I regret to say, than on making the necessary application to Dr Slone the Medical Director, he peremptorily refused, but only on the ground that he was positively prohibited under the regulations of the War Department from doing so.  
&lt;/p&gt;&lt;p&gt;One of them, a sergeant of the McClellan Dragoons is badly wounded through the foot, and it will be &lt;u&gt;months&lt;/u&gt; before he is fit for service again even with the most skilful and carefuly nursing.  It seems hard, that under the circumstances, he cannot be permitted to return home until he is fit for service.

&lt;/p&gt;&lt;p&gt;Enclosed find a printed notice in relation to the new cavalry regiment, entitled as a token of our esteem and confidence 'The Yates Ironsides'  As yet we have heard nothing from Capt. Hancock but suppose he will be here soon.  We have an offer of two companies from Chicago and many of our best citizens will commence recruiting for companies at different points in this District.  I believe in less than thirty days, it will prove an entire success.
&lt;/p&gt;&lt;p&gt;Arrangements are being made to visit different portions of the State and no pains
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;will be spared to secure a prompt organization of the regiment. -

&lt;/p&gt;&lt;p&gt;Enclosed find a printed notice in relation to the new cavalry regiment, entitled as a token of our esteem and confidence 'The Yates Ironsides'  As yet we have heard nothing from Capt. Hancock but suppose he will be here soon.  We have an offer of two companies from Chicago and many of our best citizens will commence recruiting for companies at different points in this District.  I believe in less than thirty days, it will prove an entire success.
&lt;/p&gt;&lt;p&gt;Arrangements are being made to visit different portions of the State and no pains
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;will be spared to secure a prompt organization of the regiment. -
&lt;/p&gt;&lt;p&gt;We all thank you for your prompt assistance and kind efforts in obtaining authority from the Department at Washington. - For myself I fully appreciate the favor and shall certainly reciprocate if any opportunity ever offers.

&lt;/p&gt;&lt;p&gt;Enclosed find two letters of recommendation, one from Colonel Dollins commanding 81st Ill Vol and one from the Surgeons attending this Hospital which you please consider in reference to granting me a Commission in some new Regiment or in my own if there be a vacancy in it.  
&lt;/p&gt;&lt;p&gt;In explanation I would state that these recommendations were designed for Col Casey of the 100th Reg but were made out after his Regiment was organized.  My friend advise me to send them to you.  If you will have the kindness to grant me a commission of Adjt, 1st or 2nd Lieutenant I would forever feel bound to serve you and our common country to the best of my humble ability.
