Logan, Cunningham, Hundley, Pulley and others, have assisted in getting up a company for the so called "Southern Confederacy." The company so organized, departed rejoicing in their treacherous mission of blood: and the men above named, are making efforts for another company, whose destination will be the same. They have mobbed the Press, and driven away the Editor. The few Union men therefore, privately petition your Excellency to quarter soldiers in Marion, for the protection of our lives, and property. The freedom of speech, and the freedom of the Press, is buried far down in this the &lt;u&gt;darkest hole&lt;/u&gt; in "Egypt."

I suppose you have been informed as to the result of our election [Barrington?] was elected Captn and Wm
Avery by an unjust decision 2nd Lieut he only got 37 votes out of 108. We had supposed it should have been a majority vote and were told so by the judges previous to election but next day were informed that a plurality vote elected we were about to break up the company on account of it but rather than return home as it would look like a disgrace we acquiesced and were sworn into the U.S. Service Saturday morning 18 of the New Boston men refused the oath and 1 from Keithsburg Jim Nelson as the

&lt;p&gt;company is now Composed I do not believe the same officers could be again elected they are wholly unfit for their position and I believe nothing but the desire of being of Service to the Country causes a majority to serve under them. Timmons the orderly Sergt. who was elected in New Boston and was found unfit for the duty not only from incapacity but he has been drunk and has been cut severely in the hand in a row in the City is Still kept in his position to satisfy the boys before election it was pretended he resigned and that I should take the position as I had all along performed the duty when there was writing to be done and I was reported to Capt. Pope as orderly. This I suppose was done to make the men believe that I was fittest for orderly and should not be run for anything else But since then he retains his position and nothing has been done to remove him I expect when we get regularly into Service such will not be the case. the man will then speak for himself and elections will

&lt;p&gt;not be governed by the influence of whiskey We have no information as to our destination but it is said that the six regiments would be encamped in 2 Divisions and that this would be one of the places of encampment that we were to receive the other two regiments this week. We are not yet uniformed. The U. S. has sent on Blankets but they are very inferior. I would not exchange your gift for 2 pairs of them. We are well off now in that respect. Harry Weaver and I can make a good bed between us we have our Shanty for sleeping boarded with plenty of hay on that and six Blankets between us We all take our share in cooking. We have 2 cooks 3 water carriers 2 dish washers 1 [Chamberlain?] and 1 Wood carrier. We have to go for water a little over a quarter of mile within the encampment. I am exempted or at least have been up to this time from guard duty so that I am not exposed to night dews We have preaching here twice on Sundays at 10 A.M. and at 3 P.M. when we have a

&lt;p&gt;large concourse of the citizens here we have large numbers of visitors in the camp every day from 10 A.M. till sundown so that it has a very lively appearance we have got into bad odor with the citizens on account of the unruly members of the different companies the Mercer Compy get their share of it and not more than they deserved but things are assuming a better appearance since they have been sworn into U.S. Service. this is caused perhaps not only from being kept closer in their quarters but they are getting rid of whatever money they may have fetched from home, so that they cannot procure liquor John Bevins was here last week for 3 days with his wife and Sister in law I believe his object was to obtain a Sutlers place but there were no appointments made outside of the Regiment John Miles joined our Compy at Monmouth with the expectation of promotion but he was disappointed he got no place. I suppose you have been informed as to the result of our election [Barrington?] was elected Captn and Wm
Avery by an unjust decision 2nd Lieut he only got 37 votes out of 108. We had supposed it should have been a majority vote and were told so by the judges previous to election but next day were informed that a plurality vote elected we were about to break up the company on account of it but rather than return home as it would look like a disgrace we acquiesced and were sworn into the U.S. Service Saturday morning 18 of the New Boston men refused the oath and 1 from Keithsburg Jim Nelson as the

&lt;p&gt;company is now Composed I do not believe the same officers could be again elected they are wholly unfit for their position and I believe nothing but the desire of being of Service to the Country causes a majority to serve under them. Timmons the orderly Sergt. who was elected in New Boston and was found unfit for the duty not only from incapacity but he has been drunk and has been cut severely in the hand in a row in the City is Still kept in his position to satisfy the boys before election it was pretended he resigned and that I should take the position as I had all along performed the duty when there was writing to be done and I was reported to Capt. Pope as orderly. This I suppose was done to make the men believe that I was fittest for orderly and should not be run for anything else But since then he retains his position and nothing has been done to remove him I expect when we get regularly into Service such will not be the case. the man will then speak for himself and elections will

&lt;p&gt;not be governed by the influence of whiskey We have no information as to our destination but it is said that the six regiments would be encamped in 2 Divisions and that this would be one of the places of encampment that we were to receive the other two regiments this week. We are not yet uniformed. The U. S. has sent on Blankets but they are very inferior. I would not exchange your gift for 2 pairs of them. We are well off now in that respect. Harry Weaver and I can make a good bed between us we have our Shanty for sleeping boarded with plenty of hay on that and six Blankets between us We all take our share in cooking. We have 2 cooks 3 water carriers 2 dish washers 1 [Chamberlain?] and 1 Wood carrier. We have to go for water a little over a quarter of mile within the encampment. I am exempted or at least have been up to this time from guard duty so that I am not exposed to night dews We have preaching here twice on Sundays at 10 A.M. and at 3 P.M. when we have a

&lt;/p&gt;&lt;p&gt;On a memorial, signed by their Excellencies, the Governors of Ohio, Illinois &amp;amp; Indiana, and handed to me yesterday, by the second of those high functionaries.
&lt;/p&gt;&lt;p&gt;1.  The signers are of "opinion that the U. States should, at an early day, take possession of prominent points in Kentucky - such as Louisville, Covington, New Port, Columbus, &amp;amp;c. Memphis, New Orleans &amp;amp;c &amp;amp;c and the railroads leading from the same, South."
&lt;/p&gt;&lt;p&gt;Independent of this paper, the U.S. had occupied New Port, adjoining Covington, and Col. Anderson had been directed to establish his head quarters as the Commander of the Department of Kentucky, at Louisville, and in conjunction with the Surveyor of the Customs, there, to restrict exports thence by land &amp;amp; water.  And Major General McClellan had been instructed to give reasonable aid to the friends of the Union across the Ohio &amp;amp; across the Mississippi.  Under this authority he might, if he had thought it expedient, have occupied Columbus.  But many of the wisest &amp;amp; best Union men in Kentucky have strongly intimated that thrusting protection upon their people is likely to do far more harm than good, &amp;amp; probably, the danger can be better estimated at home, than by friends abroad.
&lt;/p&gt;&lt;p&gt;2.  The memorial suggests that if Col. Anderson cannot find loyal Kentuckians enough to sustain the Union cause in Kentucky that

&lt;hr /&gt;
&lt;p&gt;regulars might be employed &amp;amp;c.  But Col. A. had already raised two regiments of loyal Kentuckians &amp;amp;c.
&lt;/p&gt;&lt;p&gt;3. The signers next say that if their "suggestions be approved, Major General McClellan should, at once, be advised &amp;amp;c." &amp;amp; add: "It is important that the plan of the campaign, in the West, should be fixed upon, &amp;amp; that the Major Genl. of the Division should be furnished the means, &amp;amp; be instructed to shape the military movements of his Department so as to carry it into effect at the earliest period"
&lt;/p&gt;&lt;p&gt;Promising that it is for the Government to furnish the means, I in great deference to their Excellencies, beg to say that, in two letters addressed to Major Genl. McClellan, dated, respectively, the 3d &amp;amp; 21st instant, I had given, to the best of my poor abilities, a plan of campaign (somewhat unlike their suggestions) in order that he might shape his "military movements" &amp;amp; prepare his means of execution accordingly.
&lt;/p&gt;&lt;p&gt;4.  The suggestions of the governors conclude with this proposition:  "Authority ought also to be given to occupy points in Tennessee &amp;amp; Missouri."
&lt;/p&gt;&lt;p&gt;In discussing the memorial before Gov. Yates &amp;amp; several U. States Senators, it was urged by some of the latter, &amp;amp; I think, concurred in by his Excellency, that Memphis ought to be immediately occupied.  This would, certainly, be to begin a campaign without preparation.  (Let us suppose Memphis to be threatened:  Before the expedition could

&lt;p&gt;reach the point of attack - say with 10,000 men - the enemy would certainly interpose at least the double of that number, &amp;amp; if we commence with 20,000, the same thing would occur, when the cries for reinforcements being constantly repeated would probably sweep Ohio, Indiana Illinois &amp;amp;c of their respective quotas of volunteers, &amp;amp; leave us nobody, from those States, for pushing the war to a close at the right season; for the troops about Memphis would not only have lost the opportunity of acquiring tactical instruction, during the summer &amp;amp; autumn, but would be so enfeebled, by fevers, as to be scarcely able to do duty before late in the winter.)

&lt;/p&gt;&lt;p&gt;I wrote to you on the 25th of last month about the traitors in our County seat &amp;amp; I now write to you again on the same subject by the urgent request of many union men boath Republicans &amp;amp; Democrats &amp;amp; we sincerely hope that you will thoroughly investigat the whole business &amp;amp; crush out treason at home as well as abraud. 
&lt;/p&gt;&lt;p&gt;On the 25 inst a No of our Citizens in Marion met by agreement a No of others at Wardsvill about 9 miles south of town &amp;amp; formed a secetion company of 85 men, elected their officers &amp;amp; wer then addressed by James Pulley our Rept, John A Clemeson, our states Atorney, Robert Hunley &amp;amp; John Cunningham &amp;amp; I am
informed that they all made as strong secetion speaches as they were caipable of making &amp;amp; that they aided &amp;amp; assisted the 85 rebells &amp;amp; that some of them went with them to the Ohio river &amp;amp; saw them safely land in
Paduch Ky on their way to Memphis Tenn to fite under Pillow &amp;amp; against our Country.

&lt;/p&gt;&lt;p&gt;I was in Marion on Yesterday the 28 inst &amp;amp; was informed that thes same pretious rascals were trying to form an otherer company with fair prospects of success, for Jeff Davis. &amp;amp; I was urged &amp;amp; pressed on all sides &amp;amp; by all parties to write to you &amp;amp; get you to thoroughly investigate the whole business &amp;amp; bring all of their leaders to justice for if you do not attend to this business &amp;amp; effectually put down treason here God only knows what will become of us down here in Southern Ill. The Union cause is now gainning ground here every day &amp;amp; we have almost a majority in this Co, but the Devils in human form do but little else but drink whiskey &amp;amp; hatch treason &amp;amp; if they were well treated according to their Crimes &amp;amp; be put where all traitors ought to be we would not only [have tried?] in Marion but would soon have a large majority of Union men in this Co. Do not understand me to say that I was an eye witness to the above statements but I can find men who were &amp;amp; I believe the evidence is abondant against them &amp;amp; can be procured when needed. I did
here our States Atorney say that the last treason acts that our legislature passed could or would

&lt;p&gt;not be enforced in this Co &amp;amp; our Clerk of our Circuit Cort agreed with him &amp;amp; I did here Jim Pully say about the middle of last april with an oath that he would vote for Dick Yates Malitia bill if he Yates or Lincoln would attempt to make Cairo a military point for if they did attempt to do so the railroad would be destroyed &amp;amp; the bridges torn up. &lt;/p&gt;&lt;p&gt;On the 25 inst a No of our Citizens in Marion met by agreement a No of others at Wardsvill about 9 miles south of town &amp;amp; formed a secetion company of 85 men, elected their officers &amp;amp; wer then addressed by James Pulley our Rept, John A Clemeson, our states Atorney, Robert Hunley &amp;amp; John Cunningham &amp;amp; I am
informed that they all made as strong secetion speaches as they were caipable of making &amp;amp; that they aided &amp;amp; assisted the 85 rebells &amp;amp; that some of them went with them to the Ohio river &amp;amp; saw them safely land in
Paduch Ky on their way to Memphis Tenn to fite under Pillow &amp;amp; against our Country.

The Union cause is now gainning ground here every day &amp;amp; we have almost a majority in this Co, but the Devils in human form do but little else but drink whiskey &amp;amp; hatch treason &amp;amp; if they were well treated according to their Crimes &amp;amp; be put where all traitors ought to be we would not only [have tried?] in Marion but would soon have a large majority of Union men in this Co. Do not understand me to say that I was an eye witness to the above statements but I can find men who were &amp;amp; I believe the evidence is abondant against them &amp;amp; can be procured when needed. here our States Atorney say that the last treason acts that our legislature passed could or would

&lt;/p&gt;&lt;p&gt;1. When the first troops were sent to Cairo, it was necessarily done in great haste, &amp;amp; there being at that time no mustering officer in the State, they were sent without being mustered into the service or formed into a regiment - In the subsequent organization of the first six Regiments in Ill. a part of the forces being at Cairo and a part at Springfield, it was found at Cairo that there were two extra companies beyond the number necessary to form a Regiment at that point - the mustering officer mustered these two companies into the Service in addition to the ten, which constituted the Regiment, &amp;amp; they have since been attached to Col. Prentiss Regiment
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;2 
&lt;/p&gt;&lt;p&gt;and doing service. These two companies insisted on continuing in the service, &amp;amp; under the circumstances, they having gone into service on  call without stopping to form a Regiment, it was conceived in Ill. that they had claims which ought not to be rejected -
&lt;/p&gt;&lt;p&gt;2. There are also at Cairo about two hundred men in the artillery service with about Eighty horses These men also went to Cairo on the first call &amp;amp; have been in service ever since, supplied by the State except one company mustered in as infantry are not recd into the U.S. Service. There was an absolute necessity for artillery at Cairo at that time, which still continues, &amp;amp; the only artillery were there, with some twenty pieces are those provided by the State - The Government has recently sent
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;3
&lt;/p&gt;&lt;p&gt;some large Guns to Cairo but no men to manage them These artillery men, which are believed to be efficient, many of them having seen service before they repaired to Cairo, ought it is believed to be recd into the U.S. Service for three years.
&lt;/p&gt;&lt;p&gt;&lt;br /&gt;
3. The commanding officer at Cairo made a requisition on the Governor &amp;amp; the State for some cavalry, as essential to his proper defense of the place, and one hundred men fully armed &amp;amp; equiped &amp;amp; furnished with horses were sent to that place and are now in service at State expense. These it is also believed should be mustered into U.S. Service for three years -
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;4
&lt;/p&gt;&lt;p&gt;4. The State of Illinois has now organized &amp;amp; in ten different camps, ten full Regiments of Infantry. Six of these Regiments have been accepted by the U.S. for three years, leaving the other four on the hands of the State, and they will be disbanded and return to their homes under the law at the end of thirty days unless they should in the mean time be accepted by the U.S. These ten Regiments all
went into camp, under a pledge to respond to any call of the U.S. and to send four of them home, while six are accepted creates an invidious distinction and much dissatisfaction - The State also has organized armed, equipped for thirty days five companies of cavalry and a battalion of artillery, a portion of both the cavalry &amp;amp; artillery are at Cairo, their services being needed at that point -

&lt;/p&gt;&lt;p&gt;General &amp;amp; three Brigadiers, while up to this time she has but a single Gen. who was elected by the three months men, to wit, Gen. Prentiss now in command at Cairo.

When the first troops were sent to Cairo, it was necessarily done in great haste, &amp;amp; there being at that time no mustering officer in the State, they were sent without being mustered into the service or formed into a regiment - In the subsequent organization of the first six Regiments in Ill. a part of the forces being at Cairo and a part at Springfield, it was found at Cairo that there were two extra companies beyond the number necessary to form a Regiment at that point - the mustering officer mustered these two companies into the Service in addition to the ten, which constituted the Regiment, &amp;amp; they have since been attached to Col. Prentiss Regiment
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;2 
&lt;/p&gt;&lt;p&gt;and doing service. These two companies insisted on continuing in the service, &amp;amp; under the circumstances, they having gone into service on  call without stopping to form a Regiment, it was conceived in Ill. that they had claims which ought not to be rejected -
&lt;/p&gt;&lt;p&gt;2. There are also at Cairo about two hundred men in the artillery service with about Eighty horses These men also went to Cairo on the first call &amp;amp; have been in service ever since, supplied by the State except one company mustered in as infantry are not recd into the U.S. Service. There was an absolute necessity for artillery at Cairo at that time, which still continues, &amp;amp; the only artillery were there, with some twenty pieces are those provided by the State - The Government has recently sent
&lt;/p&gt;

&lt;/p&gt;&lt;p&gt;some large Guns to Cairo but no men to manage them These artillery men, which are believed to be efficient, many of them having seen service before they repaired to Cairo, ought it is believed to be recd into the U.S. Service for three years.
&lt;/p&gt;&lt;p&gt;&lt;br /&gt;
3. The commanding officer at Cairo made a requisition on the Governor &amp;amp; the State for some cavalry, as essential to his proper defense of the place, and one hundred men fully armed &amp;amp; equiped &amp;amp; furnished with horses were sent to that place and are now in service at State expense. These it is also believed should be mustered into U.S. Service for three years -

&lt;/p&gt;&lt;p&gt;4. The State of Illinois has now organized &amp;amp; in ten different camps, ten full Regiments of Infantry. Six of these Regiments have been accepted by the U.S. for three years, leaving the other four on the hands of the State, and they will be disbanded and return to their homes under the law at the end of thirty days unless they should in the mean time be accepted by the U.S. These ten Regiments all
went into camp, under a pledge to respond to any call of the U.S. and to send four of them home, while six are accepted creates an invidious distinction and much dissatisfaction - The State also has organized armed, equipped for thirty days five companies of cavalry and a battalion of artillery, a portion of both the cavalry &amp;amp; artillery are at Cairo, their services being needed at that point -

&lt;/p&gt;&lt;p&gt;My object is to call your attention to the character of the officers that have been elected in the company that went from this (Mercer)
County - the two lieutenants and first orderly Sargent are all addicted to drunkenness and immorality, and are incompetent. the Captn
[Benington?] I believe to be a sober man but in point of general inteligence and education he is very deficient. I think before granting commissions to them it would be well to inform yourself of the facts -
&lt;/p&gt;&lt;p&gt;Enclosed you have a letter I received from a young man who has lived with me for a length of time, whom I can recommend, not only as inteligent and well educated but as a good chistian , and a gentleman in evry respect, and altho I am not advised that he wishes any office

Subject to a call of the President for three years or Longer, having seen Telegraphic report to the effect that you had prevailed on the President to accept the Services of ten additional Regiments from this State, and the letter circular of the Secty of War of May 22d instructing the Governors of the States to appoint all the officers from Colonel down to Lieutenants, I am induced to offer you my services either as Colonel, Lieut Col or Major feeling myself capable of undertaking and discharging the Command of either office. I was in the war with Mexico in 3d Regt Ills Vol, under Capt Lawler, now Col Commanding 9th Congressional Regiment, and to whom I would Respectfully refer your Excellency, also to Col E.D. &lt;/p&gt;&lt;p&gt;What an eventful chapter of our Worlds history has been written within the last few Months And each succeeding day brings numerous startling incidents the latest is that of the death of Judge Douglass Your cares and responsibilities were very great before but now doubly so Now Gov. Yates May I confiding in your high honor and integrity as a gentleman May I in confidence and frankness make some suggestions upon the subject of Douglasses successor in the Senate. Not waiting for an affirmative reply but trusting alone in you sense of honor as to retaining alone for your own ear what I have to say 1st Then let me say Now you have the power in your own hands to select some one in whose ability, honor,
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;and integrity you can confide and make him "A Man" yes a Man in every sense of the word and My first suggestion is to take one who
is yet comparatively unknown but one who has the necessary qualifications when called into action to Make a respectable and safe Senator We have numerous Men of ambition and of considerable distinction in our State who will be fully ready to serve their country at all times and especially in the place now made vacant by the common destroyer of all our earthly hopes Amongst our great Men then
are those who will consider that this place belongs to them the ones who are excelled by their competitors will feel that their rights and claims have not been respected and they must be avenged Why Not treat all old claims and old heads alike and give this place to one who has not been an old "race horse"
&lt;/p&gt;&lt;p&gt;2nd You should controll this vacancy so that at the next election of a State Senator your own way would not be hedged up and all this you now have in your own power

&lt;p&gt;as sure as the world [stands?] and if if you do not avail yourself of it now it is your own fault At that time it would be proper appropriate and just that it should be so for custom &amp;amp; usage has established it and affairs may now be so controlled and put in Motion that all these things will be perfectly safe and secure I wish I could get your ear and I would talk the whole matter over and show you how, but you can imagine as well as I describe And Now Governer let me say that I am fully confident that you can by following my suggestions be the means of confering on of the greatest earthly favors on some one and base would be that heart that would not only appreciate properly such a favor but be always ready to reciprocate and feel themselves ever under a debt of gratitude If you could determine to appoint the person such as I have suggested you would not only secure the best interests and safety of of our free institions and this should be of the first moment in making the appointment

&lt;p&gt;but let me assure you for I know for whom I speak that if you will secure the place for the name I will write or have written if you choose to do so I again doubly and solemnly assure you it shall in no way in no possible contingency be in the way of or opposed to your interests or promotion but on the contrary will be subservient to those things It will in every sense of the word work to your interests I mean just what I say and would say much more if you were here And Now Governor after thinking of these things Please write me and if there is any prospect or your seeing things in the light in which I do please inform me at once and any thing you may say to me upon this subject in Confidence I assure you upon the honor of a Man will never, never be revealed and having the same confidence in you I

&lt;/p&gt;&lt;p&gt;What an eventful chapter of our Worlds history has been written within the last few Months And each succeeding day brings numerous startling incidents the latest is that of the death of Judge Douglass Your cares and responsibilities were very great before but now doubly so Now Gov. Yates May I confiding in your high honor and integrity as a gentleman May I in confidence and frankness make some suggestions upon the subject of Douglasses successor in the Senate. Not waiting for an affirmative reply but trusting alone in you sense of honor as to retaining alone for your own ear what I have to say 1st Then let me say Now you have the power in your own hands to select some one in whose ability, honor,
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;and integrity you can confide and make him "A Man" yes a Man in every sense of the word and My first suggestion is to take one who
is yet comparatively unknown but one who has the necessary qualifications when called into action to Make a respectable and safe Senator We have numerous Men of ambition and of considerable distinction in our State who will be fully ready to serve their country at all times and especially in the place now made vacant by the common destroyer of all our earthly hopes Amongst our great Men then
are those who will consider that this place belongs to them the ones who are excelled by their competitors will feel that their rights and claims have not been respected and they must be avenged Why Not treat all old claims and old heads alike and give this place to one who has not been an old "race horse"
&lt;/p&gt;&lt;p&gt;2nd You should controll this vacancy so that at the next election of a State Senator your own way would not be hedged up and all this you now have in your own power
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;as sure as the world [stands?] and if if you do not avail yourself of it now it is your own fault At that time it would be proper appropriate and just that it should be so for custom &amp;amp; usage has established it and affairs may now be so controlled and put in Motion that all these things will be perfectly safe and secure I wish I could get your ear and I would talk the whole matter over and show you how, but you can imagine as well as I describe And Now Governer let me say that I am fully confident that you can by following my suggestions be the means of confering on of the greatest earthly favors on some one and base would be that heart that would not only appreciate properly such a favor but be always ready to reciprocate and feel themselves ever under a debt of gratitude If you could determine to appoint the person such as I have suggested you would not only secure the best interests and safety of of our free institions and this should be of the first moment in making the appointment

&lt;p&gt;but let me assure you for I know for whom I speak that if you will secure the place for the name I will write or have written if you choose to do so I again doubly and solemnly assure you it shall in no way in no possible contingency be in the way of or opposed to your interests or promotion but on the contrary will be subservient to those things It will in every sense of the word work to your interests I mean just what I say and would say much more if you were here And Now Governor after thinking of these things Please write me and if there is any prospect or your seeing things in the light in which I do please inform me at once and any thing you may say to me upon this subject in Confidence I assure you upon the honor of a Man will never, never be revealed and having the same confidence in you I

&lt;/p&gt;&lt;p&gt;A number of the lads of some of the first families here have formed themselves in to a a Millitary Co (Anderson Light Guard) &amp;amp; requested me to be their drill Master which I have consented to do. We have no arms suitable &amp;amp; will be greatly obliged if you will give us your influence to procure 1 case 20 Stand with accouterments of the carbines, a short piece similar to one which Quarter Master Dunlap bought here some time since, Something like a Musket but much shorter &amp;amp; bright, with a bayonet if possible, if not without &amp;amp; have them shipped immediately to me &amp;amp; I will see that good care is taken of them, &amp;amp; will give a bond if necessary. It seems to me that these times call for all, old &amp;amp; young to be ready for this country's service. I should have gone with the Jacksonville Volunteers in this, had my health been good, but will do all I can in drilling both men &amp;amp; lads for the service &amp;amp; have been drilling some of the companies at Camp Duncan when duties here at the Inst would permit. Allow me to make one suggestion which I hope will not be out of place, &amp;amp; which is not
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;intended to reflect on any one. The regament here does not drill enough in double quick time, or the [rain?] it could be done as well by troops of the line, as by the two flank Cos &amp;amp; may be of much service &amp;amp; cannot be injurious to the quick time, but rather help in that, &amp;amp; in case of action, any part of the line is overpowered, it can be supported much quicker &amp;amp; with less loss, &amp;amp; may even save a battle. The southern troops drill much in double quick I suspect &amp;amp; as we wish to meet them prepared allow me to say we must have the double quick it can be done in Scotts Heavy drill as well as in the light &amp;amp; of course prevents the necessity of having so many cavelry companies (with the expense &amp;amp; no horse to see to) as the European souldiers some times run 5 mile in 60 minutes! The present are Rail Road &amp;amp; Telagraph times; &amp;amp; it seems to me that we must be up to the times in our millitary evolutions to be efficient, I will through you to the proper Officers offer my services of course gratuitously (during vacation, &amp;amp; after if necessary) for I want no pay - to drill any of the companies here at Camp Duncan &amp;amp; shall be happy to do all I can to aid the glorious Cause of our country I formerly belonged to the Hartford Light Guard of Conn. under Gen Seymour than whom a better drill master is not in New England he being a graduate of the Millitary Academy &amp;amp; every inch a Soldier. &lt;/p&gt;&lt;p&gt;The Press, I notice, is busy with the question who is to be the Successor of Senator Douglas? 
&lt;/p&gt;&lt;p&gt;Here, as elsewhere, that question has been a good deal discussed. Our Circuit Court is in session and in conversation with a good many of our Citizens I find that all would be highly gratified by the appointment of Hon O. H. Browning. Having been intimately acquainted with him for twenty five years, and seen his intellectual resources tested under trying circumstances, I
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;am satisfied that the government could not in its present emergency have an abler adviser than Mr. Browning.
&lt;/p&gt;&lt;p&gt;As Whig &amp;amp; Republican he has done, at least on this side of the State, more effective service in the cause of the Country, than any man I can name.
&lt;/p&gt;&lt;p&gt;In connection with the place I see the names of good Anti-Nebraska Democrats suggested
&lt;/p&gt;&lt;p&gt;It seems to me that that branch of the Republican party is sufficiently represented by Judge Trumbull, and that the old Whig branch of the party have a right to be heard.
&lt;/p&gt;&lt;p&gt;I see that the Chicago Tribune takes the ground that a Doug

&lt;/p&gt;&lt;p&gt;Here, as elsewhere, that question has been a good deal discussed. Our Circuit Court is in session and in conversation with a good many of our Citizens I find that all would be highly gratified by the appointment of Hon O. H. Browning. Having been intimately acquainted with him for twenty five years, and seen his intellectual resources tested under trying circumstances, I

&lt;p&gt;am satisfied that the government could not in its present emergency have an abler adviser than Mr. Browning.
&lt;/p&gt;&lt;p&gt;As Whig &amp;amp; Republican he has done, at least on this side of the State, more effective service in the cause of the Country, than any man I can name.
&lt;/p&gt;&lt;p&gt;In connection with the place I see the names of good Anti-Nebraska Democrats suggested
&lt;/p&gt;&lt;p&gt;It seems to me that that branch of the Republican party is sufficiently represented by Judge Trumbull, and that the old Whig branch of the party have a right to be heard.
&lt;/p&gt;&lt;p&gt;I see that the Chicago Tribune takes the ground that a Doug

&lt;/p&gt;&lt;p&gt;The States of Missouri and Kentucky have refused to furnish their quota of troops to the general government. They must therefore be regarded as our enemies; those who are not for us, are against us. It matters not that there are, at the present time, many
loyal citizens in those states, so long as their governers side with the Secessionists they must be regarded as our enemies, and in order to protect our borders, must be treated accordingly.
&lt;/p&gt;&lt;p&gt;In time of war the first lesson of every general is forsight.
&lt;/p&gt;&lt;p&gt;Illinois from the position which she occupies has a great part to perform.
&lt;/p&gt;&lt;p&gt;First, she must defend her borders.
&lt;/p&gt;&lt;p&gt;If we look on the map we find our state separated from Missouri by the Mississippi river, on the west, and from Kentucky, on the south, by the Ohio, the border to be defended stretching from Warsaw to Cairo, about 300 miles, and from Cairo to the Wabash, about 120 miles, in all about 420 miles. That such an
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;2
&lt;/p&gt;&lt;p&gt;extent of country cannot be successfully defended by ten regiments every man, on a few moments reflection, will readily admit; As for myself I believe it will require ten times that number of troops.
&lt;/p&gt;&lt;p&gt;It is to be expected that the enemy in time of war will attempt to occupy such points as will be to them most advantageous.
&lt;/p&gt;&lt;p&gt;Some of those places in Illinois of which the enemy will doubtless endeavor to obtain possession are as follows,
&lt;/p&gt;&lt;p&gt;1st Quincy, in order to occupy the northern part of the State, and the Chicago and Quincy railroad.
&lt;/p&gt;&lt;p&gt;2nd Grafton and Milan, that they may command the mouth of the Illinois river.
&lt;/p&gt;&lt;p&gt;3d At Illinois Town, to command the railroads running to the north and east,
&lt;/p&gt;&lt;p&gt;4th The enemy will endeavor to station forces at Kaskaskia and Breesville, to command the small streams entering the Mississippi at those points and the railroad from Chicago to Cairo,
&lt;/p&gt;&lt;p&gt;5th At Shawneetown Elizabethtown or near Liberty, on the Ohio in order to occupy the southern part of the State.
&lt;/p&gt;&lt;p&gt;In the mean time we seem to blieve that
&lt;/p&gt;

&lt;/p&gt;&lt;p&gt;Cairo is the key of Illinois and the only point at which an attack is to apprehended.
&lt;/p&gt;&lt;p&gt;In time of war every thing is possible; Forsight should be doubled, Even with the utmost vigilance we will fail to foresee all the enemie's movements. One false step, or one strategic position overlooked may cause us more harm than can be retrieved by two successful battles.
&lt;/p&gt;&lt;p&gt;If the enemy attempts to make inroads into our state, it will probably be only by a sort of Guerilla warfare. We cannot tell when, where or at how many places at once, they may attack us.
&lt;/p&gt;&lt;p&gt;The passage of the Mississippi and the Ohio will be easier for them because they may take advantage of darkness and fog - an alliance against which we cannot fight.
&lt;/p&gt;&lt;p&gt;This makes it easy for their troops to enter our country, for the moment, at places where they would be least expected, for the purpose of plundering our citizens. From such incursions our citizens should be protected.
&lt;/p&gt;&lt;p&gt;Every river mouth, the termination of every railroad and every other point which might be of advantage to the enemy should be occupied by our troops; and should the troops stationed at these points prove insufficient, then should
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;4
&lt;/p&gt;&lt;p&gt;the citizens of the adjacent country form themselves into home guards to aid in their own defense. Besides these, we want small numbers of flying troops to reconnoitre the border and give report of the enemy's movements.
&lt;/p&gt;&lt;p&gt;We should also station larger forces at Peoria, Springfield, Alton and Centralia, because from these points we can, in any emergancy, most readily furnish assistance to the different points along our border.
&lt;/p&gt;&lt;p&gt;It would also be wise to establish larger forces at Kaskaskia and Breesville on the Missipissippi and below the mouth of the Wabash, on the Ohio, than at Quincy because, the enemy are able to bring larger forces to these points, and, should they succeed in obtaining possession of the Illinois Central Railroad, they can occupy the Southern portion of our state and attack our forces at Cairo both in front and rear.
&lt;/p&gt;&lt;p&gt;If the enemy coming from Kentucky and Missouri find us unprepared and should they be able to unite their troops in our state and find sympathy and help from the people, they can give us much trouble because in most cases the aggressor has the advantage
&lt;/p&gt;

&lt;/p&gt;&lt;p&gt;against his antagonist.
&lt;/p&gt;&lt;p&gt;If we carry the war into the South then shall we need about 100,000 men, including those for the protection of our border, with the necessary cavalry and artillery.
&lt;/p&gt;&lt;p&gt;It would also be well that every regiment of infantry should have at least one company of sharpshooters, who kill with nearly every shot a man. These companies should fight by themselves; and it should be their duty to seek out the enemy, engage them and prove their strength. The sharpshooters will be found exceedingly useful for the safety of the artillery. 
&lt;/p&gt;&lt;p&gt;Whenever the riflemen are obliged to retreat then should the infantry advance, en masse, Should the enemy lose the battle then it will
be the duty of the Cavalry to pursue them and prevent them from any where making a stand for their defense. In this case must we have ready pioneers and [sapraures?] to rebuild bridges and remove all other obstructions which the enemy in their retreat may throw in the way.
&lt;/p&gt;&lt;p&gt;Every regiment should have about 60 servants also provisions, water &amp;amp;c and a sufficient number of wagons and good
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;6
&lt;/p&gt;&lt;p&gt;surgeons.
&lt;/p&gt;&lt;p&gt;Every soldier without exception should be taught the art of war in time of peace. Especially should he learn the field service and trumpet signals perfectly; because it is not possible for the commander to make his commands known by word of mouth.
&lt;/p&gt;&lt;p&gt;It is not the mass of the troops, but their skillful arrangement and a cunning practice of strategy, which secure the victory. Forsight, a knowledge of strategy, and of the best locations for an army, must always be the foundation of successful warfare. Planless marching and loose discipline endanger the lives of the soldiers, and ruin the country and the people.
&lt;/p&gt;&lt;p&gt;Above all should a thorough knowledge of the face of the country which is to be the seat of war be acquired. Every road, every wood, every hill and valley, every river and creek and every swamp or morass should be carefully noted in order to determine how and where an attack may be most successfully made and in order by feints of retreat and other strategems to decoy the enemy into places where they may defeated. At the same time we should be equally careful not
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;7
&lt;/p&gt;&lt;p&gt;to be entrapped by the snares of the enemy and to secure a good retreat in case of our own defeats.
&lt;/p&gt;&lt;p&gt;If we carry the war into the southern states and Kentuckey and Missouri still remain neutral our border must not be left without protection, for should our armies be defeated, it will then be possible for these states to cut off our retreat and attack us at home.
&lt;/p&gt;&lt;p&gt;As I remarked in the outset everyone who is not for us is against us, and must be looked upon as an enemy. In time of war every one who goes only half way in yealding obedience to his government is a traitor to himself and his country.
&lt;/p&gt;&lt;p&gt;Finally I must remark that the consequences of having commanders in office who know nothing of service will be a sad thing for the Country. Men who have not military experience and education are by no means fit for officers. The surgeons likewise should be men of skill and experience and the cooks such persons as know how to furnish the soldiers

&lt;/p&gt;&lt;p&gt;It would also be wise to establish larger forces at Kaskaskia and Breesville on the Missipissippi and below the mouth of the Wabash, on the Ohio, than at Quincy because, the enemy are able to bring larger forces to these points, and, should they succeed in obtaining possession of the Illinois Central Railroad, they can occupy the Southern portion of our state and attack our forces at Cairo both in front and rear.
&lt;/p&gt;&lt;p&gt;If the enemy coming from Kentucky and Missouri find us unprepared and should they be able to unite their troops in our state and find sympathy and help from the people, they can give us much trouble because in most cases the aggressor has the advantage

&lt;/p&gt;&lt;p&gt;against his antagonist.
&lt;/p&gt;&lt;p&gt;If we carry the war into the South then shall we need about 100,000 men, including those for the protection of our border, with the necessary cavalry and artillery.
&lt;/p&gt;&lt;p&gt;It would also be well that every regiment of infantry should have at least one company of sharpshooters, who kill with nearly every shot a man. These companies should fight by themselves; and it should be their duty to seek out the enemy, engage them and prove their strength. The sharpshooters will be found exceedingly useful for the safety of the artillery. 
&lt;/p&gt;&lt;p&gt;Whenever the riflemen are obliged to retreat then should the infantry advance, en masse, Should the enemy lose the battle then it will
be the duty of the Cavalry to pursue them and prevent them from any where making a stand for their defense. In this case must we have ready pioneers and [sapraures?] to rebuild bridges and remove all other obstructions which the enemy in their retreat may throw in the way.
&lt;/p&gt;&lt;p&gt;Every regiment should have about 60 servants also provisions, water &amp;amp;c and a sufficient number of wagons and good
&lt;/p&gt;

&lt;/p&gt;&lt;p&gt;surgeons.
&lt;/p&gt;&lt;p&gt;Every soldier without exception should be taught the art of war in time of peace. Especially should he learn the field service and trumpet signals perfectly; because it is not possible for the commander to make his commands known by word of mouth.
&lt;/p&gt;&lt;p&gt;It is not the mass of the troops, but their skillful arrangement and a cunning practice of strategy, which secure the victory. Forsight, a knowledge of strategy, and of the best locations for an army, must always be the foundation of successful warfare. Planless marching and loose discipline endanger the lives of the soldiers, and ruin the country and the people.
&lt;/p&gt;&lt;p&gt;Above all should a thorough knowledge of the face of the country which is to be the seat of war be acquired. Every road, every wood, every hill and valley, every river and creek and every swamp or morass should be carefully noted in order to determine how and where an attack may be most successfully made and in order by feints of retreat and other strategems to decoy the enemy into places where they may defeated. At the same time we should be equally careful not
&lt;/p&gt;

&lt;/p&gt;&lt;p&gt;to be entrapped by the snares of the enemy and to secure a good retreat in case of our own defeats.
&lt;/p&gt;&lt;p&gt;If we carry the war into the southern states and Kentuckey and Missouri still remain neutral our border must not be left without protection, for should our armies be defeated, it will then be possible for these states to cut off our retreat and attack us at home.
&lt;/p&gt;&lt;p&gt;As I remarked in the outset everyone who is not for us is against us, and must be looked upon as an enemy. In time of war every one who goes only half way in yealding obedience to his government is a traitor to himself and his country.
&lt;/p&gt;&lt;p&gt;Finally I must remark that the consequences of having commanders in office who know nothing of service will be a sad thing for the Country. Men who have not military experience and education are by no means fit for officers. The surgeons likewise should be men of skill and experience and the cooks such persons as know how to furnish the soldiers
