&lt;/p&gt;&lt;p&gt;Having been at home some weeks from the loss of an arm at Shiloh, I have been frequently called upon, as I wrote before, by soldiers desirous of rejoining their regiments as to the means of getting back, and I have been so impressed with the necessity of some general rule, well understood, that I hope it will not be considered presumptuous in me to make some suggestions -
&lt;/p&gt;&lt;p&gt;Our army from sickness, discharges &amp;amp;c is sensibly decreasing, and not the least cause is the fact of soldiers finding how difficult it is to return, gradually neglect to make efforts to do so. It can hardly be expected that the generality of soldiers are so anxious to return that they will raise money, even if they are able to pay their way. It affords a good excuse to remain at home. In every county you will find a large number, who have put off their uniform and are working on farms &amp;amp;c - A great many, who have been absent two months or more, are expecting their discharges in accordance with an order sometime ago

In every county there can be found patriotic men, who will be willing for a trifling compensation to take charge of it. Our present army having been made before the regulations so to speak, one of the most difficult things is to advise soldiers with safety as to any given rule, for what is an order to-day, is revoked to-morrow, and no man unless he is in constant receipt of the orders, knows how to act or advise. One old soldier drilled is worth to the government two new recruits, and we ought to keep all the old ones in, if possible -

&lt;/p&gt;&lt;p&gt;I have sent you today a copy of the last Journal to shew you what we are doing here against that gigantic Swindle by courtesy called the "New Constitution. There is no editor of the Journal now, as Mr Barden has no time and no experience to devote to that department.
&lt;/p&gt;&lt;p&gt;This week I took charge of the Journal myself and wrote all the editorials in it in all political subjects, including the Constitution - There is also an article of mine in reply to the slanders circulated by Democrats and the Sentinel
&lt;/p&gt;

&lt;p&gt;as well as Register and Times. Next week I will have the letter, which appeared in the Journal (Springfield) republished in the Jacksonville Journal.  Since last Friday John Strong and myself have raised over $20 - and with it got printed and mostly circulated 5000 Handbills against the "New Constitution" - They have been supplied to almost every reading voter in this County, and I have sent thousands to Cass, Menard, and Scott Counties and John has sent some to Greane - I am speaking some, but as I am not very well (my thoat troubles me) I can not speak as much as I would desire - I spoke at Bethel last night, shall speak 
&lt;/p&gt;&lt;p&gt;P.S. I send you one of our hand bills H. J. A.

&lt;/p&gt;&lt;p&gt;Dear Sir,
&lt;/p&gt;&lt;p&gt;We have in this Town Two open and avowed Secessionists - they use language when speaking of the Government that ought not to be Tolerated in any Loyal Community.
&lt;/p&gt;&lt;p&gt;They come out and say to use their own Language, "The Patriots of the South were Right in firing on the US Flag at Charleston" and "we are glad they took Ft Sumpter - The Union Men who have Responded to the Governor's Call and are drilling are a set of D----d Torys and ought to be hung", and again in speaking of the Lamented and gallant Elsworth "it served him Right he met his just deserts, the man that shot him proved himself a Hero and is worthy of all praise", We have formed a Military Company here under the  Militia Act of April - it is composed of our Best Citizens and we have to come in for our share of their venom - taking these facts in connection with the fact that some persons here have been in direct communication with the Rebel &amp;amp; Traitor Davis and others of like stamp south we can not tolerate in this community - The letters for the Rebels are mailed nights - I am Post Master, and I find these Letters in the Box in the morning and you may rest assured that I have not mailed the letters as they are addressed, but have sent them direct to the Post Master Genl at Washington
&lt;/p&gt;&lt;p&gt;On Saturday last my Company met for Drill and these Facts were laid before them. They chose a committee of Five to wait upon these men and demand an explanation, the only answer that we get is "Crack your whips and go ahead" we shall say what we please and will Fight for Free Speech - Now Dr Sir what I want is this - My Company
