&lt;/p&gt;&lt;p&gt;I have a brother, a prisoner at Camp Chase, Ohio; He desires to take the oath of allegiance very much, He has wrote to me several leters on the subject. And I know from his anteceedent, that he never was a secessionist, But after Buells retreat from out of Tennessee and Bragg got possession there, then my Brother Harvey, C, Nickens, like many other good and loyal citizens were compelled into the Rebel Service, He too like many others there had a large family, and nothing to get away with, Hence an awful necessity stared them in the face, Which you understand beter than I can describe, - He wants to take the oath and come down here, and get som of his friends to go and get his family out of Marshall County Tenn; And bring them here to him, And I am shure that he will be as Loyal citizen as the State of Ills containes, - But who am I; that gives you this assureance; I am a humble citizen;  By reference to the files of your office you will find that I simply bear a Justices Commission at your hand

&lt;hr /&gt; At the commencement of this conflict I with my family fled from the land of Dixie, as from the deadly [illegible] of the Great Saharah Desert, My brother desired to come, but owing to the oposition of his wife, the golden moment passed away from him, Often has he and his wife repented it, But it was too late - and now while he is here he wants to stay, And my dear Governor I want you to assist him; and that as soon as you can; That is if you have any power; and I suppose you have.

&lt;/p&gt;&lt;p&gt;Dear Sir  I know you are earnestly desirous that a regiment for the war shall be speedily raised in this district --- But it cannot be accomplished if Charles Ballance is to be the Colonel.  Mr. Ballance is not popular and has but few, if any, of the elements of popularity in his composition.  If he had Ten years time, and the State as large for his district, he could not raise Twenty men that would vote for him for Colonel.  Some of the gentlemen who are now endeavoring to raise companies here have been to me, and have spoken long and loud against Ballance, declaring the facts that Mr. Ballance had been authorized by you to raise a regiment, rendered it almost impossible for them to raise men.  They would much prefer disbanding than to continue the attempts to raise a company if Ballance is to be their commander.
&lt;/p&gt;&lt;p&gt;Let it be known that Mr. Ballance is to be the Col. of the regiment and recruiting would stop at once.  Patriotism and money could not induce them to go under his command.  Ballance is an “old fogy” all [over.?] Some say “old Granny”!!  He is fossilized.  His blood is too thin. I have no interest in the matter, except an interest in common with my loyal fellow citizens in the success of the regiment now being recruited in this district.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;For the honor and glory of the State, which is already as resplendent as Heroism and Patriotism can render it, I desire to see a full regiment raised here with a whoop to it, which can be done in thirty days, if the right man was in the lead, or if Ballance was out of the way.  I write this letter partly at the Solicitation of those who are raising men for this regiment, and partly because I have an interest in the honor, good name-- and fame of the State and this Section particularly in this matter.
&lt;/p&gt;&lt;p&gt;You have the power to make this matter right, and I for one among the many, hope you will do it.

&lt;/p&gt;&lt;p&gt;I desire to call your attention to the fact that Peoria and Stark Cos elect two members to the Legislature, and that the district is &lt;u&gt;very &lt;/u&gt; close.  At the election in 1862, Stark Co gave about 500 Union maj. and Peoria gave about 750  Cop maj.  We expect Stark Co to give about the same maj this fall.  We are moving heaven and earth to carry this county, yet it is not best to be too sanguine.  We want all the help we can get &lt;u&gt;We must not lose this district!&lt;/u&gt;  In order to place it beyond all doubt we must have some of our soldiers allowed to come
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;home and vote.
&lt;/p&gt;&lt;p&gt;I name the following, as among those regts containing the greatest number from Peoria and Stark Cos.  The 86th has &lt;u&gt;four&lt;/u&gt; Cos from Peoria Co. (and one Co from Tazwell)  The 112th has two Cos from Stark.  The 77th has two Cos from Peoria.  &lt;u&gt;By all means see to it that the boys of the 86th come home.  They are all right.&lt;/u&gt;
&lt;/p&gt;&lt;p&gt;I know of no one more deeply interested in securing a Union maj in the next Legislature than yourself!
&lt;/p&gt;&lt;p&gt;Please let me know soon, what we may 
&lt;/p&gt;

&lt;p&gt;rely upon in this regard.
&lt;/p&gt;&lt;p&gt;You may set this congressional district down, as &lt;u&gt;certain&lt;/u&gt; for 5000 maj for Lincoln and Johnson, and you may bet that the Union candidate for Cong' in this district will score as many.

&lt;/p&gt;&lt;p&gt;I desire to call your attention to the fact that Peoria and Stark Cos elect two members to the Legislature, and that the district is &lt;u&gt;very &lt;/u&gt; close.  At the election in 1862, Stark Co gave about 500 Union maj. and Peoria gave about 750  Cop maj.  We expect Stark Co to give about the same maj this fall.  We are moving heaven and earth to carry this county, yet it is not best to be too sanguine.  We want all the help we can get &lt;u&gt;We must not lose this district!&lt;/u&gt;  In order to place it beyond all doubt we must have some of our soldiers allowed to come
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;home and vote.
&lt;/p&gt;&lt;p&gt;I name the following, as among those regts containing the greatest number from Peoria and Stark Cos.  The 86th has &lt;u&gt;four&lt;/u&gt; Cos from Peoria Co. (and one Co from Tazwell)  The 112th has two Cos from Stark.  The 77th has two Cos from Peoria.  &lt;u&gt;By all means see to it that the boys of the 86th come home.  They are all right.&lt;/u&gt;
&lt;/p&gt;&lt;p&gt;I know of no one more deeply interested in securing a Union maj in the next Legislature than yourself!
&lt;/p&gt;&lt;p&gt;Please let me know soon, what we may 
&lt;/p&gt;

&lt;/p&gt;&lt;p&gt;Soon after I wrote you I rec'd a sympathetic letter from Maj Hoffman Com of excha saying he would do all in his power I thanked you for it and feel very grateful for your kindness in answering my letter  I am aware that I am asking much of you now situated as we are upon the brink of a political contest when every effort is needed to wrest our Govr from the hands of northern traitors But the thoughts of my suffering boy continually haunts me

The facts are simply these.  on the 2d day of July - Jeremiah Ragan went to the house of one James Chancy abused said.  Chancy 's family in a very rediculous manner.  drew his pistol and attempted to shoot his (Chancy's) wife applying all kinds of ludicrous epithets

&lt;p&gt;to her and was only prevented from carrying his atrocious designs "into Execution by the timely interference of a friend" Said Ragan on the same Evening &amp;amp; the next morning made threats against the life of James Chancy "On Sunday morning Chancy &amp;amp; Ragan meet where &amp;amp; when an altercation Ensued which resulted in Chancy shooting Ragan,  He (Chancy) had a hearing before a "Copperhead" Court (viz. Judge Sloan) who refused to admit him to bail.  He is now laying in jail ironed &amp;amp; pinioned to the floor under the surveilence of a Copperhead jailor who neglects to furnish him with half rations and fresh water but once in three days.
&lt;/p&gt;&lt;p&gt;Chancy's loyalty is undoubted
&lt;/p&gt;

&lt;p&gt;"he has ever been a quiet and peaceable Citizen has a large family three sons in the Union Army - he has ever been a strong supporter of the Administration and the Government.  On the the other hand Ragan was a pensioner upon the Government - from a slight wound received in the Early part of the rebelion, but notwithstanding this, all his associations were with the butternuts and those who delight most in abusing the Government, And after he worked himself out of the Army I have ever doubted his loyalty, nor does this doubt rest with me along.
&lt;/p&gt;&lt;p&gt;Chancy's strongest, and I might almost say, his only persecutors are the butternuts.
