We begin to fear that it is almost hopeless to call on the constituted authorities to give any thing like vigor and efficiency to military movement in the districts under command of Don Carlos Buell and men of his kidney. The continuance of such sticks in place, after they have demonstrated their worthlessness, is a confession that the war is to be carried on as it has been carried on heretofore, and that the vigor and courage of the Republic are to be frittered away in the objectless duties which these slave-worshipers impose upon their men. But we can at least hope that our Illinois troops, now under Buell, may be ordered to another field where they will have a chance to meet the foe, and where their exertions for the Union may not be confined to the guarding of the chicken-roosts and truck patches of their rebel enemies. Two of the best regiments that Illinois has sent into the service-- the 19th and the 24th --made up of as good material as can be found anywhere – are now under the grievous weight of Don Carlo's displeasure; are broken up into squads of twenty men each, and are scattered, or are to be scattered, along 150 miles of railroad, to guard the track, stop leaks in water tanks, and keep rebel geese from being run over by the trains-- a kind of service that new recruits can best perform, and that is intentionally disgraceful to have who have been a year in the field. For this purpose these regiments were taken from the front where they have been from the beginning, and were sent to the rear. Their offense is a grave suspicion on the part of Gen. Missouri Volunteers, since I left Ills and had the pleasure of waiting on you at Springfield Ills., I take this opportunity of asking a favor of you, which I then foolishly declined; namely, I should like to be promoted to the Ills service, where I served as 1st Lieut in the 9th Reg in the three months service. Nearly a year ago, when at Springfield Ills, I thought the danger in Missouri was eminent, and I was determined to meet the enemy on the first occasion regardless of position. I have since, with deep regret, found out, that it is a very embarrasing position for an officer in the Missouri service, who was born and raised in Ills. and who is justly pround of what Ills has done in this war, not only in battle, but also through the energy of its executive department, so much in contrast with Missouri. Outside of this, I always would be prefer, serving as a volunteer in my own native State, where a just executive eye sees and watches vigilantly, that justice is done to every soldier. During these eleven months I have served <hr /> in a Regt which has gained a reputation for its bravery in battle and its patient endurance of hunger and hardships and I may say that the two companies A and B from Belleville Ills. everywhere sustained their reputation for bravery and endurance surpassed by none in the Regt. As Riflemen and skirmishers this Regt. has a high reputation in the whole southwest army. I should prefer such a Regt. because I have, during a march of 1100 miles through an enemy's country, become theoretically and practically acquainted with this branch of the service on different occasions. Bloomington July 19" 1862 Honl Richard Yates Governor of Illinois Dear Sir I take the liberty of introducing to your acquaintance my personal Friend Jesse Bishop Esqr (for the last two years a resident of this place) who visits Springfield for the purpose of consulting with you on war matters - You can rely on his being an honest high-minded patriotic Gentleman, one worthy of trust every time, and thoroughly imbued (from the commencement of this struggle with Traitors), with the importance of prosecuting the war vigorously. He is a quiet retiring modest man, but has done much in his way to aid us in raising recruits heretofore, and will continue to do so to the end, whether he does it as a private citizen, or under a commission from your Honor. Taught school several years then engaged in the drug and medicine trade. By steady application to business I accumulated property to the value of about thirty thousand dollars. I have a trustworthy foreman who can manage all my present interests, having me at liberty to devote my whole attention to the office I solicit. I have had dealings nearly all over the state and my extensive acquaintance in other counties would assist me <hr /> greatly in making subdivision appointments. I have never before offered myself for office and never accepted an office of profit to the value of once cent. I have formerly had to look after too many mixed private interests and I want no office unless the public want me.
