Among the numerous candidates for office here, there are but few who have had any previous knowledge of military affairs. The gallant men who are volunteering by thousands demand that great care should be exercised in the appointment of their officers. And therefore, with such views we take pleasure in commending to your favorable notice, Capt. David. P. Hancock of the 7d U.S Infantry, now in command <hr />of Ft. Ontario, Oswego New York. Wm Hancock is a graduate of West Point and has been in the army ever since, a period of seven or eight years. He went to Utah under Johnson, was promoted twice and now holds the rank of Capt. in the regular service. Was with Major [Lyide?] when against the protest of Capt Hancock and the other officers he made a a disgraceful surrender of his army. They were discharged upon [their?] parole and returned when the Government immediately placed Capt. Hancock in command at Ft. Ontario. -- Within the last few weeks they have been exchanged and Capt. Hancock writes his brother here, that he is anxious to serve the State of Illinois as Col. of one of the new regiments now organizing. Rienzi Miss Aug 12th 1862 To his excilency the Governer of Illinois, Dear Sir I saw a statement in the papers to the effect that men were to be taken from the present army to fill the offices of the new regiments now to be put in the field. Therefore I take this opportunity of making an application for one of the many places to be filled. I have been in the service one year tomorrow. And I have seen some very hard service in Missouri & Arkansas & was in the battle of Pea Ridge. And I think I am pretty well drilled - having been under Col Greusel ever since I enlisted. I do not ask for a Captain's Commission - but a Lieut's. I enlisted for the war as a private - but if I can serve my country better as one of the leaders of a company I am willing & anxious to do so. In response to a call previously made, the citizens of Old Warren held a mass meeting at Monmouth, on Saturday, the 2d inst, to take into consideration the late call of the President for volunteers. The number of persons in attendance was almost incredible, when we know that it was in the midst of the busiest season for farmers. A stand was erected for the accommodation of speakers, in Broadway, opposite the Baldwin House, and seats for the audience arranged about it. The meeting was organized by Major J. H. HOLT being called to the Chair, and J. K. RIPLEY, appointed Secretary. The Chairman first introduced E. A. STORRS, Esq., of Chicago, who addressed the audience for the space of an hour, in the eloquent and spirited style characteristic of him. He was followed by Rev. Dr. WALLACE, of Monmouth, in a speech of wonderful scope and power. The meeting was then addressed by Rev. Mr. NORTHRUP, P.E. REED, Esq. and Maj J. H. HOLT, successively, after which the meeting adjourned. We must not omit to mention the Monmouth Cornet Band which "did up" the music of the occasion in the most approved style.
