I had expected to go to Springfield today; but believing a statement of facts all that is necessary, have concluded to transmit the same in writing. I inclose communication addressed to Post Masters, which will explain to your Honor the plan contemplated. If in your judgement the plan is judicious, and would likely prove successful, in time to secure present Bounty; please fill the blanks, and telegraph the same to Tribune and Democrat without delay and hand a copy to the Journal,

&lt;p&gt;also let it have the benefit of your official sanction, and large influence. 
&lt;/p&gt;&lt;p&gt;Of course I would like to have the Colonelcy, but am willing for the center or northern part of the state to have that office; Being the originator of the movement, I think it would not be presumption to ask, and expect the Lieut Colonelcy, or Major's position. The Democrats of this county have furnished a Col. and a Lieut Col. It seems to me that the Republicans ought to be allowed at least a Lieut Col. or Major. 
&lt;/p&gt;&lt;p&gt;The plan, if successful, will doubtless secure a Regt of earnest, working, and I trust fighting Republicans. 
&lt;/p&gt;&lt;p&gt;If you decide that we have time, and that the plan is judicious, and would likely prove successful, please act promptly.

&lt;/p&gt;&lt;p&gt;Capt Partridge, just from Springfield, informs me that Your Hon appears to think, our Union men here---myself among the number---are using our influence in behalf of Genl Logan for the US Senate.  While I would not, if I had the power, do anything to detract from this well earned fame of Gen Logan, a man that I so highly esteem, yet I am free to say that I am in favor of conferring the Senatorship on one of the old, tried, cornerstones of the great &lt;u&gt;antislavery party of the County&lt;/u&gt;  That man is Gov Yates.  I have had no other choice, and have expressed in favor of none other.
&lt;/p&gt;&lt;p&gt;I have never found but one objection to Gov Yates---and that, not to his head or heart---but to one habit
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;and that one I hope he will not carry with him to the National Councils.
&lt;/p&gt;&lt;p&gt;I ask no pardon for the above, for I know your Hon prefers plainness to, sycophancy or deception.
&lt;/p&gt;&lt;p&gt;The Unionist of this place is for Gen Logan.  Why I know not.  Certainly without consulting any of our promised Union men---the course of the paper is shaped by the Editor him self.

&lt;/p&gt;&lt;p&gt;I communicated with you sometime with Refrence to haveing some persons arrested for Disloyal practices in this town but since that time other offences have occured that sink the first into insignificance I have just finished Enrolling Sub District No 14 in McDonough County fequent and almost undisguised attempts were made to take my life not only that but I find that there is great number that are armed and headed by desperate men of this County &amp;amp; Handcock but principly by Reffugees vagabonds Bushwhackers from Missouri that will inside of 3 months certainly precipitate A large portion of this Country into and armed Struggle they Boldly Say that they will have help from Prices Army as soon as they can get the Ball started here Now the fact that there will be a general outbreak here is so apparent that no Loyal Man can turn a Deaf Ear to the facts but that is not the worst feature of it this day those bold traitors are all armed and are hurrying up the conflict before Union men can get armed Last Knigh the hous where I Bourd was attacted by persons with the evident intention of Calling me out but when it had the effect to Stir up some 6 or 8 beside me it was thought best to order A hasty Retreat 6 of them was seen to take opposite directions but this is only A personal Matter or I mean to say that it was ment for me only but it is the forerunner of A general outbreak Now we have A Union League here numbering Some 150 Strong Charter No 186

&lt;p&gt;I communicated with you sometime with Refrence to haveing some persons arrested for Disloyal practices in this town but since that time other offences have occured that sink the first into insignificance I have just finished Enrolling Sub District No 14 in McDonough County fequent and almost undisguised attempts were made to take my life not only that but I find that there is great number that are armed and headed by desperate men of this County &amp;amp; Handcock but principly by Reffugees vagabonds Bushwhackers from Missouri that will inside of 3 months certainly precipitate A large portion of this Country into and armed Struggle they Boldly Say that they will have help from Prices Army as soon as they can get the Ball started here Now the fact that there will be a general outbreak here is so apparent that no Loyal Man can turn a Deaf Ear to the facts but that is not the worst feature of it this day those bold traitors are all armed and are hurrying up the conflict before Union men can get armed Last Knigh the hous where I Bourd was attacted by persons with the evident intention of Calling me out but when it had the effect to Stir up some 6 or 8 beside me it was thought best to order A hasty Retreat 6 of them was seen to take opposite directions but this is only A personal Matter or I mean to say that it was ment for me only but it is the forerunner of A general outbreak Now we have A Union League here numbering Some 150 Strong Charter No 186&lt;/p&gt;&#13;

He is a Graduate of the Norwich Military Academy was for two years Principal of the Harrisburg Military Institute under the Patronage of the State of Penna. and he has been for 14 months Major of the 13th Ills. He is a resolute,

&lt;/p&gt;&lt;p&gt;Dear Gov I wish you would do a good thing for a noble soldier, Segt Henry Sturges, formerly publisher of this paper, volunteerd for the war about a year ago in the 4th Ill Cavlry Co "H," and has, we learn, done his duty manfully and bravely.  He left a young wife and two children at home entirely dependent upon him for support.  Of his capacity, courage and value we have the best evidence from the boys in his Company.  It would be just to him, and a great deed of mercy to his family, to promote him.  He would make an excellent Capt. or Lieut.
&lt;/p&gt;&lt;p&gt;As to his loyalty, his record is a good one.  He conducted this paper during the Presidential Campaign, and labored hard for you in this County.  He left a good-paying business, and, like a true patriot, volunteered as a private, and has served his country [fully the honor] alone.

He left a young wife and two children at home entirely dependent upon him for support.  Of his capacity, courage and value we have the best evidence from the boys in his Company.  It would be just to him, and a great deed of mercy to his family, to promote him.  He would make an excellent Capt. or Lieut.
&lt;/p&gt;&lt;p&gt;As to his loyalty, his record is a good one.  He conducted this paper during the Presidential Campaign, and labored hard for you in this County.  He left a good-paying business, and, like a true patriot, volunteered as a private, and has served his country [fully the honor] alone.

&lt;/p&gt;&lt;p&gt;You are doubtless in possission of a recommendation for a commission for myself as Captain of Company H Ill 26th Regmt Vol. and in this capacity I have been acting for two months. the truth is this Col John. Mason Loomis has been makeing me beleive all the while, that I would certainly draw pay from the time of Entering Upon Service as Chaplain, which was the Last week in August 1861. in October I went out, by his permission, on recruiting service.  I succeeded in sending in what is now Co H. then 48 strong, now above Minimum, when I was proposed to the Co as Capt. by Col Loomis. it was only as 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Temporary Capt. to serve until the Regmt was filled.. the co. on muster day was but 48. privates strong this presented my drawing pay. as Capt. and I could not as Chaplain, though I have been regarded as such. all the while. - a few nights ago, the Col called Me to council, showing me a Letter from a Capt in your State proposing a full Co for this Regmt. there is a squad called Co K. the men, will be assigned to other Companies that will Leave Capt Fox without men. the Col proposes, now to give me the Chaplaincy. Lieut Woolland, to take the place of Capt. this will make place for Capt Fox. I see in Saturdays paper, there is a prospect of annulling the office of Chaplain in the Regmts. by congress I have spent near three hundred dollars, in the Service, and have never drawn a Red if I may hold the place of Chaplain for a Length of time sufficient to justify my takeing the place, then
