I was at the Adjt Genl office a few days since & made an application in favor of Martin H Williams, of the place now Capt of Cavalry in Bowers Battle attached to Ills 13th Col Wyman, Infantry but who holds his commission from the Govr of Missouri. The petition was for his appointment to the office of Lieut Coll. as Major of the 75. I was signed by most of your old Friends here, all that could be found in the [corner?] of an hour before I started, the application is on file, & states in [illegible] most of his claims to merit. He is a brother of Dr Williams of Alton & I now I believe medical receiver of the Tenader Army there are only four brother & all in the war. And fact not stated in the petition is <hr /> that he has been in twenty different Engagements & has behaved gallantly in them all. In any charge which he made at Salem he charged upon and thru hundred armed rebels with only 17 men & had two horses shot under him & at Pea Ridge He by Order of Maj Gen Curtis (moving command of Cierts personal Escort.) persued the retreating Enemy four miles in advance of all others. with only 23 men & captured more than twice that number of prisoners. He is much such a man as Lieut Col Ransom now of Cairo, He's every deserving. Dear Sir Your constituents in Egypt would ask at your hand the promotion of Lt Col Olney of the Sixth Ills Cav, to the command of some of the many Infantry Regts now forming in Ills. He cannot procure leave of absence for which he has applied to canvass the south part of the state, which if permitted but for a few weeks, more companies would rally to his standard than to that of any other man. He desires a change not that he is dissatisfied with his regt, for he is attached to it and it devotedly to him, to which all the captains and men will testify, possessing superior administrative abilities, he has as commander at Paducah elicited the highest praise from citizens and soldiers, He wants a Regt of Infantry where <hr /> he can have active service in the field, where there is an opportunity to distinguish himself and some room for promotion, which he is denied in Cavalry and stationed at Paducah. Bolivar Tenn August 16 1862 To His Excellency Richard Yates Governor of Illinois Sir I take the liberty of writing you as to the position of Lieut Col Smith the Seventeenth Regt Ills Vols. I have been connected with this Regt, as Chaplain, since the first of January 1862. I have been present with it since that time, except when ordered to Illinois on recruiting service. It has so happened that, except for a few days, Mr Smith, either as Major or Lt Colonel, has been in command of the Regt during all the time I have been with it. - at Cape Girardeau in our advance from Pittsburg Landing to Corinth, at Bethel, at Jackson & at this place. I have thus been in contact with him as commander for many months & favorably situated to form an opinion of him on all matters a Chaplain may be acquainted with. Upon his moral character then can be no [inspectation?]. Of intemperance or profanity I have never known him quietly & of his desire for the north being & morality of the Regt I have known many instances. And he always rendered to me <hr /> all needed aid in professional duties with the Regt. Knowing the relation of some of the Chaplains to their superior officers I have always felt that I had reason to be very grateful for my own more favorable position. And, so far as Col Smiths position with reference to the Regt in a military point of view is concerned, as Chaplain it may be proper for me to say that I have admired the faithfulness with which Col Smith has filled his place as Commander notwithstanding almost continual ill health. Sick or well, we have found him at his post & in the performance of his duties. Such faithfulness, I think, gives him a claim upon his country & should not go unrewarded. It has also given to him an experience & a knowledge well fitting him for the command of a Regt & invaluable to any of the new Regts forming in Illinois. Of his bravery I need not speak. It has been fully tested & proved at Fredericton, Donalson & Shiloh. As myself a citizen of Galesburg I may be permitted to remind Your Excellency of the fact that it has freely given men & money to the country & is now doing nobly for the suppression of the rebellion & yet the only officer it has had higher than Capt is Lt Col Smith. It has raised its own companies & made its own Company Officers, but it has had no higher officer in the field than <hr /> a Lieut Colonel & no field officer but this. I doubt whether the same can be said of any other city in Illinois which has sent out as many men, contributed as much money & manifested as earnest patriotism as Galesburg. Dear Sir: Your application for a position in an Illinois regiment has been carefully considered by Governor Yates, and placed on file for future reference. The pressure of business, and accumulation of papers in the Executive office is so great at this time, that the Governor himself, is unable to answer each correspondent. I am therefore requested to state: In regard to appointments in the regiments already organized, that he will be governed by General Order No. 43, herewith enclosed. In respect to companies and regiments now being formed, General Order No. 61, War Department, Series 1861, as well as sound policy, forbids the mustering in of officers until the respective organizations have the requisite number of recruits. Then appointments will be made, upon consultation with officers and men, from among those who have spent their time and money in bringing the men into camp. The fairness of this rule will be apparent to all. In appointing Surgeons, Assistant Surgeons, Quartermasters, and Adjutants, after a regiment is organized, the recommendation of the Colonel will be required and considered. Dear Sir I placed in your hand a few days since a letter from Hon. Isaac N. Arnold, and at the time was unable to find you at leisure to talk the matter over, and now take the liberty to address you. I have a stiff foot, otherwise I should have been in the Army long ago and now that the unsettled affairs of the country has thrown me out of employment & business with a Wife & five helpless children looking to me for support, I desire to know if there is not some place where I may be of service to the country. I was six years Editor & proprietor of a paper in Wisconsin and the last four years have resided in this city. have always been an active business man and can get any indorsement you may require from friends of yours & my own in this city.
