&lt;/p&gt;&lt;p&gt;Dear Sir, I have just had an interview with an old friend of mine who is now living in Memphis Tenn. whos name I am not at liberty to use, and he informs me that at Memphis and all along the River up as far as Columbus, that the secessionists are collecting men arms and amunition they say with the Intention of attacking Cairo - and he says that parties in Memphis and other places in Secret correspondence with their friends in

&lt;p&gt;and about Cairo and that they are well advised Every day what is going on at Cairo - and that he learned from some of the leaders that their plan was to cut a ditch across the Embankment that keeps the river out of the town, and let the water in and at the same time to make an attack on the troops stationed there in Every direction possible and as I deem the information to be relyed and I felt it my duty to give the Information to you without delay.  So that you may take such action as you think proper.

&lt;/p&gt;&lt;p&gt;Today word was received from Adjutant General's Office stating that the regiment for the 9th District was already filled before several companies through Capn M. R. Lawler were tendered and thereby excluding many who have been ready for over ten days awaiting orders. The consequence is the utmost indignity is offered to your warmest friends, who have succeeded in burying past differences and rushing to the rescue to save our glorious Union. I am afraid there has been some advantage taken of our Egyptian unionists
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;but through no fault of yours, it appears that Captain M. K. Lawler recd a commission under your authority to act as agent for this 9th Con Dist - in rec companies. Under these instructions the regiment was filled and he went to Cairo to report the same day before yesterday by telegraph. Now if there is anything wrong about his commission pray let us know. In the first place our country is assailed by partisans, persons who wish to gratify their own ambition. They strove to compromise with traitors, thus acknowledging the act, and at the same time giving them another far better chance than ever to cut our throats. But how was this answered by the rebels? War! and preparations for war.
&lt;/p&gt;&lt;p&gt;Yes they have been indulged in to so great an extent that they imagine they can take Philadelphia and Washington. But thank God, they did commit an act
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;which disabused the public mind, that this was a mere war upon Republicans. The "Northern heart is fired" and nobly have Republicans recd men into their embrace and forgotten party ties in order that we might sustain our proud Union or rather Government, who at other times would be considered too low for their company. But a change came over Egypt as if by magic, and our part of the state seems to be a unit for the Government There are three or four counties near the R.R. that have been divided but I think that they will be all right shortly. In all the counties bordering upon the Ohio River the people are right at this time. To be sure there are a few such men as Bill Green of Massac that

&lt;p&gt;would willingly blast all our hopes but they have lost all the confidence the people have reposed in them. Elder from this district is another say-nothing in this hour of peril.
&lt;/p&gt;&lt;p&gt;But we must say the patriotic sons of Egypt deserve credit for their willingness to fight for our Flag and put down rebels. They did not respond as quickly as in other portions of the state, for they had no means of communication by which they could respond; and then again the country is sparsely settled.
&lt;/p&gt;&lt;p&gt;The Bill that Green engineered through the legislature has injured me very much and also many other strong Republican schoolteachers
I did not think it would pass, so I made no objection. Suspending  tax payment has fallen heavily in Egypt. Your Message is well

&lt;/p&gt;&lt;p&gt;Dear Sir encase the Regement now at Joliette should be called into Service I wish to sugest the name of the Revd George D Henderson as a suitable man for Chaplain for said Regement he is a Minister in conexeon of the United Presbyterean denomanation a Most excelent man who would exert a restraining enfluance in camp he is in evry way suited for the place
&lt;/p&gt;&lt;p&gt;He took an active parte in aiding in geting up the company from here under the Comand of Capt C Fresbee he is a very Poplar man with the company one who is calculated to exert a greate enfluance for good in the camp a man of good judgement the friends &amp;amp; acquantances of the company are solisites that he should go in that Capacity
&lt;/p&gt;&lt;p&gt;He can be recomended by all the prominent men of his acquaintance He did not ask the apointment
&lt;/p&gt;

&lt;p&gt;but at the urgent Solisitation of his friends and this comunity generaly he has consented to go in that capasity should the way be open

&lt;/p&gt;&lt;p&gt;Isaac D. Yocum being first duly sworn deposes and says that on the 23d day of April A.D. 1861, he, the said Yocum, was the owner of a certain two story frame building situate at the junction of the Ohio &amp;amp; Mississippi levees in the City of Cairo, Illinois, as also of the stables, sheds, fences and improvements thereunto attached - and the furniture in said buildings contained - that the said building and improvements were situate on leased ground and then occupied by him, the said Yocum, for a dwelling house and Hotel. Deponent further states that the said building &amp;amp; improvements were situate adjoining the
camp of the Illinois Volunteers stationed at Cairo - that on the day above mentioned General Swift, who was in command of the said Illinois troops
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;informed this deponent that he needed the said building, improvements &amp;amp; furniture for the use of himself &amp;amp; staff &amp;amp; troops &amp;amp; that he wanted immediate possession of the same. Deponent further states that the said General Swift agreed to pay this deponent the sum of Two Thousand Dollars (2000$) for the said building, stables, sheds, improvements &amp;amp; furniture and informed deponent that he was acting for the State of Illinois and that the said state would pay the said sum.
&lt;/p&gt;&lt;p&gt;Deponent states that he at once removed his family from said building and delivered possession of the said property, including household furniture, to the said Genl Swift - and that the same was at once occupied by the said Genl Swift, his staff &amp;amp; officers; and that the said property all along since then &amp;amp; still is occupied and used by the military and for military purposes.

The sentiment of loyalty which pervades every true American heart fills no less those whose profession-the ministerial-forbids them from many efforts.  It has occurred to me , as possible, that the safety of our beloved state might be promoted by the visits of men of good powers of observations, to certain localities in the neighboring states, and their reporting to you on their return.
&lt;/p&gt;&lt;p&gt;If such or any other service shd be demanded of me, I shd endeavor to render it to the best of my ability.  
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;I am the pastor of the Congregational Chh here, in the prime of life, with a family, and shd not wish to leave my post and home, without urgent necessity, nor to expose myself, unneccessarily, to dangers wh men could be hired to bear as profitably.
&lt;/p&gt;&lt;p&gt;But if there were a demand wh I cd meet better than others, I am not aware that any personal consideration would deter me from compliance. I have a liberal and professional education and some degree of readiness in public and private address to strangers.
I was bred a Green Mountain farmer in Vermont and like all Vermonters, can walk ride, or drive, and as a traveller can work my way readily among strangers.
&lt;/p&gt;&lt;p&gt;I have been much in the habit of [writing?] reports of what I had seen and heard.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;My horse is a very short legged, low headed, Vermonter, that could rough it for a week, without flogging, on any feed, and if seasoned to, (she is at grass and fat now) could cross Missouri or Kentucky in three days [swimming?] I think anything required, and yet impressing a secessionist (with a Southern eye) that she was a pony, not worth stealing, and was not much of a traveller.
&lt;/p&gt;&lt;p&gt;If desired I could purchase in Quincy-15 miles from here-a tract of land anywhere in Northern Missouri and go and see it.
&lt;/p&gt;&lt;p&gt;Or I would go and visit the Mammoth cave in Kentucky or Ashland and be ready to strike across the country to the river if occasion served at any time. 
&lt;/p&gt;&lt;p&gt;My credit wd be good for the purchase of the land if I were not in [illegible].
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;I wd lend my horse to any [Vermonter?] for months, gratis, at my own risk for the service of the state, for [illegible] of that sort, after a little notice.
&lt;/p&gt;&lt;p&gt;I am ten miles from Hannibal 15 from Quincy.  Hannibal is the terminus of a RR wh might at any time, bring a band of border ruffians to our region, who might sross and do great damage and return in a single night. If I were to be used for any such purpose I shd prefer to have had no communication whatever from you or any officer of the army as I shd make bad work telling a lie. But I am slightly known to Rev. H. Hale, and Rev. [Ms?] Brooks and perhaps to Hon [?] Bateman, either of whom cd visit me knowing fully yr wishes and intentions, or could write me on indifferent matters. I go next week to Galesburg to attend the meeting of our Association from the 23rd to the 26th [illegible] and be about three weeks. &lt;/p&gt;&lt;p&gt;Pardon me for my boldness. I never before, attempted a correspondence with the noble of the earth in official capacity.  I am not officious, nor meddlesome.  I have never meddled with Politics.  I have waited on my higher function, constantly dispensing to the people, the word of life.  But in this trying crisis, I feel alarmed.  I confess it, I have tried under God, to subjugate all my higher passions to humility.  I do not love war, tho I do love my Country, and its Banner.  I have Conscientious Scruples respecting the shedding of blood.  I do not love the Negro, well enough to fight for him, and therefore left Tenn. 12 months ago, and came to this State.  I am constitusionally exempt from military service as I understand it, being over 45.  Tho we are constantly annoyed here, with rumors that some Coercive measure is going to be used towards Southerin Illinoise, some of them being Southern principled men. Can you find time, or condescention enough to give me your policy respecting that point?  If you will you will confer a special favor on a quiet peaceable citizen.  I desire, with my conscientious scruples, to be neutral.  I do not wish to fight with the South, nor do I wish to be coerced against the South, for my Brothers, Nephews, Brothers in law (except one here) are in the South.  I love my brothers and relatives, and don't wish to be forced to take arms against them, nor responsible for them, all my brothers write me they are coming here this fall.  They have no slaves, and like me, don't intend fighting for them.
&lt;/p&gt;&lt;p&gt;We are all for the Union.  Rumor says "that the army at Cairo, is going to sweep Southern Illinois, killing men, women &amp;amp; children!  This cannot be possible.  What sir, will be

&lt;p&gt;your protective policy toward Women, Children, and peaceable Citizens?  Will you say to me, being over 45 years of age, a minister of the gospel, (United Baptist) Diseased with frequent attacs of Hemorage from the Lungs, not willing, even in war to kill any person, and no disturber, but peaceable, that I shall be exempt from Military duties, in this Struggle, and feel myself &amp;amp; family under protections?  I regret very much Sir, that the condition of our country is such, as to admit of reason for me to trouble you with this letter, knowing that the duties of your office right now, are cumbersome.  But Sir, if you can find time, and think it not too great a condescention, to give me some satisfaction on the above points, you shall certainly have the thanks, as well as the Prayers of

&lt;/p&gt;&lt;p&gt;Pardon me for my boldness. I never before, attempted a correspondence with the noble of the earth in official capacity.  I am not officious, nor meddlesome.  I have never meddled with Politics.  I have waited on my higher function, constantly dispensing to the people, the word of life.  But in this trying crisis, I feel alarmed.  I confess it, I have tried under God, to subjugate all my higher passions to humility.  I do not love war, tho I do love my Country, and its Banner.  I have Conscientious Scruples respecting the shedding of blood.  I do not love the Negro, well enough to fight for him, and therefore left Tenn. 12 months ago, and came to this State.  I am constitusionally exempt from military service as I understand it, being over 45.  Tho we are constantly annoyed here, with rumors that some Coercive measure is going to be used towards Southerin Illinoise, some of them being Southern principled men. Can you find time, or condescention enough to give me your policy respecting that point?  If you will you will confer a special favor on a quiet peaceable citizen.  I desire, with my conscientious scruples, to be neutral.  I do not wish to fight with the South, nor do I wish to be coerced against the South, for my Brothers, Nephews, Brothers in law (except one here) are in the South.  I love my brothers and relatives, and don't wish to be forced to take arms against them, nor responsible for them, all my brothers write me they are coming here this fall.  They have no slaves, and like me, don't intend fighting for them.
&lt;/p&gt;&lt;p&gt;We are all for the Union.  Rumor says "that the army at Cairo, is going to sweep Southern Illinois, killing men, women &amp;amp; children!  This cannot be possible.  What sir, will be

&lt;p&gt;your protective policy toward Women, Children, and peaceable Citizens?  Will you say to me, being over 45 years of age, a minister of the gospel, (United Baptist) Diseased with frequent attacs of Hemorage from the Lungs, not willing, even in war to kill any person, and no disturber, but peaceable, that I shall be exempt from Military duties, in this Struggle, and feel myself &amp;amp; family under protections?  I regret very much Sir, that the condition of our country is such, as to admit of reason for me to trouble you with this letter, knowing that the duties of your office right now, are cumbersome.  But Sir, if you can find time, and think it not too great a condescention, to give me some satisfaction on the above points, you shall certainly have the thanks, as well as the Prayers of

He is only one week fr N Orleans. He went by rail road &amp;amp; returned by boat. He had--to insure his safety--to hail from Ky.
&lt;/p&gt;&lt;p&gt;He feels persuaded that an important movement is to be made on Cairo. The information is very fresh &amp;amp; from a gentleman of position.

&lt;p&gt;In passing from Columbus to New Orleans I overheard considerable conversation on the subject of capturing Cairo. I was not known as a northern man. In fact it was frequently remarked that no northern man would dare to travel on the road at that time. I think therefore they spoke their sentiments without reserve The feeling was that Cairo must &amp;amp; should be taken at the junction below Memphis a Gentleman came on the train who said he was authorized by authorities of Memphis to purchase Sharps rifles to be used in taking Cairo. he did purchase all he could find between that point and N. O. and shipped immediately back He also said that they were expecting rifles to reach them from above. they were packed in china ware crates and were expected to pass for that article. He said that they had permission from the Gov. of Ky. to establish fortifications in Ky. if necessary and they had also recd a despatch from the Gov. of Missouri

&lt;p&gt;stating that he was ready to send troops to meet theirs at Cairo whenever they were ready to attack it
&lt;/p&gt;&lt;p&gt;There are considerable numbers of troops at Memphis Columbus and a few at Randolph I could not learn exactly how many In returning from N. O. by boat I saw some heavy cannon, powder, shot and shell shipped at Baton Rushe directed to the Mayor of Memphis. they were however put off at Randolph some distance above Memphis
&lt;/p&gt;&lt;p&gt;At N. O. troops are arriving by every train and boat, ordered, they say, to the Potomac They are generally well armed and drilled The determination is every where expressed that Cairo must be taken and I am quite sure that a vigorous attempt will certainly be made. They expect to be able to erect fortifications opposite Cairo batter down the Levee and by letting the water into the town force the soldiers on the Levee where they can reach them with their sharps rifles

Capt Detrich would hardly make such a request without consulting me &amp;amp; the idea that Sparta, 20 miles inland &amp;amp; surrounded by the most reliable Union men in the whole state, can be in any more need of means of defence than this place immediately on the border is to say the least a very extraordinary one
&lt;/p&gt;&lt;p&gt;More than 20 years ago I paid the whole expense of getting the arms here which has never been refunded &amp;amp; we are now refitting the gun at considerable cost to put it in a serviceable

&lt;/p&gt;&lt;p&gt;joined A cavalry co. some three weeks since; they
&lt;/p&gt;&lt;p&gt;elected their Cap't and sent him to Springfield to get
&lt;/p&gt;&lt;p&gt;their co accepted; which was not done; But was told
&lt;/p&gt;&lt;p&gt;or ordered to pick 25 of the best men out of the Co and
&lt;/p&gt;&lt;p&gt;send them to Springfield; He (my son) wrote me he
&lt;/p&gt;&lt;p&gt;was one of the happy number and should leave Chicago
&lt;/p&gt;&lt;p&gt;on Wednesday the 8 inst; they got already and within
&lt;/p&gt;&lt;p&gt;an hour of the time were told that not having received
&lt;/p&gt;&lt;p&gt;the "pass" would have to wait 24 hours; the next
&lt;/p&gt;&lt;p&gt;day 20 of them were detailed to go to Cairo with 130
&lt;/p&gt;&lt;p&gt;horses loaded watered and fed them; And just as the cars
&lt;/p&gt;&lt;p&gt;were to start - they were called down and five of them
&lt;/p&gt;&lt;p&gt;taken off expecting to go to Springfield After they arrived at
&lt;/p&gt;&lt;p&gt;the Hall; the captn told them that he had just
&lt;/p&gt;&lt;p&gt;received A dispatch from the Gov'r saying send no more
&lt;/p&gt;&lt;p&gt;men here and that the five were thrown out
&lt;/p&gt;&lt;p&gt;my son being one of the No.; At the expense of his
&lt;/p&gt;&lt;p&gt;situation loss of time disappointment, mortification,
&lt;/p&gt;&lt;p&gt;with love of country at zero, and A contempt for
&lt;/p&gt;&lt;p&gt;those in Authority and for Gov Yates in particular
&lt;/p&gt;&lt;p&gt;Not believing that you stoop to so small A matter
&lt;/p&gt;

&lt;p&gt;as to dismiss five men after they were
&lt;/p&gt;&lt;p&gt;ordered to be picked out; I state the facts and

&lt;/p&gt;&lt;p&gt;joined A cavalry co. some three weeks since; they
&lt;/p&gt;&lt;p&gt;elected their Cap't and sent him to Springfield to get
&lt;/p&gt;&lt;p&gt;their co accepted; which was not done; But was told
&lt;/p&gt;&lt;p&gt;or ordered to pick 25 of the best men out of the Co and
&lt;/p&gt;&lt;p&gt;send them to Springfield; He (my son) wrote me he
&lt;/p&gt;&lt;p&gt;was one of the happy number and should leave Chicago
&lt;/p&gt;&lt;p&gt;on Wednesday the 8 inst; they got already and within
&lt;/p&gt;&lt;p&gt;an hour of the time were told that not having received
&lt;/p&gt;&lt;p&gt;the "pass" would have to wait 24 hours; the next
&lt;/p&gt;&lt;p&gt;day 20 of them were detailed to go to Cairo with 130
&lt;/p&gt;&lt;p&gt;horses loaded watered and fed them; And just as the cars
&lt;/p&gt;&lt;p&gt;were to start - they were called down and five of them
&lt;/p&gt;&lt;p&gt;taken off expecting to go to Springfield After they arrived at
&lt;/p&gt;&lt;p&gt;the Hall; the captn told them that he had just
&lt;/p&gt;&lt;p&gt;received A dispatch from the Gov'r saying send no more
&lt;/p&gt;&lt;p&gt;men here and that the five were thrown out
&lt;/p&gt;&lt;p&gt;my son being one of the No.; At the expense of his
&lt;/p&gt;&lt;p&gt;situation loss of time disappointment, mortification,
&lt;/p&gt;&lt;p&gt;with love of country at zero, and A contempt for
&lt;/p&gt;&lt;p&gt;those in Authority and for Gov Yates in particular
&lt;/p&gt;&lt;p&gt;Not believing that you stoop to so small A matter
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;as to dismiss five men after they were
&lt;/p&gt;&lt;p&gt;ordered to be picked out; I state the facts and
&lt;/p&gt;&lt;p&gt;shall be happy to learn that you at least are
&lt;/p&gt;&lt;p&gt;not treating our young men who are ready to serve
&lt;/p&gt;&lt;p&gt;their country and sacrifice their lives so basely
&lt;/p&gt;&lt;p&gt;The Captns name is Barker and they were to serve
&lt;/p&gt;&lt;p&gt;in the dragoons.
