&lt;/p&gt;&lt;p&gt;In my absence you Telegraph was recd Mr. McGrath saw fit to answer it in a manner that would lead you to believe every thing was right in refference to our business.  Now my dear friend I assure you this is not the case, since the arrival of Gov Wood in this City, which was Yesterday one week, &amp;amp; staid here but part of two days, &amp;amp; started for N. York &amp;amp; was to return in two days as he said, to give us part of the Contract, providing we were lower in other bid than the party in N. York, “this I think were his own words” to viz “ That he would not make any contract in N York until he returned &amp;amp; seen us, which would only have been fair. &amp;amp; in accordance with his own promis, as he had seen all of our samples, &amp;amp; was desidedly pleased with them. &amp;amp; acknowledged that they were superior to the Quatermasters department of this City.  We informed him that we were ready to take the contract as it was offered, the whole or part, then he commenced saying, he would give us a small contract to bid for, which we gave him the bids for every thing he put in the schedule, amounting to some Hundreds of Thousands of Dollars, 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;This with a sample of our Caps, which he requested us to give, to take with him to N. York it being the same cap You saw in Springfield, acknowledged to be superior to his,  Our bid was 78 Cts, but give the caps to the same party that had already mod a lot of money, when materials was much lower, &amp;amp; could well make them for the 75 cents, which was altogether rong.  as I am satisfied that no living man can make the same cap lower than our bid, &amp;amp; so failed to come up to his promis, which was not to make any contract until he seen us,  so with the Horse Equipment, Socks, Blankets &amp;amp;c &amp;amp;c. which he has given out in New York,   All this Dear Govonor looks as if though he did not mean or wish to give us any show, I can assure you that he &amp;amp; Mr Hopkins &amp;amp; Butler are closeted together all the time, as they sent for samples of our goods to be sent to the St. [Nikles?] hotel, which was not fair.  after seeing them here &amp;amp; then to compare samples against whole pieces which no doubt was at the suggestion of Mr Hopkins, Instead of me sending the samples by express.  I sent Dr Filbert our partner in this matter to check [illegible] any such opposations, if such was intended, notwithstanding all these disadvantages against us, our bids were lower than Hopkins by between 30 &amp;amp; 40 thousands Dollars, which was only part of the contract, &amp;amp; had 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;it been the whole amount as set down in the schedule I brought with me, it would have been a bout a difference of at least from 125 to 150 Thousand Dollars.
&lt;/p&gt;&lt;p&gt;Gov Wood acknowledged that he had been [shaved?] &amp;amp; taken in, in his former contracts, Notwithstanding all this, I am afraid our chances are slim, which in my opinion he does not feel disposed to show us any favour, which has proved to be the fact so far, by his giving out part of the contracts in N York, which he promist to give us a fair show for, Instead of staying in N. York two days as he said, eh has already been there a week &amp;amp; over.  &amp;amp; dont know when he will return, which makes us feel our chances very slime, notwithstanding our bids being much lower than any of Hopkins bids, &amp;amp; equal in quality of goods, if not superior to any they would furnish.  This man Hopkins has a large house in Cincinatta, not a New Yorker as we supposed, as Gov Wood has found out as well as ourselves.  Please excuse these facts, but I thought I would give them to You as they have occurred.  I conclude with my &amp;amp; my familes highest regards to Mrs Yates, Yourself &amp;amp; children, &amp;amp; do hope You have entirely recovered from that dreadfull wound, dont forget to Kiss Heny, Katy, &amp;amp; little Dickey

I accept the position, being duly sensible of the responsibility of assuming so high and honorable a place in the military of our beloved state. It shall be my endeavor to merit so high a mark of your esteem and trust, and by acts, not words sustain the enviable reputation of Illinois soldiers gained on many bloody battle fields during this rebellion. I accept the position, being duly sensible of the responsibility of assuming so high and honorable a place in the military of our beloved state. It shall be my endeavor to merit so high a mark of your esteem and trust, and by acts, not words sustain the enviable reputation of Illinois soldiers gained on many bloody battle fields during this rebellion. I will at once report to you as soon as I receive my release from the War Department from my present position as Major in 12th Ill Cavalry Regt. &lt;/p&gt;&lt;p&gt;Friends,, of the Union,, of the hapiness,, of the purity &amp;amp; wellfare of our nation a few words to you from one who thourougly loves &amp;amp; respects you as a nation &amp;amp; people,, In reference to the trouble that now exists between the north &amp;amp; south,, the cause of the war is known more or lefs to all the people of both Sections of our country,, The war has comeupon us &amp;amp; it now stands us in hand to get rid of the Same The great queery naturely comes up here how are wee to do it,, Some are in favour of putting itdown by force of arms, while others are in favour of a compromise,, Some seam to be willing to strike a deviding line running through from the Atlantic to the Pacific Ocean &amp;amp; letting the South have all the country Lying South of said line,, letting the south make laws &amp;amp; regulations to suit there owninstitutions of Slavery &amp;amp;c&amp;amp;c
&lt;/p&gt;&lt;p&gt;I will now give you my oppinion about putting down this rebellion by force of arms,, In my oppinion it never can be done to stay put down in that way,, You may crush it for a time, but like a volcano it will burst fourth again with all the fury of former times as soon as She has gained strength sufficient. No twoo nations can exist &amp;amp; live in peace under one constitution while one is free &amp;amp; the other Slave,, There isone of two things will have to be done to a dead moral

&lt;/p&gt;&lt;p&gt;cerainty before wee will ever have substancial peace that is to either let the South go as a government to itself or wipe Slavery out of existence,, letting the South go as government to itself I fear is rather a shackling business to,, Too Shackling to stand for any length of time,, especialy when allmost every nation on earth as so mutch down on Slavery,, No,, Slavery will have to be put down here in this country as it was in England france &amp;amp; other European Countrys,, it is too mutch against the will of nations generaly. It is too mutch against what is moraly right according to the Scripturs,, Amalgimation one of the lowest vilest &amp;amp; blackest one of the most ungoldy Sins that could be committed by man is carried on in the Slave States with as little thought or cerremoney as going to bead,, Pass through one of the Southern cities if you please your eyes will meet a Sight that is enough to turn the most inveterate negro worshiper against the institution of Slavery. You see families after families of negroes probily the mothers of the same with part of there children black part yellow &amp;amp; part you could hardly tell which they were white folks or negro,, Now Shall we as a pople who proffess to be capable of self government allow such helish work as amalgimation to go on, when wee now have it in our power to put it down, provided we onley put our Shoulder to the wheel &amp;amp; keep the thing rolling since it has started &amp;amp; think God been started by the amalgimationests themselves Yes we will keep the thing rolling we will never stop till the last negro in America is colonised freed &amp;amp; set off as a distinct race to themselves, wee will never stop till ours

&lt;/p&gt;&lt;p&gt;It was not the hatred that I had against the Southern people that induced me to present my body as a Sacrifice &amp;amp; target in this war,, No,, I can Say honestly &amp;amp; frankly that I like the Southern people I like them for there hospitality &amp;amp; open hartidness,, but I do not like there institution of slavery &amp;amp; never did,, It was for purifying our Country that called me out, It called me from Companion it called me from Father Mother brother &amp;amp; Sister It Called me from home where peace &amp;amp; plenty reigned all round,, It called me to the wide tented field of hardships dainger &amp;amp; toil,, Nor never will I be willing to return till this trouble is settled on a pure principal on a fare on a just Principal Suppose the rebles were to come back into the Union as is the wish of the greater portion of Citizens &amp;amp; Soldiers, what would things be bettered. Not one [Iota?] but millions upon millions of Dollars worse off that is if they were Suffered to return with there Slaves how long would it be till this family quarrel would be stirred up again with all the hatred &amp;amp; bitternefs of former days,, No,, Friends &amp;amp; Soldiers it will never do to suffer them to try to stick themselves back into the Union as long as one is possessor of a darky ,,but just so soon as they come out boldly &amp;amp; above bord &amp;amp; declare themselves Emancipationists declare

It is better to commence the work now before they increase to such uncountable &amp;amp; frightful numbers,, The work has partly begun now, in one Sense of the word, Secefsion is the first step,, Owners of Slaves who can prove themselves loyal to Constitution &amp;amp; Union pay them for there property part or all its value,, Those that have turned a traiterous hand gainst our Goverment I presume feel as though they did not need the aid or help of Unkle Sam Conciquently they ought not to expect anything for theirs,, Enough money has allready been Spent in this war to have bought &amp;amp; colonised every Slave in America,, If you had named such a thing as buying &amp;amp; colonising the negroes you would have been looked upon as crazy man hardly capable of keeping up his own trowsers at the commencement of this rebellion,, but I hope the people are beginning to get there eyes open by this time, to a sence of knowledge to know that if Slavery is the mooving cause of this war which it surely is we will never have peace hapinefs &amp;amp; prosperity till that corn is removed,, I am fully persuaded in my own mind, if Slavery was removed from the bounds of the United States Our Country

This company numbers over one hundred men and was organized ostensibly for the defence of the town.  One E. M. Vance is Captain.  The Company is composed altogether of Copperheads some of whom are known to have been in sympathy with Clingman and his gang, and it is generally understood that a large majority of them belong to the secret order that controls the movements of the Democratic party---and that the arms if obtained will be used to resist the draft or against Union men in case of any collision.  As there is already a company of Union men organized in this town and who are provided with guns obtained from the State, and it is not yet full it occurs to us that these
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;men might attest their good intentions by joining this organization.  This however they have refused to do and the Peace party leaders who have opposed the draft and who oppose the administration uniformly of both the State and National Governments, have Engineered and conducted the movement.  It is the belief of all the prominent Union men of the town that the arming of this Company will be attended with only evil results and that a number of the men composing it would rather fight with Clingman and his gang than against them.  And in the [illegible] of any outbreak they would be found with the bushwhackers plundering and shooting Union men.  That you Excellency may take prompt and immediate action in this matter and prevent this Company from obtaining arms is the wish and desire of a large majority of the Union men of the town and county.
&lt;/p&gt;&lt;p&gt;These men have the endorsement of Col [Remann?] of this place who informs me that he permitted his name to be used without reflection but upon mature consideration he is convinced that the step will only lead to further trouble and possibly a collision between the two political parties.
