&lt;/p&gt;&lt;p&gt;When the new levy was ordered, I applied to you for a Colonelcy in one of the new Regiments; but I presume, under the arrangements then adopted, you could not consistently comply with my request; and hence I have not heard from that application. At the earnest instance of my son, Calvin Gurley Wilson, I beg leave to request for him, an appointment as Regimental Quarter Master, to one of the three years Regiments; and therefore withdraw the application made by me for Colonelcy.
&lt;/p&gt;&lt;p&gt;This son married a niece of Col Hamilton, formerly of this City, now deceased; and though he enjoys a good position, he is willing and anxious to go into service, though thereby he should be compelled to part, for a time at least, from his young wife, and infant son. He is every way qualified for the position he seeks, and if appointed, will render good and efficient service.
&lt;/p&gt;&lt;p&gt;I should not have made this application, supposing that all the officers of these Regiments, would be elected; but today I learned that this is not uniformly the case, but that at least one appointment to a Colonelcy has been made, where the individual was not elected by the Company officers. I therefore beg leave to submit this application, and respectfully request your decision on it may be communicated to me. Should it be successful, I will feel under great obligations for it; and yet, if it had not been for his urgent entreaty, I should not certainly have annoyed you with this application, in view of the fact, that every one, heretofore made by me, since the Republican party has been in power, has been invariably refused. I rendered every service in my power, to secure the success of that party, and these uniform refusals are any

What shall be done with men here openly justify rebellion? who threaten to hang union men? who discourage volunteers? men who acknowledge they took money to the prisoner on the very night he was let out that Metz from Kansas took took who was let out of jail at Rushville who threaten to resist being drafted &amp;amp;c. Dear Sir will you inform me what shall be done in these cases? to whom shall I apply for assistance to rid our county of such men? so many union men have gone from our county, 8 or 9 companies have gone nearly 2 whole Co's have gone into Pike Co. Companies, that I fear that we shall see trouble here. There are several families who have come from the State of Mo. and settled in Elkhorn who are thought to  have been Jayhawkers in Mo Shall we lay still

&lt;p&gt;and suffer these threats or not? ought we not to have a home guard? many of our citizens are disappointed with the returns of the last Election and seem to be striving to make a strife among the Republicans of this State. Potter of the "Cincinnati Commercial" desires to open a business house here, but in order to do so, he will be under the necessity of visiting Washington City to endeavor to obtain a permit.  H. H. Potter is the man for whom I Clerked at the time our national troubles commenced, he was at the time a Firm Union man, has remained so during all the troubles, and is now &amp;amp; ever will be devoted to the Union Cause.  He continued in business here until the Confederates closed him up.  He now desires to commence business again and in order to do so, he is informed by the "Powers that be", that he will have to obtain a permit from Washington City of the parties authorized to grant the same.  If he gets the permit, he will give me a good situation.  Now Wes I desire you to get from the Governor a letter of introduction, to the President for him,---stating the facts as above mentioned.  &lt;u&gt;I mean in substance.&lt;/u&gt;---I don't know who the parties are who

She took upon herself to procure us a photograph to work from but it has never been received by us. Will You be Kind enough to sit for one of good size &amp;amp; forward at once. Mr. Healy, the Artist, has offered to donate his services to produce the portrait (in consideration of the
circumstances) or rather, does the

She took upon herself to procure us a photograph to work from but it has never been received by us. Will You be Kind enough to sit for one of good size &amp;amp; forward at once. Mr. Healy, the Artist, has offered to donate his services to produce the portrait (in consideration of the
circumstances) or rather, does the

&lt;/p&gt;&lt;p&gt;Your letter of the 15th August, relative to the contracts for clothing for Illinois troops, has been referred to this office by the Secretary of War.
&lt;/p&gt;&lt;p&gt;You state that the withdrawal of more than one hundred thousand of the citizens of Illinois, has, by decreasing the demand for ready made clothing, occasioned much pecuniary suffering among the employees of some of your largest manufacturers, and suggest that contracts for at least
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;25,000 full uniforms be given to parties in your state.
&lt;/p&gt;&lt;p&gt;This subject has engaged the attention of the Qr. Mr. General, who has sent to Capt. J. A. Potter (at Chicago) chief Quarter Master in the State of Illinois, the cloth to make up the uniforms for the Illinois contingent of militia, with instructions to enter into contracts if possible, for the making up of these clothes, in the State.
&lt;/p&gt;&lt;p&gt;I have also authorized him to procure largely of other supplies, such as can be purchased or manufactured in the State or its neighborhood, but not to enter Eastern markets, or the Cincinnati market, and compete with the agents of the United States who are authorized to contract and purchase in those markets.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Any suggestion from your excellency to aid in this or to distribute, without prejudice to the United States, more generally and equitably the expenditures of the Government, will be gladly received by the Qr. Mr. Genl.
&lt;/p&gt;&lt;p&gt;It is not thought proper to have too many contracting &amp;amp; purchasing agents in a State, as they compete against each other and raise prices.  It is therefore considered best to keep this work in each of the States, under the direction of one officer, and Capt. Potter has been selected for that purpose in Illinois.

&lt;/p&gt;&lt;p&gt;Your letter of the 15th August, relative to the contracts for clothing for Illinois troops, has been referred to this office by the Secretary of War.
&lt;/p&gt;&lt;p&gt;You state that the withdrawal of more than one hundred thousand of the citizens of Illinois, has, by decreasing the demand for ready made clothing, occasioned much pecuniary suffering among the employees of some of your largest manufacturers, and suggest that contracts for at least
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;25,000 full uniforms be given to parties in your state.
&lt;/p&gt;&lt;p&gt;This subject has engaged the attention of the Qr. Mr. General, who has sent to Capt. J. A. Potter (at Chicago) chief Quarter Master in the State of Illinois, the cloth to make up the uniforms for the Illinois contingent of militia, with instructions to enter into contracts if possible, for the making up of these clothes, in the State.
&lt;/p&gt;&lt;p&gt;I have also authorized him to procure largely of other supplies, such as can be purchased or manufactured in the State or its neighborhood, but not to enter Eastern markets, or the Cincinnati market, and compete with the agents of the United States who are authorized to contract and purchase in those markets.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Any suggestion from your excellency to aid in this or to distribute, without prejudice to the United States, more generally and equitably the expenditures of the Government, will be gladly received by the Qr. Mr. Genl.
&lt;/p&gt;&lt;p&gt;It is not thought proper to have too many contracting &amp;amp; purchasing agents in a State, as they compete against each other and raise prices.  It is therefore considered best to keep this work in each of the States, under the direction of one officer, and Capt. Potter has been selected for that purpose in Illinois.
