He Directed Col Sibley, before I left him, to advise the Secretary of War to make a requisition upon the Treasury for above sum to be deposited with the U.S. Treasurer at New York to the credit of Capt Dunlop for the sole purpose of being paid by him to the State of Illinois and to be used for no other object.
