To his Excellency, Richard Yates Governor of the State of Ills Sir: The origin, progress, and incidents of the contest now waging in the revolted States for the preservation of the Union and the Constitution, will have an interest and importance for future generations far beyond what is felt in the present day. Believing that it will be an acceptable duty to the people of the whole country to preserve, in a convenient form, the services rendered by the loyal men of America to the cause of the Union, I propose to publish, at an early day, a work devoted to that object. If it be agreeable to you to give your influence and encouragement to such a work, by furnishing me with such information as may aid me in my purpose, I shall feel greatly obliged. The work will comprise a biographical record of the leading men, civil and military, who have taken a prominent part in suppressing the Rebellion, and will be illustrated with finely engraved portraits, as well as maps and plans of battles. The subjects will be classified by States and Territories, and will comprise executive, civil, military, and naval officers, and men of science and philanthropy. In addition to a sketch of your own life and public services, it would greatly facilitate my purpose if you would designate some person who will also furnish the like information in regard to the prominent civil and military officers connected with your official duties. The work must necessarily be published by subscription, and I respectfully ask to be favored with your name and influence. III of the State Constitution. For this reason I think I had better decline the appointment, while I return to you my thanks for the honor proposed. I am inclined to the opinion that it is expedient to have a special session of the Legislature. But one had better be careful about vacancies. I do not find anything <hr /> in the Constitution vacating the seat of a member because he has received a Commission in the State Volunteers or Militia. If this be so, i.e. if Oglesby’s Marshal’s, and Creso’s seats are not vacated, I do not think it is best to presume that they are, and assure writs for new elections. There is one good thing which would be accomplished by calling the Legislature together. The reorganization of our Party. This is indispensable. We have tried Union with our opponents long enough. They have showed us that partizanship is superior to patriotism with them, and that it is no use for us to attempt to run union tickets with men who will cheat us every time. I am rejoiced to know that you have passed the ordeal of the Convention's attacks unscathed. They are a precious set of scoundrels – but the meanest and most abandoned of them all is the long scoundrel from Cook County. Treason is his native element. He never belonged to a party which he did not betray, or had <hr /> a friend that loved him. His power consists entirely in appeals to the lowest passions and prejudices. I objected to his admission into the Republican party because I knew he was too selfish and undisciplined to be trusted. Dear Governor, Your two letters of the 17th ult. one by Post and one by Newton were duly received. I wrote to you some weeks ago in regard to the election of Senator, I also wrote you while Henry was in Chicago but as you do not mention their receipt I fear they may have fallen into the wrong hands and have never been received by you. When I read of the action of the body (which Mart Cassel very aptly designated as the "secret machine") in regard to the organization and equipment of our State troops I was indignant and cursed the whole mob without [stint?], but now that I see that their designs "return to plague the inventors" I am glad that <hr /> they acted as they did. The answers which they received from McNeil & Cumming must have been any thing but palatable, though in my opinion they but echo the public sentiment. I have no doubt the committee felt that pressure and made a report very different from what they at first intended If there should be a called session of the Legislature I suppose it will be necessary to embrace the election of a Senator in the call in accordance with the Constitution. That being the case my own preferences from the place as you know, are for yourself and I believe that the election of no person in the state would give so much satisfaction, barring always the reservation that the people would not willingly see you give up the executive chair which you have filled with so much honor to yourself, and the State. I must confess that there is much force in this objection in my own mind but I shall not urge it upon others as I can <hr /> readily conceive that you will have some professed friends who will endeavor to kill you kindly with such suggestions, and I very much fear that such arguments might come from our county from those who would not wish to see Hoffman exercising the gubernatorial functions. If there should be any probability that the action of the Convention will be ratified by the people, the obstacle referred to will no longer exist, and all that remains is to consider the possibility of your election. Some of the old members of the Legislature are ineligible to retain their seats (I dont know how many) and it may be that we should be defeated in any special elections. and it is a matter of the greatest importance to thoroughly canvas the chances of success for with all the boasted loyalty of the Democracy, they are only to be trusted when they are in the minority and cant bite. <hr /> I must confess that I am fearful that in the zeal of our people to kill the Banks they will swallow all the [enormities?] which have been concocted. But should they repudiate the action of the convention our state officials will hold until the expiration of their terms unless they resign. and I am confident that much honest opposition would exist to your election as senator because in that event the duties of your office would devolve upon the Lieutenant Governor. If upon mature consideration you deem it advisable to be a candidate let me know at the earliest moment and if you will indicate the manner in which I may serve you most effectually, I need not assure you that you may rely upon my heartiest cooperation.
