<text>
Shawneetown Illinois April 15th 1861.

To His Excellency

Richard Yates

Gov. State of Illinois

Sir: We have received information that Fort Sumpter has been surrendered to the rebels. At Uniontown Kentucky on the Ohio River twelve miles from here they this morning were firing cannons in Honor of the victory of the C. S. A.

Our people are for the Union We have no party feelings We are simply for the Union. Our Republican flag is flying on the Democratic pole in front of our town. We may have trouble here. But whether or not we want to be prepared for emergencies and also to manifest our devotion to the Stars and Stripes.

At the Request of Captain Michael K. Lawler of this County I write to you, to request that you will send to us a Battery of Artillery. The Captain knows how to serve the Guns and drill the men. He had command of two Companies in Mexico

One of volunteer Infantry and one of Cavalry. He wants to organize one or more companies (volunteer) but wants first to know if he can get the guns. If you cannot furnish a full Battery can you not send us one piece or more. There was a brass gun captured at Cerro Gordo by the 3d Regiment; most of the men of that Regiment were from the South part of the State. Captain Lawlers Company were in the thickest of the fight and helped capture this Gun, at the place where Sheilds fell. This gun was presented to the State. Could you lend this gun to the Capt. as Brigadier Gen for his Brigade

There was a full set of Infantry Equipments here in the possession of Capt. McCaleb and one set of Cavalry Equipments in possession of Capt. William Hicks. McCaleb & Hicks are both dead The arms are scattered about Would it not be well to send an order to Capt. Lawler to collect and preserve them.

Capt. Lawler is Brigadier General of the Militia of Pope, Hardin, Gallatin

Saline & Hamilton Counties His Commission is dated in 1844 February or March. He is for the Union and for fight and is the true grit.

It may be there are no arms in Springfield, but if there are not, certainly our State can procure them, and if they would be furnished to any part of the State, you certainly cannot and will not refuse them to us here. Please advise me what you can do as soon as possible

If there are any books of tactics in Springfield to be distributed, Will you please send them to Lawler, or to me for distribution.

Last week I attended Circuit Court at Harrisburg Saline County A great many people of that County were in attendance on the court and they are all for the Union and the enforcement of the laws.

Also I was at Elizabethtown last week

I was told that there are two Secessionists in the County and that they must "dry up' or leave. The people of those Counties are all right and this, Gallatin county is perfectly sound. It is a general thing in Egypt The people are anxious to have the Union preserved and traitors punished

Yours

                <text>

Yours

John Olney

I wrote the other day to Gov. Yates tendering my services to the State of Illinois in the present military exigency –

It is to the last degree important that the volunteer or Militia called into active service by the State, should be carefully organized & drilled & placed under the command of capable officers. The question of organization is now most important & I hope the Governor will be careful that it is exected in the best possible manner to act harmoniously with troops of other States and of the [Genl Dist?] For this purpose some uniformity both of organization & of drill is absolutely essential.

It is well remembered also that we are not now to meet Mexicans but [encounter?] our own people under the lead of the best military talent in the country & with a complete & uniform organization.

Much of the efficiency of the troops called for from Illinois will depend upon the steps taken in the

beginning & a thorough knowledge of the systems of Artillery, Infantry, & Cavalry should be brought to the service of the State. Upon the system now adopted by the State her position & influence in the coming war, will largely depend & too much care & judgement & experience cannot be secured.

If I can be of service you know how gladly I will do my part but I think you had better yourself see the Governor as soon as you can & urge upon him the propriety of selecting men of military education & experience to take charge of the organization, equipment & system of discipline of the troops to be called into service. He should by all means retain in his own hands with the consent of the State Senate, the appointment of the Field officers, (that is Majors, Lt Cols & Colonels) of all the Regiments – he may call into service that he may secure for such responsible offices those best qualified for them.

A mistake now would seriously jeopard the military character of the State, or render its troops incapable of at once doing service with other

Answered 20th

My Dear Sir,

We have had some talk here to-day among men of all parties in relation to the necessity for the immediate occupation of Cairo by the forces of the State of Illinois, to keep it out of the hands of the traitors. It is the most important military position in the West. Look in the map: It extends further into the Slave States than any other point in the North. It commands the

commerce of the upper Mississippi and of the Ohio, and through the latter of all the rivers upon which the commerce of Kentucky depends. The levee is a fortification in itself; and 500 men there, in among that population, can play the devil if they are hostile. Let them arm the bridges on the Ills. Cent. for 40 miles up, and an army and the expenditure of half a million of dollars would hardly dislodge them. You get the importance of hold-

ing the place. Kentucky will go out, Louisville even now is full of organized secessionists and I shall not be surprised any day to hear that they have Cairo in their keeping.

Now for the means You can have a company from Chicago--probably the artillery. You could send one from Springfield, probably one from Alton; there is one ready at
Neoga (Cumberland Co.) and others are at your service in a days notice. You

got guns enough, including eight [pieces?] of artillery under your hand.

Let me beg you to give this matter your earnest attention you may be sure that you will not be an hour too soon, no matter how expeditiously you move.

Yours for the Cause,

C.H. Ray

Chicago, Apr 16th 1861.

C.H. Ray

I would respectfully and urgently recommend to your favorable consideration Mr. Rogers Fowler, for the position of commissary for the volunteers now being raised in this state. He is a gentleman of excellent business habits, and has been engaged in the lumber trade. I know of no person better qualified to satisfactorily perform the duties of the position of Commissary. His appointment would, I think, give universal satisfaction to his friends here, and also to the persons with whom he would meet in such official capacity. He has been, also, an active and hard working republican, and rendered valuable aid in the late campaign. His appointment would be considered by me as a personal favor.

I have never heard from either of you. From your assurances at Springfield I supposed the wishes of our friends here would be consulted in relation to the matter, but it turns out different. A Mr. Mears today is appointed Post Master, Contrary to the will and wishes of what I know to be 19/20 of the republican party here. He is almost a total stranger and has no claims on any body. If Mr Trumbull or yourself can sustain our party in this section by totally disregarding the will and wishes of our whole community it is well, but time will develope. I sent you, during the session of the Legislature, a petition for the appointment of A. H. Brown as Notary Public. I have never heard of it. I merely allude to those matters. I feel that I am under no political obligations to any person

As a time has arrived when a petition signed by all our old and prominent men of our party has no influence in a little contemptible post office or Notary Public it is time for us to eschew politics and turn our attention in some other direction. I have under all circumstances endeavored to do my duty. I have always given my aid to those I considered my friends. I have asked for little and got less, and will try to content myself with the reflection that I have been fully appreciated and properly paid.

The friends of Honl. Thomas J. Turner, would be much gratified in having him placed in command of one of the Regiments called into service by the President from this State Having known Mr. Turner for more than twenty three years, I speak advisedly, when I say that, there are few men in Illinois who possess in a higher degree the qualities which go to make up a military leader. He is quick to perceive, deliberate in action, has great energy & determination, is courteous & especially kind to those dependent upon him. I am not advised in what manner the commanding officers of Regiments are appointed, but if consistent with your duty & the law, I

trust you will comply with his wishes and with the wishes of his friends and appoint Mr Turner to the command of one of the six Illinois Regiments.

Dear Sir
