Truman nominated Howell as a judge on the United States Court of Claims in 1947. Howell remained in this position until resigning in 1953. He went on to serve on the Illinois State Toll Highway Commission before resigning to return to practicing private law. &lt;br /&gt;&lt;br /&gt;Photographs in this collection include headshots of several politicians including Everett Dirksen, Leslie Arends, Leo, Allen, C. W. Bishop, High Corss, and J. Harry McGregor.
