Horner was committed to cleaning up corruption in the Chicago-run Democratic Party machine. An expert on Abraham Lincoln, Horner was an avid collector of Lincoln artifacts and papers. His huge collection of Lincolniana became the foundation of the Illinois State Historical Library and its successor institution, the Abraham Lincoln Presidential Library.
