But one thing lacketh yet, that you have as much power to correct as any one outside the Cabinet. I mean the removal of disloyal and inefficient officers.
&lt;/p&gt;&lt;p&gt;Men suffering the fatigue of the camp, and the risk of the battle field, for the purpose of suppressing the rebellion, don't like to be commanded by officers whose object is to guard rebels and their property, and many will refuse to enlist while such things are continued.
&lt;/p&gt;&lt;p&gt;Many of the West-Pointers are of very doubtful loyalty. Even McClelland. There are several strong reasons for suspecting his loyalty or capacity.
&lt;/p&gt;&lt;p&gt;First, for keeping 150,000 men six or seven months at Washington City, at a cost of about a million of dollars a day, with an enemy of less force than his in sight, when any night he might have bagged ten thousand of them. This delay looked as if he was waiting for and expecting England and France to interfere, or, perhaps, acknowledge
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;the independence of the rebels
&lt;/p&gt;&lt;p&gt;Second, Baker and his thousand companions were sold, I might say murdered by a West Pointer, and the commanding general must have known it. He must have known the orders given to Baker, and why they were given.
&lt;/p&gt;&lt;p&gt;Third, He called troops from Banks, when he knew, and perhaps intended, that he would be cut up by Jackson's superior force, and even Washington City itself endangered.
&lt;/p&gt;&lt;p&gt;Fourth, in his plan of descent on Richmond to go by water to Fort Monroe, leave the Potomac blockaded, and take all the troops from Washington only one regiment, seemingly with the design that the rebels might take it. The President, with all his mistaken confidence in McClelland, circumvented that plan.
&lt;/p&gt;&lt;p&gt;Fifth, when Price was retreating from Lexington. Halleck would have taken him and all his force, had he not been countermanded by superior officers.
&lt;/p&gt;&lt;p&gt;Sixth, he waited at Richmond until the rebels had time to send to Corinth for Beaurgard and his army, and gather forces from other quarters, all the while sending home word of his certainty of taking Richmond.
&lt;/p&gt;&lt;p&gt;Seventh, He has always been praised by the enemy with great pretensions of being afraid of him, when the real fear was that he would be removed.
&lt;/p&gt;&lt;p&gt;Eighth, He has done no act to prove that he is a true patriot or a good general. Therefore, he ought to be removed, and some tried man put in his place.

&lt;/p&gt;&lt;p&gt;Upon being mustered out of service Co "A"
of the 1st Ill Cavalry resolved by a unanimous
vote to present their flag to the State of Illinois
&lt;/p&gt;&lt;p&gt;In accordance with that resolution I
forward it to you. It was presented by the
ladies of Bloomington to the Co. on its organization
for the U.S. service and has been kept by it up to the
present time It floated upon the works at Lexington
during those nine memorable days of the seige of
that place on the 18th &amp;amp; 19th of Sept it was in that position
near Andersons House known as the "Hot corner"
&lt;/p&gt;&lt;p&gt;It was struck by upwards of three hundred
balls sixty two passing through it When
the garrison was surrounded the flag was
concealed and carried of by the gallant
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Harry C. Carico who had distinguished himself by acts of humanity and daring through
the whole time of the seige Upon the reorganization
of the regiment many of the Co. hoped to fight
under their flag again and bear it proudly
aloft until the rebelion was crushed out of
existance Others came forward promptly
joined the company and filled the places
of those who were killed wounded unable
or unwilling to return They too were
anxious to fight beneath this tattered
silken emblem of our nations glory
but unfortuneately all were doomed to suffer
disappointment Yet all of these men have
served their country honestly and faithfully from the day they were mustered in
until the day they were mustered out of its service
obeying in spirit as well as in letter every order
that was given to them In the midst of a
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;formidable mutiny mocked and jeered at by those
who forgot what they had sworn to do and who were
encouraged by men who held positions that gave
them a powerful influence Tempted by the life
of idleness and pleasure which the rebelious
ones enjoyed Threatened by an overwhelming force of the Enemy and in hourly expectation of an attack When others discovered
their fine sense of "honor" and threw down their
arms which brought redoubled labor on these
men who were serving For more than two
weeks every night and every day upon
guard non commissioned officers taking their
regular turn of guard as privates in addition
to their regular duties without complaint
without a murmur of discontent all they asked
was that the Government should be notified of their
condition that they might be released from their
parole They did not desire to dictate to
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;the government what it should or should not do
or when it should do it They knew that to fall in
to the hands of the Enemy was to fall into the
hands of death and with one voice it was
said "they shall never take us alive" They
knew that Gen Carters' Command depended upon
them for subsistance Should they yield all others
who did not but were tempted to join in the mutiny
would follow them thereby virtually surrendering
to the enemy the line of communication with
this city and allowing the supplies of the army to be
cut off Governor I am proud of these men and
the manner they conducted themselves under such
trying circumstances When more or less of every
other Company yielded to Sedition and mutinied
they were found firm and at their post Although
discharged from the service before the expiration
of the term of their Enlistment and obliged to share
the consequent stigma I think that it is clearly
evident to you that these men should not receive
this punishment for the faults and crimes of
others Yet we can plainly see the neccesity of mustering the whole regiment out at the same time
Since the organization of the Co. ten of it have
given up their lives for their country twenty have
suffered from severe wounds received and thirteen
discharged from service on account of diseases
contracted in camp and eighty nine mustered out
with the regiment I am much indebted to Lt. Jas B Dent
for his indominable energy and officer like qualifications
that he has displayed on all occasions

&lt;/p&gt;&lt;p&gt;If this is the case, could you not appoint me to &lt;u&gt;one&lt;/u&gt; of the &lt;u&gt;destitute&lt;/u&gt; &lt;u&gt;regiments&lt;/u&gt; as Surgeon?
&lt;/p&gt;&lt;p&gt;I have had considerable experience in "&lt;u&gt;Military&lt;/u&gt; Practice", having been doing duty as Surgeon in different Hospitals, South, for a number of months. I have just returned from "Genl. Hospital" at &lt;u&gt;Monterey&lt;/u&gt; &lt;u&gt;Tenn&lt;/u&gt;. where I have been to work ever since its organization.
&lt;/p&gt;&lt;p&gt;I would rather be connected with a &lt;u&gt;Regiment&lt;/u&gt; than, to be detailed for &lt;u&gt;Hospital&lt;/u&gt; &lt;u&gt;Service&lt;/u&gt;, and think I could be of more service to our troops.
&lt;/p&gt;&lt;p&gt;I would refer you to Dr. H. A. Johnson Dr. J. H. Hollister Dr. N. S. Davis Dr. R. N. Isher Dr. Byford, of Chicago, Brig Sur. Derby, under whom I served at Monterey, now at Memphis, Dr. E. Andrews &amp;amp; J. M. Woodworth of the first Ill. Artillery. Brig. Sur. E. O. F. Boler, of the 55th Ill. and Brig. Sur. Charles McDougle, Medical Director at Pittsburg Landing, who employed me as "Contract Surgeon" when I went into service.

&lt;/p&gt;&lt;p&gt;I am induced to write you from the fact
&lt;/p&gt;&lt;p&gt;that you have been represented to me, by
&lt;/p&gt;&lt;p&gt;those who know you personally, as kindly
&lt;/p&gt;&lt;p&gt;disposed to, even the humblest; and
&lt;/p&gt;&lt;p&gt;specially, because I think your influ
&lt;/p&gt;&lt;p&gt;ence, if exerted in my behalf, will be
&lt;/p&gt;&lt;p&gt;of great value to me.
&lt;/p&gt;&lt;p&gt;I am a Methodist Minister; and am
&lt;/p&gt;&lt;p&gt;serving the Church in the Office of P. E.
&lt;/p&gt;&lt;p&gt;on the Danville District Illinois [Con.?]
&lt;/p&gt;&lt;p&gt;I am as a consequence much from home.
&lt;/p&gt;&lt;p&gt;In my absense last winter, two of my
&lt;/p&gt;&lt;p&gt;little sons, William E., and James S. Moore,
&lt;/p&gt;&lt;p&gt;(twins) and about fourteen years and
&lt;/p&gt;&lt;p&gt;six months old, under the Excitement
&lt;/p&gt;&lt;p&gt;produced by the Drum and fife at
&lt;/p&gt;&lt;p&gt;[at?] home, and the letters of an Older
&lt;/p&gt;&lt;p&gt;brother then in Gen. Curtis Army, left
&lt;/p&gt;&lt;p&gt;home with a view to enlist in the Service.
&lt;/p&gt;&lt;p&gt;They accomplished their purpose; I saw
&lt;/p&gt;&lt;p&gt;the officers of the Companies in whi
&lt;/p&gt;&lt;p&gt;ch they were resptively Enlisted, and
&lt;/p&gt;&lt;p&gt;demanded their discharge. These Gen
&lt;/p&gt;&lt;p&gt;tlemen promised me faithfully
&lt;/p&gt;&lt;p&gt;that it should be done. Sometime

Since then they have been sent to Benton Barracks, St Louis - One of my sons who is among them writes to me, that the Commandant of that post requires these men, in violation of the obligation of their [parol?], to perform all the usual Camp duties; &amp;amp; threatens to enforce his order &amp;amp; to imprison &amp;amp; otherwise punish those who disobey. Many of these men have been wounded, &amp;amp; are not in Condition to do duty, evenif it were proper to exact it; &amp;amp; moreover the Government are largely in arrears to them for their pay - &amp;amp; their families are suffering in Consequence
&lt;/p&gt;

&lt;p&gt;Some of the men are described as on the verge of insanity in Consequence of the unjust treatment they are receiving - "going about wringing their hands &amp;amp; weeping like children" - Your conduct in regard to our sick &amp;amp; wounded, has elicited the warm commendation of men of all parties, &amp;amp; it has been well earned -- From these exhibitions of the interest you feel in the wellbeing of our brave sons who are so especially under your care, I feel satisfied that you will not disregard my appeal made on their behalf upon any well founded Complaint of improper treatment - I know that upon a representation of similar facts to the Governor of Ohio he favorably interfered, &amp;amp; Caused the paroled prisoners of his State to be at once discharged on furlough, &amp;amp; paid off - to remain home,  &amp;amp; rest until regularly

&lt;/p&gt;&lt;p&gt;Yesterday I was invited to Col Colers and introduced to one of your "Creation" a man by the name of Paddock as first Lieut Co H 25th Regiment Ills Vol. I was surprised I was chagrined mortified, felt humbled disgraced, to think that such a Booby was thrust upon my company without their or my knowledge or consent, contrary to any known rule of Justice in any sense whatever.  Some days since at the request of Col Coler, I forwarded a reccommendation in connection with his for one I thought best qualified to fill the place And now I find this has not been respected. A captain certainly should know who is the proper one to be reccommended in his company for promotion. Whilst I know I am but Captain and the Men under me but privates - Men that are making monuments of their Bones at thirteen dollars per month and quarter Rations to gratifying the ambition of Damnable Demagouges fit companions for the Damned in Hell, I still think they are not Dogs that there wishes their comfort should at least have a little weight in the scramble for Position
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;What encouragement is there for men to do their duty. What is to emulate them in their long marches what to cheer in their days of watching and their nights of vigilance when an Executive, "By the Grace of God," becomes the sovereign, and pays no respect to what common sense in the absence of Military usage would dictate. Napoleon said "Bayonets think" yes and Bayonets act, they have acted upon the field, while traitors have been plotting evil and scrambling for Position for Pets and favorites and after this war is ended and its history began to written and finished in Blood, fearful will be the reckoning of those who have trifled and trampled upon all the rights and the few privileges of the Poor Soldier. The congratulations of Executive and Congresses is but poor consolation for the Poor Soldier when all prospect for promotion is cut off by the one Man Power There will be no more Hobbies to ride. the "Almighty Nigger" and the "dignity of Labor" are about played out. and Men are thinking, men will act different. the Men of my company when they heard your Great Speech at Tuscola uttering the sentiments of at least the equality of white men and that giving to Labor that dignity that it required thought as I did that you were honest in it, but Alas!! Actions speak louder than words
