</p><p>The demise of Stephen A. Douglas, leaves a vacancy in the U.S. Senate the filling of which, for two sessions at least, devolves upon yourself. Will you allow me to present the name of O. H. Browning, for that responsible position. There is a mawkish sentimentality springing up to have a conservative Democrat appointed. And pray how long have the democrats been "conservative"? Only since our beloved country has commenced a struggle (not its death struggle I trust,) for its very existence, which has been precipitated upon us by - Democracy -!
</p><p>There are numberless reasons why Mr B. should have the office under notice. First. He has always (as I understand) been an unswerving, consistent old line Whig as well as a thorough Republican. Second. He is a very able man, just such as we need in the councils of our nation at this crisis. Third: If I am not mistaken the particular region of our State from which Mr B. hails, has never yet had a member in the U.S. Senate.

Just as soon as the old Democratic leaders can find an opportunity they will make an issue again with us, and we may expect it very soon. The indications are that Crittenden will be elected to Congress, Then Kentucky will come forward with some confounded compromise and we shall be sold out by any democrat that can be appointed. Why would it not be well to appoint some aspirant for the Governorship and then we can make him

<p>Governor at the end of four years and releave the thing of any embarrassment, but for God sake appoint a tried and true Republican. Browning is here most favourable spoken of, his appointment would be hailed with pleasure and he is such a good friend of yours, as that there could of course no conflict come between yourself and him.

</p><p>On my return I found all the avenues approaching Place and Position in my own State so blocked up by those whose business seems to be that of Place Hunters, that, being a modest man, and never having held or asked for an office (although a Democrat heretofore) I was deterred from any attempt in that direction in Ohio.
</p><p>As I contemplated becoming a citizen of your State at any early day, I am desirous of going the duty of a citizen, so far as I can in this war movement, by aiding to place the army of Illinois, upon a footing of equality at least, if not of superiority with the Troops of

</p><p>In a very quiet way, during my recent visit to Cairo & Springfield I became convinced by observation & inquiry that Illinois is far behind some of her Sister States (at least) in preparation and arming her Troops, and in all those details that go to make up what is incomprehended in the term, “efficiency” I propose, if I am permitted, to make them, “efficient, in war.”
</p><p>I will furnish the most [appoved?] ordinance, and the most “efficient” (destructive) Projectiles, and will demonstrate the same, if the committee on arms will sufer the opening of bids for say, ten days, until I can return to Springfield They have advertised for 12000 stands of Rifles, they may get the Kind advertised in a reasonable time but I doubt it, I have some important sugestions to make them also on this subject
</p><p>There are many details that go to make up the “morale” of any Army that seem to be but little understood by the authorities of Illinois, if it is possible I shall be pleased to aid in supplying any deficiency in these respects, when I become a citizen [she?] may command me.

It was disclosed to the undersigned by Colonel James D Morgan of the 10th Regt. That He held a commission from you as Col of the 10th Regt which gives Him Seigniority of Rank in the 1st Brigade you will not be astonished when we inform you of our surprise at this mark of favor bestowed by the Govenor of the State of Illinois upon A Colonel who however much His merit may commend itsself to you is the Junior of every one of us by Election and commission, we suppose this apparently unjust discrimination against the undersigned is based upon some misapprehension or mistake of facts, when we know that Col Morgan was Expecting no such mark of Executive favor. But be this as it may, we feel it due to the respect we have ourselves to solicit from you an explanation of the cause of this (be it said with all due respect to the Govenor of the State of Illinois officially and personally) unusual proceeding. we feel in frankness we have the right to do so And to further ask of you if such is your decision upon the Merits of those of us

</p><p>The death of Judge Douglas leaves a vacancy in the Senate, which it will be the duty of Gov. Yates to fill, and we, of the old whig and this conservative branch of the Republican party, would be pleased to see Judge David Davis appointed to this position.
</p><p>Perhaps to no one man more than to Judge D. was Mr. Lincoln indebted for his nomination by this Chicago convention, and to that nomination may be ascribed our success in carrying the State elections. We, the conservatives of the republican party, fell that in the distribution of the honors and patronage of the government, our friends have but almost entirely ignored and most painfully slighted. The contest in the Chicago Convention as you will know was between the extreme and radical and the conservative elements of the party, that the latter succeeded in this contest and that Mr. L. was their choice and their nominee; We have reason to feel sore and chagrined that those who opposed us in that struggle and whom we so signally defeated should now be in the ascendant and allowed to use that ascendancy and influence to overslaugh their conservative associates. A glaring

<p>instance of party wrong and reputation is manifest in the case of Judge D. to whom, notwithstanding his unquestioned claims, nothing has been tendered. It would therefore be both proper and graceful that the position referred to be tendered to him. Aside from considerations of party justice, his ability, capacity and personal qualities point to him as the proper person for the place; and especially as the critical and disjointed condition of public affairs require firm and energetic counsels and measures. His firmness, his will and his clear and intuitive judgment will quality him for such, and the President, at this time more than any other, needs in the Senate one whom be can implicitly trust, and one in whom he would be willing to trust, and Judge Davis, from the long intimate and confidential personal and political relations between the President and himself, is emphatically such as man. If he should need “back bones” the Judge would have an ample supply on hand.
</p><p>Without any position, politically, in this State and without the slightest claims to your confidence I have ventured to obtrude the preceding suggestions upon your attention, with additional suggestion that if they match your views, that the Judge's claims, in such manner as your judgment may suggest, be presented in the proper quarter.
