I had wished to see & other Governors for the purpose of urging them on your attention & for the further purpose of demonstrating that General Popes Virginia campaign has been not only a success, but a great military movement that has but few examples in [his?] history. All of General McClellans succesess, if he has any, will be consequential on Popes Masterly maneuvers, and all his reverses will be laid to his delays in not supporting Pope and fighting the great battles at CentreVille and Fairfax Court House. Genl Pope should be made the commander of the entire west, if not the commander in chief of the army. It will destroy the confidence of the country in all our Generals if Pope is displaced or lowered in public estimation.

</p><p>Sidney S. Condon M.D. the bearer hereof visits Springfield in obedience to the unanimous wish of the 109th Regt Ills Vols, Col Nimmo, commdg. (so far as I have expression of their wishes, and my opportunities are favorable) for the purpose of asking at your hands the appointment of Surgeon of said Regiment. Dr. Condon is the choice of said Regiment for many potent and convincing reasons. A Large majority of the Regiment are personally and intimately acquainted with him, and have had his services in the past as Physician to their families. He is a strictly temperate man, eschewing <u>in toto</u> the use of liquor, as a beverage, and in the twenty seven years that he has lived in this County, has made for himself a reputation as a citizen, and as a skilfull and successful Physician and Surgeon, the knowledge of which on the part of the Regiment is the key to the expression of their choice in the premises. I therefore, Governor, have no hesitation in earnestly recommending the appointment

Hoffman saying that the matter of complaint referred to by me in my letter of the 31st would be carefully attended to I am happy to say that within the last few days a change has occurred in the management here & that negro laborers are now being employed on the levee. I hope this may continue so & believe it will. The 76th Regt is enjoying a very fair degree of health & doing finely I have been sick for a week but am much better
