I do earnestly wish to take a part in this contest, having organized the first "Fremont Club" in the State. I believe this to be the vindication by "force of Arms" of the principles of the party preferring that "Freedom" should be national.
&lt;/p&gt;&lt;p&gt;I am able to bear arms - but I believe I could perform the duties of Adjutant, or Assistant or asst Commisary. I am recommended to apply to you or the Adjutant Genl by Capt Geo Barrell who is the [gentlemanly?] agt [GM?] R Rd here - and resident of Springfield. I applied to Col J. White of the Fremont Rifle Reg Chicago Ills. for the position of Adj'nt and gave the &lt;u&gt;names&lt;/u&gt; of the best businessmen of this place as references - no reply yet. Yours Respt

&lt;/p&gt;&lt;p&gt;Gov. R. Yates, sir,- I served in the Mexican War in the 16th Regiment of M. S. Infantry, Col. Tibbatts. I served till the end of the war without missing a days duty -- was probably drilled three times as much as the twelve months volunteers in that war. I am a native of Sangamon County -- son of Wm. Colburn of Loami and am now thirty years old. I now through you offer my services to my country. All I ask is a place where I can make my past experience useful. I lately visited Camp Butler, and what I saw there has induced me to offer you my services. Some companies there are well officered and are progressing finely in their drill, while others have officers who are inexperienced and incompetent, and the men who try to serve under such officers, instead of being drilled as soldiers should be, are harassed and tormented by a multiplicity of improper orders. Seeing this state of things I concluded to offer my services, bona fide, for the good of my country, and not for my own aggrandizement. I could not afford to leave my family (whom I love dearly) and my business for the little that I could do as a private soldier, but as an instructor I could do much good. And I think that in consideration of my past service and experience I am entitled to an office. I can furnish you written certificates and recommendations of my character and abilities in any number you may desire from the best citizens of Sangamon &amp;amp; Menard Counties. And if you see fit to give me a commission I am ready to enter the service at any time, and to devote my entire energies, talents, &amp;amp; experience to the cause of my country in this its hour of need. We all know him, &amp;amp; can vouch for his cool courage and military ability. if you want true &amp;amp; trusty men for Colonels, Majors &amp;amp;c. you can rely upon Mr. Lawrence

And hence I would respectfully solicit from you a field office in some of the regiments now forming in Illinois. My experience of now some four months I know better fits me for Colonel than some who have been honored with such an appointment. And i must say that i think that those who volunteered at first, have better claims than those who

&lt;/p&gt;&lt;p&gt;In explanation I would say that I was employed by a Good Union House here to haul a load of Butter from here to a Point on the Ohio River opposite Smithland Ky. I did not think I was doing anything wrong - they told me the Butter was Sold to parties there &amp;amp; as I knew them to be truthful men &amp;amp; as Ky was a Loyal State &amp;amp; c - 
&lt;/p&gt;&lt;p&gt;On the arrival of my teams at Du Quoin my large teams attracted great attention &amp;amp; Suspicion -
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;they stopped them &amp;amp; telegraphed to Genl Fremont that they had detained a train of teams (only two) loaded with Butter &amp;amp; ammunition of War &amp;amp;c. he in reply said = detain Property till further orders meaning of course said suspicious property &amp;amp; not the teams - I &amp;amp; owner of Butter went over to see about it &amp;amp; were arrested &amp;amp; sent to Col Oglesby who remanded us &amp;amp; our Case to Genl Fremont who referred our case to Maj McKinstry, he investigated the case &amp;amp; at once reported in our favor &amp;amp; ordered us released also Property, the necessary papers were there made out &amp;amp; sent by us to Genl Fremont to be signed - his private Secretary told us that it could not be done that Saturday 24th Evng as the Genl was so busy, but that I might with certainty go on to Duquoin and the dispatch would be there in time for me, I went there but the Dispatch had not been recd. I was then told by

&lt;p&gt;Mr I. H. Brown (who is a very worthless fellow &amp;amp; refer you to Mr. D. S. Phelps for Proof) that he had orders to hold the property till further orders from you - I telegraphed to you as I did thinking that Genl Fremonts order would come as promised - I being tired waiting there came here to see what was the matter &amp;amp; find the Genl has been so busy &amp;amp; has lost some time with Burial of Genl Logan that the papers have laid over, but have the promise of his Secretary that he will try &amp;amp; have it attended to to day -

&lt;/p&gt;&lt;p&gt;I learn that many of the citizens of this city and county are desirous that Capt W. R. Lockwood of this City shall receive an appointment as Colonel. I do not know whether it is their wish that Capt Lockwood should be appointed Colonel of the Regiment now organizing here, known as the "Adams Co Regiment" or of some other. In any event I take the liberty of respectfully and cordially endorsing Capt L's qualifications and the propriety of his appointment. The relations that I have heretofore sustained towards you, as an Earnest - and I trust, not entirely a useless friend - might have seemed to warrant me in asking favors for friends heretofore. I have avoided any trespass of the kind so far - but I deem the appointment suggested above, as one, so eminently "fit to be made"

&lt;/p&gt;&lt;p&gt;I learn that many of the citizens of this city and county are desirous that Capt W. R. Lockwood of this City shall receive an appointment as Colonel. I do not know whether it is their wish that Capt Lockwood should be appointed Colonel of the Regiment now organizing here, known as the "Adams Co Regiment" or of some other. In any event I take the liberty of respectfully and cordially endorsing Capt L's qualifications and the propriety of his appointment. The relations that I have heretofore sustained towards you, as an Earnest - and I trust, not entirely a useless friend - might have seemed to warrant me in asking favors for friends heretofore. I have avoided any trespass of the kind so far - but I deem the appointment suggested above, as one, so eminently "fit to be made"

&lt;/p&gt;&lt;p&gt;Sir. - to Execute the power confered upon me to obtain from the United States whatever amount the Secretary of the Treasury was Authorised to refund to the State on account of expenses incured in raising, Transporting, Subsisting, Clothing, Arming, Equiping and paying Illinois Volunteers in the Service of the United States, - I proceeded to Washington City, and on the Sixteenth of August obtained an order on the Treasurer of the United States for Four Hundred Thousand Dollars of treasury notes. Upon reaching the Treasurers Office I found, that the only notes then being used, were payable two years after date, with six percent per annum Interest payable Semi-annually on the first of January and first of July, and that to obtain them I had to delay for the printing, filling up, signing and registering, I agreed to receive the following denominations
&lt;/p&gt;&lt;p&gt;$100,000 of Five Hundred dollar notes
&lt;/p&gt;&lt;p&gt;$150,000 of One Hundred dollar notes
&lt;/p&gt;&lt;p&gt;$150,000 of Fifty Dollar notes
&lt;/p&gt;&lt;p&gt;On the Nineteenth of August I was informed by the Treasurer, that by 12 Oclock the next day
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;he would have the Five Hundred, and One Hundred dollar notes, ready for delivery - that the fifties had not been received from the Engraver, but would be in a few days, when they would be prepared for delivery as soon as possible; and he added, that I could take the $250,000, and he would forward the fifties by mail as soon as they could be made ready. - Having been detained in Washington much longer than had been expected, and being satisfied that my presence would not hasten the preparations of the remainder of the notes, I receipted for the $250,000 and gave orders for the ballance to be forwarded by mail to the Treasurer of the State -
&lt;/p&gt;&lt;p&gt;To obtain the funds I gave a receipt to the Secretary of the Treasury, stipulating that the State should furnish proper vouchers for the disbursement of the money received, upon demanding any further payments, a copy of which, is hereto attached - the $250,000 has been endorsed and is ready for use, the $150,000 has not yet arrived, but when received will be Endorsed without delay.

Woodworth, Commissioners appointed under authority of the State of Illinois to audit the expenditures of said State on account of Volunteers called into the Service of the United States, the Sum of Six hundred and Eighty five thousand five hundred and forty two dollars and twenty nine cents has been audited by them and directed to be paid on account of raising, subsisting, clothing, arming, equipping and transporting said volunteers and that the amount of liabilities existing on the same account, but not yet audited and paid, amount to a further sum of one hundred and Sixty Seven thousand, eight hundred and thirty dollars and fifty one cents: Also that the said State has paid the

And it is hereby expressly understood and agreed by the said Secretary of the Treasury and the State of Illinois by her agent, duly authorised for that purpose by the Governor and Treasurer of said State, making application for an advance or partial payment on account of said expenditures as above, that for the sum of four hundred thousand dollars now received and acknowledged the said State authorities will furnish to the proper accounting officers of the Treasury of the United States good and sufficient vouchers showing the necessary and proper Expenditures of said amount to the satisfaction of said accounting officers and agreeably to such rules and regulations as may be prescribed in that behalf before any future advance shall be applied for from the United States out of said appropriation or any other appropriation
