Among them Judge Cutler, whom perhaps you will recollect of meeting in New Orleans.  The question of the admission of this delegation is exciting considerable interest in Washington.  I think they will be admitted; and, I may add, I sincerely hope they may.  They are all truly loyal men, and intensely radical, rendered more so perhaps by their sufferings in the cause of right, and liberty.  I have written a somewhat elaborate letter favoring their admittance which is addressed to Gen. Oglesby.  It will be published

&lt;p&gt;by Saturday in pamphlet form.  I did not have it published myself, but was prevailed upon by others to do so.  If it will be of any service I am satisfied.  I will send you a copy, and I shall hope to hear what you think of it.

&lt;/p&gt;&lt;p&gt;Our people [(L)?] are quite awake and active in devising measures for Home Protection in case of a rupture. But the difficulty chiefly seems to be that of the want of a knowledge of how to proceed. They can see no adaptation of the State Militia law to our Exigency. We want to organize to defend our homes and to keep order temporarily - not to go into the Government army, nor to drill six years. Neither do we wish our organization to be composed of more than half Copperheads as it would be to organize under the State law. And still further, very many, and indeed some of the best [illegible] being over the proper age and some nomenal invalids, who could do good service would be left in the rear. We want an organization to embrace men indiscriminately - Every man that could do service in case of emergency. But we are at a loss to know whether such organization would be recognized as anything more than a mob.- whether it could be recognized as valid by the proper authorities so as to make its doings legal. Could you furnish us this information? I am fully aware of your crowded moments but could you impart it in few words it would settle our [League?] in this County in this respect and set us to work.

I am  irresistibly led to the conclusion that there is imminent danger of outbreak, unless steps be immediately taken to prevent such a contingency.  When armed men are allowed to parade the streets of our large towns and villages and openly proclaim defiance to the Government, and a determination to resist the enforcement of the laws, When a band of Traitors sworn into the Confederate Service and officered by men who hold confederate commissions are allowed to occupy a camp in one of the counties of the state and 
&lt;/p&gt;

&lt;/p&gt;&lt;p&gt;plunder loyal men without let or hindrance; when regiments officered by our own citizens are allowed to drill and perfect themselves in military instructions with  impunity, and where citizens are allowed freely to cheer for Jeff Davis and announce their determinations to shoot abolitionists and loyal men at sight, it occurs to me that the occasion has arrived for the authorities to take official notice of the fact and apply the remedy.  All of these things have I seen during the last two weeks in the Counties above alluded to. There are armed bodies of men in rebellion in Jasper, Montgomery and Moultrie Counties, and the question arises "Should not some means be taken to bring them to punishment."
&lt;/p&gt;&lt;p&gt;I do not know if you have any authority under the law of the State to call out troops but it does seem to me that at least take regiment of mounted men should be placed in the field for State duty immediately.  If you cannot do this under the state law, cannot permission be obtained from the General Government!

He says that Bushnell and the three representatives will go for you first, last and all the time.  I think we can count up men enough on our [illegible] ends to give you the nomination on the first ballot. 
&lt;/p&gt;&lt;p&gt;Jo. Medill has gone to Washington to be about a month or six weeks and during his absence, Horace White runs the machine.  I think there will be no further departure from the strict neutrality of policy.  Mr. Medill assures me

&lt;/p&gt;&lt;p&gt;there should be none.  I know he has been represented to join in the fight, but he refuses.  He favors your claims to the position, I know.

He is eminently social and good natured and desires to please everybody, but I do not believe he can be made a tool of by the opposition, or by the friends of Logan, Palmer, Washburn  or anybody else.  Col Eastman is a fast friend of yours and is doing you good service.  He feels entirely hopeful
