&lt;/p&gt;&lt;p&gt;The letter you gave me as a reccommendation
&lt;/p&gt;&lt;p&gt;to president Lincoln has been forwarded to
&lt;/p&gt;&lt;p&gt;the department in company with one of a 
&lt;/p&gt;&lt;p&gt;similar character from some of the best
&lt;/p&gt;&lt;p&gt;names in our county. I have no hopes of
&lt;/p&gt;&lt;p&gt;succefs from that quarter. An I wish to say
&lt;/p&gt;&lt;p&gt;if not considered out of place that I would
&lt;/p&gt;&lt;p&gt;like to serve my country if I could in a 
&lt;/p&gt;&lt;p&gt;capacity where I would be of any service to it,
&lt;/p&gt;&lt;p&gt;and at the same time supply the demands
&lt;/p&gt;&lt;p&gt;of my family or rather fullfilll my
&lt;/p&gt;&lt;p&gt;obligations to my family by paying some
&lt;/p&gt;&lt;p&gt;debts that I owe. In the first place I am
&lt;/p&gt;&lt;p&gt;too fleshy to stand the fatigues of infantry
&lt;/p&gt;&lt;p&gt;service especially when there are so many thousands
&lt;/p&gt;&lt;p&gt;more than is called for on hand. I would like
&lt;/p&gt;&lt;p&gt;to be in the service in some capacity and unlefs
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;it is absolutely necessary I had rather not
&lt;/p&gt;&lt;p&gt;go as a private soldier in an infantry company.
&lt;/p&gt;&lt;p&gt;I hope you will understand me distinctly on
&lt;/p&gt;&lt;p&gt;this point - that if my country actually needs
&lt;/p&gt;&lt;p&gt;my poor feeble services as a foot soldier I am
&lt;/p&gt;&lt;p&gt;ready at any time when such is the case to
&lt;/p&gt;&lt;p&gt;volunteer and not only fight for $11 per month
&lt;/p&gt;&lt;p&gt;but for nothing unlefs it be food to sustain
&lt;/p&gt;&lt;p&gt;life. At any rate I will not allow myself to be
&lt;/p&gt;&lt;p&gt;out done by men of my clafs in devotion to
&lt;/p&gt;&lt;p&gt;my country - The name has been represented
&lt;/p&gt;&lt;p&gt;in every war where the stars and stripes have
&lt;/p&gt;&lt;p&gt;been imperiled closing with the battle of
&lt;/p&gt;&lt;p&gt;Buena Vista and to my certain knowledge

&lt;/p&gt;&lt;p&gt;of Volenteers by the traitors and
&lt;/p&gt;&lt;p&gt;they had in number Sum 8 or 9

&lt;/p&gt;&lt;p&gt;me for I said that if a man had the
&lt;/p&gt;&lt;p&gt;Chans to volenteer in the Defense
&lt;/p&gt;&lt;p&gt;of his Cuntry and did not he was A
&lt;/p&gt;&lt;p&gt;coward or traitor and they said they
&lt;/p&gt;&lt;p&gt;that they [alowed?] to go South
&lt;/p&gt;&lt;p&gt;and fight for Jef Davis and

He is a native of Southern Russia, about forty years of age and has received a very high military education, and his personal habits are unexceptionable. 
&lt;/p&gt;&lt;p&gt;At the age of fourteen he entered the artillery school at St Petersburg where he studied for five years. When he attained the age of twenty, he obtained the position of Sub Lieutenant in the Horse Artillery where he remained five years. At the expiration of this period and wishing to enter one "Etat Major", he entered the Military Academy of St Petersburg, the highest school of the Empire, where he devoted himself to a thorough course of Tactics, Administration, Geodesy, Strategics, and Artillery Engineering, graduating with the highest distinction.
&lt;/p&gt;&lt;p&gt;The next year he devoted, proportionately, to the practical operations of every branch of military service, and we have 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;have the authority of Genl McClellan, that a person thus graduated must have superior attainments to one who has taken his degrees at West Point.
&lt;/p&gt;&lt;p&gt;Thus qualified he entered the "Etat Major" with the rank of Captain.
&lt;/p&gt;&lt;p&gt;During the Russian war he was detailed to prepare a plan for the defence of the Gulf of Finland, and the country around St Petersburg. His views with little or no modification were adopted-
&lt;/p&gt;&lt;p&gt;In 1855 he obtained the rank of Colonel and was attached to the Staff in the active corps of Guards ordered for service in Poland
&lt;/p&gt;&lt;p&gt;In 1856 he came to this Country where he has since remained, devoting his time to engineering pursuits, and for the past 2 years has been in the employment of the Illinois Central Rail Road Company.
&lt;/p&gt;&lt;p&gt;In 1857 he filed his first papers to become a citizen of the United States, which step he proposes to perfect at the expiration of the required time

&lt;p&gt;Col. Turchin is the right man &amp;amp; will do credit &amp;amp; service &amp;amp; honor to the State.  Permit me to request that his Commission be made out, (or procured if from the general Government,) as soon as practicable, as the men are impatient for a head to bring them into proper discipline.

Lawlers Regiment at Anna, now it is said that the Gov will make sutch changes as may seem best to himself in offices of the Regiments, and I have not had time to examine whether this is so or not but as I suppose it is I wish to ask it as a favor of you to enquire of any of the Public men of Egypt that you may know what his capacity is.  D. L. Phillips, Hon W. I. Allen and in fact almost any one in this district is well acquainted with him, and I feel Shure will recommend him, he is a Preacher and Col Lawler would have appointed him Chaplin but he did not wish it as he went into Serve,  I hope he will not be misplaced and have to take the Place of a Private as he is now 45 years old and has done mutch in getting up Companys and Sufferd hevy loss in his Private affairs, hoping you will look to my request I have the honor to remain

S. Service for 3 or 10 or 20 years.  I am proud of my Dragoons and I know, that for my sake you will do all in your power to advance their interests. &lt;/p&gt;&lt;p&gt;I do not profess any great skill in that altough I know
&lt;/p&gt;&lt;p&gt;it suficiently to learn it to others. I unterstant military
&lt;/p&gt;&lt;p&gt;Tactics as it is tought in the militairy schools in Germany,

I have great fears that our Legislature, after heaping all kinds of insult on Gen Hicks will and, if in their power by committing us in some way to Secession, and unfortunately we have no Gen Lyon or Col Blair to make head against such an outrage.
