<text>
Chillicothe Ills. August 26, 1862

To His Excellency

Governor Richard Yates.

I write you to make some inquiries - In June 1861 when you made your first call for three years soldiers, some Boys of this place formed a Compy and tendered their services to you, but you had already accepted all the Compys then wanted: consequently one Andrew Hosmer went to Chicago united with some persons, when he returned and prevailed upon several to go with him to Saint Louis and go into the service of
that State at the same time promising them they would be put into an American Regiment: but when they arrived at Saint Louis they were sworn into the Service by Company not knowing themselves what Regiment they were to serve in - They were then ordered into the Missouri 7th, a Regiment composed almost entirely of Irish and Steam Boat Deck Hands -

Our Boys are of the best families of this place, worthy young men well qualified to fill any Station of life, good ambitious Soldiers and have been kept in a state of inactivity in Missouri until after the Battle of Shiloa, at which place they were finally ordered

They are now at Jackson Tenn, their Capt & 1st Lieut Roland and Hosmer resigning leaving the Boys without any Compy officer above the 2d Lieut. They belong to Compy J 7th Regmt Mo Volunteers, names as follows: T.S. Howe, T.L. Howe, Wm Moffitt, John Goddard & Jos Blackburn

They now wish to get a transfer to their own State's Service, and are willing to go into any Regiment where they can see active Service but would prefer going into Compy M Eleventh Illinois Cavalry now stationed at Memphis Tenn, merely because the Compy was made up at this place and composed of the Relatives and friends of themselves: Nevertheless would go wherever Your Excellency should desire them. They wanted to come home

raise a Compy and enter into the service of their own State.

Please inform me if under the circumstances they can do so? or if it be possible for them to get transfered? or what course would you reccommend if any to get them into a situation suited to their tastes, as you must know their present position of three years service is anything but desirous to young, ambitious, educated American Boys.

They requested me to ask you their favorite Governor to lend your influence in their behalf and to say should you get them transfered they will never disgrace their Governor or State. Please give me an early answer, and oblige

Yrs Very Truly

T. V. Cutright

                <text>

To His Excellency Gov. Yates,

Dear Sir,

I would wish to apologize at length, for intruding upon you at a time, when your every moment must be precious, for it seems like egotism to urge any private interest when our beloved country is in such emminent danger. Indeed I would not have presumed to address you were it not that I feel encourage by the largeness of heart, and fatherly protection, which you have already shown to our troops. I therefore hope that it may be in your power to do something for my son who is now in Memphis

At the commencement of the war while absent from home, he enlisted at the Polo (where he was doing business) in defense of the State for 30 days. Shortly after came the requisition for troops to be sworn in for three years - He then told his Capt that he wished to withdraw as he knew he could do better than enter the army for so long a time as a private. His Capt urged him to remain saying that if a young man of his position would make such a move, the Company would be broken up, & promised him to do all in his power for his promotion. He therefore yielded & was sworn in to our great regret. We were then residents of Quincy & Senator Browning placed him at the head of his list to present him to Sect Cameron. but unfortunately at that very time the latter withdrew

from office, & from that time promotion was only to be given for bravery in the field.

For six months he traversed Missouri in quest of the enemy, but was in no regular engagement until the memorable battle of Shiloh, when his regmt. (the 15) suffered so severely. He fought that dreadful battle, & miraculously escaped, his clothes being perfectly riddled with balls -

I enclose you his last to my husband (his step father) who is now in Quincy winding up his affairs preparatory to joining his family here. You will find by it more than I can tell in a few lines - I write to enquire if there is any possibility of his being promoted in his present company & if not may I suggest is he not more fit to take command

after the experience of 18 months than many who may be placed in positions of responsibility in the new regiments that are being formed - As my son has no idea that I would make such a use of his letter will you please either destroy or return it - With feelings of the greatest admiration & gratitude for the manner in which you have conducted the affairs of the State in this terrible crisis. I remain

Yours most respectfully

Hon Richard Yates

Govr of Illinois

Dear Sir,

Col John E. Whitings Regt has arrived in Camp, and it is a source of great pleasure to us to say to you that this is we think the finest body of men which have left this part of the state. The companies are all full and overflowing, and the men are all large: very few if any boys. in fact we can say without fear of contradiction that this is as noble a Regiment as ever went into the field to defend the "Stars and Stripes" It would make your heart swell with pride to have this splendid Regiment pass in review before you: These men show by their countenances that they mean work and they enter the service to prosecute the war in earnest: Col. Whiting is idolized by his men, today submitted his claims as Col. to a vote of the men and officers and was elected by acclamation. He will make a gallant leader for such a gallant Regiment. We hope you will see that they have all they are entitled to.

Your friends

Peeples & Ridgway

Peeples & Ridgway

Dear Sir,

I have to request of your Excellency the favor of a transfer from the 51st, to one of the new Regts. now forming in Illinois. I have been in command of this Regt. since March last, owing to the long absence of Col. Cumming, and have led the Regt. in every skirmish and battle in which it has been engaged. There are reasons of a private nature, why longer connection with the 51st is not desirable.

I have no wish to leave the service, while the war lasts, but I feel that I could serve with more satisfaction and usefulness in some other Regt. The 51st has other officers who are abundantly capable of filling any position in the command, And perhaps, the experience of the last six months in the field, would make my services more valuable in a new Regt.

Requesting an early reply, - I have the honor to be Yours &c.

Governor Illinois

Springfield.
