Sir From testimony deemed by me reliable I learned yesterday that in an address lately made in Southern Ills by an Ex-Member of Congress the representation was made that in Washington at the present time no less than 40,000 "Contrabands" were subsisted and clothed at Government expense. Now a statement coming from a source so high where the individual is supposed to know the facts would tend to influence mischievously a large class of our citizens who have no correct means of obtaining the facts, thus I felt it my duty to communicate with you after having advised with some of your friends in Washington putting you in possession of the facts which you are at liberty to use as you may deem the best for the cause of truth & justice. The facts are as follows: On the 16th of last June I was appointed by General Wadsworth as Superintendent of the "Contrabands" at "Duff Green's Row" Washington where I found about 400 persons young and old. Since my appointment up to the present time no less than 3,600 "Contrabands" of both sexes and of all ages have passed through my hands. Of the above number all but 675 have gone out either to <hr /> do for themselves labor in private families or work for the Government. The 675 (our present number) includes 120 who have been sent us from the various Military Encampments in and about Washington and from the hands employed by the Quarter-Masters and Commissary Departments and are sent us for medical treatment. Then we have about 20 who are employed at 40 cts per day in the service of the Camp. Besides this quite a number of the remainder go out during the day to wash for the sick Soldiers at the Hospitals and returning to their families at night in the Camp. This leaves a small balance of those too old and infirm for profitable labor, or too young to go to service and even the mothers with their large and dependent families, have husbands in the Army or Navy and have been sent to us for protection and sustenance while their husbands are employed by our Army. As to clothing the Government has not at any time furnished these people with clothing, not even blankets except in a few cases. Northern benevolence through the National Freedmans Association and The Colored Contraband Relief Association, have thus far furnished the clothing for these destitute ones. Thus we see in the light to these facts that all the cry raised by Alarmists about "Contrabands" being a burden to the Government is all in the execution of the fancy of designing politicians. Then again the cry which is so often raised by these same designing men that the North will be crowded with "Niggers" and that the poor whites will have to suffer a consequence is alike without a foundation for while applications are daily made by persons from all of the Northern and Western States and the most liberal offers of pay made to these people, if they will <hr />consent to go, yet not one in a hundred can in anywise be persuaded to go North. Thus when the question of Government burden for 40,000 Contraband is considered in the light of truth, it is reduced to 400 while the thousands of those whom some have hoped to see emigrating to the North and West go into the column of Units. The thousands expended by Government for clothing the "Contrabands" turns out to be just nothing and the "idleness" spoken of is in the light of truth speedily converted into erecting fortifications diligent and laborious toil in all the servile departments of Government- No instead of these people being a drag on the hands of the Government, 10 could be today employed while we have but one to furnish. Aurora Ills Oct 30th 1862 Hon Richd Yates I am somewhat out of sorts in relation to an act of our Adjutant General, Lt Col Joslyn of the 36th Reg left his regiment on the 1st of August last and resigned his commission, since which time he has been busily engaged at work for the Democratic Party. When last in Springfield you informed me that Capt Jenks was to have his place and his commission should issue as soon as notice was received that his resignation was accepted. We believe that Gen Fuller wrote as he told me he would write in relation to it. If he has requested that he should be retained he has done another mean thing. Joslyn received <hr /> his order on Friday last to report to his Regt on Saturday he presided over a Democratic Convention in this County, [then?] Monday he [illegible] from the Paymaster in Chicago over $1200 and at night made a [dirty?] speech for Sherman. He declines in favor of Green, whom he assures me will "vote for all measures" for the success of the Union cause. Green heartily denounces his former course in the Legislature, pretends to be "unconditional union", and in short promises anything, and everything, if an opportunity is only granted him to redeem his lost character. These are Kuykendall's own expressions to me, and although I have my own misgivings as to Greens future course, we will have to abide the result of the election as Green has now no opposition, and will <hr /> as a matter of course be elected Upon the subject of the Legislature, we have come to this conclusion. The counties of Union, Alexander and Pulaski, will send Smith unconditional "Whangdoodle". Pope, Johnson and Massac, will elect Willis "unconditional War democrat," and who will vote "Yates" for U. S. Senate. Williamson and Jefferson, will send Wm Logan (Genl Logan's brother) whom Kuykendall says can be "gotten right" without doubt. The hardest fight will be in this (my own) Rep Dist, between Lusk and Turner. We are organizing the opposition in view of this, and intend to put Lusk through if money and hard work will do it. I am here to day confering with our excellent friends the Mssrs Peeples & Ridgway, who with their usual energy, ably second all measures designed to promote the good of the cause, by "material aid" and otherwise.
