M. in the new reg't forming for the prison at Alton. I have known him for years: he is one of the best business men, for his age, I ever saw: was a long time in one of our banks, where he won the confidence of all His character is of the purest integrity, and his business capacity such that he has been kept in service at Head Quarters in St Louis, ever since his regiment went into service. His father is one of our wealthier and most influential citizens, and the son can give any amount of Bonds. If consistent with your other 
&lt;/p&gt;
&lt;hr /&gt; 
&lt;p&gt;arrangements you can give him the position of Q. Master in this Regt, it would not only be well merited by him, but, I believe, much for the public interest.

&lt;/p&gt;&lt;p&gt;I have the honor to report that your Letter of instructions of 26th inst. was received on the 28th inst. when I proceeded to Ramsey without delay I had an interview with several of the men named, some of them having left the place through fear of personal violence.  There is certainly a band of desparadoes infesting a portion of Fayette &amp;amp; Montgomery counties; committing depradations on the union citizens, robbing them of their arms and in some instances of money.  They make their Head Quarters in Montgomery county between Vanburenburg and Ramsey, and are variously estimated from forty to two hundred; from what I can learn there are about twenty fives strangers supposed to be guerillas from the border slave states, the others are residents of Montgomery Fayette and Bond counties.  Their principal object seems to be to obtain arms and horses, and to intimidate and drive off union citizens  Reports have been current
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;here since yesterday morning that the citizens of Hillsboro had organized a force to arrest them.  on returning here this morning from Ramsey, I found this place wild with excitement. two men just in report the citizens from Bond and Montgomery counties fighting with the guerillas about seven miles from this place.  two men reported Killed the citizens of Vandalia armed and mounted about twenty men and sent them out to take part in the contest.  The reports of numbers on either side are so vague and improbable that it is impossible at this time to form an opinion. Until the result of the present difficulty is Known, I cannot state what course will be advisable for Government to pursue, or what force, if any, will be necessary.

&lt;/p&gt;&lt;p&gt;I have the honor to report that your Letter of instructions of 26th inst. was received on the 28th inst. when I proceeded to Ramsey without delay I had an interview with several of the men named, some of them having left the place through fear of personal violence.  There is certainly a band of desparadoes infesting a portion of Fayette &amp;amp; Montgomery counties; committing depradations on the union citizens, robbing them of their arms and in some instances of money.  They make their Head Quarters in Montgomery county between Vanburenburg and Ramsey, and are variously estimated from forty to two hundred; from what I can learn there are about twenty fives strangers supposed to be guerillas from the border slave states, the others are residents of Montgomery Fayette and Bond counties.  Their principal object seems to be to obtain arms and horses, and to intimidate and drive off union citizens  Reports have been current

&lt;hr /&gt;
&lt;p&gt;here since yesterday morning that the citizens of Hillsboro had organized a force to arrest them.  on returning here this morning from Ramsey, I found this place wild with excitement. two men just in report the citizens from Bond and Montgomery counties fighting with the guerillas about seven miles from this place.  two men reported Killed the citizens of Vandalia armed and mounted about twenty men and sent them out to take part in the contest.  The reports of numbers on either side are so vague and improbable that it is impossible at this time to form an opinion. Until the result of the present difficulty is Known, I cannot state what course will be advisable for Government to pursue, or what force, if any, will be necessary.

&lt;/p&gt;&lt;p&gt;I have a very particular favor I want to ask you to attend to for me = It is one in which I feel personally very much interested and hence I ask you to attend to it for me at once = It is this; My brotherinlaw Dr. Wm M Gray surgeon of the 60 Ill Regt Vol has been in active field service about 3 1/2 years and from exposure and hard labor has contracted a disease of the kidneys which renders him unfit for field duty and which would endanger his life = He has a family dependant upon him and does not desire to quit the service, but wants a position at some post, hospital or garrisen in the loyal States as near his home (Peoria Ills) as possible = an assistant surgeon has today been sent to his regiment, he [illegible] being absent on sick leave = I inclose the papers to you asking that you will see at once the Sec of War and have him put to some good place = I wish you would communicate directly with him at Peoria as his time of leave will soon expire = Please also return the inclosed papers to him as they will be of value to him, particularly the surgeons certificate = If you will be kind enough to attend to this promptly I am satisfied you can effect it, and I will be very happy to return the favor at any time and always =

&lt;/p&gt;&lt;p&gt;On my return I found all the avenues approaching Place and Position in my own State so blocked up by those whose business seems to be that of Place Hunters, that, being a modest man, and never having held or asked for an office (although a Democrat heretofore) I was deterred from any attempt in that direction in Ohio.
&lt;/p&gt;&lt;p&gt;As I contemplated becoming a citizen of your State at any early day, I am desirous of going the duty of a citizen, so far as I can in this war movement, by aiding to place the army of Illinois, upon a footing of equality at least, if not of superiority with the Troops of 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;any other State
&lt;/p&gt;&lt;p&gt;In a very quiet way, during my recent visit to Cairo &amp;amp; Springfield I became convinced by observation &amp;amp; inquiry that Illinois is far behind some of her Sister States (at least) in preparation and arming her Troops, and in all those details that go to make up what is incomprehended in the term, “efficiency” I propose, if I am permitted, to make them, “efficient, in war.”
&lt;/p&gt;&lt;p&gt;I will furnish the most [appoved?] ordinance, and the most “efficient” (destructive) Projectiles, and will demonstrate the same, if the committee on arms will sufer the opening of bids for say, ten days, until I can return to Springfield  They have advertised for 12000 stands of Rifles, they may get the Kind advertised in a reasonable time but I doubt it, I have some important sugestions to make them also on this subject
&lt;/p&gt;&lt;p&gt;There are many details that go to make up the “morale” of any Army that seem to be but little understood by the authorities of Illinois, if it is possible I shall be pleased to aid in supplying any deficiency in these respects, when I become a citizen [she?] may command me.

&lt;/p&gt;&lt;p&gt;The death of Judge Douglas leaves a vacancy in the Senate, which it will be the duty of Gov. Yates to fill, and we, of the old whig and this conservative branch of the Republican party, would be pleased to see Judge David Davis appointed to this position.
&lt;/p&gt;&lt;p&gt;Perhaps to no one man more than to Judge D. was Mr. Lincoln indebted for his nomination by this Chicago convention, and to that nomination may be ascribed our success in carrying the State elections.  We, the conservatives of the republican party, fell that in the distribution of the honors and patronage of the government, our friends have but almost entirely ignored and most painfully slighted. The contest in the Chicago Convention as you will know was between the extreme and radical and the conservative elements of the party, that the latter succeeded in this contest and that Mr. L. was their choice and their nominee; We have reason to feel sore and chagrined that those who opposed us in that struggle and whom we so signally defeated should now be in the ascendant and allowed to use that ascendancy and influence to overslaugh their conservative associates.  A glaring
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;instance of party wrong and reputation is manifest in the case of Judge D. to whom, notwithstanding his unquestioned claims, nothing has been tendered.  It would therefore be both proper and graceful that the position referred to be tendered to him.  Aside from considerations of party justice, his ability, capacity and personal qualities point to him as the proper person for the place; and especially as the critical and disjointed condition of public affairs require firm and energetic counsels and measures. &lt;/p&gt;&lt;p&gt;Mr. T. is a gentleman of [illegible] morals and habits, of high standing, well connected socially and politically, of fine attainments also of a regular military education, having with credit, gone through a three years course of study at the Military Academy at West Point.

&lt;/p&gt;&lt;p&gt;Mr. T. is a gentleman of [illegible] morals and habits, of high standing, well connected socially and politically, of fine attainments also of a regular military education, having with credit, gone through a three years course of study at the Military Academy at West Point.
&lt;/p&gt;&lt;p&gt;I have no hesitation in saying that his appointment to the position indicated would be of advantage to the public service and highly acceptable to his numerous friends in this section - His success would be personally gratifying to myself
