In the lower panel, men representing China and Korea stand up and leave the speech pointing out the problems they encountered as a result of maintaining a small army when Japan invaded the two countries.

Likely referring to President Woodrow Wilson, political cartoonist John T. McCutcheon makes light of Professor Windjammer's military policy in the years leading up to World War I. Wilson kept the United States neutral during his first term in office, but due to America's fledgling navy and army, Germany had little incentive to honor neutrality and commenced unrestricted submarine warfare in January of 1917, sinking American merchant vessels. Republicans, particularly General Leonard Wood and former President Theodore Roosevelt, started a Preparedness Movement, calling for an increase in military strength and numbers. At first opposed to the idea and having the backing of popular opinion, Wilson was forced to relent in the end.</text>

<text>Scott Wike Lucas was an Illinois attorney and politician. Born in Cass County, Illinois, on February 19, 1892, Lucas attended public schools and Illinois Wesleyan University, where he played baseball and other college sports. While in college, during his summers, he played baseball in the Three-I League, a semiprofessional baseball league organized in Illinois, Indiana, and Iowa. After college, Lucas attended law school and was admitted to the bar in 1915.

Lucas served in the United States Army during World War I, rising to the rank of lieutenant. He would later continue his military association by serving as commander of the Illinois Department of the American Legion.

After serving as state's attorney for Mason County in the 1920s, Lucas ran in the 1932 Democratic primary as a candidate for the United States Senate from Illinois; however, he lost his primary bid to William H. Dieterich. Governor Henry Horner then appointed Lucas chairman of the State Tax Commission, which Lucas directed from 1933 to 1935. In 1934, Lucas won election to the United States House of Representatives from Illinois. Four years later, he won election to the U.S. Senate and was reelected in 1944.

Following President Harry S. Truman's reelection in 1948, Lucas became Senate Majority Leader. He served in that capacity only two years, losing the 1950 general election in Illinois to Republican Everett Dirksen. Lucas died on February 22, 1968.

The Scott W. Lucas Collection consists of 38 photographs from Lucas' early life and political career. In addition to images of such influential American politicians as John F. Kennedy and Lyndon Johnson, the collection contains several political cartoons satirizing Lucas and other politicians.</text>

My Dear Sir

Pardon this intrusion, but it is a matter that interests you.

In the exciting contest for state senator in this District, the whole fight was Yates vs Washburne, and while the Yates men comprise all the honest voting people, yet Post Masters. Revenue officers. and Lawyers. wer opposed to you, and their name is legion, yet with only three or four men to do the hard labor we carried the District for Richards and passed a Resolution pledging to vote for no man who would not support you for United States senator. The sore heads. among the chief of whom is Eustace, have got Van Epperson on the track, and the contest will be exciting and bitter. Mr Richards & myself intend to canvass the District

thoroughly. and in order to do this some money must be expended.

Mr Richards has already spent liberally, and is not able to wage the canvass unaided and I have agreed to aid him, to the bitter end.

If you feel any interest in the matter, and know of any way we can be assisted we trust you will remember us. If we had the Profits of good fedral offices to fall back on, we would welcome the contest, but as this is not so, we must depend upon ourselves.

Washburne pledged me an appointment under the Brown Law, but alas, how uncertain is the pledge of Politicians.

We know that our noble Governor will not forget his friends, should there be any favors to distribute.

For your kindness in appointing me Drafting Commissioner. please accept my heartfelt thanks, and I am proud to know that there will

be no occassion for our services, thanks to our able and worthy Governor.

I will keep you posted as the campaign progresses.

Let me hear from you if it is not too much trouble.

Thanking God that we have a Lincoln at Washington and a Yates at Springfield I remain

Your Friend

Richard Yates

Govenor Yates

My Dear Sir

Sickness and a press of business is my reason for not acknowledging the Reciept of your kind favor containing a remmittance of fifty Dollars, for the campaign. While your friends wer labouring night and day here to have every Representative and Senator "O.K." it never entered our heads, that we could fail in the Legislature, and Govenor rest assured that it came like thunder bolt upon us, when we awoke to the dread truth, that our hopes wer blasted, and that the Seat which you have so nobly won by your patriotism and zeal for the country, must be filled by a semi-Secessionist. Never in all my life, have I taken a defeat so hard, for I had set

my heart upon it, that the next six years, you would be in the U. S. Senate.

Govenor! I must confess that it looks gloomy indeed, all over the land, defeat after defeat and traitors running rampant all over the free states. My trust is in God, but I must confess that I see but little of his work.

I am afraid the Democrats will make an onslaught on you this winter. If they do veto in Gods name any action they may take, and the loyal people will back you up.

Govenor Yates I want you to cultivate the acquaintance of our State Senator Mr Richards, for I tell you he is a man you can tie up to and confide in him any of your plans of defence, should you be assailed.

He is Keen, sharp, a man of fine talents, a gentleman, and a fine speaker, and I shall be surprised if he does not make his mark in the Senate this winter.

If there is any way that he or myself can aid you, let us know for we are bound to stand by our Govenor to the end.

I shall try and be in Springfield during the winter and then will tell you more than I can write

In great haste

Your Friend

Gov Yates

Dr Sir

Your very kind favor of the 21st inst. is at hand and contents noted. In reply I have the honor to say, that when I wrote you last August to speak here, I simply asked you to redeem a pledge of your own making.

When you wer advertised to speak at Fulton, you can judge of the feelings of our people at such a strange appointment.

The day you spoke there I was absent to fill an appointment of my own hence none of our people attended the meeting.

You spoke confidently of your chances for the U.S. Senate.

I think Governor to be frank and candid with you that you are far too sanguine unless you are relying upon strength outside of our party. I know of those opposed to you, and whether justly or not, my impression is that it will require good management to secure them.

I think some of your friends have been treated coldly and their wishes disregarded, while those who could not aid you have been treated with more than ordinary courtesy.

No matter how much I could wish this were otherwise, we must deal in facts as we find them and know them to be. Men expecting to ask public favors should ever live for his friends & let

his enemies go.

I cannot say that I am an idle spectator in this contest, & I shall watch its progress with some anxiety and shall not be indifferent as to the results.

I am strongly of the impression that some of our party men need a lesson taught them, that all men are not selfish in this context that there are those who ask none & expect none of the "loaves & fishes" only that our country may live and prosper.

Thanking you Governor for the kind spirit of your letter I remain

Yours most truly,

A. A. Terrell

Terrell A. A.

Sterling Nov. 29/64

Has received your letter &c - says when he asked you to speak there last August he only wanted you to redeem a pledge of your own making - and that when you spoke at Canton his neighbors thought it a very strange appointment. - Says he thinks you are altogether too sanguine of success in getting to Senate unless you depend upon the support of those outside of the party. he knows of those in the party who are opposed to you - and who will work for your defeat. He says you have not done as much for your friends as you have for your enemies. You have shown too many favors to those who are not reliable friends - and thinks a man who expects public favors should ever live for his friends and let his enemies go.

Thanks you for the friendly spirit of your letter

                <text>
Sterling, Ill. Nov 29, 1864

Gov Yates
