and that of our country. I have just recd a letter from a member of Co K 146th Ill Vol now at Camp Butler saying that the voters of that company desire to come home (Pekin & this County) to vote. Capt Williams took a vote of his company and the count was 87 for Lincoln and 4 for "Little Mac". Such being the case, it would be a Sin to refuse them away from the polls on the 8th of Nov. I hope you will have it arranged to let them come home on or before that time. The 108th Reg (& Co H 4th Cavalry) nearly every one in Co B and Co A being Union men

from this county ought by all means be allowed to come home. I believe they are doing provost duty at Vicksburg and Memphis and it does seem to me they could be spared for the important duty they will perform on the 8th not only the votes but the influence they will exert will be of great advantage. This matter is too important to wink at or to let go by default and I trust you will do all in your power to bring it about. The 47th Veterans are now doing Provost duty at Jefferson City - under command of Gen Rosecrans. They should by all means come home for every man is for Old Abe and the entire ticket. A little extra trouble will save this county senatorial and Congressional District. Of course, you are well aware of the vital

importance of the result of the coming elections not only in reference to our country, but to yourself individually. Both our representative and Senator in the State Legislature will cast their vote for you as United States Senator if they are elected, if not, in the person of John Blevins and Dr. S. R. Suttenstall you will have most determined and bitter opposers. Surely your influence with the war department or at least with Commander of Departments ought to bring this about. There are but a few days to work in and I would suggest that messengers be sent immediately to Gen Rosecrans and other Commanders in order to get such soldiers as I have mentioned furloughed for a few days. This is one of the doubtful counties

and the Senatorial and Congressional Districts are doubtful and in my humble opinion no effort should be spared to carry them on the side of the Union. We expect to have an Extra Grand mass meeting here on the 2nd of November. Gen Oglesby will be here. As there is a great desire expressed by every one to hear "our gallant and noble Governor Dick Yates" I hope you will try to be here. Please let me know by telegram if it will be possible for you to be here. This will be a meeting that will benefit you in particular. If the weather is pleasant this meeting will eclipse anything of the kind held here or in the county. The importance of the matter discussed will be my excuse for this lengthy letter.

Rome Ga Oct 24 1864

To His Excellency Rich Yates, Gov. of Illinois

Sir:

If your memory is No. 1, you may recollect of receiving---in 1862 & 3 occasional copies of the "Greene County Loyalist", published at Carrollton. Of that humble and somewhat obscene sheet I was Editor. Its publication for one year (in connection with the "Gospel Echo") resulted in my ruin (financially): I spent a farm in the attempt to print a "loyal" paper in Greene. Having failed, I determined to fight the enemies of my country in a way in which there is no such thing "as fail" I enlisted in Welker's famous 1st Mo. Battery, and have fought in all the battles of Sherman's great Georgia Campaign---with its hardships and sufferings. So much for my introduction.

On entering the service I left with my wife all the money I had, ($40), expecting that we would be promptly paid each muster-day, which would be sufficient for her support. Muster-days have passed and since the Co. left Benton Barracks last Feb. we have not re-

ceived a cent of pay. The little funds I left at home is spent, and now as the cold winter sets in my excellent wife is among the Copperheaded population of Greene destitute, sick, and homeless. You may imagine how this kind of thing would affect an honorable man and husband---how it would unman him in battle, that he might save his life for her whom he loves. So much for that.

Now to the point: Is there any fund or plan of relief in Illinois that will meet this case? If there is, please address Mrs. J. B. Boyle in care of James Gregory Esq, Whitehall, Greene Co, Ills. If not---dismiss the case, and let Providence solve the problem. We may not be paid before Jan 1 1865; by which time hundreds of soldier's families will suffer untold hardships.

It seems as if Government was intent on punishing both friend and foe!

I have the honor to remain, Governor

To His Excellency Rich Yates, Gov. of Illinois

Sir:

If your memory is No. 1, you may recollect of receiving---in 1862 & 3 occasional copies of the "Greene County Loyalist", published at Carrollton. Of that humble and somewhat obscure sheet I was Editor. Its publication for one year (in connection with the "Gospel Echo") resulted in my ruin (financially): I spent a farm in the attempt to print a "loyal" paper in Greene. Having failed, I determined to fight the enemies of my country in a way in which there is no such thing "as fail." I enlisted in Welker's famous 1st Mo.

Before he entered service he "broke up" trying to run a loyal paper in Greene Co. he left all the money he had in the world ($40) with his wife when he left her. Has not been paid since he went in. His wife will suffer---Is there not some way of providing for her.

OFFICE OF THE SECRETARY OF THE ILLINOIS GRAND COUNCIL

Pekin Oct 23rd, 1864

Governor Richard Yates

Sir:

The Union men of this county (Tazewell) are doing all in their power to carry it for the Union this fall; but I must confess if we do not have help the results are very doubtful. You doubtless know that if we lose this county, we lose a member of Legislature. Also a member of the State Senate and the member of Congress from the 8th Dist. If our Soldiers were home there would be no doubt of the result, but as it is I am fearful. The Copperheads have plenty of money and are using it lavishly. The county Union Centive Committee are cramped for funds although our local candidates are liberal and give

all and more than they are able. If we can get the Soldiers home we send you will be safe result from the apparent apathy that seems to exist in this matter. I again say I fear the result. I told O. M. Hatch a few months ago that Tazewell would give 250 majority for the Union but that assertion was based on the belief that our Soldiers would be home. We want part at least of the 8th, 47th, 73rd, 86th, 115th, 108th, 139th, & 146th and maybe some others that you know are from this county or District. It is of fearful importance that our brave boys should be allowed to vote. Essentially in all doubtful counties and Districts and I trust you will leave no effort spared to bring it about.
Respectfully Yours Geo. H. Harlow

Harlow, George Pekin Oct 23rd 64
There is an alarming doubt of the result in that county. If they lose it, they lose members of the Senate from 8th Dist. He thinks that the result is very doubtful unless they have the Soldiers vote. They want at least part of the 8th, 47th, 73rd, 86th, 115th, 108th, 139th & 146th Regts. Without these he fears that the county is lost. Ansd Oct 26 64 Snyder ADC

We are now making arrangements for a large meeting here on Thursday Nov 3d and I have been specially authorized by the committee of arrangements to secure your attendance if possible. It is designed to be an imposing demonstration, and as you have not been in our Congressional district during the campaign it is earnestly hoped that you will be able to come. Indeed from information which I received in Chicago a day or two since, and which when I see you I can explain, I am persuaded that your own interests may make it of some importance that you should visit us. Wentworth and Trumbull are expected & Ingersoll has also been invited. I see you have an appt. at Alton the day following, but we are to have an extra train which will take you

into the city by 1/2 past 7 and the Alton train does not leave until 9 which would drop you at Alton next day in time for the meeting. You will probably receive a letter from Turner on the subject.

Most earnestly hoping that you will not disappoint the expectations of our people in this part of the State, I remain Very truly & faithfully

My Dear Sir

Went out to a large mass meeting in Lee County. Spoke an hour and a half, and It would have done you good to hear the hearty Cheers for Yates for Senator. Was at Polo, Mt Morris and Galena. All go for Yates in that district.

I was informed by Col Turner Chm of the Central Com that they had assigned me to the duty of getting the Ills soldiers home by Election. That is those from Mo. This I am at now. If there is still anything I can do by coming to Springfield, I will start at Evening get my instructions and return, or you can communicate by letter and I will try to meet the demand. Anything connected with obtaining leave for the paroled prisoners I would like to have you work through me.

Hoping Governor that I May still be able to serve my Country through you -

These regiments are all in the neighborhood of Atlanta, Ga. We are very anxious to carry our County ticket and to do so must have some help from the army. We want particularly Co. K of that regiment. Will you also endeavor to secure a furlough for Co. E, 66th Ill., Co. E 12th Ill. Infty, and Cos. C & D & H 2th, 79th Ill. These regiments are all in the neighborhood of Atlanta, Ga. We are very anxious to carry our County ticket and to do so must have some help from the army. These men will, of course, help the National and State tickets just as much here by the same number would in any other County of the state, with the additional advantage that they can help the congressional, legislation and County ticket where it is needed. Will you do me the favor to look after this matter immediately, and greatly oblige

Your Ob't Servant

S. L Spink

Wants the 62d Reg't furloughed home to vote.

SOUTHERN IOWA SOLDIERS' FAIR

at

Burlington, September 26th to October 1st, 1864

MILITARY MONUMENT.

Burlington, Iowa, June 25th, 1864.

To the President of the Ladies' Soldiers Aid Society, City of Burlington, Iowa.

RESPECTED MADAM: -- We hand you herewith, a design for a Military Monument, which we propose to present, through your Society, to the Township in Iowa, exclusive of the Township of Burlington, which shall, in proportion to the number of inhabitants, (taking the census of 1860 as the standard,) contribute the most in cash, or in goods, wares, merchandise or produce, at a cash valuation, to the Southern Iowa Soldiers' Fair, to be held in this city, on the last week of next September.

The Monument will be twelve feet above the level of the ground, and will be made of the best American Marble, and executed in good style. On the face of the spire, will be carved the shield of the United States, with the motto, "E Pluribus Unum," and resting upon it is a musket and sword, united by the laurel wreath of victory: and floating over its staff, the triumphant guidon, inscribed "Union and Liberty."

The Monument will be worth Five Hundred Dollars in cash, and will be to the successful competing Township, a fitting and worthy memorial to their honored dead, who have given their lives a willing sacrifice for the perpetuity of the glorious American Union.

Yours Respectfully,

DONAHUE & McCOSH,

MARBLE DEALERS.

It affords the Executive Committee great pleasure to send forth the design of the beautiful Monument to be contested for at the approaching Fair. The monument of itself, will be a magnificent prize.

The cause which it seeks to promote, is of the highest importance to every true Patriot. The motives which awaken the Spirit of emulation for such a treasure are of the purest character. To cherish the memory of the departed is ever praiseworthy. But the fallen heroes of our Nation should be enshrined in every loyal heart, and their names written in unperishable letters upon tablets of gold.

What County or Township is there in our patriotic State that would not desire to have this silent orator standing in some selected place in their midst, to speak the praise of the honored dead who cannot now speak for themselves. The departed have noble and bravely acted for us, and let us now put forth a be-fitting act for them.

They have given their precious lives for the perpetuity of our inheritance, and shall we not of our abundance contribute freely and liberally to the comfort and consolation of their living and dying comrades in arms.

Many of the graves of our fallen defenders can never be visited by their friends, but here, the bereaved can look on the names of their loved ones, and feel that they have not been forgotten.

Let each County or Township in our State contend for this prize, and thereby evidence their love for their noble dead. Donations received previous to the Fair will be appraised and credited to the Township from which they are received.

DELEGATES. -- Each County contributing to the Fair as a County shall be entitled to two delegates; and each Township or Society contributing as such shall be entitled to one delegate ; and said delegates shall be entertained free of charge during the Fair.

It is desired that Counties, Townships and Societies intending to send delegates, notify the Secretary of their intention at their earliest convenience.

Will you allow me to make the following statement which I hope you will not pafs by unnoticed.

Fourteen mos ago I left Peoria Ills. went to Vicksburg Mifs was engaged in Vicksburg Miss as clerk in the Com Sub Department under the direction of Capt J. F. Wilson CS

In April last, I went to Chicago Ill where I have since resided tis my home I am engaged

with Thos P. Byrn (mcht) 170 Lake St I am enrolled there and have stood my [chace?] for the Draft in 1" ward And I am Drafted also in Peoria Ill in 2nd ward and hired a substitute for ($900.00) nine hundred Dollars to take my place. Why I complain is when in July last I wrote to R. A. Yoe Asst Prov Marshall of Peoria requesting him to erase my name from the "List" in Peoria Ills as I was then enrolled in Chicago (my home) and was subjected to the Draft in the 1st ward but he did not answer my

letter nor did he do anything towards having my name erased from the enrolling List the carelessness of which cost ($900.00) nine hundred Dollars. Peoria is not my home nor has it been since Aug 5" 1863 I ask is it not in the Power of Some one "in Authority" to award justice yet to me. Tis the fault of the Asst Provost Marshal of Peoria and not mine certainly I have been very unjustly dealt with.

I respectfully refer you to Hon E. C. Ingersoll

J. J. Miller

I respectfully refer you to Hon E. C. Ingersoll

with our son & exchanged July 18th Saying he was at Cahaba Ala & was expecting soon to be exchanged There were only 312 men in that prison It seems an easy matter to release them if Officials would attend to it

Soon after I wrote you I rec'd a sympathetic letter from Maj Hoffman Com of excha saying he would do all in his power I thanked you for it and feel very grateful for your kindness in answering my letter I am aware that I am asking much of you now situated as we are upon the brink of a political contest when every effort is needed to wrest our Govr from the hands of northern traitors But the thoughts of my suffering boy continually haunts me

The knowledge of your public character leads me to expect assistance from you

One thing more which makes my case the more urgent is I have a cancer upon my face which I think is incurable & is liable to break out again at any time, & therefore as you may judge enhances the anguish of every moments separation

I see by the Tribune you are from home now Therefore will wait patiently

Tuthill belonging the 13th Ill Infty was captured by the rebels May 17th at Madison Station on the Tenn river 10 miles from Huntsvile Ala just six days previous to the expiration of his term of service I sometimes think were this not the case he would have been exchanged ere this

with our son & exchanged July 18th Saying he was at Cahaba Ala & was expecting soon to be exchanged There were only 312 men in that prison It seems an easy matter to release them if Officials would attend to it
