&lt;/p&gt;&lt;p&gt;The friends of education were quite surprised at a proposition made in the Legislature of our State last winter, to abolish the Department of Public Instruction as an unnecessary expense and assign its duties to the office of Secretary of State.
&lt;/p&gt;&lt;p&gt;The argument used was that at an early day Pennsylvania, Ohio, and some of the older States did not find a Superintendent of Public Instruction necessary.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;You are probably aware that this State has a Congressional grant of lands of 1280 acres for each township, and that ultimately we ought to be educationally a leading State in the valley of the Mississippi.
&lt;/p&gt;&lt;p&gt;If you can at your earliest convenience drop me a brief note, commending the importance of maintaining an efficient central supervision of public instruction from the very infancy of a commonwealth, and the folly of adopting the usages that were in vogue twenty five or fifty years ago, you would confer a 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;favor, and do much to strengthen those who are endeavoring to lay a solid foundation for the State.

I would now join the Ridgment as Surgeon if you can give me a place.  For the last three years preceding this Rebellion I resided in Antioch Lake Co, Illinois. &lt;/p&gt;&lt;p&gt;Sir  I see President - Lincoln has made a call for five Hundred thousand (500,000) volunteers to be raised by the 10th of Sept. next.  I wish to serve my country where I can do the most good and where I am most needed.  I have been in the U.S. Service as act. Asst. Surgeon USA, since the 6th day of August 1862.  I would now join the Ridgment as Surgeon if you can give me a place.  For the last three years preceding this Rebellion I resided in Antioch Lake Co, Illinois.  I have two sons in the Army the eldest has served almost three years, in the 7 Battery Wisconsin Vol.  The youngest aged 16 is one of the one Hundred days men a member of Co. F 134 Ridg. Ill. Vol.  I would accept of a commission in either a White or Black Ridgment tho the former would be prefered.

They had not arrived &amp;amp; Col Bross was anxious to have my son mustered In. he went before Maj Foster he Foster gave my son copies of the appointment for to sign &amp;amp; a Letter of Instruction for accepting the appointment Col Bross wanted my son [to?] before the mustering officer

&lt;/p&gt;&lt;p&gt;There is a proposition made to the 141st Regt to be mustered out when our time expires and to reorganise as a Regiment or as independant companies for the purpose of waring against the Indians on the Frontier.
&lt;/p&gt;&lt;p&gt;I think myself to mount the men on horses and properly arm the they can be of great service to the government. I think we can be permitted to so organize and as a general thing we have a fine set of men.

&lt;/p&gt;&lt;p&gt;Your favor of my 28th was duly received and I hasten to answer
&lt;/p&gt;&lt;p&gt;There is a proposition made to the 141st Regt to be mustered out when our time expires and to reorganise as a Regiment or as independant companies for the purpose of waring against the Indians on the Frontier.
&lt;/p&gt;&lt;p&gt;I think myself to mount the men on horses and properly arm the they can be of great service to the government. I think we can be permitted to so organize and as a general thing we have a fine set of men.
&lt;/p&gt;&lt;p&gt;Should we gain such permission I hope you will remember me and I will have proper authority to raise a company as I have some 40 or 50 names already
