Allard in connection with said vacancy or any similar vacancy that exists or may occur in said Regiment.  So far as I am capable of judging he could perform the duties of such office, creditably &amp;amp; efficiently.  He is undoubtedly brave and I believe will be cool &amp;amp; clear headed in the hour of danger.  He has always taken more pride in Military matters than in anything else. &lt;/p&gt;&lt;p&gt;The said Williams as Commissary General for, and on behalf of the State of Illinois, and the said Hollowbush and Sullivan, their Heirs, Executors, and Administrators, have covenanted and agreed, and by these presents do mutually covenant and agree to and with each other as follows to wit: -
&lt;/p&gt;&lt;p&gt;First The said Hollowbush and Sullivan their Heirs, Exetors and Assigns shall supply, or cause to be supplied and issued, in the City of Quincy all the Rations, to consist of the Articles hereinafter specified, that shall be required for the use of Lieut. Col Moses M Banes Regt. of Infantry to rendezvous at the encampment near the City of Quincy, commencing on Monday the 26th day of August A.D. 1861, and to continue during their continuance at said place of rendezvous, at the price of sixteen cents for each complete ration. Payment to be made whenever funds can be furnished by the Treasurer of the State for that purpose.
&lt;/p&gt;&lt;p&gt;Second That the Ration to be furnished by virtue of this contract shall consist of the following articles by: One and a quarter pounds of fresh Beef, or three quarters of a pound of salted pork, Eighteen ounces of Bread, or Flour, and at the rate of eight quarts of Beans, or ten pounds of Rice, ten pounds of Coffee, and fifteen pounds of Sugar, four quarts of Vinegar, one pound of Star Candles, four pounds of Soap and two quarts of Salt to every hundred Rations, Said Supplies to be issued on the Requisition &amp;amp; Receipt of the acting Commissary of the Regiment, or the Commanding officer of the Regiment in

&lt;p&gt;in any business part of the City of Quincy.
&lt;/p&gt;&lt;p&gt;Third That fresh Beef shall be issued, at least twice in each week, if required by the Commanding Officer.
&lt;/p&gt;&lt;p&gt;Fourth It is clearly understood that the provisions, stipulated for to be furnished, and delivered under this Contract, shall be of good, merchantable quality, and should any difficulty arise respecting the quality of the Provisions to be delivered under this contract, then the commanding officer is to appoint a disinterested person to meet one of the same description to be appointed by the Contractors. These two, thus appointed will have power to decide on the quality of the provisions, but should they disagree then a third person is to be chosen by the two already appointed; the whole to act under Oath, and the opinion of the majority to be final in the case.

I think that the head quarters of this movement is in Jefferson County  Thy call themselves Peace men the middle party and so on

&lt;p&gt;I am creditably informed that thy are organizing lodges of the famous organization, known as the Knights of the Golden Circle.  now I think that it is probable that you sir, know more of this movement than I do and also of its remedy if it needs one.  all that I positively know is that there is an organization, that they are threatning union men generally and Republicans in particular.  that they are now threatning, predicting and prophesying the downfall of the United States Government  I do believe that the devil is at the bottom of the matter and that these very men in their hearts intend mischief  I am informed that a majority

&lt;/p&gt;&lt;p&gt;As when I called upon you this morning I found you so ill, I did not say to you, all that I wished to say.  You will therefore excuse the liberty I take in addressing you.  As I told you the "hard times" has compelled me to dispose of my paper and printing office at a ruinous sacrifice and with almost discouragement and despair I have looked into the future to discover if possible where I am to land, to use a sailor's phraseology.  I well know, or at least can imagine the numerous applications that are made to you for positions and and the perplexity in which it must oftentimes involve you.  And here let me say that I shall respect you none the less should you fail to do me a favor of the kind I wish
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Allow me to address you Governor, in the same manner in which all men of the common feelings of humanity prefer to be addressed whether occupying a public or private position.  Since I was 12 years of age I have been obliged to depend upon my own resources and having had until for the past few years but pore health my way has not been extremely smooth.  I merely state this to show you how much of fortunes favors I have known.  Securing my education by labor after and before "school hours" and during vacations I believe I know the energy necessary to be carried into any pursuit in order to accomplish any important object.  Now Governor had I disposed of my political principles last summer for money or had those in whom I confided used that
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;influence for me to sustain me that they promised and that I had reason to expect after aiding and assisting to elevate them to public positions, I would not ask you to assist me at this time.  If you could aid me to obtain a situation where I might obtain a salary sufficient to sustain myself and family and give me an opportunity to pay of a few demands against me, I would feel just as I think you would feel were you a young man in my situation - truly grateful.  Should I obtain a position as quartermaster of a regiment or any other, I will try and do my duty honestly, energetically and faithfully.  Do not recommend nor appoint me unless from what you know or can learn of me I am competent.  I write this between hope and fear but I rely

&lt;/p&gt;&lt;p&gt;As when I called upon you this morning I found you so ill, I did not say to you, all that I wished to say.  You will therefore excuse the liberty I take in addressing you.  As I told you the "hard times" has compelled me to dispose of my paper and printing office at a ruinous sacrifice and with almost discouragement and despair I have looked into the future to discover if possible where I am to land, to use a sailor's phraseology.  I well know, or at least can imagine the numerous applications that are made to you for positions and and the perplexity in which it must oftentimes involve you.  And here let me say that I shall respect you none the less should you fail to do me a favor of the kind I wish
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Allow me to address you Governor, in the same manner in which all men of the common feelings of humanity prefer to be addressed whether occupying a public or private position.  Since I was 12 years of age I have been obliged to depend upon my own resources and having had until for the past few years but pore health my way has not been extremely smooth.  I merely state this to show you how much of fortunes favors I have known.  Securing my education by labor after and before "school hours" and during vacations I believe I know the energy necessary to be carried into any pursuit in order to accomplish any important object.  Now Governor had I disposed of my political principles last summer for money or had those in whom I confided used that
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;influence for me to sustain me that they promised and that I had reason to expect after aiding and assisting to elevate them to public positions, I would not ask you to assist me at this time.  If you could aid me to obtain a situation where I might obtain a salary sufficient to sustain myself and family and give me an opportunity to pay of a few demands against me, I would feel just as I think you would feel were you a young man in my situation - truly grateful.  Should I obtain a position as quartermaster of a regiment or any other, I will try and do my duty honestly, energetically and faithfully.  Do not recommend nor appoint me unless from what you know or can learn of me I am competent.  I write this between hope and fear but I rely

During the last three months we have been in service very intimate and pleasant relationships have sprung up between myself and the officers and men under me and I honestly believe that there is not a regiment of the whole volunteer force in the army that can boast of better men or officers, but at the same time I am under the necessity to confess that the chief of our Regiment does not possess the military qualities and atributes that are necessary to make a good leader and to preserve discipline among his men.  his character is unimpeachable but his temper is such as to create and keep up a continual dissension and feeling of distrust between himself and the officers. The result of entering the battlefield under such circumstances would be a sad one.  I am on the best standing with both the Colonel and the rest of the officers nevertheless I would prefer to serve my country in some other regiment coming from the State of my adoption.

Col.  I can refer your Excellency to the Hon. W B Ogden  Hon J. N. Arnold  Hon J. Y. Scammon Genl. Asboth of Genl Fremonts staff with whom I served under [Kossuth?].
