&lt;/p&gt;&lt;p&gt;Having just received through your hands an order from the Hon. Sec. of War, removing the disability resulting from my dismissal in Sept last, and thus leaving me again free to act.
&lt;/p&gt;&lt;p&gt;I avail myself of this early opportunity to ask your Excellency's interposition in getting authority from the Secretary of War, to raise a command in this State for service in the field.  I have numerous offers of men, both Veterans mustered out of Service and Citizens who desire to go in a command under me.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;I can raise in a very short period of time a regiment of Soldiers who have served 3 years and over and by Connecting with them &lt;u&gt;citizens&lt;/u&gt; three or four Regiments.  As I have been unfortunate in getting wounded and in my dismissal I beg this privilege either for one of three years Service, believing that I can be of some use in the service in putting down this "unholy rebellion"

                  <text>David Davis, a lawyer, politician, distinguished jurist and businessman, was born in Maryland, educated at Kenyon College in Ohio, and studied law at Yale University. Davis married Sarah Woodruff Walker in 1838 and they had five children including George Perrin Davis and Sarah "Sally" Davis. &lt;br /&gt;&lt;br /&gt;In 1844, Davis won election as a Whig to the Illinois Legislature, and four years later was elected Judge of Illinois Eighth Judicial Circuit, where he served on the bench during Lincoln's remaining years as an attorney on the circuit. The two became close friends, and Davis worked diligently as Lincoln's campaign manager at the 1860 Republican nominating convention in Chicago. &lt;br /&gt;&lt;br /&gt;In 1862, President Lincoln appointed Davis to the United States Supreme Court, where Davis wrote the majority opinion in Ex parte Milligan, a landmark decision restricting the rights of military courts to try civilians. In 1877, he resigned from the court after being elected to the United States Senate by the Illinois Legislature. Davis served as Senate president pro tempore from 1881 to 1883, and was known unofficially as "Mr. Vice President." He retired from the Senate in 1883.&lt;br /&gt;&lt;br /&gt;&lt;span&gt;Davis invested in real estate with De Witt County attorney, Clifton H. Moore, and became a man of considerable wealth. He had the distinction of being the largest landowner in Illinois. At the time of his death, June 26, 1886, his estate was valued between four to five million dollars-a huge fortune in his day.&lt;/span&gt;&lt;span&gt;&amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp;&amp;nbsp;&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;The finding aid for the David Davis Family Papers at the Abraham Lincoln Presidential Library and Museum may be found at:&amp;nbsp;http://alplm-cdi.com/chroniclingillinois/items/show/165.&lt;br /&gt;&lt;br /&gt;Photographs in this collection include portraits of several members of the David Davis and George P. I am conversant with Many of the circumstances attending this Case brought before you by said letter. It is not necessary to give a detailed statement. The family of the boy are Comparative Strangers here. Their name is Moncsavie. It Seems this is the boy's second desertion. Hoever, probably, the name John Whisner given by the mother. It seems as far

&lt;p&gt;as I can learn, that he first enlisted under his proper name. Was induced by his Mother and grandfather Whisner - a Copperhead to desert to Avoid being reported by some other relations, he Enlisted again - and was again induced to desert, as he says and is generally believed by his Mother and grandfather. 
&lt;/p&gt;&lt;p&gt;The boy is less blameworthy than his frinds. He is not a deserter in heart but wanting in decisions of Character has been misled. He was concealed by the family for which they are likely to have to answer.
&lt;/p&gt;&lt;p&gt;The letter written to you was doubtless written by the grandfather, Whisner. The statements in many particulars are false. For instance those relative to Dr M Knight and Mr Wardlaw

I am conversant with Many of the circumstances attending this Case brought before you by said letter. It is not necessary to give a detailed statement. The family of the boy are Comparative Strangers here. Their name is Moncsavie. It Seems this is the boy's second desertion. Hoever, probably, the name John Whisner given by the mother. It seems as far

&lt;p&gt;as I can learn, that he first enlisted under his proper name. Was induced by his Mother and grandfather Whisner - a Copperhead to desert to Avoid being reported by some other relations, he Enlisted again - and was again induced to desert, as he says and is generally believed by his Mother and grandfather. 
&lt;/p&gt;&lt;p&gt;The boy is less blameworthy than his frinds. He is not a deserter in heart but wanting in decisions of Character has been misled. He was concealed by the family for which they are likely to have to answer.
&lt;/p&gt;&lt;p&gt;The letter written to you was doubtless written by the grandfather, Whisner. The statements in many particulars are false. For instance those relative to Dr M Knight and Mr Wardlaw
