</p><p>I hereby certify that I have been acquainted with Sergt. Bruce McCormick of Co. C. 53rd Ills. from the time of his enlistment till about the 20th of Nov. last.
</p><p>Although not very well, he was on duty for the greater part of the time till soon after the battle of Shiloh when he was taken with a low form of fever (typho-Malairous) and sent to General Hospital. In August last, he rejoined his Regt. and marched with us to Bolivar Tenn. where he is now in Hospital.
</p><p>About the 1st of Oct. Past I was appointed Surgeon in charge of the Post Hospital (& at a later date, Post Surgeon) & for about two months while I was in charge Sergt McCormick was daily under my own observation and I considered him entirely unfit for duty and recommended his discharge. I consider that the refusal or neglect to grant his discharge is an act of great injustice to a willing intelligent young man as well as an injury to the Govt. by retaining in the service one who is totally unfit for all duty & undoubtably ever will be.

</p><p>Dr Sir in looking over the papers I saw a statement that a bill was introduced into the Legislature appropriating one hundred thousand dollars for a monument in memory of Douglass, the man that has done as much as any other man, to fan the embers of this horrid rebellion, are the members of the the Legislature getting entirely crazy, is the people's money to be thrown away in this abominable manner, why Sir we had better be preparing arm & ammunition for self defence against those traitor pestilent Democratic demagogues, I am a Democrat but I am not an agrarian democratic aristocrat I stood up for Douglass as long as I could stand his abominable speeches, no matter how honest a man was in opposition to slavery extension, he was a black republican, black republican was the begining middle & end of most of his speeches, Sir I hope you will interpose all your influence against any unnecessary appropriation for any subject at this time

</p><p>You have learned ere this, doubtless, that Genl. Grant has relieved me of the command of the Miss. River expedition.
</p><p>When relieved I had returned from Port Ark. and had encamped opposite Vicksburg. Commanding the river above and below the city and cutting off the enemy's communications by water. I had heard nothing whatever of Genl Banks.
</p><p>My expedition against Port Arkansas was necessary to what is fundamental in war – the keeping open of military communications. The enemy at the Port had been constantly sending forth detachments to obstruct the navigation of the Miss. river. Yet Genl. Grant censured the expedition.
</p><p>I am persecuted in a thousand ways.
</p>

<p>I shall be forced to leave the service unless protected by the President.
</p><p>I found the army defeated and disheartened, yet in seven days after assuming command led men to victory and inspired their confidence.
