Scott who is also a citizen of this County. </p><p>Dear Sir: I write at the request of Lieut G. W. P. Ebey of Co C 28th Ill. Writes a very earnest letter requesting me to advise you he is very unpleasantly situated in said Company; that he cannot get along under his Capt. John H. Brown; that the men have no confidence in him, that he lacks courage manhood, courtesy and every soldierly quality - that he has tried to relieve himself by resignation & every way in vain, and begs me to appeal to you in his behalf, which I cheerfully do. Lt Ebey is every whit a man and a soldier; he was in service in Washington Territory several months, and commanded on the field of Shiloh in the absence of his captain
