In reference to the Canal I think it has not been usual for the Executive to more than barely refer to the Canal and submit the reports to the Legislature The canal by the act placing it in trust for the Indebtedness as entirely taken out of the control or management of the State by giving the Bondholders a majority of the board and retaining only one Trustee.
