As Lieutenant you have done well - you could fill with credit and advantage to the service a post as Captain of a Company - Regimental adjutant - Quarter Master - or Commissary - but qualification is not always looked after by those making appointments Consequently many important posts are filled in the Army by persons possessing no qualifications whatever. <hr /> In the volunteer service it is difficult (you are aware) to obtain a position unless you have aided in the organization. General. I have the honor to inform you that in the early part of June last I was placed in command of the 69th Regiment Ills. Vols. which with the 67th Regiment Ills. Vols. (both three months troops) were organized for Garrison duty at this Camp in charge of Prisoners of War, and as senior Officer was directed to assume command of the Camp. Upon the expiration of the term of service of the above Regiments, or soon after, they were mustered out of service. But, as there was at that time much business connected with the Prisoner of War unsettled and also <hr />several Regiments & Batteries of Illinois Volunteers then being organized for the field at this Camp and no Officer here to relieve me, at the suggestion of His Excellency Governor Yates an order was received from yourself continuing myself & staff in service until the first of January 1863 and which term of service now being nearly expired, before retiring, I beg leave to call your attention to a few facts which I regard important for the Government to consider without delay. I have the honor to enclose a hasty sketch of the history of this Camp and beg leave to say that there have been a large number of claims presented to me for occupation of grounds by Illinois Volunteers in this Camp and around it, together with damage to said property which I am well satisfied if promptly investigated and adjusted at this time will save the Government large sums in the future and do justice to many loyal citizens residing in the vicinity of the Camp. I beg leave also to inform you that on the 30th of October last Brig. Genl Tyler who arrived her in charge <hr />of the paroled troops from Harper's Ferry assumed general command at this Camp as per enclosed Order (Genl. Order NO 1) and that during the stay of these Troops in this Camp much damage to Government and private property was sustained by reason of the violence and insubordination of these troops. Just previous to his leaving Camp Douglas Brig. Gen'l Tyler issued the enclosed order (No 43) convening a Board of Survey to ascertain the damages to the Fair-Grounds near this Camp, and occupied by a part of the paroled Troops, and several thousands of dollars of claims have already been presented for damages by destruction of building and fences and there are a considerable number of other claims being presented not included in the order of Brig. Genl Tyler for investigation, which, together with claims for occupation of grounds and damages to property by Illinois Volunteers running back through 1861 make it my duty to communicate with you for information or instructions. <hr />I have the honor, General, to inform you also that the large number of deserters and stragglers through-out the State, as also the large amount of Government clothing and other property which appears to be stolen and brought or sent home from the Army seems to call for some more efficient measures to save the Government from terrible losses. An Officer specially detailed for this State with a small force charged with the duty of securing public property and arresting and sending to their Regiments stragglers and deserts, collecting Government clothing and other property stolen or otherwise, within the State, would probably meet this necessity.
